The documents
Twelve records, published exactly as the City produced them. Nothing removed, nothing covered, nothing altered. Read them yourself — every claim on this site is anchored to one of these files, and you should be able to check our work.
These records exist because residents asked for them. The requests that produced this production were filed by the Safe and Sound Coalition, the Southaven grassroots group campaigning on the plant's air and noise permitting. The agreements
The three instruments that moved money, and the one that moved the tax bill.
The central document. Between DeSoto County, the City of Southaven, the County Tax Assessor and Tax Collector, and MZX Tech, LLC, with the Mississippi Development Authority joining by Certificate of Final Approval. Sets the fee-in-lieu at one third of taxes otherwise payable (§ 6) for up to ten assessment years (§ 4), binds future City and County boards (§ 3.b), and recites a capital investment of over $10 billion and “at least twenty (20) new jobs” (Recital B). Exhibit B governs valuation, depreciation and the annual fee calculation.
MZX Tech LLC of 1450 Page Mill Road, Palo Alto, California donates $1,380,900 to the City for the exclusive use of the Police Department. § 2 is headed “No Quid Pro Quo.” Signed by Mayor Darren Musselwhite on 2–10–2026. On the released copy the donor signature block is blank.

Water
Four productions of utility bills, plus the City's own explanation of how the meters work.
The largest production and the source of the consumption figures on this site. Contains bills for two different customers: MZX Tech at 2875 Stanton (accounts 00014274 and 00014275) and GXO Supply Chain Inc at 2400 Stateline Rd W (accounts 00012324 / 00012326). Read the customer name on each bill before quoting a number — the two are easy to confuse and most of the pages are GXO's.
Tina Hardy, Billing Manager of the Southaven Utilities Department, confirms there are three separate accounts for the single address, that the City bills a month behind, and that the unusual twelve-day first invoice exists because “there was already usage and an account had not been set up.” Short, plain, and the single most useful document for reading the meter data correctly.

Permits, zoning and the neighbours
What the City holds on how the site was approved and how it affects the people next to it.
Requests zoning history and land-use classification for seven parcels — including 2875 Stanton Road S (Parcel 108522140 0000200) and 2400 Stateline Road W (108515000 0000700) — plus any parcel acquired or approved for xAI, MZX Tech LLC or affiliates since 1 January 2023, and any non-disclosure agreements. The parcel list is the best public map of the project's footprint.
Requests every noise permit, variance and exemption associated with the site from 1 August 2025, plus conditions, monitoring requirements, denials and enforcement records. The $12.8 million sound wall has been promised publicly; this asks whether anything about it exists on paper.
Fire Department permitting records for the site — relevant to fuel storage, generators, and the aqueous ammonia associated with turbine emissions control.
Publication policy
These documents are published whole. Nothing has been redacted, blurred, cropped, or edited. Every file is the City of Southaven's own production, byte for byte as it was released under the Mississippi Public Records Act. If a name, an address, a signature or a dollar figure appears in one of these files, it appears because the government put it in a public record and released it.
That is the whole point. A transparency project that redacts the records it publishes is asking you to trust its judgment instead of showing you the evidence. We would rather you check our arithmetic than take our word for it.
