[0:04:05] just the looks like a sentence that Benjamin bins so mine says mine says be itself it's bids it's uh what the current contract with Waste Pro expires on June 2016 since the contract was over fifty thousand dollars I'm sure at the state law we must go to bid for the rubbish so it's not interesting authorization could go to bid um for the rubbish uh collection which are on a contract with Waste Pro expiring you better call me into that contract until 12 2015 had a one-year renewal we renewed it last year for one year and now it's expired uh and um July 1 2016. so moved second we have a motion by Alderman Ferguson a second of alderman kite is there any discussion hearing noon roll call s yes yes yes okay that motion carries [Music] Moon sure were we not looking to combine all three of those we are but the timing is off on Olive we're trying to stagger it where they all come together so we can fit them all three together at this point we have the before uh before the sport was in office there were separate contracts issued um they're all they've all been out but the issue was our Solid Waste contract or this rubbish contract expires from June 30th this year recycling expires later this summer and the waste of a contractor Garbage Contract with adsi expires next July so it wouldn't be till the next year or the next year and a half before you could actually stack them in such a way to do that so that has been discussed but it's just the way they're staggered now it's
[0:06:07] going to take a couple of years to get the timing right to make all the contracts at once thank you thank you any other discussion seven I mean on six excuse me next on our next on our agenda is uh proposal Protech for South Haven formation technology and emergency communications Department this is just a proposal for uh Chris Shelton signature would it it's it allowed for a protect to assist the city of South Haven's I.T Department with the migration of our email servers into the newer version It's amount is not to exceed 27 000 so it will be billed as needed so if we're convenient if we don't need that much help or don't need that much service it won't exceed 25 and 27 000 is just for our Our IT department to call upon protect for questions and assistance during the migration period which is anticipated to be about three weeks to a month during the migration but it'll be the outside MCA system with our I.T department and this allows us to pay down through this proposal I'll make that motion it's like okay we have a motion about ottoman Flores and a second ottoman Gallagher is there any discussion he's Chris is this for the email project is this going to resolve some of those email issues that yes because the other one's phased it's not surprised anymore correct correct and it's it's a vast migration you have to actually migrate twice to reach the version that we're going right now right and so we're going to rely heavily upon their Engineers okay so we're going to do it offside I mean the servers will be offside is that correct no our servers will still be here still be here they'll be virtualized now better backup solution and of course they're always backed up actually right okay so we're basically actually getting uh programming for the servers that we have

[0:10:17] okay okay we canceled uh item number nine when we passed that okay next on our agenda is our planning agenda Miss Whitney cook myself the first application you have in front of you is a request revised the South Commercial subdivision specifically it's going to be on the south side of we Ross Parkway and it's going to be west of pepper Chase there's an existing RV park on some of these Lots this uh request will be on the west side of the subdivision and basically what they're wanting to do is add a lot and toward a future development was they have a plan going through the Planning Commission for design review and a site plan approval at the next Planning Commission meeting and I need both of these lots to have the acreage to do it appropriately it falls in line with everything they had approved for future development so we're requesting approval for it so move it's okay okay on item one we have a motion bottoman Gallagher second Alderman kite is there any discussion so is this to build houses no this isn't a commercial uh an industrial type subdivision it is on uh in an area that had some drainage issues into Tipton Pollard and Ross Farm subdivision we've taken that into account you'll see it come back through here but they've done a pre and post calculation on detention and it should actually improve the drainage in there and eliminate the problem going into that subdivision with a detention pump on the back of it once we get those plans in handle obviously get them approved through the engineering side but the plan is to actually improve the drainage with that development that comes through into those homes is there any other discussion on item one this is just for the dirt moving night this is not even for the dirt moving at this point um this is just to provide the acreage they need for the proposed development any other discussion
[0:12:28] hearing non-roll home yes yes okay motion carries on item one our second application is the design review for a new church to be located at preach driving get well um it will be on the northeast corner of Creech and get well there's a vacant piece of property there uh Central Church has purchased it 2.39 Acres uh the drb that they've submitted is Rick efus there were some heavy changes on the Landscaping we did have them change the canopies to bronze and we did have them provide a front facade against Getwell Road their main access will actually face Creech but uh for curb appealing because they have an access point on fat well ride we had to put a facade there those changes of VMA they agreed to all of this and we're recommending approval for that we provided number two when we're planning agenda second we have a motion on item two uh the ottoman pain is second Alderman Kelly is there any discussion tell me where that is again is that right in front of the deck yes if you're turning off it'll get well into the deck on preach it'll be on your left hand side is there any other discussion how's that going to affect traffic obviously Sunday mornings they do have a Wednesday night mainly I mean in the mornings we asked them what time hours they were going to have them tonight they have an 8 30 they have a 10 o'clock they have 11 o'clock um Jack tends to get crowded around noon doesn't even open I believe until 10 o'clock on Sunday so the traffic flow should be fine they have two access points one's going to be on Creech Drive there's another on get well um you know backup is an issue there obviously if anybody goes to the dock you know that but those improvements are being done with our widening and also
[0:14:31] the CMAC project with MDOT to get the light and signalization corrected so I think with two access points our widening and mdot's signalization project in the end it should it should actually be an improvement to what you have now any other discussion on item two hearing other alcohol yes yes yes yes okay that motion carries thank you Whitney my next one our agendas uh is our mayor's report uh first of all I want to thank our marriage youth Council uh Sarah director back there I really appreciate the help with the uh the southern County cleanup we had our group out there on the streets working to help clean up our city and part of a larger project beautify our County so I really appreciate the help with that um I got a couple proclamations to read I'm going to delay that for just a second just a couple quick updates with the board you know Christy's email and I think Whitney's emailed you guys about our Planning Commission we need to redo that I just wanted to reiterate how important that is I know that when we initially talked about that that's when we're first sworn into office and I know y'all were like I was there's a lot of things going on I just hope that we take a lot of time and effort make sure that we have a quality staff you know it's uh that that's very important you know for our city we need to make sure that we have people on there that you know are going to make unbiased decisions on what's best for the city of South Haven and I know that we've had a couple of situations with some of the ones that have served that their attendance has not been good because of some personal things going on in their life we certainly don't want to put any undue burden on someone that doesn't have the capacity to serve so if we have somebody that has had some problems being present I would just encourage that we ask them
[0:16:33] you know something changed in their life that's going to prevent them from being at the meetings because it's only 12 meetings a year we really need somebody that's going to commit to be there you know if we're going to have them so please keep that in mind when you appoint someone as soon as you know we got eight so every Alderman will have one then I've made a recommendation for one so if everyone would just you know put a lot of thought on that and let Whitney and Christy know as soon as you know who that person is hopefully we will have that on the agenda to approve that either at the next meeting or the first one in May so the job will help us with that I appreciate that um the other thing is a question has come up you know in our city clerk's office all of our invoices obviously we have a paper copy where anyone can look at I think Alderman Flores spent some time going through all the invoices here uh you know before each board meeting and I encourage everyone if you want there's something that you want to see look through them they're all in paper but we're also scanning those so what I wanted to ask you tonight for some feedback if um if we need them scanned no problem we continue to scan them it does take a lot of manpower to scan the invoices so if we're not using that or if it's not a high priority we would like to request so we not scan them any longer because it will free up a lot of personnel time in our clerk's office so if y'all want to give me some feedback not trying to back out of that if it's something we need we'll continue to do it as is but if if it's not necessary or not not valuable to you we would just it would definitely save us some time and Personnel time if we just go with the paper copies I personally even though this last download I did from Apple on my equipment allowed me to open this never knows that's why I was asking about the new server or the new software
[0:18:35] that would be compatible to eliminate but I do I look at each and every one of them okay but if there's another method that would work better for the city I'm willing to go that route I mean well I mean I think what we have Andrea is is working it's just a it's just a community yeah and it's no problem we just thought we would just see if make sure everybody's using that to make sure it's worth the time that we spent doing it but it sounds like it is so we're doing that we'll just leave it as is for right now okay I appreciate the feedback on that um the um proclamations that I have let me let me move forward with those um now I'm gonna have to break down I've uh I definitely have a vein sign I've been trying as long as I can to avoid it but I'm just going to be honest with the city that's out there and I can't see so join the crowd they're out okay so um Proclamation National Library week whereas libraries are not just about what we have for people but what we do for and with people and whereas libraries have long served as trusted and treasured institutions and Library workers and Librarians fuel efforts to better their communities campuses and schools and whereas libraries are evolving in order to serve their communities and to continue to fulfill their role in leveling the playing field for all who seek information and access to Technologies and whereas libraries and Librarians open up a world of possibilities to innovated steam programming maker spaces job seeking resources and the power of reading or as libraries and Librarians are looking beyond their traditional roles and providing more opportunities for Community engagement and deliver new services that connect closely with patrons needs and whereas libraries Librarians Library workers and supporters Across America are
[0:20:38] celebrating National Library week now therefore on Darren Musselwhite by The Authority invested in me as mayor of the city of Southaven Mississippi hereby Proclaim April 10-16 2016 is National Library week and I encourage all residents to visit the library this week and explore what's new at your library and engage with your librarian Because of You libraries transformed and just coincidentally we have another one that is for the same week so they will actually share the week of April 10-16 2016. this week is the week of the young child so whereas the city of South Haven other local organizations in conjunction with the National Association for the education of young children celebrating the week of the young child April 10th through 16 2016 whereas these organizations are working to improve Early Learning opportunities including early literacy programs that can provide a foundation of learning for children in South Haven whereas teachers and others who make a difference in the lives of our young children in South Haven deserve thanks and recognition and whereas public policies that support early learning for all young children are crucial to Young children's Futures now therefore I Darren muscle White by the authority vested of me as mayor of the city of South Haven Mississippi hereby Proclaim April 10-16 2016 as the week of the young child and encourage all citizens to work to make a good investment in early childhood in South Haven Mississippi okay and lastly um tonight there was a I sent an email to all the board members today um we were going through the process we got the information about the Chamber of Commerce Renovations on the new building everyone's very excited about that we apologize to getting it to you late but by the time Whitney reviewed it and then I got the application all the
[0:22:41] documents with the West End District resolution that we needed it was today we'll probably send it out to you uh basically if you want to delay you know because we're short short time of getting it to you I understand that basically there's nothing uh different on there they qualify for what this board has already approved the West End District incentives which gives tax abatements for seven years and also waves utility permits not permit fees but tax fees so um they qualify for that so basically to make it official we have to vote tonight to approve their application for their Renovations I know Carmen Kyle and the Chamber worked tremendously hard they're on some time crunches and so I would just like to if we can if there's not any serious concerns out there I'd like to go ahead and vote and approve that tonight so we can let them get started and get moving so we don't delay the chambers Renovations awesome we got a motion by Alderman Flores second by Alderman Ferguson is there any discussion here's the chamber the first organization or business to apply for the uh the special tax incentives for the West End we've had we've had we've had a few other applications some of it's this is just now starting to get going after we've passed this right we've had a little bit of a difficult time communicating that out getting it out to the to the businesses in the West End and I do believe this will be the first one we've done the tax abatement on and you'll have like Tops Barbecue and a couple other ones that did some massive improvements that went through the Taffy waves permit fees and things like that but this will be your first one since it's been West End District to actually do the tax abatement finally we gave that option to Tops they just decided to move forward they wanted to get renovating and they just moved forward without it so all right that's great Saturday and everything's packed and it just looks you tell a difference yeah I'm excited
[0:24:43] about it and we want to thank the chamber for uh I've said this before publicly but I'll say it again I think it's just so symbolic you know that the chamber uh saw in a building you know in the West End you know it's original South Haven it's our original business district I think it uh just makes a very bold statement that we're we and the Chamber are committed to revitalizing original South Bay so I'm very proud of the chamber for selecting the building that they did I know there's a lot of work that has to be done to renovate it's been vacant for eight years and uh can y'all believe that it's been vacant you know that's that's the old I've been a bank it was Gateway Bank back in the early 80s Trustmark Bank after that and but to see buildings in our original business district that are vacant for that long is just so encouraging to start seeing occupancy and it's big that the chamber took that building it's going to make something special with it I'm pretty sure I heard earlier today that it was a church man I didn't know that um is there any other discussion hearing non-roll call yes yes and that motion carries okay that's all I have on the mayor's report next uh on our agendas our citizens agenda I'm not aware of anyone that signed up by noon on Friday so we'll move we'll move forward next on the agenda is our Personnel docket Mr Mayor of it we approve the Personnel doctors present our state the most of alderman Brooks second Alderman kite is there any discussion hearing non-roll comp yes okay that motion carries next on our agendas our city attorney's legal update
