[0:00:02] welcome everyone i'm not calling this meeting to order please stand with us in prayer by alderman gallagher please remain standing for the pledge of allegiance to be led by honor and scott ferguson heavenly father lord we thank you for the beautiful day that you've given us lord we thank you for the summertime lord we ask you to be with our children and watch out over them lord lord i pray that you would keep them safe keep them away from harm lord i pray that you would be with us tonight and that we would use your wisdom in every decision we make these things we ask in jesus name of amen and to the republic for which it stands one nation under god indivisible with liberty and justice for all first on the agenda this evening is the approval of minutes for the may 2nd 2017 meeting mr mayor would we approve the minutes for the regular meeting of may 2nd 2017 with any additions deletions or occurrences exactly we have a motion baller in pain second alderman brooks is there any discussion barry millen roll call yes conor mckelly yes [Music] yes okay that motion carries next on our agenda is the appointment of a of a new director for our south haven program many of you may remember this program was set up three years ago and it's generally designed to uh as an outreach program for the city to help those are in need act as a hub to put people that are that want to volunteer their services and financial resources to help people in our city that are in need the program has been outstanding but it's been under achieving because we've not been able to have a consistent director

[0:02:04] of the program so we're very excited that tracy gallagher has offered to uh you know be the new director of the program tracy as you know is aldrin gallagher's wife this program is a volunteer position we did seek an ag opinion just to make sure that was acceptable for her to be the director of the program since her husband serves on the board uh the ag opinion did come back and indicate that there is uh nothing that prohibits that so there is no compensation is totally a volunteer position she's already done an outstanding job you know getting set up so just tell you a little bit about tracy tracy gallagher holmes gallagher insurance group in south haven along with her husband joel believing in the importance of giving back to the community tracy knows that to whom much is given much is required tracy serves as vice chairman of appella and hernando appel provides foster care for special needs children in desoto county she serves on the corporate volunteer council with volunteer north mississippi she's also involved in several local networking organizations and volunteers at our children's schools tracy hill has a marketing degree from the university of memphis she is a lifelong resident of desoto county and graduated from south heaven high school she and joel have been married for 22 years and have three children who attend desoto county schools they're members of cornerstone church in south haven so very excited there's no board action needed nick or just issue volunteer position so anyway just make just an announcement let you know that we're excited to have tracy owen as our as our new director again for those that may not know about this their categories have been set up primarily food services you know to fight hunger in the city also for elderly and disabled citizens that need help also youth interaction and uh gang prevention activities like that but we hope to expand some of those categories so

[0:04:07] anyone that you know that is struggling in the city and that needs help you know doesn't have family to help them and just simply needs help this program is designed for that we do have a roster of people that uh have offered to help and uh also by the same talk if you know someone that wants to be added to the network to help please do that as well but again our goal is to put uh people in need in our city in contact with people that have the resources to help them so we're excited about serve south haven having tracy on board next on our agenda is the award recommendation for the mississippi valley and highway 51 traffic signal improvements mr dan cordell thank you bear with me a little bit we've got a bunch on the agenda tonight first as the mayor said we have a we took bids on the signal improvements at mississippi valley and highway 51 to bring that signal into a more modern state it is an mdot signal so it's been permitted we've received bids the low bid that we recommend is to desoto county electric for 189 855.55 we would like to ask the board's approval to award that project and give the mayor authorization to sign the related contract documents let's make that motion second we have a motion alderman hell second by alderman payne is there any discussion again just as a reminder to everyone to the board and everyone this is part of a larger project to modernize all the intersections in our city many of our well a few left but namely the ones that are on highway 51 in the original part of the city still have the old span wire intersection so we want to uh modernize those with new mass storms which also have pedestrian friendly options and also improve the look the look of our city so

[0:06:09] we have several others that we will start mississippi valley is the first one that we start with on highway 51 because the main street 51 intersection is part of the main street pedestrian project so when that gets done there'll be new mass storms there and then we'll work our way southward on highway 51. so valley is the is the next one on the list also in associated homes is there any other discussion about uh the highway 51 mississippi valley intersection improvement except in the lowest pit very nine roll call yes yes okay that motion carries thank y'all also in association with that and i don't know if it made the agenda or not but in working through that program i also would like to request an approval of a work authorization number nine for us to conduct the cni work at our contracted hourly rate it not to exceed 25 000 related to that project exactly we have a motion alderman hail second bottom in ferguson is there any discussion yes okay that motion carries next on the agenda's award recommendation for the carriage hills bicycle and pedestrian improvements it's finally here i know you've been waiting on this one we received this on carriage hills um we receive several bids on it we recommend the the base bid and the low uh the lowest best bid and additive alternate in the amount of 350 1731.45 to feral paving

[0:08:15] incorporated and that will connect basically rascal road all the way up to right out here in front of the city hall where the next main street pedestrian path will start so it connect the schools in that area the neighborhood and add connectivity down main street i'll make the motion to award feral paving the contract that's risen a second we have a motion by kelly second by alderman brooks is there any discussion okay one other thing can i get authorization for the mayor to sign those documents i don't think i answer that man the motion and again this is a long talked about project this will help our schools in the carriage hill area you know we have children that are walking in the streets through carriage hills and uh and this will solve a big problem this will solve that so we've been waiting on this in a long time i know that i think the whole four years we've been here we've been talking about it so anyway excited to see it finally moving forward is there any other discussion just uh is there any kind of connection from like chesterfield to maybe to city hall but particularly the library that would be involved in this at all i think it does connect yes awesome because there's a lot of traffic that turns into the library and that's what dan's talking about too the other project that i've been mentioning about the intersection improvement at maine and 51 there will be sidewalks that come up main street all the way to northwest drive and they'll come up northwest drive so then it will connect with this one too so they're supposed to be connected that was part of the delay in this project is when this one started out at front there was a disconnect and so we extended the carriage heels to meet up with this main street pedestrian path that way you can connect everything up with that

[0:10:16] construction again it'll begin in approximately three weeks three to four weeks is there any other discussion yes okay that motion carries next on the agenda is the renewal of turn bid contracts for existing road repair contract change orders i had one more addition on the other item i didn't make the agenda but we do we need a work authorization also to do cnn on that project on the award at our contract already right now to see forty two thousand i'll make that right from here a second we have motion monitoring pain second by alderman brooks is there any discussion yes okay that motion carries now we'll move on to eight these are our term contracts for the pavement related work it includes the seal code uh a first and second alternate on paving and our striping term contractors we need to do these individually so the first one i'm asking for just extends time the only one that includes a unit price adjustment is related to the striping they don't get fuel adjustment which is in the contract on the others in it they had a contract stated a cpi index by year this year it amounted to a 2.3 percent increase of their unit prices so we're requesting the board's approval and authorization for the mayor deciding to sign the change orders extending the contract for another year and doing a cpi index increase of 2.3 percent for the

[0:26:43] our police force that uh serves our country in other capacities in the military and we were honored and recognized for that so i'd like to and she part of our police department [Applause] uh one one issue that we do need to decide um and i get we don't have to decide now just for the board with the swearing-in of the new board there will be a uh it's going to fall right in the middle of the fourth holiday so um just be thinking about if you want to have an event like like we had last time it's at the snowden house or if y'all want to swear and just make it simple to swear in at a board meeting we can do that but be we need to be planning that we're going to do some type of event that there needs to be planning now and set the date and all that so if you will let kristy faulkner know what your thoughts are on that we do have one issue that uh that did not make the agenda for time that uh something that we do need to move forward with at the new tennis center we realized that the existing metal building that's been there for so many years has its limitations on being used as a pro shop um so there's uh wes brown has asked for a task order up to up to five thousand dollars for urban arc to make some proposals for what we could do with that building he's going to look at two different things first amending the building and then another as another would be tearing it down and rebuilding something that's uh set up more for that but basically just need approval and task order for urban art to submit that information to us if somebody will make that motion second

[0:28:46] motion made by aldrin brooks second alderman flores is there any discussion not to exceed 5000 is there any other discussion and obviously by the way as you all know uh before we build the building we're um you know we'll all need to get back together and revisit the park plans after we lost the revenue from pennyview to farms so we definitely will have to fund our park projects in a different way for at least a year so we'll we'll um i'll discuss that eventually as well but this is just to you know get the design done provide the information to us is there any other discussion about the task order from urban art hearing none all in favor say aye aye all opposed say no i was having motion carries speaking of tennis and y'all had to forgive me tonight after some of the chatter during my recent reelection campaign um you wouldn't have any respect for me if i wasn't a little fiery and passionate about the job that you gave me so i'm gonna fire back just a little bit the criticism that the city of south haven recently got for hiring a tennis director and the salary that we paid just to let everyone know i think most reasonable people understand if you're asking someone to leave a current job and come to work for you you have to give them a salary that's competitive you can't expect them to take a pay cut to come work for you so of all the ridiculous comments about the salary we don't set the salary the market sets the salary if someone is making a certain amount of money at their current job and you're trying to hire them you have to give them a competitive compensation package to get them so that's what we did while doing that i'll explain to a lot

[0:30:49] of people that our new tennis operation will be a not only a quality of life edition for our own citizens but it will also be a revenue generator uh when we uh have that complete we'll be bringing in revenue that we've never brought in before and i just wanted to update you that as you all know we don't even have the expansion done yet we're still about a month and a half away from it being completed but our new tennis director has already done twenty six hundred dollars in tennis lessons in a month that equates to thirty one thousand two hundred dollars a year and we haven't like i said we don't even have all the courts yet so that's the point that i wanna relay is that we can't be small-minded if we want to do things that we've never done in the city before you know i promised in 2013 that i would run the city like a business if we have opportunities to create revenue any revenue that's generated by the city is lessens the tax burden for our citizens and so again i'm just happy to report to you that before we even get started we've already got 2600 and less in revenue in addition to that something that we the city's never had before will be entry fees like we uh take entry fees at snowden and greenbrook for baseball and softball there will also be entry fees that are generated by the tennis tournament so when you have the lessons that go 100 back to the city there's no no commission or anything like that that goes to the tennis director all that money goes 100 back to the city and then you have the lesson fees that we've never had before also in year one we will be in the black so this person's salary is paid for in year one so we will be making money that we've never made before so anyway as simple as that sounds from business perspective we all took a lot of criticism for that recently and so i'm happy to report to you that what we said what happened is already happening

[0:32:54] okay that's all i have this evening on the mayor's report uh next is our citizen's agenda the person that signed up i did have a conflict and and is not going to be able to be with us this evening uh next on the agenda is our personnel doctor mr mayor i hope that we've approved the personnel doctrine as presented on this date we have a motion by alderman brooks second by honor and hail is there any discussion hearing none roll call yes that motion carries next on our agenda is our city attorney's legal update steve items uh the first item is extending the contract for civil link until 2008 or september 30th of 18th into that budget year it'll be an amendment to their contract and it defines the services it also adds more services to their monthly i mean to their general services which increases to be a little bit but tonight we just need an authorization for the mayor to sign that amendment um number two to their contract from the master agreement for 2014. i'll make that motion in a second we have a motion bond with florence second by armand ferguson is there any discussion okay can we get dan can you come up and explain what some of the additional services are to help prevent future expenditures for roads i think that's crucial some of the issues that the mayor and we have been experiencing is related to development and there's a good system in place for viewing plans

[0:34:57] permitting putting up bonds what's missed out there is is third party eyes to see the product that ultimately y'all are going to receive as as as ownership and maintenance so and of course we're not talking full-time inspection like you would have on one of these construction jobs but a critical time inspection to try to help prevent some of the damage we see in our roads and drainage some of them are very fairly simple to catch most of the time the engineers that designed it are away from the development it's the contractor left with the developer and so sometimes there's not positive drainage in the ditches there's not you know you don't know the product you're getting related to the soil cement or the area that's being used where they proof road proof road the road and the the thickness or quality the asphalt you're getting so what we're proposing is some critical time inspection to look at those items to try to improve the quality of the products you're getting thank you is there any other discussion yes okay that motion carries and one one other item is authorizing butler snow to work with chris wilson and the uh police lease vehicles at least purchase the police vehicles with a trust mark in the mount not to exceed a thousand dollars a second we have a motion bottom in florida the
