[0:00:04] heavenly father of the Lord we praise you for the ability to meet here tonight Lord we thank you for the summer weather and for Watching Over Us Lord we thank you for the many blessings that you poured out on us Lord and we ask you to continue to bless us Lord we pray that you would watch over our city and give our leaders wisdom in your name we pray amen amen I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay first or not burst on our agenda this evening is approval of the minutes for the June 7 2016 meeting Mr Mayor we approved the minutes is a regular meeting of June 7 2016 with any additions deletions and directions we have a motion by Alderman Brooks the second Alderman kite is there any discussion hearing non-roll call yes okay that motion carries next on our agenda is a budget amendment Mr Chris Wilson um Chris is going to explain the details here the guts of this are what what's been discussed in the past we have some submissions that um in our city that when the housing market declined in 2008 occurred uh some didn't have the final lift of asphalt and we were waiting to have to be 80 percent built out before they're due for the final lift so the money wasn't needed at that time we did call Bonds on some of the developers that went bankrupt it was not sufficient so the city basically did not have enough money you know to go in and and do the final lift of asphalt that the developer should have done in these subdivisions so we have I believe it's four subdivisions that are in horrific condition and so what we're proposing is that

[0:02:07] the board allows to do a budget amendment to take the projected sales tax Surplus and make the amendment half of that that's that's safe to count on but also temporarily use some of the uh the uh unassigned fund balance till it's replenished with the sales tax Surplus but basically a million dollars would allow us to catch up on all these subdivisions that uh that are now 80 percent developed and they never got the final list of asphalt in the streets are in horrific condition but if you want Chris go over the specifics on how the actual budget amendment will learn that's said it the half of it you see the fund balance four is just coming from your the amount of money that you have in your fund balance beyond the 12 percent that is up to this board to decide at any time on how to use that's the 575 um and then we are proposing an additional five hundred thousand dollars in sales tax revenue which is actually basically one-time money that we have received from the outlet mall prior to the state recouping that and starting to pay back the state program so in effect you're talking about one-time money with a half a million going to the one-time expense of the overlay and then the 575 going out of the fund balance over beyond the 12 percent going toward that as well and that we are still projected to exceed that 14.25 amount we're on page about 14.75 in sales tax this year so actually you are still looking at possibly replenishing that half a million back end of the fund balance at the end of the year I'll make the motion for discussion okay we have a motion Alderman Flores a second bottle first floor open for discussion how much we have a surplus now over Beyond a 12 right about a million that's as of all we can speak to is what we had to close up FY 15. goes over a little bit over 5.9 and the five would have been your 12 percent and whatever we end up with over Surplus

[0:04:09] for the fy16 we're going to move back in practice well that's why I was actually talking to Chris earlier today about that I mean basically you know I think that I know I would since the the uh most of this Surplus is generated by the Tanger money it's one time money we're not going to count on that next year because it'll go towards the rebate next year so since it's one time money and a one-time expense to help us get caught up ideally you know from a bookkeeping standpoint I would just like to say hey look this is one-time money from the sales tax Surplus that will be used for these streets to correct this problem and we don't touch dentist on fund balance it's already there but and correct me if I'm wrong but what Chris is telling me is it just to be on the safe side till we get the real numbers in that's why he's showing it is you know doing a half a million uh from the sales tax Surplus and then using the fund balance now with the plan of when the full year comes in we expect it to be well over a million dollars so we could replenish the unassignment that's exactly that's exactly what I'd like to see okay and that's I think it's just 100 cents here and a dollar here it's the same tax you got to support those of sales tax any economy you never know so rather than just pledge all basically a sales tax to get us out the year is you've already got that money set aside in your in your fund balance to use and but like you said anything that we get over and Beyond would revert back to the fund balance anyway and basically in effect refresh and that's what that's my concern we've all I mean I know this board has and the Department's having really hard to get to where we are and I'd like to make sure that money oh yeah yeah and this is what the plan can separately never to go below 12 right to maintain there and the numbers are there I mean all the indications it was like right 700 000 so it's projected to be at one the sales tax Surplus was projected already to be like 1.2 million so it's it's very safe that we would have the money to replenish the fund balance but the only thing it has this budget increases that 12 dollar amount increases from the five possibly 5.1 and 5.2 but again that's just still very

[0:06:12] safe right and that 12 is still is still your Baseline leave your fund balance and the only other issue on this one is actually increasing the tourism tax also um you're wrapping up your Snowden improvements and the senior center and everything and right now we are projected to receive over 1.8 in the tourism tax I know we've been talking how important that tax is but that's we want to go ahead and actually reflect what we anticipate this year to go ahead and get it in this year's operational budget so we can finish out those projects so I had to come back and piece get him out of books again it's fair to note that um you know people we're very happy with that success too our tourism tax was significantly more so um so again like I've said before the suggestion that the tourism tax affects the restaurant business is just simply not true the restaurants are thriving as noted by the by the increase in tourism taxes what's this Machinery equipment that is another clawback that was an item that Republic Works was bid out last year and the timing basically it happened right as we closed the books and opened them a new FY and that money was rolled forward as part of the fund balance forward we're pretty much committed for that and now this operational budget it was budgeted in last year and it was part of the move forward money prior to it being actually purchased new one in this year's yep well I think the million dollars went back into the street mom is the greatest place in the world right now is with the shape that we're trying to catch up on the streets it's an aggressive uh it is it's an aggressive uh public infrastructure plan that I've ordered undertaking right now it is but I mean it's but it's it's it's it's it's budget right here pending this amendment and I'd like to I'd like to make the comment that we owe these people this money I mean these subdivisions we collected the bonds and it's time they're over 80 developed we owe the money it's only fair it's the right thing to do we're just fortunate

[0:08:13] thank you for saying that it's so nice that you know these people have waited and waited patiently you know to have their street done and now to be able to do this and to go and fix this problem in the past I mean it's a problem I mean and we've already made adjustments Whitney can tell you as far as the bonding requirements we've learned a painful lesson but we know that in the future we've got the bond set we're not going to get in this situation again but in all fairness to um to the people that sit here before us I don't think anyone ever expected a housing decline like happened in 2008 no one expected to be that severe I know that in DeSoto County like in many places around the country we were the a great benefactor of the housing market I mean if business thrived you know for two decades and nobody expected what happened in 2008 so I don't think anyone could have been prepared for that but nonetheless it was it's a major problem you know we had we're trying to do some catching up and we need money to do it and we are blessed that we do have the financial means to do that yeah just the mayor mention real quick on the tourism taxi tourism tax is actually growing a higher percentage than our population is so that gives some more evidence to the fact that even if all things remained equal the tourism tax is outperforming outpacing it's just a natural growth of populations which tells you that is being paid by the state residents thanks for the record I appreciate your comments at the senior center open about the tourism tanks okay thank you I appreciate it thank you all right I'm good yeah we need to make a motion to actually pass the amendment he made a motion to open for discussion but no I think the motion a second is good um just want to make sure there's no other discussion than we'll call a roll call but is there any other discussion about the budget securing none we're all coming yes okay and that motion carries thank you Chris all right next on our agendas

[0:16:25] yes okay and that motion carries okay next on our agenda is a resolution for the DeSoto County GIS aerial photo project I'll just I'll share basically I was at a local meeting with Council governments brought this to our Attention our GIS mapping system is used by many of our departments I think Whitney probably is the most uh frequent user of that um and basically they take aerial photos so often for the mapping system and since development occurs I think the last one was three or four years ago I think that's correct 2014 was the last one we've got online right now okay so many developments have changed since then so to be up to date they're recommended that we fly the county again and to update the map and to make it more accurate and in order to do that obviously there's cost involved so what they suggested the county suggested that we take the total amount and divide it by prorate the cost based on population which seems fair to me and um and we all split the cost of it to update the photos the photos are taken in the winter months you know when the vegetation is low so you can see see things better so that will be flown in January so we don't need money right now we'll need money until I find 17. but basically they just want to know moving forward to plan that we're in agreement that we will cooperate our amount breaks down the control the map out here sorry fifteen thousand something but let me get the exact numbers here and Kathy to be split by um by the county and Hernando horn like all right South heaven and walls uh population based on population hours uh 52 589 equates to a cost of fifteen thousand two hundred fifty dollars for us

[0:20:30] Mr Mayor with Dr resolution property is presented mistake second build a motion ballerin Brooks second by Alderman kite is there any discussion is there any discussion from any property owners in the audience regarding any of the Departments hearing none from the board are the or the audience roll call yes okay and that motion carries next on our agenda this evening is our planning agenda this way to cook yes sir we just have one item on the agenda and it is a conditional use permit uh request at 8 400 Highway 51 North this is a three-bay building that's been used for automobile repair for years what the gentleman is asking to do is what we consider motor vehicle repair there will be no transmission or motor work anything of that nature claims to be using it mainly for cleaning a minor painting of chipped areas via aerosol can or spray guns and minor body surface dent repair um it will fall in line with the zoning so we will request a one-year conditional use permit with a foyer extension but we do have a contingency on it that uh the owner notarizes a statement concerning painting he claims he has a Memphis facility that does major painting which requires a paint booth and that's a uh barcode issue for us uh there's not currently a paint booth in there we would like him to notarize a statement for us stating that no paint booth facility will be added into this and if we do find that we can revoke the conditional use permit otherwise 90 is compliant so we're requesting a one year with a four year extension second

[0:22:33] if we have a motion by Harmon Kelly and a second Alderman kite is there any discussion I have a question Whitney um it says like cleaning Vehicles would that be like washing cars or he said it is more of like an auto detailing type Place obviously there will be washing he owns a European Body Shop and wholesale company up in Memphis a lot of them will be his vehicles uh he claims them to be higher end vehicles that he has a protected parking lot up in Memphis he could be bringing them down here to do a lot of the meticulous cleaning of them on the inside mainly we did ask him about any kind of chemicals he would have on site any kind of drainage that he would have on site all work will be done in the inside of the building or on the exterior of the outside right now and as you can see with your motor vehicle repair requirements you're allowed to have three non-compliant vehicles on the exterior and five on the interior we have asked him to void that requirement and have everything behind the sight proof ends obviously you're limited on parking and limited on the curb appeal going down this area cities agreed to put everything behind a sight proof fence or on the interior building correct and that's another relocation we can put on there if we see that he's not doing it we can't remote conditional use permit true okay is there any other discussion appearing on Roll Call yes thank you okay next on our agendas uh mayor's report I'd like to update you on a few things tonight before I do that we do have one item that we received information today uh that we need some board action on this regarding our insurance for our property casualty

[0:24:35] coverage which is our liability insurance and our property of all the buildings and Automobiles that we own in with the city we got a renewal we've been insured with Travelers [Music] um reynoldate is John Farris so we did get the renewal premium today and basically I'm going to need authorization to um to sign the policy to accept the policy on behalf of the city um in addition to that we've had our property casually coverage with Travelers um Travelers has offered to also consolidate some of our other lines that have been with other carriers one of those property coverage on specific buildings there are another Carry has been used for that we feel like it's better the economies of scale are combining some of the insurance is going to help us keep our costs down so doing the property providing the property insurance also workers comp and epli Employment Practices liability insurance putting all that together has allowed them to give us a better rate which is minimize the rate increase we did have a a tough year Insurance wise on the liability and property side so our loss ratios were not very acceptable from a not not grade from an underwriting standpoint which prompted a rate increase on that part of it but combining these other loans has allowed us to like I said have the economies of scale bring the rate down some so it's a recommendation of Chris Wilson correct me if there's anything we need to add to that Chris but it's his recommendation and my recommendation that we accept the renewal for travelers and combine our workers comp with our property casualty covers and the epli altogether to get the best rate for the city and I just need authorization from you to accept that the the numbers the exact numbers after all said and done we're looking at about a it was um it was around what was the total price Chris it equates to about a 45 000 net increase if you look at the increases you know from reliability coverage and everything else has been added to it right when we combine them both including the workers

[0:26:37] comp the workers comp they're projecting the renewal of July 1st well we've already paid through September on our existing workers comp so we're in discussions right now whether we get our last order rebate and make the switch to Travelers I work with Hub also or start push the workers comp Travelers back until October but as of right now the way it matches up we budgeted an increase we we didn't budget that much this is going to including the increase that's in your budget now we're going to need about 45 000 more dollars which all things considered I we we would be well within our best interest to sign on and consolidate all policies on The Travelers and the nature of insurance will slightly accept and move forward travels they've been a great partner with us so I have no hesitation in consolidating those other policies with that and you always do take a risk you know depending on your claims history of not being renewed at all you know by the carrier so we feel like it was a positive for the city that we even got a renewal and for it to be that reasonable we feel like it's a really good good thing claims that we've had the past year I was concerned that we wouldn't be reviewed right exactly okay so um so can I have a motion to open further discussion among the board please I'll make it a second motion of alderman florist second Alderman Gallagher is there any other discussion with any details about it well I appreciate that and I wouldn't just do it you know just my judgment alone and it's something that we did Chris spent a lot of time he's been worried about I know spent a lot of effort you know reviewing it and uh so anyway it's it's been a pretty well vetted thing because we feel comfortable it's a good move for this city is there any other discussion

[0:28:42] hearing none I guess all in favor say aye if there's any opposed please say no I was having motion carries okay next one I just want to update everyone obviously we've talked about a big infrastructure project for our city which is our rasco road extension for those in the audience that have may not been here previously this basically is to extend uh rasco there's one section of rasco between Sweeney into the home and it's unfinished and it we have lots of benefits that we can get from finishing that stretch right there because it will now connect when we do that it will connect an East and West corridor from Highway 51 all the way to get well and so we believe that this short span of road if we can do that is huge for our city helps our fire department police department without having to go you know north and south to go around to get to those areas now they would be able to go straight down rasco and give quicker service to our citizens in that area so we believe it's a huge project for our city it's been under design we're not using federal or state money for this we believe this is something that we can we don't believe we know it's something we can do with our own city funding there was money left over in our bond fund we did our bond fund for all our roads we do have some money earmarked for that which is the majority of it uh the it's projected to cost about eight hundred thousand dollars at this time we expect to have about 600 000 left in the bond fund so we may have to use a couple hundred thousand you know of the fund balance but we still believe we can safely do that without getting down to our 12 percent as we discussed earlier timelines on it's been under design we believe that the design will be done in about two weeks at that point you'll have another um you know you have the bidding process and and time to uh you know get the contracts in place with the contractors but we do have two landowners so we do

[0:30:45] have to get land acquisition both of them are banks I Believe on foreclosed pieces so it should be pretty simple to get the other pieces of property we don't expect a long delay with that we're estimating about 30 days for that so with all of that we expect that we can start construction in late September of this year it's projected to take about five months to complete the construction so we're expecting safely you know like April May is going to be the completion date so we we hope to be driving on Route on the new rasco extension in March or April of 2017. so anyway I just thought you may want an update on that it's been several weeks since we talked about that I know a lot of people are excited about that include myself so I hope that y'all are share that excitement um you may have noticed there's been a lot of discussion recently there's work going on on Goodman Road it's sort of the intersections to Lahoma and uh and get well and the speed of some of these projects takes so long but this is actually the CMAC its project that we talked about in 2014. it's that's what it is it's finally underway it's it's hitting the ground basically just as a reminder what that is it's a congestion mitigation air quality intelligent transportation system is what that is sounds fancy basically what it means we're trying to move traffic on Goodman Road so it's going to synchronize the lights on Goodman all the way from Corn Lake Island Branch to improve the traffic east and west on Goodman along with that there's going to be very fiber optic cable traffic surveillance cameras Dynamic message signs and MDOT will have a traffic Management Center 24 7. they'll also be traffic data collectors travel time kiosks and all that so it can all communicate and we can give drivers a heads up so there'll be reader boards to let people know what the timeline is you know if you're trying to go from Interstate 55 to Highway 305 and Olive Branch uh you know you'll know that um

[0:32:48] you know what kind of time frames you're looking at obviously if there's a band wreck it's going to hurt people and people trying to get to work you know you can give them a heads up in advance so not only the lights can be you know communicating with each other you'll have the kiosk to inform the drivers make it more efficient and then with the cameras and the data collectors MDOT can be keep their hands on it better they can know what's going on what the problems are so they can make adjustments to the system to improve traffic flows this is not a minor thing this is a nine and a half million dollar project in 2014 the cities all agreed to pull their local money with this project which is three million dollars MDOT agreed to commit 6.5 million of the project which is going to equal your 9.5 billion so it's a big deal for all the cities in uh in DeSoto County but it's underway the questions that are coming up already are what are they doing with the concrete they're busting up they're knocking out the islands and the reason they're doing that is to widen the intersection they think that will improve traffic flows through the intersections so what you see out there now they're removing the islands to widen the intersection you're also going to have new Mast arms uh more up-to-date signalization I believe William icaraca will be new master arms at gamble into Lahoma correct and those will be installed as well which you know will modernize our intersections help us with that they'll also be you know as I mentioned work in some of the other cities too since since it is a county-wide project but you'll probably get some questions about that because it just started recently A lot of people are you know wondering what's going on we got so much construction going on it's going to be painful but it'll be well worth it when it's all done that'll also time well with our Getwell widening project north of Goodman because as they do the Amendments here at the Goodman Getwell intersection they'll tie in with our five-way program going north to the Tennessee State Line so I think South Haven will benefit tremendously from the project they're there are the police departments in all three cities going to have access

[0:34:49] to these cameras also where we can use it efficiently for traffic and for any other purposes I think so I mean the data like I said is going to the 24 7 monitoring system with MDOT but I would imagine certainly that they will share that information with the police I mean the police obviously will be you know helping us with traffic you know local traffic issues if they're you know especially with that correct you know wrecks and things like that so I don't know the details maybe they'll put some of the monitoring stations in the dispatch offices they have it mapped out and I don't have I didn't bring everything with me but they do have it mapped out where the reader boards are going to be and all the data collectors but that's something um if anybody has any detailed questions about where they are I can get that for you I don't have that yeah they they have a detailed plan that's from 2014 um that will spell out exactly where everything's going to be and exactly how it's going to work there okay a couple other quick things um um we passed a resolution a while back to honor a special community in our cities of Jago Community the Diego Community was uh existed way before the city of South Haven existed uh and it was a an area between on along Sweeney Road between church and star Landing where it had its own post office and it was uh many emancipated slaves that bought their first land right there and so it was a very special part of our history that I didn't know about I think a lot of us were unaware of it I didn't know but anyway we have a we passed a resolution to put some historical markers there in honor the Jacob Community which is going to be a really neat thing for our city so the science have come in they actually mounted the post today and we're going to unveil the signs on Thursday at 11 o'clock the unveiling will occur on the uh there's going to be a northern sign and a southern sign the southern sign obviously is on swing right after you turn north from Star Landing the northern sign will be just as you get

[0:36:52] through the light at a church in Sweeney it'll be on the right right there so that the northern location is where we're going to do the unveiling it'll be 11 o'clock on Thursday uh one more update I know that this board uh we we have given a large amount of effort in the last three years on trying to beautify our city you know we've done a lot of things I mean some things have not been as smoothly as we thought they would be I mean cutting grass is something I thought was simple but it's not been but we've worked our way through it and uh and I'm just here to tell you that all the pain and Agony that we've gone through I'm comfortable that we have our contracts right our work is efficient it's what the scope is what we need and I challenge you to or encourage you to drive around the city and notice they're really doing a good job and we're we're um we're going into detail I mean we are going into dcla we're getting the overgrowth off the curb all curved areas it feels specifically notice that that's never really been done uh all our curved areas are getting cleaned you know where there's not overgrowth over the curve just looks much much better but they're doing a great job so I just want to tell you that we finally got that in place we're making some ground way there we're beautifying our city and uh I just want to tell you that that's encouraging um also want to um I made a joke but not really a joke in an apartment head meeting that it was a beautification week in the city last week and that it's beautification week in the city this week and then next week is beautification week so every week in the city in South Haven as long as I'm alive and in this position will be beautification week I think it's so important the facts are I'm glad I will gladly debate this with anyone because statistics don't lie I'm a numbers I'm a baseball insurance guy hey the numbers don't lie facts are beautification improves economic attractiveness it improves property
