[0:04:09] selected it's our recommendation that the lowest and best fit is murphy and sons at three million nine hundred ninety thousand two hundred ninety two dollars in four cents i'm asking tonight for y'all's approval to award this project and authorized the mayor signed contract documents second we have a motion involving the pain second longer than brooks i'll start the discussion just to clarify when we did this project obviously with a soccer complex the majority of the cost is ground is fields so uh this bid is going to include you know the fields all the the work that goes around that drainage all that the only thing remaining and we'll talk about that here shortly uh would be the actual concession and bathroom building that's not in this bid so we we um we are going to ask to have that authorization have that design tonight and that will be in addition but this bid will include everything except for that extra that's correct any discussion please how long is this going to be uh it's we were talking about late summer so to start it's 300 calendar days like we said late summer day late late summer early fall okay yeah there's some items in it that will take time to do there is an actual whale for irrigation to replenish the lake it includes the construction blade the irrigation pump so some of those items will be will take time but the actual field construction itself will happen very fast uh this is a tourism fund yeah no capital improvement plan you know we've talked about the capital improvement plan but that's a different fund then uh this is strictly funded in our plan that was adopted last year for uh the tourism

[0:06:12] fund and uh just to update everyone when we we had board approval on 1918 with the tourism revenue to have a plan this was our was approved in there and then what i updated um i sent that out that was just like updated revenue our revenues from the tourism fund in fy19 uh we had projected last year when we did the plan we projected that to be 1.8 million it's 2.2 so that's obviously outstanding news for us so from a budgetary standpoint you know this this soccer project as well within budget any any more discussions yes that motion carries next on the agenda is a civil link work authorization uh this is a work organization in conjunction with the soccer field to handle the ce and i and the testing on the work that's going to be conducted this contractor it's a i really not to exceed 226 thousand dollars total i'm asking for the board of approval on that work authorization and authorization for the mayor to sign that i'll make that yes sir it's outside the description box any other discussion hearing none roll call yes okay that motion carries

[0:08:18] thank you all right next on the agenda is the bid recommendation of bid acceptance for the park maintenance shop mr family we approve but we accept cnn builders as the lowest best for the parks manufacture as presented and offered to sign we have a motion about alderman brooks second ballerman hoots and just a quick open up discussion just a quick overview of that um obviously we had a lot of site crap in that project a little more than we had expected but this will allow us to you know have the site uh prep have the have the maintenance shop moved from its current location at the corner of may boulevard and snowden lane which in the near future will be in the middle of a mixed use development which will be great for our city right there in the snow and solid square area so the park maintenance shop has been there for i understand decades long before i think even long before the stone grove park was there so that's why i was there in the first place but as our city has developed and that area specifically has developed that location for a park maintenance shop is obviously not the ideal location so what this will do is move the maintenance shop next to the tennis complex so when you go uh downtown tar alley before it turns into freeman lane uh right before you get to the um if you're traveling towards the east right before you get to the tennis complex the wooded area to your left uh up on that hill that's going to be the location the main shop we still have more room there to uh to further expand tennis in the future there's enough room there for eight more tennis courts that would actually go in front of the magnet shop but that's the ideal location for the maintenance shop unfortunately it does require some site prep you know which has caused our real numbers to be a

[0:10:21] little bit higher than our pre-bid estimate for those that want to know there's been a lot of consideration and you know sensitivity to the uh trees in that area uh that area is a very has many very mature trees beautiful trees uh there's obviously a lot of wildlife in that area it's a great deer crossing it's just a beautiful piece of land so that delayed our project somewhat because we were sensitive to the trees and to the natural habitat of that area so we walked the property and had it re-evaluated to carefully save some of the trees and so we feel good about that we'll save some of the the old beautiful trees that will be there so they will be preserved even though we're you know using the uh or taking advantage of the space any other discussion hearing none or alcohol yes yes yes yes that motion carries next on the agenda is the elmore road final supplementary agreement number four and the final change order mr dan cordell again i know you are tired of these finals on import road this is the third i think uh in the review from state a in their final documentation they found some miscalculations and it required to get the paperwork in order y'all's approval of the supplemental agreement number four and a deductive change order in the amount of 219 219.52 that's basically a quantity adjustment for actual field measurements that they can quantify um i'm asking for y'all's approval for both of those items and authorization assigned those so we

[0:16:48] yes yes yes that motion carries next on the agenda is our planning agenda this week uh yes items one in three were tabled with planning commission last night so i need to have them taken off of the agenda for tonight um so item two which we'll actually have one now is an application uh for subdivision approval of the sunset subdivision this is going to be on the west side of the road it's gonna be north of church road it's on windy lane basically when windy when it starts out very end there's a 30-foot private drive the applicant is taking the anchorage there and subdividing it into three lots no no city right away in it and because it's a minor subdivision and that it has less than three acres and it's agricultural there's no growth required we did put a stipulation on it that says there are multiple houses going down this area to get with the fire department and ensure that emergency access is available and easily accessible for them that was only contingency on it so we recommend approval with that comment mr mayor number two on the agenda wheeler is there a discussion on item too hearing none or all comments yes yeah that motion carries okay we're skipping down to item four and this is an application for subdivision approval as well this will be locked two of the low church road marginal subdivision this is going to be on the south side of church road west of w bars parkway 1.09 acres it's under a text but it is c4 zone everything with commercial development um approval is being met uh with the exception that we need to put the utilities on flat um and we need to identify the easement along church road

[0:18:51] utilities in a long church road they have agreed to do that prior recordings so we recommend approval mr mayor i'll make a question that we approve of number four as presented thank you on item for we have a motion balance gallagher second barbie kelly is there a discussion it is it will come in front of you uh at the next board meeting it's a conditional use permit for a full service car wash finance to convenience store those approved any other discussion on before very done roll call yes that motion carries okay next on the agenda is the mayor's report first of all no board action needed just want to discuss health insurance renewal chris wilson and myself have been reviewing proposals for the city health insurance with our broker it's not good news i don't know that it's a surprise not asking to make a decision and i just want to give you an update last year the city the city cost of the health insurance first signal was 2 million basically annualized you know obviously our renewal is three months into our budget year but if you look at it from an annualized uh standpoint it was two million five hundred ninety four thousand the renewal the best renewal that we have is three million and twenty seven thousand i mean excuse me yeah three million and twenty seven thousand one seventy two so that's an increase of four hundred and thirty two thousand or sixty seven um again it's not good news it's similar to the results that we've had the last few years uh health insurance is one of the biggest challenges that

[0:20:52] organizations face in america right now the city of south haven is no different it's an ongoing challenge we do we don't have that boiled down to a formal proposal on which company but we have another quote as well that is a little bit higher than that but there are a few minor differences in the benefits and that's something we want to uh between now and the next board meeting we want to give the board time to um you know to know about that information and to be prepared to make a decision at the next board meeting we'll need to decide at the next board meeting to renew the policy but anyway just want to give you a brief update on where we stand you know from a city college standpoint as i mentioned earlier with the soccer project at snowden grove we need authorization to start designing the building that will house the concessions and bathrooms so i have a task order from urban art that is in line with their master contract with the city we pay a seven percent uh fee of the construction cost up to a limit on this project of forty five thousand dollars so we do need authorization uh tonight to of this task order for urban art i would appreciate a motion for that we've got a motion to automate gallagher second volume of brooks any discussion 39 yes okay that motion carries um just another update we talked when we started the meeting tonight about the city hall renovation uh that project is underway um just to remind everybody that's not been there yet the western entrance is gonna be closed that's where the the

[0:22:54] the porch canopy is going to be removed uh it's going to make the building much safer it's going to open up that area so when you walk in the building it's going to be a professional style building where you have a tree reception area the board room is going to be redone all that is on the western end as we know so what that means is that that western end of the building is going to be closed it's not going to be a public entrance until this is done all the city hall traffic will just need to go to the northern entrance we've already made accommodations for that uh northern hallway to put our receptionist there so all city traffic will go that way we are moving quickly we don't have all the signs up but we will note uh the northern entrance has the official entrance into the building so there'll be a large sun that will go there soon we're also going to put small signs in the parking lot directing traffic to that northern entrance and then it will also change parking so they're in the process now putting a fence up for what will be the construction area obviously there's going to need to be parking space for construction vehicles so that the two initial segments of the parking lot on the west end will become construction areas so we'll just encourage everyone to park on the northern end uh fortunately we have a large amount of parking at that facility so that should not be a problem as far as timelines the latest timelines we had a meeting recently with all the contractors involved with urban arc as well the estimation on roof completion it's estimated to be done before the end of this year so 12 31 obviously when you get into the late in the year you get into some weather issues especially with changing a route the way they're going to do the roof is carefully in segments so to prevent you know you having the roof totally off and have an unexpected uh rain shower which would obviously do major damage so that's going to be underway carefully we have we've already awarded that bid to a professional

[0:24:57] roofer that has done this before they know what they're doing but that project will is estimated to be done by the end of the year the rest of the building um just an update we expect that uh sometime in the month of uh either at the end of june or sometime in july so that's basically the timeline obviously when we get into a project that large uh there's unexpected things that happen so there could be some variations but just want to give you an update of generally how long we're going to be over here and uh when the uh we'll have our nice new professional safer city hall now the last thing i want to talk to you about is i want to re-discuss the paving proposal if i could get that on the screen where everyone can see that we talked about this for a couple meetings it was brought to my attention that i didn't clarify a couple of things so there's a couple things that i've changed on this that i want to make sure that i call the board's attention to and specifically all of this is um anybody ever heard of ben franklin t anybody know history well um it was reported that ben franklin when we had a tough decision to make he would actually um i guess he used a feather i don't know i guess he'd have to have paper but anyway he made a teeth and on one side of that tee he put plus and on the other side he put minus and what he would do is he would write all the things he could think of that were positive uh once in the plus section and on the other side of the team he would write all the things that were negative and then he would look at it and think about it and that's how he made a decision well so this is kind of what i was trying to do this is a modern day ben franklin uh t i was trying to like list out everything that could be a factor in this decision what i didn't realize that some of our board wasn't understanding this is just an apples to apples comparison of asphalt from where we are now to what we would be doing if we're doing it ourselves it does not include

[0:27:00] uh we use seal coating it would not i think alderman well you don't want autumn painted you i think yes all right that's a great question i want to clarify that this is not replacing the use of seal coating so like if we have some streaks that we want to seal coat that's we're going to still use a seal cup contract this has nothing to do with sealcoating and nor does it compete with that money this is just the dollar for dollar what we're paying now on asphalt overlays this is what the comparison would be if we're doing it ourselves and then the other the other things is this is a net difference in cost for the city like some of the the materials and the personnel that we need to do this we already have this is just what would be an additional cost to the city it's just a financial analysis so to clarify specifically what i mean by that i had somebody say well you got to have you don't know what you're doing you've got to have way one two dump trucks pay you know bring asphalt well we know that this is two additional dump trucks we have four trucks now that can be used and if you look down at the bottom where it says rented trucks it's common in the street pavement business depending on the temperature outside the asphalt has to get there in a certain amount of time so depending on the temperature if it's not as warm you need more trucks so lehman roberts rents trucks anybody that does this occasionally you have to rent some trucks just depending on how large the project is and what the what the outside air temperature is so we already are accounting for that in rented trucks if we have to use them but but what i'm saying back at the top we're saying we need to buy two additional trucks to go with our four current ones so just want to clarify that we know we gotta have more than two trucks all right the other thing is there were some questions about um accessory equipment like that goes on on the things to prep we have a lot of that equipment already these things are shown are just the equipment that we don't

[0:29:03] have now that we would have to have then when you get into labor you'll see that i added some parentheses up there when we have one operator two truck drivers um uh three uh crew that's additional people that's we know that you can't pay straight for that number we know that you have to have more than that so we already have four to six people that are working in that arena now in streets that could be moved over they could be have flexibility throughout the year to do work on this crew as well so having six already and bringing six more is giving you 12 people so we feel like any analysis that we've gotten from outside questions they all say 10 to 12 is what you need so i just want to point out that what i was showing was additional people not the total and then there was oh the other another key question uh and i appreciate this being brought to my attention was on the personnel hey this is skilled business this is not you can't just take anybody and say hey get up on this operator and pay some strength you can't do that you got to have somebody that's still that's experienced that knows what they're doing um and so this decision was always with the assumption that we will go and uh go into the labor market first and see what's out there we can't hire these additional six skilled people then i'd be the first that comes back to you in november or december and says hey we're gonna have to we're gonna have to squash this for this year we before we go buy any equipment or spend any money we've got to get out and test the employment market and see if we can get the skilled labor to make this happen so it was brought to my attention someone said well every not just anybody can pay streets i want to make sure everybody understands that we know that that we know that we would have to hire experienced people especially the operator the operator is like the crew chief he's the one that's running the show so we would have to have someone with extensive

[0:31:05] experience before we would jump off and and move forward with this venture but i think that was um oh and one other thing that uh that was brought to my attention that i didn't discuss as far as benefits of this we talked about how the the biggest benefit is we can pay more streaks with less money that's the goal here the goal here is i'm trying to get streets back and we have two million dollars a year to pay streets and that's been my report to the board the three millions and talked about it that's not enough money i mean if we in the 1990s and early 2000s southaven was the fastest growing city in the southeastern part of the united states we have so many new residential streets that are built during that time fast forward that number of years and it's time for them to be resurfaced so we have so many streams that need to be resurfaced and we've been working on a can off the last six years and we've we've paid more streaks in the last six years than ever in the city's history but i'm just reporting to you it's not enough and so the purpose of this plan is real simple to pay more streets with the same amount of money but the other thing that i want to ask about this would give us something that we don't have now to do on our own the neighborhood trails like you know your neighborhood parks all the trails you have tree roots going through them after a while they're going to wear out you know as of right now we don't have the equipment to do that if we bring this in-house we can go repay our neighborhood trails so it just gives us an added benefit that we haven't discussed before the only other thing that i want to point out and i want to open up the floor for more discussion is personnel um i want to discuss in detail the personnel the skill sets you know how this would happen on on the ground on day one but that's something that we can talk about in executive session it's important for us we talk about an executive session and so i would ask that there be no questions about the personnel

[0:33:07] i mean questions obviously as far as numbers no big deal but if you're asking about skill sets who's this who's that please say that for executive session but i'll open up the floor now for discussion well i had some concerns we talked yesterday about the personnel side of us we'll discuss that executive session but i do appreciate you pointing out the um the concerns i had were basically is this a too good to be true scenario because it's apples to apples oranges oranges and i think that's been my biggest concern and i think once once we discuss the personnel side of it i think that may put some other people's mind at ease so we should point that out that's just really all the comments on that thank you for any other discussion okay and like i said we'll talk about the other uh details and executive session and then as i mentioned at the last meeting i wanted to put this is this a big jump it's something we haven't done so i wanted for there to be plenty of time for everybody to do their due diligence on this um i feel like that uh on my end i reached out i feel like i've done my due diligence but again i'll welcome if anybody knows something i don't know um i've never been an operator i've never jumped on the machine and paid the street myself so i welcome any any ideas or any other information but we do need to make a decision at the next meeting so at the next meeting i'll be asking for a board vote to authorize us making this change and at that point if the board votes yes that's when we'll go ahead and post the job openings and start seeking the skilled personnel and the last thing i'll say about that is well no i won't say that because it deals with personnel i'll hold that comment but anyway there's no other discussion is there any other discussion okay we will move on and i believe that that is um this camera list okay that's all i have this evening uh

[0:35:12] for the mayor's report next on the agenda is our citizens agenda we did not have anyone that registered to speak but anyone is free to speak if you want to speak please come forward to the podium and state your name thank you mayor my name is lee jackson i'm running for the senate um here in desoi county district 2. election day is november 5th and i hope that we do have a good turnout voting and elections are very important to get the personnel we need to support our county and also to bring the policies and the voting that is necessary to support the district here so thank you yes sir thank you thank you for coming forward i appreciate you stepping up to uh to help our area and good luck to you all right thank you yes sir is there any anyone else who would like to speak on the citizens agenda you as far as your paving i would suggest that you have some truck routes in the city and the last meeting there was a discussion about the truck routes and they're tearing up the roads well you know the trucks are up to 80 000 pounds and possibly even more so if you're just starting out doing this paving you might want to start on the residential streets we'll leave the truck routes up to the professionals there might be a different way to do it for the weight limits and i don't know if you've ever driven on roads where we call them wagon trails where the trucks make an actual groove in the road because of the weight and all the power so the base probably has to be better and these are old roads and this this clay under the under the road sinks and moves

[0:37:15] so that might be a suggestion for you thank you and actually we have thought about that i appreciate you bringing that up because we didn't discuss it in open meeting but uh obviously like the project we have going on now with state line that's a massive project uh that would be something that we certainly would consider using someone else and uh you know taking that project outside that we would we would focus our efforts mainly on city streets but i can assure you we have plenty of those to keep us busy okay another thing i don't really know about ifta international fuel tax agreement i don't know if you get money from the state to upkeep roads is anyone familiar with that more than me i'm not whitney do you know anything about that dan okay so every time uh say a big truck buys fuel they pay a fuel tax so that goes to each state so that might be something you might look into if something like goodman road and state line road if they qualify as truck routes or what the qualifications are you might get state money to actually get some of your paving i appreciate that um i can assure you that we've reached out many many times uh like i said earlier in the last six years we've paid more streets than ever in the city's history and we have used mpo we've used the federal plan and then we've also had some along with that plan they have a resurfacing division and we've made application for those and we've been awarded some of those church road between the interstate highway 51 we got money for that a couple years ago so we have used that but this that you're talking about i'm not familiar i mean we we've reached out extensively to try to exhaust any efforts to get help um but again dan do you know anything about any other specific plan that scott may be talking about no sorry you do get the fuel tax money but it comes through the state that's how the state's funded and that's how you can get your niche 45 thousand dollars does it determine how many truck routes or just enter miles of road correct so it's not i mean we spend 2 billion a year to get 45 and that's unfortunately we find that a lot with some of the mississippi

[0:39:18] programs like some of them are we're we're we're a big city from mississippi so a lot of a lot of the plans are designed for smaller uh usage just to give you a comparison state line's about 1.7 million on the project and i mean a dollar is a dollar we certainly appreciate it but 45 000 in a 1.7 million project is you know that kind of puts it in perspective but thank you for bringing that up just trying to give you ideas different possibilities to explore and get things done yeah and please share i mean again we're um as we we're talking about tonight i mean that's that's something that's a big priority uh of uh for all of us i know i know my board has expressed that they want to see the streets in better condition that's been one of my priorities so anything that we can do to make it better and to you know to get funding to help us with that i welcome any ideas okay i have another issue i want to bring up and i've reached out to my alderman there's been a little uptick of a crime down around church road airways of subdivisions on either side of the interstate is there any thought of i don't know neighborhood cameras or something else to aid the police in keeping this situation under control well certainly there's some things that we're not you know obviously we can't discuss in public because we we have a plan to fight crime in the city and even during the short time that uh chief moore has been with us there have been many things that have changed so i can assure you that there are things being done i can't in a public meeting we don't we don't want to tell the criminals what we're doing i i've seen some of them in action yeah and i appreciate that so i don't have any uh blame towards the police department but this seems to be a very random thing and very hard to track what type of crime are you referring to a lot of auto thefts and uh car break-ins vandalism attempted break-ins uh that is um what you're there i'm familiar with the

[0:41:20] area that you're talking about i can tell you that it kind of goes in spurts we've had some uh little situations in other parts of the city that were like that and a lot of times it's a it's a pre-planned kind of thing for a certain area so that's why you see it kind of come and go i think you use the word uptick it's not necessarily an uptick as much as it is a targeted plan for an area but our police are aware of that and there's a lot of a lot of work that goes on behind the scenes to deter that into i just wanted to open up the conversation in that area and see if there's any cost effectiveness of putting cameras like that in neighborhoods i've been looking at a system called flock flock and they're using it out in collierville in some of the neighborhoods and i forwarded that to my ultimate i'll be talking with him about that i don't know if it's cost effective certain subdivision might pay for something like that through association fees you mean join up with an hoa maybe a cdhra partner if an hoa may be added to the dudes and put up cameras or apartments put up certain cameras or if that would be a city thing so i'm just opening up that conversation and sure chief let him we've already got some divisions that are doing that with flock we've got an mrou with them we get their data now so and actually today several of us spent a couple hours at the real time crime center and memphis to talk a little about developing a camera system for the cv center excellent we're working okay i'd like to talk with you more but uh i i call tomorrow i do get the clock they're already working here okay great thank you very much thank you is there anyone else that would like to speak on the citizen's agenda seeing no one uh we'll move on next on the agenda is our personnel knockout yes
