[0:00:01] welcome everyone I'm now calling this meeting to order please stand with us Bob will have prayer led to Oliver Gallagher if you'll remain standing with us we'll have the Pledge of Allegiance led by Alderman Ferguson heavenly father thank you for this time that you've allowed us to come together Lord Lord we pray for your wisdom Lord that you impart it to us Lord and that you'll protect our city as we try to do your good work in your name we pray amen I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay of course on our agenda this evening is approval of minutes for the April 5 2016 meeting Mr Mayor move we approved the minutes for the regular meeting of April 5th 2016 within the additions deletions or Corrections we've got motion bottom and pain second of alderman Brooks is there any discussion okay yes yes yes yes okay that motion carries next on our agenda is our handbook Amendment Mr Chris Wilson mayor board this is a real simple Amendment which long Japanese computed for our employees the current edition of the handbooks as longevitically computed as of 9 30 of each year to Simply changed it to their anniversary date just like it does with their professionally also remember we adopt the handbook policy as presented on this date second we have a motion of alderman Brooks a

[0:02:03] second Alderman Kelly is there any discussion hearing none roll call yes okay and that motion carries next on our agenda is urban art task order for the South excuse me South Haven outdoor tennis facility as the board knows we've had a three-year Parks and Recreation expansion plan uh we've moved we've done several there with Amphitheater enclosure the senior center the Snowden Grove baseball improvements and now the next thing on the list is tennis so tennis will be something that will be in fiscal year 2017 so it'll be after October one of this year but until then we have to go ahead and get the task or to have it designed uh the grants from the United States tennis Association required designs before you can do the application to get grants so we need to go ahead and get the design done so this uh tonight is just to hire Urban art to design the tennis facility the mayor I'd like to make that motion for urban Arts to go ahead with task order number 10 for our attendance facility okay we have a motion by Alderman Ferguson second by Alderman Gallagher and I did just want to add for those maybe the audience they're not aware this is a proposal to add eight additional outdoor courts it's in the same location as the current tennis center but it would be if you've driven down to our alley that was constructed to connect Snowden Park and the tennis center it's one of the old um I still call it the Moose lines used to be a softball field it's been there for many many years you'll see a pile of dirt there where the old softball field is that's the location of the eighth edition of Courts but it's going to have eight courts with a Pavilion in the uh in the interior for shade structure and bathroom so really excited about it it's been a much talked about expansion but I

[0:04:07] think allowed diversity to our parks department I'm really excited about it but I'll open up now since we've got the motion and second continue on the discussion I'm okay with this I just the the fees are going to be paid in this budget year is that correct mayor yeah we did you know we revised a plan based on uh you know our community or Parks money that comes in and so the uh this it'll actually be in two different budget years obviously the construction will be in 17 uh but we'll have to pay this in 16. okay and the total one other there's that's a good question one other thing I'd like to add uh the amount of seventy four thousand dollars but that's you'll note that that's a lot higher than our normal architectural rural fees uh the reason being is that uh for tennis courts you have to have uh the engineers that have actually specialized in doing tennis courts so this is uh that includes the uh the engineering uh aspect of the design as well is there any other discussion I just wanna say that isn't this because our opinion for the parks is doing so well and that way you want to get away and do this well no it was already slated for 2017 so but you have to do this in advance we can't if we waited until 2017. yeah to do the design by the time the design is done you're already through the winter or you know trying to con you know start construction in the winter months so uh with at 517 starting in October we want to go ahead and get it designed now and the other the other thing is brought it up on the uh priority list from a timing standpoint is the tennis Association grants there's grant money out there available we believe it's between 50 and 100 000 and we feel very confident that we can get that however uh part of the application for the grant is having the design already done so we're delaying that even further you know if we don't have it designed so that's the reason

[0:06:09] I'm going ahead and getting the design done now that way we're ready you know get whatever grants are available and ready for construction and 2017. is the county going to help out there's been a lot of changes a lot of changes since we've been talking about this I understand that the county has now shifted gears and is considering I don't want to speak for them tonight in the public meeting but I can just share a little bit I understand that they're considering doing another facility that's would be centrally located for the entire County so I think they've kind of shifted their interest away from South Haven to something that's more Central for the entire County thank you is there any other discussion about tennis expansion hearing non-roll call yes okay and that motion carries all right next on our agenda is our agreement with ceasefire will you help us today your neckmail this is the contract with ceasefire for the um cell booster if you will at the top of snow it's snow and grow with full assist with the signals at this and had Snowden Grove in the Hampton deer um we've gone back and forth with some changes and modifications to the agreement which ceasefires agreed to they've signed the contract and I just presented for approval of the mayor and Whitney have worked with ceasefire to put the tower put the structure in a way that's not really noticed in it'd be they'll be required to I guess build it to those specifications instead for the contract as well so happy to answer any questions you might ask but tonight

[0:08:14] date as a manager been yet as to how much RF frequency people are being exposed to by this self cell tower it's not it's not a cell tower it's a cell boost it's not even a power it's a booster it's a booster pod yeah because it puts out already RF frequencies I don't know the answer to that but that's what bothers me is I don't know we have pods out here that can put a signal out radio frequency for 45 miles and talking with their attorney and uh with C Spire it's uh it's it's a smaller booster so it may provide it won't provide much service outside of the Snowden area or boost so it's probably going to be it's a very small uh booster in that area Engineers are clarified that they've met with the mayor they've sent us a letter as well yeah the letter that um I did forward to board the letter that they sent addressing some of the concerns we had at the last meeting and uh one of those just to answer honor and Brooks question they do confirm that that FCC actually regulates that where they cannot put up a booster that gives them a monopolistic situation where they you know are blocking other people so it will not block other providers it's just necessary for them and they reiterated the fact that if they're um you know underwriting the the concept series or sponsoring that it would uh same embarrassing to them as a company that they're the sponsor and then you can't even use your cspar phone there which I get that that makes a lot of sense so I felt much better about that the only thing I did not get an answer um I would just make the assumption that um they would not do something that's a health hazard to the people in the concert but um but I do not I'm not I don't know anything else about that I did not get a chance I apologize to ask that question to to ceasefire but if there's um I mean we can always ask that I would just make a fair assumption that they would not put a booster up that's a

[0:10:16] health hazard to the people I'll make the motion Okay so we do have a motion volume four is on a second as far as my concern my concerns go um you know if you were they told you that this is a small booster and just covers just that little area okay I've had my question answered okay is there any other discussion about the ceasefire agreement appearing down Rojo yes okay now motion carries our next on the agenda is a resolution for sanitation fee assessments this is the resolution to allow for the assessing of the sanitation fees of on the county on the tags some some property owners have not paid your properties I'm not paid 12 dollars per month fee and this is the state statute allows and after multiple attempts about apparently at Sanford and public works department to collect and I'm not being able to collect or and we've offered with each individual chance at a period of meeting and not chosen to do so so this job has a recommendation of the public works department that we follow the resolution to assess the cost as part of the county tax election so second we have a motion Monument Gallagher and a second moderate type is there any discussion do we still pick up their garbage if they're not paying their bill so what they're doing there's a dispute who do they go to they call the county they call us after we we'll say after we put the lien on them I'm sure they call us at that point I mean it'd be the same thing we did the same way we do it with The Condemned

[0:12:18] Lots except it's just that goes to your property tax this will go to the tag collection Bradley what are we doing with those people what are they doing with their garbage if we're not picking it up I don't know how to answer that I'm sorry they have to have you can't not have garbage service correct that's true but essentially they don't have garments they're saying that they are elsewhere or just not okay or not allowable but they're finding a way to deal with it that less I don't know what else to tell you but we're following up with code enforcement make sure they don't file in any code that's right just laying on their property you know they're tell you that somewhere but I don't know how to answer the question they're not burning it are they no no no no no we're following up that one once the assessment goes through will they be given back there's when they the people that have paid that have responded we get to their cart back as quickly as possible and we'll alert the rubbish in the garbage collection firm Farm Service so that that part when they when they pay it you get the service back to them pretty much immediately and that's part showing fine but they do responds but I don't know how to answer the questions but we feel like we're doing everything legally possible to to collect that and and just and just share this with you as well that this is something that's been going on since early 2000 since January 2015 so this is not like they're you know getting this this not happening quickly they've had many many months and there's been uh having a four letters is it four letters true and we're working on refining our system where we're just going to be a little more modified and they're soon going to get their notice and their opportunity a little bit so

[0:14:26] we did more than I think the administration give them time giving them opportunity it's a small group but they just these are the ones that just have not responded he said that you call me that you did you say on top of it make sure the trash is not piled enough we don't know what they're doing with it and I don't know anyone that can dispose their own uh trash less than twelve dollars a month I don't know how I don't know how they're doing that but it's not fair to all of our citizens this is a very minute percentage of our citizens it's not fair that all of our uh the overwhelming uh majority of our citizens are participating and then this small percentage is just for whatever reason fails to do that just so everybody understands the reason there's some issue is because these people are not on sale in the block correct these are people that don't pay their bill on their utility bill because they're on a different Water Association it's not provided by the city so they receive a separate invoice strictly for their sanitation that's what that's what's caused the problem okay is there any other discussion about the assessments hearing non-roll call yes yes yes okay and that motion carries all right next on our agenda is Advanced Pharmacy Solutions Freeport Warehouse tax exemption this resolution uh grants the advanced Pharmacy Solutions their Freeport Warehouse taxation the advanced Pharmacy three applications it was reviewed by the DeSoto County academic tax committee when they recommended for their Freeport Warehouse tax exemption there's an I bring a surprise to the board for resolution proven the tax exemption Warehouse

[0:16:29] Admiral impacts I'll make that motion in a second we have a motion Monument Flores a second Alderman Ferguson is there any discussion is this a new company that's coming in hey they're existing they've been there this is um this is a company that had a small operation in South Haven but they had their headquarters in another state and they agreed to move their entire operation to South David so very high quality it's it's a big deal for them to be here okay is there any other discussion hearing none we're all call yes yes and that motion carries next on our agenda's resolution for the sole source purchase this resolution is for the uh uh for the billion department for sole source purchase from a company called trademaster there's a software called mobilize that will help with inspections and plots with the building department different software is either the only going to make the software that is compatible with the style uh with the current system we have to have to our fire department so it'll be compatible with each other the Salesforce letter five straight Masters attacks to this resolution noting that they are the only company who makes it Mr Maryland we adopt a resolution authorizing single Source item purchased from trademaster Incorporated second we have a motion model in pain a second of alderman Kelly is there any discussion hearing none roll call yes yes yes and that motion carries next on our

[0:18:33] agenda is a good acceptance for a point of sale system for Parks and Recreation Department Mr Chris Shelton good evening mayor board recently you approved for the clerk's office to advertise to receive proposals point of sale Software System for our parks department to be used in all the concession stands and also at the Gulf Golf Center we received five proposals in that and myself along with the park staff reviewed those to see which was the best fit for our city at this point myself and director Wes Brown request um your approval to accept the proposal from the vendor everything but the food this vendor provided all the needed software and Hardware to record our inventory and sales and time and attendance of The Parks of employees that will work at these locations the initial amount is ninety one thousand and sixty nine dollars and seventy five cents uh with a five year total of a hundred and thirty two thousand five hundred sixty five dollars when the increased additional years there is for uh service support this includes 30 actual album encompassing touch screen positions they do have the credit card slots and stuff made onto the device so we're making that recommendation and requesting approval um for me to sign three different documents in that would be the first would be their actual submission to the RFP for the 91 069 and 75 cents second is addendum a and we should be there in your package it just specifies the ten thousand three hundred and seventy four dollars per year by locking in in five years we get a five percent discount but also that locks Us in budgetary to ensure that there will be any increases

[0:20:35] into expect a minimum of five years out of a project like this so we want to know what it's going to cost us in the long run looking at the the five years of all submissions this one was is definitely the the lowest cost for our city over that five years also they were kind of set apart there was only one other vendor that was able to provide a local on-site support secondly or lastly the other thing I would need to sign your approval is addendum C which is just a clarification of liability and warranty and uh identifies the city and gives us and clarifies the 30 month warranty on all the equipment do we need three different motions or just one brand to sign up to read this past one motion accepting them as a little bit authorized Chris to sign all the documents for the same I'll make that motion check your motion almond Brooks second Alderman Ferguson is there any discussion it's this is this uh software is that going to include any and all upgrades during this time yes they come with it just because I know everything as far as software goes hasn't upgrade right because we're locked in the same price for five years yes how many business did Joe get Chris uh five five different fingers the lowest the best this is the lowest and best lowest it was the second lowest uh for year one uh lowest over overall for five years uh the one vendor who was lower during year one uh is out of Canada and unable to provide any on-site support our concession stands as you guys know there's lots of business especially on the weekends and such and we can't afford any downtime and if it my guys could take care of the hardware but if it comes to some software related we need to be able to say we got someone that can come to the scene and this company this is going to take care of your

[0:22:39] inventory our sales and having a closer look at everything yes sir we take in and do of it but also add to axle speed the sales I believe so the things along the touch screen the stuff that we have now is Antiquated it's from like 2005 you know we had service well in the beginning but with with changes in technology and the capabilities this software is used in multiple restaurants here around here we've talked with at least three or four of those they are very pleased with the equipment and with the support that they received okay so this this will crunch numbers a lot of different ways too yeah sure numerous numerous reports uh the concessions manager along with they currently in concessions we don't in the concessions part we don't accept credit card payments director Brown is looking into that option these do include they will be in the gift shops and the concession Center and they do include the the credit card slide on there and they work with our current First Data who processes our stuff today we have numerous customers processing with these devices through them so if you two accept that type payment it would simply be just programming those to send it to Cliff RC thanks to whatever our Gateway is great that they were the low they were the low bid included the service and everything yeah sure is there any other discussion hearing now roll call yes yes yes okay and the motion carries thank you thank you Chris all right next on our agenda is a request advertised for bid or traffic markings

[0:24:43] and raise traffic markers today in Cordell Hey Joe um actually the next four items are all related to the pavement program the first one is for basically striping and race traffic markers as needed not all right but last year basically every time we wanted something we had to go through quotes and so we're trying to get an annual contract for tracking Services we do have that capability in housing out through painting but this is just to advertise ment we request advertise for bids for traffic Mark raised traffic markers as presented on the state we have a motion model in Brooks a second ottoman pain is there any discussion that one emotion will cover all that well this the same will do one at a time this will be for 12. and then we'll have another one for 13 and 14. is there any discussion on item 12. carry none roll call yes yes yes yes okay and that motion carries now item 13 is a request advertised for physical pavement service treatment correct that's the uh basically the new a new portion of work that we have not been conducting if our seal codes uh seal cracking or maintenance and prolonging the life of the roads so we're actually going to add that to our services the all all four of these are set up to be one-year annual contracts renewable again for up to five years if we so choose to

[0:26:51] second we have motion modern mechanic second Waterman Gallagher is there any discussion I'm 13. and just add to that you know this that as Dan said that we added this year we're going to use us rather just do an asphalt overlays last year we just did Total Asphalt overlays this year we're going to use a sealant uh that will you know prolong the asphalt and cut down on the money you know that we use for the overlays and that will prolong the life and we're hoping it will save US money on the cost of the overlays but on some just on only on the roads that'll work on yeah it won't work on all situations it's bad enough it's going to have to be overlaid but there are some areas last year that we overlay that we could get away with just doing a sealant prolong the line it's just a more efficient use of the asphalt yes okay any other discussion on 13. hearing none roll call yes okay and that motion carries as well 14 is a request advertised for bid for supply of asphalt materials this one is uh related to like you said the supply of the asphalt itself there will be some installation included with this this one is probably the one that's more like what we've previously done in the past we are tweaking its own putting in um you know fuel cost factors so we can prolong the life of the contract as fuel costs get adjusted we get the adjustment too Mr may I know that we accept the request advertised or bid for supply of basketball materials same we have a motion Alderman Brook second Alderman pain is there any discussion hearing non-roll call

[0:31:03] yes yes okay and that motion carries okay next on our agenda number 17 is uh we have a proclamation this evening for uh Child Abuse Prevention month and I'd like to thank Alderman uh Kelly for coordinating the ugly times I apologize I didn't have a chance to to go buy an ugly classes all my ties are beautiful but but no I do support that and the Ugly times are just symbolic of how ugly child abuse is obviously child abuse one of the ugliest things in the human society so the city of South Haven you know supports any efforts to prevent child abuse so I'm going to read the proclamation this evening right now foreign preventing child abuse and neglect is a community problem that requires all citizens to be involved and whereas child maltreatment occurs when people find themselves in stressful situations without Community Resources and do not know how to cope and whereas child abuse and neglect can be reduced by making sure families have the support they need to raise their children in a healthy environment and whereas in South Haven we have dedicated individuals and organizations that work daily to counter the problem of child abuse and neglect and help parents obtain the assistance they need and whereas 226 child abuse victims of DeSoto County receive services at Healing Heart Child Advocacy Center in 2015 whereas all children deserve freedom from verbal abuse sexual abuse emotional abuse and physical abuse and neglect and whereas all children deserve to have warm homes Loving Hugs Tender Care parents and adults who listen and promote self-esteem give quality time provide necessary food

[0:33:07] shelter clothing and attention and whereas effective Child Abuse Prevention programs succeed because of Partnerships created among social service agencies schools Faith communities Civic organizations law enforcement agencies and the business community now whereas it is indeed appropriate and fitting the folks attention upon the prevention of child abuse and neglect in South Haven now therefore Darren Musselwhite by the authority vested in me as the mayor of the city of Southaven Mississippi hereby proclaim the month of April as Child Abuse Prevention month in South Haven and I call upon all Citizens Community agencies Faith groups medical facilities and businesses to increase participation in our efforts to support families thereby preventing child abuse and strengthening the community in which we live and I'd like to um also thank Healing Hearts I know we have some I see some Representatives here I just want to thank you for what you do uh to prevent child abuse in South Haven Minnesota county thank you very much and then we we have one other Proclamation hang with me just a second we don't have that one from foreign okay our next Proclamation is regarding Arbor Day whereas in 1872 Jay Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees and whereas this holiday called Arbor Day was first observed with the planning of more than a million trees in Nebraska and whereas Arbor Day is now observed throughout the nation and in the world and whereas trees can reduce the erosion of our precious top sold by wind and

[0:35:10] water cut healing and cooling costs moderate the temperature clean the air produce life-giving oxygen and provide habitat for wildlife and whereas trees are a renewable resource giving us paper wood for our homes fuel for our fires and countless other wood products and whereas trees in our city increase property values enhance the economic Vitality of business areas and beautify our community and whereas trees where wherever they are planted are a source of joy and spiritual renewal now therefore Darren muscle white by the authority vested in me as mayor of the city of Southaven Mississippi hereby Proclaim Tuesday April 26 2016 is Arbor Day in our city and urge all citizens to celebrate Arbor Day and support efforts to protect our trees and woodlands and promote the well-being of this and future Generations okay and next on our agenda is our planning agenda is when you cook yes sir we just have one application tonight and it is a conditional use permit for REM Mississippi for conditional use it specifically it's going to be on the north side of State Line Road uh just west of Mill Branch you've got the old church site and there's some structures behind it where the BowTech school was this specific use is being proposed in the uh old HVAC building that is behind the main structure what their business plan States is that it will be for an adult day care facility for uh mentally challenged adults they have everything from gardening to carpentry things to kind of get them back on their feet and learn how to live in society someone on their own very structured it does not have overnight facilities on it it does have

[0:37:13] nursing staff and doctors on site we did have another site that was proposed for and approved down the street from here that did not go through this is not the same company what we're requesting with this one is a one-year initial use permit with a four-year extension uh the property owner however has got like I said four structures on the site and the rest of it's vacant there is one structure on that side that's problematic I probably Falls heavily in the property maintenance code issues we're working with the fire department and code enforcement right now and the MMOs who have that one removed um they've accepted the terms that we've given them on this that this will be the only use on this property even with the additional structures on that until we Rectify that other situation so um if it comes down to that point we can't get it settled then we have the option to revoke the conditional experiment I think the motion we approve planning agenda item number one second we have a motion Alderman kite and a second Alderman Kelly is there any discussion it is uh and you'll have the business plan in there it's essentially 7 30 to 6. uh stretcher classes it's very similar to a school system it's really uh it's really picked up we've started out with slow progress but like we said initially that um taking one at a time and uh then one day you look up and you see a difference I think it's even in even in the um a little bit less than three years that we've been promoting the West End district and the revitalization of original South Haven uh it's starting to be where you can you can see a difference you know and I know that a lot of people up here worked hard with that and Whitney as well in the Chamber of Commerce and so we're very proud of the products have made in three years absolutely is there any other discussion about

[0:39:16] item one very non-rel column yes yes okay at motion carries thank you Whitney all right next on our agendas mayor's report I want to update the board on a couple of quick things um General recently we did the RFP for our right-of-way and grounds maintenance program uh we did get got proposals in there it raised some other questions about the scope of work that we uh that we put in there and also you know the cost of it so uh we're still working on getting some answers to present to you hopefully we'll have that on the next board meeting but until then all the current contracts as they have been are just going they're just extended so everything is just going as usual we do have one that uh has expired and and I need to ask to renew that it's for condemn properties has nothing to do with right away and groundness maintenance but it's actually just the cutting of our academic Properties by BLC and uh it's expired so in order for them to legally cut those we need to go ahead and extend that tonight this is the same contract that this board approved in that contract it allowed us to uh provide an extension so that's how we're asking tonight is not to change anything about the contract but just extend the contract so we can legally be out there cutting condemned properties before we approve the other contracts I'll make that motion a second okay we have a motion model before and a second Alderman Ferguson is there any discussion hearing none of roll call yes yes and that motion carries all right next on our agent I just want um you know my mayor's report I just want to update everybody on Spring Fest actually Spring Fest has started today the rain's here so spring best

[0:41:19] um but uh we're hoping for sunny weather at least on Friday and Saturday so it's looking pretty encouraging but as you all know just one of the greatest traditions of our city been going on a long time I like to tell people that you know I love going there when I got a Spring Fest I see friends that I see one time a year and that's in Spring Fest so I know a lot of people enjoy that it's become a great tradition for us we made a few changes this year and I want to report some good news to you we talked about in a previous board meeting that this year we went dual with the barbecue contest we've always been mbn the Memphis Barbecue Network and this year we based on some recommendations from some of our participants agreed to go dual and add the Kansas City Barbecue Society and it's made a tremendous difference we've just tried to improve our contest make it larger so in 2015 we had 52 teams in the barbecue this year we have 80. so we are we're maxed out every lot is occupied and there's actually 20 additional teams that just signed up for KCBS so that's 20 that we know we wouldn't have had if we had not done that so Christy Faulkner's not here but I want to give Christy a lot of credit she really you have to watch what she does but she really works her tail off to you know coordinate Spring Fest does a great job and with this barbecue change they had many meetings we had a lot of input from some of our volunteers who've been doing this for many years and they worked it out what we could go duel and it's it's it's already proven to be a huge success as we're maxed out so got 80 teams there entertainment this year I think we touched on that at the last meeting just to remind everybody uh Friday night the main Act is going to be 38 Special Saturday night is lover boy so feel good about the you know the entertainment that we got to set up there are some other bands they're going to lead off for them so we should have great entertainment hopefully the weather's good for Friday and Saturday there's also a city appreciation City Employee Appreciation dinner they'll be at five o'clock at the Pavilion on Friday night so just encourage all y'all

[0:43:21] to come out and enjoy that before you go here's some 38 Special so okay and then one more issue hang on okay I did not have a proclamation but uh Alderman Ferguson asked me to mention this um on April 26th there's a special day to help with impoverished children you know for food and clothing so um Alderman where where are there any of uh putting on his gear they're a dollar at Walgreens they go to feed and clothe children that are in poverty we're not going to have another I can only talk to myself we're not going to have another meeting before this week we brought it up a little prematurely but it is next week Tuesday if you think about it it would help that's not Patch Adams that's awesome [Laughter] thank you alderman for the details there okay and that's all I have on the mayor's report next on our agenda is our citizens agenda we have Robert Leslie with Atmos here to speak so Mr Leslie would you please come forward thank you mayor thank you all board for letting me uh be here today I'll I'll be brief and uh and I've been saying on a couple of other of these events uh usually when a stranger shows up in a suit at your council meeting is not to tell you you've done a good job so uh but I'm going to do that today April is a national safe digging month and uh and safe digging is important to Atmos Energy you know because we're a natural gas company we are the largest natural gas provider in the state of Mississippi we serve more than 110 communities in

[0:45:24] Mississippi and so we were talking and we were talking with Folks at 811 and I have a couple of guests I'll mention in a minute uh but we uh we were trying to figure out a way to promote safe digging in Mississippi and so we thought well who are the cities like to say we serve 110 of them in Mississippi who are the best ones at calling 8-1-1 and so we got with Mississippi 811 and then in the back here I've got George Lewis with Mississippi 811 and also Dean Bryant I'm sure you had several of you all know him he works here in South Haven for us and uh we just crunched some numbers and we came up with the 10 the top 10 cities that we serve in Mississippi that uh that that are good about calling 8-1-1 and I'm just happy to say that South Haven is one of the top ten so I'm here tonight to say good job and thank you all so much and George may want to say a few words too so yeah some of y'all may remember George from his Municipal League career so Mr Mayor board I want to thank you for your dedication and hard work former mayor of Kosciusko Mississippi and then in 2012 I retired as executive director of the Mississippi Municipal League went to work part-time with Mississippi 1-1 to visit Mayors and encourage them to adopt call before you dig as a best practice you've done that and I congratulate you on that wish you and your families and the continued success of your city thank you so much I have a certificate I can give to somebody so thank you thank you sir you say good job y'all thank you thank you for coming to share that information we really appreciate that

[0:47:28] okay next on our agenda is our Personnel docket Personnel documents presented on this day we have a motion of alderman Brooks a second of alderman kite is there any discussion hearing none roll call yes Kelly yes yes okay that motion carries next on our agenda the city attorney's legal update stuff one item is a claim submitted against the city for five 8106 Buckingham Drive it's our sanitation truck um this is August September of last year was picking up the trash it knocked all of her damaged one of the driver's side mirrors on the car and the amount of the claims for one one hundred and eighty dollars and 83 cents I've talked with all the works department it was our fault we were moving the garbage cans or as a service and we did a truck back into the inadvertently hit the driver's side mirror so you can pay that claim so moved we have a motion Byler with Ferguson second Alderman kite is there any discussion very young roll call yes yes and that motion carries thank you all right next on our agenda is our claims docket so is there a motion for document one
