[0:02:09] council in the audience just like to welcome you here thank you for being here hope you enjoyed your uh recent trip thank you for all you do representing south haven throughout the state first on the agenda this evening is the approval of minutes for the february 20 2018 meeting mr move we approve the minutes of the regular meeting of february 20th 2018. with the conditions deletions or crashes so we have a motion of alderman payne second ballroom and brooks is there any discussion hearing none roll call yes yes yes yes yes okay and that motion carries next one on the agenda i just want to recognize our municipal court clerk thomas mastin recently received his designation master municipal clerk and excuse me this is awarded by the international institute of municipal clerks congrats thomas [Applause] next on the agenda is a special event permit for tanker outlets mr nick manley yes this is the uh does the mayor notice special event permits for the tanker head for two events at the tanker outlet these fallouts require these event permits um one is for the superhero saturday on uh april 14th um starting at 11 ending at three and the other one is for the hustle family day of tanger outlets and i think that has to do or don't think they have to do know that that deals with the memphis hustle team and that will be this sunday march from three to five the planning department police market fire department all looked over them had no issues and with the hustle event

[0:06:15] to non-table the issue we have emotional brooks second by alderman flores all favorites any opposed say no i was having motion carries the issue is up for discussion so um now is there a motion to continue discussion mr mayor will we adopt a resolution for ordinance of the city of south haven regarding the city of south haven's obligations for the streets and gated neighborhoods and procedures for erection of gates second we have a motion bomber in pain second bottom and gun gallagher is there any discussion so this is just basically putting into our code ordinances the process that we're already that we already go by that we already set forth correct correct it's been a planning issue it's um we haven't faced this many many times throughout the city but uh in the past from the way i understand it uh well this is the first time this has come before uh at least since i've been here but the way i understand it in the past it was handled through the planning department but what we want to do is make it black and white and fair for everyone so we want to put it in ordinance form just to make it crystal clear for everybody the only thing we changed from the discussion being tabled was we added a super majority where uh 75 of the homeowners in a particular subdivision would have to sign the petition in favor before it goes to uh the planning planning director and then ultimately before the board of armament and again just to summarize the whole thing basically the summary of the issue is this ordinance just basically states that if a neighborhood chooses to gate their community gates are acceptable they can do that however if they want to have restricted access where there's not full access to the roads by the public then they then the streets in that area become private streets so it's not taking away the right to
[0:08:18] gate or not to gate it's just a decision that the homeowners in a given subdivision will have to make that decision do they want to have private streets or they won't have public streets because you can't you can't have it both ways it's it really and based on the feedback i've gotten from all of you and i will say i agree with that too it's not fair to close off a public road for the public and then still use public funds to maintain the streets so it's there it gives them a choice if they want to be restricted they become private streets they want the gates but they leave them open for public access then the streets in the community still are public streets maintained by the city and it's much more worthy than that because the attorneys got hold of it that's basically it so is there any other discussion yes okay emotion carries okay and then um next on the gym is a change order for the intersection modernization project of the new mass storms uh that were installed at mississippi valley boulevard and highway 51 is whitney yes sir um this is the final payout uh the job is complete uh there were some decreases in the price and some increases in the price but the overall outcome uh that we're asking for finalization tonight was a decrease in the overall project of eight thousand seventy nine dollars and fifty five cents so the total was one eighty one seven seventy six bottom line okay and we estimate well i'm sorry if we can make a motion we'll open up the floor for discussion for a change order the most important
[0:10:22] thing that continues what uh a decrease in the overall for 879.55 for a total amount of the project of 181 776. we have a motion ballroom in florence second baltimore brooks what i was going to say is basically we had budgeted an even 200 000 for the project so it did come in a little bit less than that most of them the other ones that we've done are generally in in this area 200 000 mark so this one came in just a little bit less than that is there any other discussion hearing none all in favor say i'm all right any opposed say no i just have motion carries okay next on the agenda is our planning agenda the first application we've got is an application for subdivision approval lakes of nicholas section l phase one this is inside the existing lakes of nicholas pudd it's 18.22 acres this is in the 20 000 plus square foot lots um that were approved in the master plan in 1999 the lots ranging from 20 000 to about 40 000 square feet um we do have the 53 feet of right-of-way dedication where college road added into this there were two adjustments in terms of sewer easements on this we have made those adjustments with the engineering firm they've submitted those changes to us so civil link is okay with those adjustments on the drainage and we're asking for approval i believe that we adopt this presented second we have a motion bottoming gallagher second by alderman wheeler is there any discussion on item one hearing none roll call yes item number two we have a request to
[0:12:32] revise uh la tendi and lot 10c of the south crest baptist desoto subdivision this is going to be the west side of airways north of southwest parkway there's an existing development on the site for block 10a all the applicants wanting to do is take some of the acreage from lot 10c and add it into 10b for a selling purpose and a development purpose we do not have that in our hands right now but i do understand it's another medical service to make the site work they had to increase it so 10b as it stands now has six acres they're going to increase that to nine ten c would go down from 16.17 acres to 13.17 acres um all the roadway improvements right away notification everything else is complete so it's just revision we're asking for approval mr ram would we adopt item number two on the planning agenda as presented we have a motion involved with pain second largemouth kelly is there any discussion on two yes okay that motion carries all right next on our agenda is uh our mayor's report just want to update you on several things this evening first of all um at the last meeting uh the board did authorize a negotiation with waste connections for our sanitation services contract we have reached an agreement we have we're still waiting on final uh them to send it back but but we are in agreement that we have a contract so at this point we can accept a motion and go ahead and finalize that if you want or if you want to wait until the next board meeting we can do that my only concern as i mentioned this morning our department head meeting is i'm uncomfortable when you get close to expiration date of one i would prefer to move quickly and go
[0:14:35] ahead and finalize that tonight if we can do that i'll make that motion authorize you to sign a contract okay we got a motion by autumn flores second honorary wheeler is there any discussion hearing none roll call government yes yes okay that motion carries thank you today we did something that we've never done in our city before there's a problem our country is facing and we're not immune to it the city of south haven either it's the opiate addiction and we're losing lives daily our ems services are facing challenges that they've never seen before you know responded to calls with this problem but so we we agreed to participate in a national program so the city of south haven placed black balloons outside of our city buildings today in participation of a collective effort to pay silent tribute to all those who have lost their battle with addiction specifically opiate addiction is a terrifying trend on a national scale mississippi had 211 deaths last year into southern county was the leader having the highest number statewide our south as i mentioned our southam ems team responds to these life-threatening calls now almost daily on a personal note i admit that at one time in my younger years i was guilty of viewing addiction as a weakness in people as i've gotten older and experienced the devastating effects that addiction has on people i realize that this risk affects all of us as a dad of three teenage sons i will admit that i'm terrified daily of this opiates especially can end the life of someone that had harmless intentions you know it's not like some drug use that starts out as recreational and goes into other poor choices this is
[0:16:39] something that can be a very innocent you know taking it for pain things like that starts out as a totally harmless thing next thing you know it's got a grip on you and people are losing their lives daily because of this it's time to call attention to the problem and do something about it so that's why i made the decision that the city of southaven would participate in black balloon day and ask you tonight to please join me in creating more conversation and awareness of this risk to help save the lives of all of our family and friends an update on a couple issues that some of the board members may be getting calls about i know i am the get well goodman road traffic signal the turning lane is uh has some faulty equipment it's not faulty at all times it functions properly sometimes but then just randomly it will malfunction to where the turn lanes specifically going southbound on getwell will shorten the amount of time it's causing a major problem that happens with backup at get well so i just want everyone to know that we are aware of the problem when that project was done last year with mdot they still have a contractor that um you know still in the warranty period they can come back and correct that piece of equipment so we're working with mdot now to get that corrected so just want everyone to know that it is pothole season more so than ever we've got potholes throughout the city like all cities do but i just want to let you know that we are aware that it's a problem our public works crews are working um in the cold months we have to use a cold mix and then as the weather warms up we can use a hot mix that's more effective and gives the road a smoother service so we are going to be addressing the potholes followed by our street improvement schedule that we set every year we have to wait till the temperatures are warm enough to get our contractors out there and get going
[0:18:40] but it is time for that so actually today our um the patching started and what they do is just patch the potholes before they actually go and overlay or treat the street overlays so that is on schedule that should the overlaying should begin next week uh one other thing that i'm proud to mention to everyone uh y'all are familiar that we started to serve south haven program a few years ago just to help those who have special needs in our city it has many functions one of which is beautification but basically just assisting those citizens in need we have several churches and other charitable organizations that have become members of the program and we have many individuals that have offered to donate their their time in some cases their money to to help people that can't help themselves we hired or not hired but we appointed tracy gallagher to be our director of this program last year tracy's done an incredible job for the city and she's um she's that person that's putting those all those that want to help with all those that are in need there for a while seemed like they were all there but just not connected and tracy's done a good job of putting those people together so i'm proud to say we're going to have our first ever serve day for serve south haven it'll be may the 5th from 8 to 12 in the morning the headquarters is going to be at the senior center at stone grove in the multi-purpose room you can bring booths there if you if you have your church or organization that wants to offer your services we welcome that you can set up a booth in that building we need to have registration for that no later than may the first and on that day of serve day we're going to have groups that go do litter pickup throughout the city some other beautification projects so please spread the word everyone is welcome to join and participate in that and we're very again we're very grateful for um for tracy gallagher okay and then along with that um
