[0:00:00] welcome everyone i'm now calling this meeting to order uh we're about to before we stand uh we're we're honored this evening to have uh pastor ken joins with us to uh uh lead us in our invocation before we do that though i i want to read something to you and then we'll have a moment of silence recently we lost a special person in our city mr dale graham recently passed away so before we do that after we stand please join me in a moment of silence to honor and show respect to mr dale graham mr graham was one of the city's founding fathers played a significant role in our city's history and development dale's restaurant was one of the very first businesses in our city and evolved as our city group grew throughout the last six decades the restaurant has obviously been a staple in our original business district and mr graham was loyal in doing his part to preserve original south haven and serve our citizens many of our citizens including me can mark special times of their lives by trips to dale's restaurant this restaurant became a part of our local culture and he was known for his unselfish service to many the city of south haven will truly miss mr dale ground may god bless and comfort his family and many friends so please stand with us at this time for the invocation after that please remain standing for the pledge of allegiance led by alderman alderman payne to the great god our creator we come before you and we bow in humility we do not presume to know how you overrule in the affairs of men but we do believe that you are in charge and so we ask you to bless this gathering tonight

[0:02:04] we thank you for our city for this peaceful community we thank you for those who guard our interests especially we pray for the police and the firemen protect them and their families and dear god protect us from those who would harm us and who would destroy our way of life we thank you for men and women who are willing to serve and we pray that you will take these proceedings this evening and work them to the best interest of the people of our community we pray for your guiding hand in all that we do and we ask all of this in the powerful name of this world's only savior jesus christ the united states amen america and to the republic for which it stands one nation under god indivisible with liberty and justice for all first on the agenda this evening is approval of minutes for the december 19 2017 meeting mr i'm going to be approved the minutes of the regular meeting on december 19th 2017 with any deletion additions deletions or corrections we have a motion baller in pain second ballroom in brooks is there any discussion hearing none roll call yes

[0:04:13] okay that motion carries next on the agenda is the um postal address change for annex properties this is uh we left this at the last meeting just to update everyone on the purpose of this again over the years as our city has annexed properties some of these areas never had the name or the zip code change to south haven so we have other addresses that have or some properties that have olive branch and some that have nesbitt addresses over the years especially recently it's caused some issues with 9-1-1 service we feel like it's a somewhat of a risk to our citizens and we feel like that every property inside the city limit should have a south haven address and a south end zip code so that doesn't just align with us uh obviously the united states postal service has to approve this change uh they have a process uh that we must go through to request that but basically tonight what i'd like to do is have this resolution pass from the city uh formally expressing our desire the postal service for this to for this to happen i'll make that motion second we have a motion ballroom in flores second ballroom and wheeler is there any discussion hearing none roll call yes yes okay and that motion carries next on the agenda is the lone road water tower mou with olive branch again we spoke about this at the last meeting all the water towers that are inside the city limits of south haven are well i should say most there are a few water associations that are not southampton but the ones that are southaven towers all are noted as such with logo and then the one the tower that's in the city

[0:06:15] it's on get one near snowden grove park does have the snow and grove logo there's another tower that's inside the city limits that's owned by olive branch that's at malone road it's the backdrop of stone grove park highly visible so what we're requesting to do is to paint the snow grove logo on that water tower now at this point it's just a water tower i'm in a white water tower with no logo so we want to do that we've spoken with olive branch they've expressed that they're in agreement with that we obviously would have to pay the cost of painting the logo and they requested that we pay half the cost of pressure washing when the tower does have to be repainted so that's pretty much the situation i understand that island branch is going to take the mou before their board either today or in the next meeting and at that point we'll try to enter an agreement but what we'd like to do tonight is for the city to do our part to pass our mlu is that anything else that needs to be added to that there are attainment tonight mr merriman we adopt the memorandum memorandum of agreement between the city of southave and the city of olive branch the water tower 6175 is there any discussion hearing none a roll call yes yes okay that motion carries next on the agenda is the bankplus amphitheater concert promoter contract award at the last meeting uh our board you did give me authorization to negotiate this contract we've not finalized that yet with the holidays the legal team with live nation has many of the attorneys have been out

[0:08:17] during the holidays so they have not signed that contract yet we don't have any reason to believe that there's a problem with that it's just a matter of just the holidays so that's not occurred yet before the next board meeting we should have that signed contract in hand and i'll bring that back before you but just an update tonight next on the agenda is a resolution declaring a special election for our ward 2 alderman vacancy mr mayor we'll adopt a resolution declaring a vacancy in the office of aldermen of ward 2 of the city of south haven mississippi and calling a special election of phil said vacancy pursuant to section 23-15-57 mississippi code of 1972 as admitted so we have a motion bomberman payne second by arm and brooks is there any discussion i'll go i was going to put that under mayor's report but while we're on that let me go and address that the um after the vacancy is uh assuming the board does vote to do that this evening there will be a special election in the city that will occur on february the 13th for the aldermen race for for ward 2. the qualification deadline will be january 24th so there's any is there any other discussion about the special election hearing none roll call one of my friends yes okay that motion carries next time the agenda is a refuse collection rfp and this will include all of our our intent with the city to combine the services that we seek for garbage garbage and rubbish and then also with an option for recycling this very hopefully we

[0:10:22] go out for rfp for the refuse residential refuse collection uh for trash rubbish recycling just in all the states we have a motion baltimore brook second ballroom gallagher is there any discussion so if there is a if there is a recycling portion in here would that be optional for residents or would that be something that's added to the base cost to keep it at a certain price well the recycling will all will continue to be an option for the citizens you know it's not a mandatory uh service but um the intent is to make it to where we can combine all three in hopes that we you know are more efficient uh with the uh you know the cost of the services any other does that answer any other details about nick do you i mean as far as it's an option but it just gives us the authority to combine all three correct i think they just look at it based on proposals you know see what's the best one or the fellow workers who want to recommend support our contracts for trash and i mean for garbage and rubbish expire on april 30 people turkey so that's why you're doing it now what's the deadline for this proposal is there any other discussion hearing non-roll call yes okay and then motion carries next on the agenda is flying 2019 dui grant for the southampton police department

[0:12:30] chief state pardon even mayor morgan this is a grant application we request your approval to proceed on this is a dui grant the same one we've been participating in receiving for the past several years this will pay for the salaries of two of the police officers that are assigned to the dui program we have a motion baltimore brook second alderman wheeler is there any discussion hearing none all in favor say aye aye all opposed say no nice habit motion carries then next on the agenda is the fy 19 occupant protection grant for the southampton police department uh this is another grant that the highway safety patrol has actually approached us and asked if we would participate in this would be the occupant protection grant for seat belt or if we pay the officers over time for us to run saturations to look for violations of seat belt use and again asking permission for the mayor to sign this agreement as well i'll make the motion second we have a motion kelly [Music] sure the borders did as well any other discussion hearing none all in favor say aye aye all folks say no i just haven't motion carries thank you chief all right next on the agenda is

[0:14:31] our planning agenda miss whitney cook oh yes sir our first application we have got a request for a minor two lot subdivision east side airways south of starlanding road and basically it's 6.35 acres family-owned property the applicant is requesting to carve out two acre lots on the interior it's a low-density area for the comprehensive plan it's agriculturally zoned we are having them put illegal ingress ingress in there so if it's ever sold it has illegal binding access so it's not landlocked it was voted unanimously in favor of by the planning commission mr mayor i'll make a movement that we have approved this as presented second okay we have a motion by army gallagher second of all in pain is there any discussion hearing none roll call kelly yes yes okay the motion carries on item one item number two we have an application for subdivision approval for uh gardens of snowden which is an existing pud on the west side of malone road south of goodman road it is compliant with the overall master plan of the pud we did ask that they take out a stub out that you will see as part of the master plan they've got it proposed as wall hood lane i did speak to the parks director uh wes brown and asked him if it would cause a negative impact if we had a step out going to our park expansion area to the south of that he did feel like it would cause a problem so we did ask the developer to remove that stub out he's gonna add that back into the lots on both the east and west side of it we did ask him to rename it because we already have a section c he's now calling it section d

[0:16:34] with those two changes it was very unanimously in favor of by the planning commission yes maybe most proof second okay on item two we have a motion by alderman wheeler second volume and flores is there any discussion do you want to approve subject to those conditions subject to those conditions yes and he has made i do have the amendments we just didn't have time to get them up there in pdf form but we do have those ready for plotting so the changes have been made so the conditions will be to revise this stuff out and make it secure yeah we'll remove the stub out so there will not be residential access through our park system um with this plan that's what the minutes left any other discussion on item two hearing none roll call yes okay that motion carries obligation number three we have got a subdivision approval request for snowden farms phase b district 21 and this is lots two through five um to give you a better idea where it is you have the pond on the hard corner uh southwest corner of goodman and getwell cbs pharmacy this is kind of the l-shaped property around the cvs pharmacy the lots are compliant with the master plan for the overall snowden farms pud we did request one change and that was a shift in one of the drives down getwell to go further south so we do have the linear 250 foot uh footage that we require between uh curb cuts they have made those changes uh and have submitted those amendments to us but again we didn't have time to put them in a pdf format for the meeting but we do have those changes prior to having her recorded that being said it was voted unanimously in favor of by the planning commission i'll make that motion to approve as presented with the amendments in place

[0:18:38] okay we have a motion baller in flores second ballroom and gallagher is there any discussion hearing none roll call yes okay that motion carries item number four uh a couple of board meetings back we did request to vacate approximately 230 acres in the center of the existing snowden farms pud it was a pud that was approved back in 2005. the owners of that property requested to vacate the center of this area due to the way the plan was done at 0.5 and how development's playing and coming into play now it wasn't conducive so they requested to vacate that what you have in front of you now is 228 acres of silo square it's a plant unit development it's a mixed use development that has residential it has commercial it has mixed use buildings it has park systems it has multi-use trails uh it is compliant with the comprehensive planet or mixed use development has a lot of nice aspects that are new to this area rooftop restaurants it has buildings that are very conducive to town squares it's got on-street parking in front of buildings close proximity to storefronts it's a new exciting development you'll see the existing silo that is on the property right now it's said to be around 100 years old they're going to revamp that and utilize it as a logo for it a lot of different aspects and it's a really big project i don't want to summarize it make it sound general we do have the developer in the audience if you've got some specific questions what i will tell you it was voted unanimously in favor of by the planning commission it's been posted in the paper and out on site we've had nothing but positive comments on it we've had nobody come in with concerns on it uh

[0:20:41] also with the family that owned the property and again it is compliant with comprehensive plans for requesting approval as submitted and again if you have any specific questions we do have a developer in the audience we also need to have it you know like giving our opportunity to speak so i think we advertised it sorry about that yes if if there's anything in the audience yes it has been advertised appropriately so if there's anybody in the audience who'd like to speak and i think they're welcome to as well i'd just like to hear what the developer has to say about it i'm sure he would love to talk about it he's very excited do you want a broad hill spot well i can't tell y'all how excited i am to be showing y'all this project tonight you'll have to excuse me my mouse will drop whitney said a little bit about all of it but one of the things that i love most about this project is the history of the farm and what we're going to be able to preserve in the silo that is going to be an iconic monument to our development it really sets the stage from our entire mixed use area you'll be able to see this from snowden growth park you'll be able to see this driving up and down the road you'll be able to see this on our master plan which i'm sure all y'all looked just to the north side of it we're going to build a barn that appears to be an old barn that will serve as a farmer's market which south haven is doesn't have right now um but one of the key things is the town square that we're going to build um we don't have that either i love town squares i always have the character of these towns the town square that we're going to build will

[0:22:42] very much uh resemble that of old town squares like maybe the cargoville square the oxford square the buildings that we build will look like that it will feel like that will that's where whitney was saying we're going to have the on-street parking we feel like we've provided great pedestrian walk paths we're going to connect the multi-use path that we build all the way through the project which will tie into the city's multi-use path on tula homa we're going to connect that into the town square and take it all the way out to get well so provide access for the entire development over to the park um whitney mentioned that we're hoping to get some restaurants with rooftop patios something that we don't have but i feel like it's a great spot for them uh to take advantage of dining and listening to a concert or watching fireworks or what have you there's a lot of energy around this part of south haven and hopefully we can capture some of that and bring it into the development so i'll be happy to answer any questions i may have i just want to say that you've done a good job bringing some some quality homes to the south haven area and we as a board appreciate that well thank you i appreciate the comment that we approve as is based on the conditions to make sure anybody else can speak anybody else is there anyone in the audience who would like to speak hearing none

[0:24:43] any other discussion among the board we have a second no i'll make that motion now i'll second that okay we have a motion tomorrow from florida's second home brooks any other discussion on four hearing none roll call yes okay motion carries on item form thank you all right next on the agenda uh my mayor's report a few things this evening the one of the upcoming weeks is municipal municipal government week i'll read the resolution here whereas municipal government is the government closest to most citizens and the one with the most direct daily impact upon its residents and whereas municipal government is administered for and by its citizens and is dependent upon public commitment to an understanding of its many responsibilities whereas municipal government provides services and programs that enhance the quality of life for residents making their town their home and whereas municipal government officials and employees share the responsibility to pass along their understanding of public services and their benefits and whereas mississippi municipal government week is a very important time to recognize the important role played by municipal government in our lives and whereas mississippi municipal government week offers an important opportunity to convey to all the citizens of mississippi that they can shape and influence government through their civic involvement and whereas the mississippi municipal league and its member municipalities have joined together to teach students and other citizens about municipal government through a variety of different projects and information now therefore be it resolved that the city of south haven joins with the mississippi municipal league and municipalities across the state of

[0:26:45] mississippi in declaring january 14-20 2018 mississippi municipal government week passed and adopted by the city of south haven a few other issues just updating the board remember we have the washington congressional briefing trip that will be coming up in april and we just need to know or christy will need to know which board members would like to go on that trip and she needs she'll let the economic development council know as they are making uh plans is it april christie do you have today wednesday through friday and it's great so what was that the 25th through the 27th but if y'all will just give that some thought and uh let christie know uh as soon as possible you know if you plan to attend that trip or not we talked about the special election no need to go into any further detail with that um just a couple things in our current budget we did approve pay raises for all our employees and that will go into effect on the january 26 pay period so we're i know i'm speaking for the board we were happy that we were able to approve raises this year and give our people that do an outstanding job give them a pay raise so that that will go into effect on the january 26 january 26 pay period and then just just a couple things um there are board meetings the dates that they found the other one being right before christmas i really didn't go into this detail but as we see 2017 in in 2018 approach i just wanted to take just a minute or two and go over a year in review for 2017. a lot of times you know when you have your um you know your head down working and every day and you don't you don't look at the progress that you make but when you stop and look back sometimes like wow we've come a long way a year so i

[0:28:47] just think it's important for our city you know once a year we take a minute and we take a look back you know before we move forward we take a little quick look back so just for everyone here tonight that's the purpose of this just to look and see some of the great things that happened in our city in 2017. this board has been excellent in supporting me with one of my main priorities which is an aggressive infrastructure improvement plan you know i've always said you know the city of south haven is the best city in the state of mississippi and we want to set that example when you drive on our streets in our city or when you come to our city i want it to um to speak loudly that we care about attention to detail and that uh that we have our city in great condition so some of the things that we've done um the galway widening project you know how many years was that talked about that became reality it was completed very painfully for me but it was completed finally in 2017. so that was done rasco road extension again these are things that you know that the city talked about for years and i like to think that uh during our administration that we've been very proactive and that we've made things happen i like to say we're making it happen we have rasco road extension became reality open for for traffic uh in 2017. church road resurfacing uh said many times i was embarrassed about the condition of church road between highway 51 and interstate 55 if you haven't been there it's got fresh new asphalt it looks really great these projects are expensive too these things are not easy to do they cost a lot of money there's a lot of work that goes on to get these things done star landing road resurfacing that's done all the way from the city limits on the west side near the railroad tracks on star landing all the way back east to get well i got a whole new um cover of asphalt so that's been done carrots hills pedestrian project i know whitney worked with mdot uh for many years uh on a you know the co-op funding for that

[0:30:51] and uh that happened so the sidewalks are in uh it's it's it's nice to walk to drive through carriage hills on a obviously not you know when it's 10 degrees like this week but when it's warm and see the kids enjoying the sidewalks they're out of the street now they're safer so the sidewalks connect the schools through carriage hills we got the traffic signal up at college and get well that was becoming extremely risky for drivers especially our young drivers trying to make a left turn during school hours i know it's not the perfect situation but temporarily it has improved the safety of that area each year this board has been committed to support me and asking for more money to improve our streets you know our streets should be in excellent condition we some of the streets in the last four years have embarrassed me and and i'm determined that we're going to do something about that you know we have our uh formal program now where we rate all of our streets all 1100 plus streets in our city have a rating and we prioritize the funding on that we did 22 streets in 2017. nine of those were in lost condition lost condition means that uh not only do you have asphalt damage but your actual road the road bed the road is about to collapse so we repaired of those 22 nine of those in lost condition we completed eight major drainage improvement projects these are things in 2013 i received phone calls about that some of these has had an ongoing ticket for as long as a decade well each year we've prioritized that money and and complete the major drainage projects we did eight of those in 2017. that cuts down flooding improves the quality of life for so many people it's a great thing to see um a problem like that corrected um again back to the annexed areas in our city uh we had several areas that were not properly protected with the right fire hydrant so we've been committed to doing a fire hydrant expansion plan in our annexed areas uh there are six major

[0:32:54] areas that we've got to get to it's very expensive to do this and we've got to start 2017 so we've completed two of those already revitalization of original south haven we talk about that a lot you know the original part of our city is crucial to our ongoing success the look we removed the thomas and betts water tower thomas the bets agreed to do that it was a rusted water tower we talked about that for years that tower did come down in 2017. we've got a commitment from fred's to remove a non-compliant sign that's on interstate 55. all that may sound minor but it lends to a vacated look you know when you have the non-compliant signs the rusted look so it's important that we improve the look of our city and that happened in 2017. we did modernize the intersections at state line and airways and highway 51 in mississippi valley that happened this year we have a commitment from the board with the current budget this year we will change all the intersections on highway 51 remove the old dated span wire and then all be replaced with modern mass storms that have pedestrian options we continue to recruit restaurants new business you know with our west end business district incentives as well and we've had somewhat success with that but we have some pending things that will become reality in the future beautification economic attractiveness as simple as it sounds we spent a lot of time didn't we whitney on the sign blades whitney helped me tremendously we have a company called cpc in jackson mississippi that um that does these custom signs so we had our public works crews go and at all the arterial intersections they replaced the old basic green signs with a decorated street blaze it just again shows the pride that we have in our city about we want to be number one and we want to stay number one in every category landscape maintenance with the recent budget adopted and for october 1 we're bringing

[0:34:56] landscape maintenance back in house we're going to improve the look of our right of ways our city is going to look great when you come in you're going to notice at the intersections and all the roadways that we take pride in our city parks and recreation enhancement the city's first tennis center expansion we have a formal tennis program now in the city that we've never had before so the tennis center did open in 2017. our first volleyball operation is underway we got courts down now at the arena we will have a our first volleyball operation for parks and recreation economic development continues to go on these things don't happen as fast as as i would like but as you see from the planning agenda there are things moving in our city we continue to recruit developments specifically in the church 55 area and the get well corridor there are things that are pending that will become reality in the near future we spend a lot of time doing that we've had continued industrial growth with jobs and property values in specific areas has been a big success for us residential building permits in the city of south haven lead desoto county and they're the highest since 2007. so we finally can look at the recession and wave goodbye to that things are on the way back and we're excited about that it's great for our city all these things that we've done just to wrap up we've maintained public safety and financial stability with that as well you know like i mentioned earlier these things cost a lot of money we've been very careful this board and myself chris wilson all the department heads have been very careful you know that we make decisions that are going to keep our city in great financial condition we have been able to do that back to public safety we've controlled crime in a challenging time i think chief hurdle for that and all his men it's uh you know we talk about things that we did and we see on the ground but we can never lose sight of the fact that none of that matters if we don't maintain public safety in our city and chief hurdle and our police department have

[0:36:57] done an incredible job with that back to the financial details no property tax millage increases no utility rate increases our sales tax continue to grow each year our debt per capita is the lowest since 2006 and our unassigned fund balance which is commonly known as a rainy day fund is up to 6.9 million that was at 2.4 in 2013. so we continue to improve our financial stability as each year goes by so i'd like to thank every i'd like to thank the board and all our department heads and all our employees for uh you know helping getting behind me supporting me on our mission to make southampton even better place to live it was a great 2017 we're going to keep on rolling in 2018. that's all i have this evening next on our agenda is our citizens agenda we did not have anyone sign up to speak but the board again did agree to allow anyone to speak if they would like to at this point anyone want to speak this evening okay it doesn't appear we have anyone that wants to speak on the system's agenda next on the agenda is our personnel doctor mr mayor i move here we approve the personnel documents presented on this date second we have a motion ballroom and brooks second already thing is there any discussion yes okay that motion carries uh next on the agenda is our city attorney's legal update mr nick manley just one quick item we came in late for afternoon it's uh an agreement with the election consultant danny klein to help with the special election um for ward 2 on the 13th uh it's 700 dollars plus 5 200 uh
