[0:00:00] father Lord we thank you for the opportunity to be here tonight Lord we thank you for your son Jesus who died for us Lord Lord we ask you to give us wisdom as we do your will in your name we pray amen amen amen I pledge allegiance to the flag of the United States of America and to the Republic for which Saints one nation under God indivisible with liberty and justice for all thank you first on our agenda this evening is approval of minutes for the February 2 2016 meeting Mr Miami if we approved the minutes of the regular meeting of February 2nd 2016 with any addition to Solutions or Corrections second we have a motion ballroom and Payne a second Alderman Kelly is there any discussion carrying non-roll call yes okay and that motion carries next on our agenda is the FEMA manga change order for our community shelter project Nick Manley it's just a change order for the human memo it's for electrical additions to the project and the amount of I think if you and the resolutions 2000 I don't think 68 2068 is what it'd be for in both the architect and contractors signed off on the change order you know my good motion second we have a motion ball arm and Ferguson a second alarm and Payne is there any discussion hearing none all in favor say aye aye all opposed saying no I was having motion carries next on our agenda is authorization for RFP for our right-of-way and grounds maintenance contracts basically I'll

[0:02:03] update everyone on this because basically we saw a need to restructure our contracts that uh fit the city better you know in the past for whatever reason some contractors did piece work with part of it and some others and this includes our grounds obviously our general right-of-ways are manicured right-of-ways we have certain areas in the city which this board three years ago agreed to improve the look of the city so we started manicuring some of the right-of-ways and high profile intersections and locations to make the city look better and then obviously we had spraying contracts and then eventually we'll have what we have condemned properties too that we uh we have to use services for that this will basically just split them up make it more in line with our organizational structure and give us an opportunity to make sure that the city and the taxpayers getting the most efficient price on all the services Mr Mayor are we looking to hire multiple people to do these positions for the RFP like somebody for chemical somebody from uh mowing somebody for flowers or whatever yeah all the services are the same but it'll be broken down into three different contracts one of them is a general right-of-way maintenance which is basically bush hogging and the second one is um grounds and manicured runaways which would be all the city grounds City Hall the fire stations utilities and then your spraying services for your manicured right-of-ways and then the third one would be a spray only contract you know we had a discussion last year we talked about it that we were concerned about one contractor having the contract and then sub Southern and out to a spraying Services because they have to have a license by the state to

[0:04:05] do that way this takes that out of there and it would be a separate contract for the spring services for the entire for all of it so it's broken down into three different sections now so it's a long way to answer a question to be three different right okay yeah I'm just right our move we uh adopt a request for quote for maintenance service agreement but most of all are in pain second arm in Gallagher is there any other discussion okay yes yes okay and that motion carries next on our agenda is uh Surplus property for their information technology and emergency communications Department Elvis Presley not the resolution mayor Board of alderman declaren Surplus property in the AP department of emotional modern Brooks the second Alderman pain is there any discussion hearing none Royal call ing yes yes yes okay the motion carries next on our agenda is our planning agenda Miss Whitney cook uh yes sir the first application we've got is a conditional use application for a hair braiding facility to be located at 201 State Line Road more specifically it's on the south side of State Line Road East of Marketplace Drive in an existing retail Center it does have a half mile radius rule put in place for the conditional use Windows survey did show that it was compliant with the distances there were two others well over a half mile away Planning Commission did vote unanimously for a one-year permit with a four-year extension I'll make a motion to the flu uh item

[0:06:09] number one planning agenda second on item one we have a motion of alderman Kelly and a second Dollar in pain is there any discussion hearing none we're welcome yes yes yes yes okay and that motion carries only one our second application is my trip Dresden requesting a conditional use permit for message reader board at 870 rasco Road at the last board meeting it was brought up under another conditional use permit he asked on the other side of the road uh he has bought a piece of property opposite of where the existing Hamilton storage facility is at rasco and Sweeney we did approve a reader board on that South Side once he determined he was asking for one on both sides we told him we were not agreeable to that and that he had to pay for one or the other this one is compliant with the requirements for a reader board it will be located on the North side where the existing facility is and with that we need to vacate the approval on the conditional use for the previous one that was at the other location the other location I don't know if we can do that and emotion here but that was a contingency on this approval I'll go ahead and vacate it at this you have to have that one for the other I mean I mean you could allow both we just didn't think that it was necessary and it is close to residential we didn't want to read rewards so when we talked to him and he he agreed to pick one of the other sites this is the side he's decided to go with which means he is ever able to remove the request and the approval on the reader board on the south side yeah I'll make that motion okay vacate the first and approve this site with that acknowledgment

[0:08:11] wait a minute are we making I made a motion to Vacation okay yes do we need to make a potion or anything you could make them you can do it how are you on one motion or two motions we approved him on the south side first heard him on the South Side uh under another conditional use property came back and again with this one uh it's on the North side it's on the North side they're basically across the street from each other and it does not serve a purpose on having both of them and we didn't think they take the south side and a proven Warsaw yes that's what I'll make myself so your emotions amended to you know both of them once right okay yes sir and Flores and who made it was our second okay second my own apartment um same discussion besides laughter maybe he realizes he's vacating though yes is there any other discussion on them too appearing another roll call yes yes okay and that motion carries on too uh application number three is by trip Tresvant as well he has another Hamilton uh mini storage facility on Goodman Road just east of Getwell uh he is requesting dear reader board at this location as well there's an existing sign there that he's going to retrofit uh to be compliant with the reader board requirements and like we said it is it is compliant with it it was voted unanimously in favor of all the Planning Commission uh it's going to create a three foot base on the bottom it does have the 15-foot tenant space on you can see it in the rendering if it'll pull up but you'll see the existing sign and then you'll see how I retrofitted it and it does comply with our requirements on it so therefore we're recommending approval like a motion to approve item number three on the planning agenda

[0:10:14] a second we have a motion Alderman Ferguson second Alderman Brooks is there any discussion on three hearing none roll call me Ferguson yes yes no Kelly yes yes okay that motion carries five okay all right and then four yes uh application number four is conditional use permit for motor vehicle repair and a tire shop to be located at 1516 Brookhaven Drive it is a vacant building once used as Earl's Auto Sales you can see the picture that flew by just a second ago um we've got some contingencies on this specifically they need to reseal the asphalt on the front they need to put a six foot sight crew fence on it they need to remove the rotten wood across the front where you paint it add some Landscaping it was tabled at one point due to some questions they had on the code on the interior of the building we did ask that the fire department of the building department do a gentleman walk through with the owner of the property and the motor vehicle repair owner they have made them aware of the changes that need to happen on the inside we've agreed to some timelines on the outside to do the improvements there that being said it was approved at the last Planning Commission with some hours of operation restrictions and these improvements being added for one year with a four-year extension to be renewed annually Mr Mayor uh one of the person I'm actually approved item for on the planning agenda second we have a motion on for ottoman kind and the second by Alderman Kelly is there any discussion on Ford I see 7 PM was that

[0:12:18] planning and planning commission's idea or what were you questioning season he'll he'll shut down at 7 pm every night why not why this is just the hours of operation that he submitted with his paperwork um so it was essentially a desktop thing the conditions that you stated or um I mean just to recommendation not the resolution I have yeah they're itemized out and they're like I said they've asked for a timeline on them we told it we told them that uh it's imperative that the Code Compliance on the interior the reselling parking lot and the fencing was first and foremost and that we would work with them with the wood the painting The Landscaping on a timeline not to exceed six months what about landscaping or anything yes landscape will be added into it we've already had our landscape um lady in our office go out there meet them on site show them where they felt that they needed to do this without can you tell me what we're going to do there oh not yet they're they're there's negotiations going on right now um you know one of the problems we have with some of the older existing sites like this is there's a lot of asphalt there's not a lot of rooms to do planting beds sometimes we allow them to do plantar situations sometimes we make them if the concrete or if the asphalt's bad enough but magazines got the asphalt to produce a bed so um we're in the negotiation stages on that uh no uh we did have some residents from Colonial Hills asked what was going on with it wanted to make sure that we were making them do the improvements to building make it on screen uh where the storage would be you know before we let them open and they were acceptable to the conditions we put on but nobody came in opposition of it okay is there any other discussion on four hearing non-roll call me yes yes okay and that motion carries

[0:14:24] before our final application is a request by both the city and MDOT in 1994 The Plum Point Village is planning unit development recorded a conceptual site plan with the county which is not normal normally what you would do is record plots subdivision Lots things of that nature if you look at this from 1994 and what you actually have on the ground now and where the no access that MDOT purchased when they're acquiring the right-of-way to do the expansion of the interstate this is not what is on the ground and so in an effort to clean it up on mdot's side to remove the access points that could never be there and to remove the uses that are not conducive to what's on the ground for us we're requesting to vacate it at the county and like I said normally we would never even records that plan I'm not really sure why it was recorded in 94 but it will not harm our procedures to have a vacated it's just a basically clean up title for them and clean up the conceptual design what's actually on the ground for us is this not worth angry is that so we just need to thank you yes it's serving our purpose to be recorded and then MDOT needs it for their title I'll make that motion we have a motion Alderman Gallagher in a second of alderman kite is there any discussion hearing non-roll call yes yes yes yes okay no motion cares thank you all right next on our agenda is uh mayor's report I just want to remind the board a few things we have to make the election commission talk briefly about that but we've got to appoint members of an election commission so Christy has a list of some that have done that in the past but I just want to remind all of you if you have someone that you'd like to recommend please send the name of that person to Christy and contact

[0:16:27] information and then one of the upcoming agendas we'll go ahead and try to set that and vote on that to get that solidified same thing on the Planning Commission we've had some of our members on the Planning Commission have moved and are no longer able to serve so we need to clean up our Planning Commission and same thing there if you have recommendations I believe we got we have one from each award and then I have one recommendation what we're proposing is every word have a commissioner in the mayor have a commission Alderman Lawrence will also have one yes okay so each of you will be able to uh you know appoint someone if it's the same person fine or you've got someone new if you will just let Whitney know what you recommend that we can go ahead again and get that finalized any questions about that um I just wanted to announce that uh this year we're doing something a little different in the city with Spring Fest obviously our Spring Fest Barbecue Cooking contest has been a great tradition for the city of South Haven and known throughout Mississippi I believe we're still the number or the largest Barbecue Cooking contests in the state of Mississippi very proud of that over the last two or three years we've had many suggestions from from some of our participants of wanting to have a dual sanction contest so we've done a lot of research held a lot of meetings talked to a lot of people that have participated and this year we're gonna we're gonna have a dual sanction contest so what we've done in the past it's been a contest with the mbn the Memphis Barbecue Network and this year we're also going to add the KCBS which is the Kansas City Barbecue Society so it'll be two contests going on the early indications are that it's going to be a big thing we've already got people sending in that applications for KCBS for the first time in the history of our city so we're excited just trying to make a great thing even

[0:18:29] better so we're excited to have a dual sanction contest and hopefully this Spring Fest will be the best one ever one other thing I want to update everyone Chris Wilson at a later date will give formal 2015 audit numbers but early indications I can't get into the numbers today because it's not official yet but early indications are that we've got extremely good Financial results from FY 15. so with that being said it is going to generate a surplus so I would like this board to join me in considering that we start the rasco road extension now that's something that's been on our list of things to do we understand that there's a tremendous need not only you know for congestion mitigation to keep people off Goodman Road but also for Public Safety you know our fire station right there on Sweeney has to go the long way to serve as many residents as there so if we can get rasco extended between Sweeney and tulahoma that will make rasco and east and west arterial straight all the way from Highway 51 to get well so it'd be a huge deal for our city so I think we've all discussed as a past we had that on our long-range Transportation Improvement program and this is one that was in our best interest to not see Federal co-op on because it was going to lengthen the process and also require us to have to purchase additional right-of-way which is going to increase the cost of the project so we believe that this is one that we can do on our own and do it quicker that way and uh so it's next on the on the priority list and uh so I would like for all of you to begin thinking about that I know we've kind of talked about that it's kind of been up in the air but after you get the financial numbers from Chris Wilson you'll understand what I'm talking about and I just would encourage you now to start you know thinking about that and

[0:20:31] if you will plan on supporting me on moving forward on the an upcoming agenda to go ahead and start the rasco project right okay that's all I have this evening SummerSlam talking too much so I'll try to shorten it but I'm good with that I'm done next on our agenda is our citizens agenda and we do have someone that registered to speak and it's Mr Mike Smith so um if you will please come forward at this time thank you Mr Mayor and board of Baltimore I'll be cognizant of my three minutes Chief critical remind me when I walk in the door so you know I can be a talker at times so Chic I'm gonna try to limit the time to three minutes okay uh Mr Mayor and boardwalkman thank you several months ago we stood before you and asking that we considered renaming uh Sweeney Road to Diego Road and as I stand here before you this evening I do realize we have some citizens in the audience that probably was not here during that time no one know that much about the Jago community so if I can just briefly give them a brief synopsis of that and then obviously we can move on uh basically we split put a petition together for residents to sign it they're on the Sweeney Road artery of those individuals who live there on Sweeney Road and and also the businesses they were located there as well we do realize that most of the business owners do not own the building they lease that from uh someone either in town or out of town but basically the resolution without the resolution but we came to present to you that Multiverse driving through South Haven Mississippi are not really able to identify one of the oldest original communities from which the city was in high growth however a simple Google search for Jack Mississippi reveals the coordinates to an essential portion of one of the Mississippi largest cities past the Diego Community was named after Dr Abraham El Jago who deeded and sold land to emancipated blacks in the area down on the South Haven Mississippi Jacob was

[0:22:35] about Catholic himself also a local physician and he was one of the leading socialites in DeSoto County doing the Reconstruction of the post reconstruction eras of Dr Diego's business diligence and Corporation with the emancipated blacks Minnesota county doing the socially politically determined days of this era paints a more harmonious picture of race relations in the American South more with the existence of this all African-American Community which is still home to four generations of families resided at this sacred place to say physical Testament to African-Americans resiliency and communities will to survive the during the Jim Crow era doing this hey Dave Jago Community boasted his own post office his own School his own kanjin his own score comparable to communities such as Mount value Mississippi Diego represents a critical piece of what we call Americana a number of African-American soldiers who served in World War one from DeSoto County also resided in Diego in preserving the rich history of the city of South Haven and the legacy of this great place a number of local groups and residents of Sweeney Road the main artery that Jago have joined together to preserve the history through changing the name of Sweeney Road some people say Swindell so I don't know to Diego wrote the commemoration in renaming Sweeney Road to Diego Rose symbolic and all citizens of this great municipality gain insight into his history and provides an Avenue for this knowledge to be passed to the next generation without a doubt it is a win-win situation so we ask you to please support retro being renamed mayor you know you and I and some of the board members we have met on several occasions you have expressed to us the reasons why that we couldn't possibly rename Street and I know and maybe the members of my committee know and some of the board of almonds know if not all of them know but I think it's appropriate for the citizens who are sitting out behind me this evening if you would just kind of share with them as to what really came to our decision of why not renaming industry from Sweeney Road to Jacob Road

[0:24:39] yes sir be glad to and I thank you for coming forward again uh when you came initially we investigated that we set up a public works committee I met two times I believe and then you and I talked about phone a few times since then I also I have spoken with our fire and EMS All-Star police departments and in the beginning meetings with the public markets committee we were looking for a way to change or to consider changing the name of Sweeney Road to Diego wrote to honor the Diego community and I think everyone in the committee and I think everyone on this board is uh I can't I can't speak with them I was not aware of the history of jagos I really appreciate you appreciate you bringing that to my attention I think that's outstanding that that Community was thriving there before South Haven existed so I think everyone was looking for a way to find something to you know honor the heritage of the original Jago community so what we ran into is as I mentioned earlier the first thing that jumped out to me that you and I discussed right after the first meeting was the fact that Swinney road with a long-range Transportation plan will eventually line up with the mcinvale exit of the new 269 interstate system and it will be mackinville road on the Hernando side but it will be Swinney road on the North side and then we were concerned that uh you know if you got one thoroughfare that has um you know three different names basically you know you got Vacaville and the South Side turns into Sweeney and in terms of Jacob and turns back into Sweeney uh it could cause serious you know confusion obviously the people that live here uh would eventually know that the traveler from out of you know from out of the area it could complicate some you know complicate travel for that we then and looked at a way he was suggested by one of your committee members that that the entire Road be changed it may not be a stretch in the original Jago area but that would change the entire name of the

[0:26:43] road Sweeney to Jacob and we uh ex investigated that or I think a lot of your committee investigated that and realized that you know that Sweeney actually goes into the state of Tennessee as well and then mackinville on the South Side so we would basically uh be getting three jurisdictions you know that would have to agree to that so we realized it's going to be extremely complicated there so that left us back on the situation of having a road that has three names again which provides the concern then our fire and EMS and police Personnel expressed some serious concern you know from a 9-1-1 situation if we change the name of the road also police records things of that nature that you know that could affect the public safety of the citizens so for that reason uh for the entire benefit of the city of South Haven we felt like it was not in the best interest of the city to change the name of the road so that's that's where we are there but all along in our discussions you know we were looking for a way to possibly change the name of the road but all along we also this board also had some other great ideas about you know maybe having some markers in the original area that would honor the Diego Community and the wording that you gave me you could possibly put that on some historic signs you know just to tell the story Jacob you know because a lot of people are not aware of that and and uh so since then um after our last conversation I've done some research we've checked with some sign companies and we're trying to find out uh some details on what type of sun is available but uh I envisioned something like your your typical historical Sons you know a lot of them are in Hernando I think we do have a few of them in South Haven as well but trying to find a historical sign that we could put on the Northern entrance to the original Jago area and then another one on the southern entrance to the Jago area and correct me if I'm wrong but I believe the the heart of Jago was along Sweeney south of church and north of

[0:28:45] Starland you know what that's the heart of it correct so that was our our suggestion and I think it's something that you know that we that Israel realistic that we could potentially do is put a memorial sign on Sweeney you know both the northern and the southern entrance in the heart of the original Django community if I can just add something to that Mr Mayor as well uh plus if we're going to go the route of the commemorative signs and to remember that piece of History we would like to have some input as to where those signs will go sure because you know we have to consider the right of ways we want people to be able to get out the car stop and take a picture or what have you just to read the verbiage on the signs to drive by and of course you know I did share with you some 21 residents who had signed uh in favor of the uh renaming of the road but we realized that there are more than 21 residents in the area but the committee was only able to ascertain uh the number that I have here in which you also have a copy of that as well yes sir and uh you're right I did submit the verbiage to you and we will strongly like for the city of South Haven to consider and not only putting the signs up but also absorbing the cost of those side markers whatever that cost may be which I don't know but I'm pretty sure you've done your research on that and maybe have some wanted to do that as we speak I've been working on that as I'm as I mentioned to you our goal was to have something done in February and um but I'm still waiting on some final numbers on the cost of the Sun but I believe it's something that we could do um we would have to check I would think that that would probably fall into our beautification maybe we could find the signs in a beautification budget but if not it may be something that we'd have to incorporate into the FY 17 budget but ideally I'd like to see it done for you

[0:30:48] in this year's budget but we will I don't I'm not finished with that yet I'm still waiting on calls data so as soon as I have that I can give you a straight answer on that and then the lastly the verbiage I sent to you that will be the verbiage that will be erected on the marker sure yeah that's why we asked that of you we were gonna well we what we envisioned was having you know the historical sign that had Diego and large writing you know so to call attention to it and then had the history underneath there which was the purpose that you provided for us yeah I know past my three minutes smoking uh but this last one where uh so the citizens can know you know our mission is primarily to improve the quality of life here and the residents of the Mid-South and North Mississippi where I'm from other local history now I stand before you here as the valid executor for the North Mississippi culture Foundation which used to be the December County African American history Symposium so we again our mission is to engage the community but yet preserve that local history uh and we don't want that history to just dissipate and go away because a lot of people in this community because as you mentioned at one time you know Diego was swallowed up in the city of South Haven when he was became a city in 15 1980. so we would certainly appreciate you and the board making that happen as soon as possible and what would be a great story and it's very befitting and a very appropriate in my opinion to pass this as we stand here celebrating Black History Month well thank you very much and I appreciate all the work you've done on that and also uh was excited one thing we didn't bring up I was excited about the fact that this could possibly tie into another historical Trail so you know this this been in South Haven it could be along another trail that goes throughout the state of Mississippi you know for the uh for the history you know to uh you know to call attention to that so I appreciate your work on it I think it is exciting Southaven being a you know fairly new city a 36 year old city is a new city and to have something that um

[0:32:52] is historical like that that goes before you know our incorporation date I think that's important for the city too so I really appreciate your work and and I'm excited that we can do something to honor the Diego Community thank you sir thank you sir we did not have anyone else that signed up on the citizens agenda um next on our agenda and I purposely put this here because I wanted to talk to Mike and give Mike a chance to update everyone on the everything that's transpired with this but in the meantime we have a proposed resolution that would do just what we're talking about honor the memory of the Diego community and what that would include would be the historical signs one of them uh on Sweeney just south of Church Road another on Sweeney just north of star Landing we would try to accommodate Mr Smith's suggestion or request that we put it in an area where it would give a safe place for people to stop and to read the Sun so we can definitely you know get your input before we actually put the sale in the ground but we have a resolution and I'd like to open that up now someone would like to make a motion we could possibly discuss that this evening I'll second it okay do you want to do you want to read that sure sure resolution of the mayor in the board of Baltimore to the city of South Haven Mississippi dedicating a portion of Sweeney Road for a Diego Memorial whereas the city of South Haven pursuant the Mississippi code 2137-3 exercises full jurisdictions in the matters of streets within the city and whereas the heart of the Diego community near the area of church and Sweeney roads included its own U.S post Office a general store and a cotton gin and three churches and whereas the city desires to honor the significant accomplishments and the rich cultural

[0:34:55] history of the Diego Community in the city and whereas the city mayor and board are of the opinion that through the dedication the Diego Community Legacy and its contributions to the city and African Americans in the city will be remembered by Future future generations and now therefore be it ordered based on the vote by the board of Oliver of the city to wit in honor of the Diego Community the city hereby dedicates the portion of Sweeney Road Southbound on Church Road and Sweeney Road Northbound past star Landing Road to the Jago Community by erecting a sign at each location City personnel are authorized to take all actions to effectuate the intent of this resolution and following the reading of this resolution it will be introduced by the alderman Gallagher and seconded by the second Autumn we had a we had an original motion about him and Gallagher of second Baltimore Flores Florida and uh so is there any discussion about the resolution and then the last thing I would mention is as I mentioned earlier we are checking the budget to see if we get the cost down on the signs but I believe it's something that we could work into the beautification you know we have some funds allocated you know for other signs in our beautification budget so we'll try to try to accommodate that in that line item that I'll I'll report back to the board and let y'all know what we found out we get the cost of the signs if there's no other discussion roll call yes okay and that motion carries all right next on our agenda is our Personnel docket Mr Mayor movie prove the Personnel Dawkins
