[0:00:00] welcome everyone i'm now calling this meeting to order please stand with us uh for prayer led by gallagher please remain standing for the pledge of allegiance led by our pain heavenly father we thank you for our opportunity to meet together for this special meeting lord lord we pray for your wisdom and guidance in everything that we do lord and lord we pray that uh we would do things that would make our city better and your name we pray i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay the special meeting was called today for three reasons uh first one is the volleyball proposal so would someone make a motion to open that discussion second yeah we have a motion ballroom brooks second of all alderman flores is our discussion yeah mr mayor originally i had a lot of questions i mean a lot of concerns there's been a lot of talk and discussion about this i think the original the biggest thing that we had to face and one of the biggest concerns i've had you know several people have had is to get more use out of the out of the southaven arena uh a building that's probably only used 30 to 40 days a week you know i'd like to see use 300 days a week a year sorry um good week uh but you know i i've had concerns you know obviously uh the flea market has been the biggest uh concern you know with pretty much everyone and ideally and i've had the discussion with you and everybody else if it's possible you know there's no reason why we would want to turn down that revenue

[0:02:02] you know that's additional revenue for the city and for the taxpayers of the city but primarily we want to get better use out of the building uh and the question i guess the questions we have are kind of unknown questions you know there are unknown answers at the moment because the floor is not in we haven't put it down we haven't tried to uh finagle that yet so i understand they kind of want an answer and we can't give them a definite answer if that's what i understand so uh my concern is that i would hope this contract gives us the final say that when this floor comes in in november and we see that it's feasible to do a lot of these extra things that we have the say to do it and that's my concern and i kind of feel like over the past couple days i've had that i've been assured that that would be the case well i appreciate you saying that just for everyone to know uh there is a specific clause in the contract that says just that it says uh actually addresses the floor issue because as i've said many times we've not had volleyball before we've never put down a volleyball floor so obviously there are some unknowns there but we've asked those questions we feel like that it is something that we can do and we can handle the challenges and put the floor down but there's a specific clause in the contract that does say just that if we have issues with the floor then uh you know then we can back off with that now the other thing is the biggest issue and the biggest misconception that's just grown uh monstrous legs of its own is the fact that we're turning over a public facility exclusively to a private organization and that could be further from the truth that's not what's going on here the city by contract and we have our city attorney he'll be glad to speak the city retains ultimate authority so the city is not turning over exclusive use of a public facility to a private organization and the other important comment i wanted to make that you know you brought you

[0:04:04] brought up in conversations to me and you also brought up in the last meeting that the contract works in our favor in the fact that may 2018 if things aren't going the way that we feel they need to go we can get out of the contract and and reevaluate and start over if we need to uh but that's important i think because like we've said these are unknown questions uh unknown answers to the questions that we have we we don't know for sure it's new to us as well and i'm i'm excited about the prospect of bringing in more people bringing in tournaments on the weekends having the facility used day in and day out uh bringing in more people to that side of town uh especially when you have commercial property that's vacant right up there right up north on 51 you know i i just keep thinking about the possibilities of of restaurants and fast food places and stuff that could possibly go there with the increased traffic and anything that we can do that could spur spur uh commercial growth i'm 100 four thank you for saying that i would like to add to that about uh the revitalization issue you know i read a comment since all this discussion has been going on that people that come to the volleyball tournaments may go eat it more late because there's not a lot of restaurants right there well of course i mean it's not you're not going to put in volleyball one day and the restaurant's built the next day it doesn't work like that and i'm trying to explain to people that one of the most challenging things of any city you can look at memphis you can look at really any city throughout the country uh revitalization of your original business district is the most challenging thing urban decay is something happens to every city and we're just now in the last you know five years or so we're just now seeing that in southaven because we're a young city um so that it doesn't happen overnight and you know someone said well volleyball's not going to solve that problem you're right it's not going to solve it but

[0:06:05] it's a piece of the puzzle it's a larger picture and so you know when you have to to take a monumental task like revitalization you have to continue to take steps in that direction and this is one step i mean i certainly have nothing against the flea market don't misunderstand me i don't have anything against flea markets but what i know but what my opinion is i've been very clear with everyone that's asked this i think volleyball does more for the revitalization of the area because you're going to have as you mentioned you're going to have more traffic in the area more customers there yes they're going to go to horn lake to eat there's no restaurants right there but eventually when you bring activity back to the original business district you spur development again so this is not something that happens overnight but it's a piece to a larger plan okay this over there there weren't any restaurants so they don't get well when there's before was built that's right it was yeah it was rural areas it was all zoned agricultural so you look at what happened since 2000 over there but did it happen uh in june of 2000 was it there i mean it took it took you know it took years but but anyway i'm going to stop saying that i've i've said that many times and those are my goals i just think that it serves a better purpose of the arena and will go a long way to helping us with revitalization mr mayor i want to talk a little bit about what i called you about the other day and a lot of people may not know this but the problem with the flea market is not the flea market itself and and you know foot traffic will be fine for the for the new volleyball four floor the problem is that they're backing truck the flea market backs trucks in if i'm correct and i want to give you just a minute to talk about that and about tarps over the uh or coverings for the volleyball floor uh give me just a minute to expand on that just a second yes sir thank you and before we bring just let me reiterate this before we bring a proposed contract

[0:08:08] to the board of aldermen the way that works for everyone to know the specific department head does the research on that they do the research they they know their manpower their personnel they know the facilities better than i do and so what happens is when there's an idea like this i take it to them they start researching it and this has been going on for months we didn't start talking about volleyball you know a week ago and we didn't start talking about it in june we actually started talking about it in 2000 it was like west was it six last year or two years ago two years ago two years ago so we started doing our research two years ago so um a lot of thought went into this a lot of deliberation and then when i get that information i've asked a lot of these questions a lot of questions that the public asked those are fair questions i mean that's the same questions that i asked so we got those answers and then we put a contract together our city attorney looks at it we don't pull that out of our hip pocket our city attorney looks at it makes sure that it's good for the city are saved legally for the city then it comes to you so by the time the first time you see it it's been through in this case two years of deliberation but to get specific about your answers yeah we want to have all events there the issue with the flea market is exactly what you said when you bring vehicles on the floor the volleyball floor can't withstand that that weight so it's not a problem with foot traffic but any any event that's driving vehicles on the floor uh the floor can't handle that so as i mentioned again to remind you we do have the ability in the future to level the floor if we level the floor then we can move the courts to one side then we're working off a square facility rather than a round facility that we have now so we can put more courts and we can back it up and we could potentially you know have flea markets and other events that do have vehicles without removing the floor so that's why i say

[0:10:11] if we do that which hopefully maybe even in one year you know we have the funding available to do that we eliminate this problem so that all this talk could be over a basically a six seven month problem um the other thing about the cover someone said well have you thought about that well of course we did you know that's one of the first things that any sensible person would say well hey just cover the floor you know people do it you see you know basketball arenas throughout the country you know they'll have a concert on saturday night have an nba game on sunday they remove that but let me remind you we don't have the staff you know that uh you know that the new york nets have so but that can be done but the issue with the floor is you can cover it but it still doesn't uh change the fact that the weight of the vehicles damages it and did i hit all your was there i just had a little bit to say to add to that as we've spoken before you know the arena is the most underutilized building we've got we need to make changes to make better use of the building it's a no-brainer there so the idea of bringing volleyball to the arena really should be viewed as a win-win for the city increased revenue increase rental numbers alone make it a make it a financial decision an easy one so you know the arguments have been as you stated to me really answered and all the questions have been been answered i mean this is a public private venture if you want to look at it that way that's going to save the city a lot of money i mean we could take this volleyball on ourselves but we'd have to hire people to manage it to run it to take care of it so this being in a public private venture per se is a win-win for the city one thing that one thing that kind of made me change my mind is we may not have a lot of businesses and shops on that side of town but we have a few and i really doubt that the dominoes and

[0:12:13] subways and west end bistro things like that are going to complain about increased traffic i just don't see that there's going to be a negative there in our parks program i looked at the mission statement and one of the things that stuck out was for us to be progressive innovative and enhance the quality of life for the citizens of south haven through all aspects of barker recreation to offer diverse recreational programs for our youth and this is going to do it this is going to this is going to offer the young girls hey even us more mature people can go over there and play if that's what we want to do but this is going to this is going to bring so many opportunities to the west side i'm i'm glad we're doing this well said thank you and i'm not i didn't write that mission statement for parks but that's well written that it still applies today and just one one quick thing while we're thinking or waiting um again i'll just say what i've said all along that the goal was never you know to pit uh flea markets against volleyball you know that was never the goal here the goal was to do what you just said with our parks mission you know to expand on that to diversify to offer more opportunities opportunities for our youth it was nev this issue was never uh to pit flea markets and volleyball against each other and um so that's that's not what it is it's just a way to utilize the facility better and again next year you know if we can level a floor and wes correct me if i'm wrong we still agree if we level the floor it gives us a lot more flexibility correct absolutely and so we do that next year it may be that that all this fun we've had the last week uh has been for now there's you know you know it's been we're gonna be we may be able to do you know do more maybe not all but do more so anyway i just wanna let everyone know

[0:14:15] that this was never an issue of flea markets versus volleyball it was never to take the quality of life from from one of our elderly citizens that likes the flea market that breaks my heart i mean you know one person told me they didn't like the the banners we put up and someone said well most people like him and and what i said was you know i still have peace about that because i think about this lady and it bothers me that one person doesn't like him and uh but that person reminded me of something that we all know we have to make decisions not always good versus bad but better versus good and and i hate that any one person is not happy with anything that we do it breaks my heart but we've got to make decisions that are not easy but that are for the benefit of our entire city one of the hardest things about this job is not being able to please everybody but that's also part of the job because you won't please everybody but you have to make the right decisions yes i think it needs to be stated and i'm sorry i missed tuesday night i heard it was a lot of fun but our parks department is the envy of the state and much of the south this is just another step in that direction and i don't understand why we're even talking about it as much anymore but anyway that's beside the point so i this is it's an additional revenue another opportunity for our youth and let's be honest mississippi is one of the unhealthiest states in the country this helps with that get out and go do something so this is a no-brainer and i'm done once again i don't think the concern at all was was from people who just did not were against doing that and did not want to bring volleyball i mean i think their the legitimate concern from you know residents was that they were concerned that the flea market could possibly leave southampton and i i think the other question was is that and the flea market is is is is a big it's not just a big deal but there's a lot of southaven residents

[0:16:18] who actually have you know rent tables rent booths and you know part of their income comes from doing stuff like the you know trade shows and flea markets like that uh but i think the overall concern that i've heard is that well at least let's do what we can you know is the is the city not going to help keep it south haven or find another venue and i just want to make and i've talked to darren i've talked to ronnie hale y'all had these conversations i mean i know we had an email you were talking about an email from the lander center where you know they were they were aware of the situation and they were looking to see what they could do i i've heard uh that y'all even you know snowden's been mentioned uh with some of the area around snowden grove and south even sorry the spring fest area as a possible you know alternative every now and then uh so those those questions have been answered you know everything all these questions that keep coming in these things have been asked and they're being looked into and i just wanted to make sure to mention that thank you and that kind of goes back to what i was saying about the work that goes on behind the scenes before it gets here you know we research things like that and and there are our options the spring fest area i don't know if you know it is outdoors i don't know if that would cause issues but um it is an option all we can do as a city is all for what we have i mean there's you know we're able to solve a lot of problems but the bottom line is there there are situations where we can't solve every issue but we tried and we did try with this too just real quick the augmented pain point um i didn't be did said lesser does not relinquish the control of the southern arena and scheduling for events to decide now but it also says that they do have exclusive use during the tournament of those courts right so just it's during the tournament during those tournaments and then um and there's always a minimum of three courts open for the city and during city league events there's seven terms maybe seven courts for us

[0:18:21] but uh that being said if there's a tournament going on they will have exclusive use of those of those but they hook one quick thing i don't mean to dominate the conversation y'all feel free but one last thing i did want to point out is occasionally this comes up and it came up again this time it's a public facility i should be able to walk in there when i want and i want to point something out i'm not trying to be sorry please don't misunderstand but not trying to be sarcastic but sports are different like a volleyball court we can do that with that the three that are available it is you can walk in there and do that you can walk in and play volleyball no harm done let's use baseball for an example someone will say well why can't i just go out you know get a little pickup game of baseball on your fields at snowden some people can do that but the problem you run into is vandalism you know if you if you let people on the field next thing you know someone's driven a four-wheeler across it you know they've left trash they've you know they tore the mound up things like that which adds an increased cost to taxpayers to get it back in situation for our leagues to use and i hate to be silly and i'm not trying to be silly but one of my goals in life i think fire trucks are cool i'd love to drive one of our city fire trucks i've never driven a city fire truck but i can't just walk up to the fire department grab the keys and take it for a spin i mean my tax dollars do my tax dollars go to pay for the fire trucks do they guys yeah can i walk up grab the keys and take it for a spin if you want to get pulled over you can and that's my point is i know i've been silly but if you want to make the news yes right that's my point is you know just because it's a public facility doesn't mean there has to be some control over it for the benefit of the entire city and for the taxpayers and so same thing with this volleyball courts i think are different than baseball i think that the ones that are not being used i think it would be

[0:20:24] fairly simple to let people come in there and use that but like a football baseball field y'all know that you can't tear if it's raining you can't have a pickup game of football on the football field and expect to play a league game the next night because it's going to tear the field up so just an example of that um because that that did come up again this and this we don't if we don't protect those baseball fields football fields we're not being good stewards of taxpayer dollars exactly it's not just that the league takes precedence that it is going to take taxpayer dollars to come in and get the field back in planning condition again or another facility we need to make a motion to accept the contract since we have a different discussion i was just laying the floor open is there anyone in any other discussion i got a resolution it's pretty long is there any other discussion i'll say something real quick um i'm kind of shocked and amazed like i think we all are that this one issue has been huge compared to other things that we've all had to discuss like i said tuesday night i've personally heard from more people in my ward on this one issue than pretty much any other issue combined in our first term here in office and i think the reason why is this is just particular for people in ward one the flea market and the events that happen there is part of their identity you know this is who they are the things that what they've had to deal with and we're you know even though we're not completely cutting things off it is being limited which you know we can all say that it's happening and so for them uh it's you know especially the the elderly in our area it's more difficult for them to travel elsewhere this is something that's just close to it and so i've heard from a lot of them that that's their reasons of unsupport for this issue and it's like i said my mind was boggled that this is you know the main thing that

[0:22:26] we've heard from but again for my people it's it's who they are they understand that volleyball is great for the area none of them are against it you know that in particular they're just concerned with their uh events is what they call it not necessarily a city event like this is my event this is what we do you know and not even from those who have boots in it so i'm just that's what i've been here well i appreciate you sharing that and i do understand that you know you're the author of reward one i mean that's you do a tremendous job of being involved with your citizens and listening to them you held the monthly meetings you know invite everyone where they can come share their concerns with you and i i think you do an outstanding job as an armorer for ward one but again i think that's well said on your part but this kind of becomes one of those things where you know ultimately the entire board has to make a decision for what's best for the entire city and and although like i said earlier i'd love to put a smile on everyone's face but i understand that sometimes that's not possible well going to what uh alderman kelly said that that's why i think it's important for you know the city to to realize that you know that is you know the flea market is an asset to the city of south haven but not only that uh to make sure that we do our due diligence that if it's if it's possible at all we want to get the best use out of a multi-use facility and and keeping the flea market would be doing it the problem is there are unknowns that we don't necessarily have all the answers to at the moment and it's only because we don't know but that doesn't mean that we don't need to go forward with with a tremendous opportunity to continue to bring more use out of a seldom used facility and to add a recreational league for you and just to kind of add a little bit extra i know that i had a very good

[0:24:29] meeting with mr brown uh last week and discussed the floor in the plans and everything and i think leveling the floor would solve a huge amount of these problems and it definitely should be moved up the priority list speaking of level on the floor why do we have to level the floor because it was initially supposed to be a horse park and it's not and you know we turned into a multi-use facility so now we're trying to make the best of it so there you go mr i think we have somebody that wants to speak on this yes sir would you like to speak yes first of all let me thank you for your time for allowing me to speak i'm speaking in behalf of the flea market my sister-in-law owns it my nephew and niece run it along with some other helping friends you've mentioned the vehicular traffic i think that's a negotiable item there are flea markets around the country that do not have do not allow trucks in the venue where it's operated so they can walk their goods it is a little less convenient but they can walk their goods in i'm going to read a prepared statement which some of this you've already covered if you don't mind help me understand why it is a good idea to run the south haven flea market out of the arena building to get about the same rent for 20 or more days per month instead of three you've cut you've covered that we bring in several hundred vendors per month many from out of town they stay in local hotels eating local restaurants and buy gas locally they help to create a venue that the citizens of south haven look forward to they bring merchandise that is not available anywhere else at prices that are not available anywhere else

[0:26:31] which incidentally generates sales tax revenue we often provide free space for civic and religious organizations so that they can promote their special events we have been a steady tenant for about 10 or more years we try to be a good tenant and return the building to southhaven clean inside and out if we could come up with a compromise that would allow us three days use of the building per month you would still have 27 days to do with it as you wish and another 60 000 per year in income thank you for your time yes sir thank you and and i do want to add to what he said uh the flea market has been a good tenant and we we appreciate that so what is your name service we can put those well here's okay thank you and i think and thank you because i think we did already discuss most of the content of your prepared statement the one thing that we didn't was the um or just a recap on was the ability with the floor level it would give a lot more flexibility now i will say this i'm not an expert on flea markets nor am i an expert on volleyball that's why i've asked questions for two years um but that's something that would be interested uh if there's no vehicles that could be again i mean that could be a game changer markets that do not have vehicle vehicular traffic yeah and then the only other issue with that would be you know during the um the season october through may that's when the majority of the demand is for the volleyball tournaments on the weekend that would be the challenge there but after that time you know if the floor is not having i mean correct me west if i'm running the floor is not having to be removed and it's after the busy season of volleyball we we have some flexibility absolutely so that's something even in year one before the floor is level there could be some flexibility with that but

[0:28:35] um what the discussion has been up until your statement is 12 months a year and we knew that we're going to have some challenges moving the floor up and down even if it was just for three out of you know 30 or 31 days a month so but again like i've said from day one and i know my comments get twisted and turned it's sometimes comical but um i've said from day one the goal is not to replace anyone to use the facility but we think is better overall obviously the flea market brings some positive things to our city and you said it well but if there's a way that we can be flexible and do that we will still we're not closing the door to that well mr mayor like i said i i still feel you know i've been to the flea market before and and i i enjoy the flea market i've seen what's there and i i don't think there's much reason why that we can almost leave the inner bowl intact right where de soto legacy could still come in and have practice you know with the competitive teams and utilize the outside uh of the bowl just for the flea market tenants i think there's almost enough room to do it i would my point is i just if the possibility is there i want the city to make sure that we do what we can to make sure that we can accommodate the flea market and also bring in the additional revenue well said we will try to do that any other discussion somebody asked a question sure about dates and time frames biggest thing i'm seeing here and i'm with the flea market as well i'm part of the family and all that represents the flea market dates we have to let our customers know we have to let our vendors know months in advance so that they can plan their trips in so that you know we can let them know hey we're not going to be here next month i mean the fourth weekend of every month for the last 10 plus years the flea market has been there to allow thousands what would you say 10 000

[0:30:39] sometimes 20 000 people a weekend on that one weekend come through there no admission charge no parking fees are charged and the people of south haven and surrounding areas all come in and they meet family there they some of them spend hours and hours there they know the vendors they know the goods that are there it's just a timing it's like we've got to know in advance what can be done i said we're flexible to a degree i mean maybe we can do without the trucks coming in but you know i mean we just need sure and the same thing with volleyball someone asked me why is this why are we doing this now because you know the proposed volleyball contract starts on january 1. but that's not the issue is that we're talking about putting together a city league i mean it takes time you know to gather people just like your operation you have to let people know same thing in volleyball they have people that are following volleyball that want to know hey are we going to do this we not so that's why it is we need to make a decision one way or the other but with your answer your questions um again i mean i think it's pretty apparent that it's going to be challenging from october to may so i mean if i were you if i was in charge of the flea market then i would look at it like hey wow it's pretty obvious it's going to be a scheduling challenge from october until may until the floor is level so what i would probably suggest is i would probably schedule things that are in the volleyball off season you know going from uh june through the rest of the year you know those months so i can't i can't make your decision the thing is i can't make you know and i understand the need to know but a lot of times we our job is to manage city facilities and we try to have a good public private relationship but i don't know your business i i can't you know answer if you need to let people know uh sometimes the answer is there's too many contingencies and we can't book this i mean you can

[0:32:40] understand the difficulties we would have in telling our 10 to 20 000 people that come in oh well this month we're going to be here oh next month we'll be there right and this month we'll be here i mean they would they wouldn't show right and all i can do is tell you that we'll be flexible and try to accommodate but but if that's the issue that's a decision that's made on your part like if you know you don't want to move it to more than one venue throughout the year and i think that answers your question so well going forward and then we've had the fourth weekend every month for the last 10 plus years can it not be that volleyball goes around that schedule and says okay well volleyball's got the other three weekends of the month or for you know for as long as they want but the fourth weekend we've already rented it we've already reserved it i think that's a very workable when the floor is level i think it's very workable then now there's a lot of unknowns again it's possible that that could work so when are these unknowns going to become numbered in a few minutes i think i can help possibly answer or come up with a solution for some of these questions i think a lot of it has to do with number one we've never done this before so we don't know what kind of a competitive tournament tournament schedule uh would accommodate or will come with the volleyball we haven't seen that before or i haven't seen it i don't know if mr west brown has and he might get have a better clue or know anything about it but i think the floor itself knowing what kind of if we could just what kind of foot traffic even if without vehicular uh traffic just what kind of normal where did day-to-day foot traffic could handle on it obviously you know i think my immediate concern would be spilling spilling drinks like uh you know carbonated you know sweet drinks on the floor that would be an issue especially a floor that's in pieces when the drink seeps in between the pieces uh

[0:34:42] i mean that would be a concern something that we need to work out i think the problem is we will know have a better idea uh when the floor gets here which should be next month sometime in november you know first day a week in november uh and we start putting the floor down and we see what we're dealing with i think there's a better so hopefully maybe i don't know how long that you guys have to wait i understand you need an answer now but if maybe if we could revisit you could have a meeting with mayor and wes in november to see if that's something that we can work on i mean because i know it's my desire to continue to have a good relationship with flea market but like i said just i think the concerns and questions that we don't know the answers to right now so you might understand this y'all have already purchased this floor and all these questions still remain well understanding this correctly that the floor has been bought to come in in november to be put down so then we can try it out to see how it goes no i mean this floor is not the first time it's the first time we've used it but the floor is a common floor it's used commonly for volleyball vents so we have zero doubt that we can put the floor down no that's not we wouldn't we wouldn't have brought a hundred ten thousand on the floor if we didn't think we're gonna be able to we know we can use the floor okay so um what we don't know is how well how durable the floor would be to set tables up on or to spill a drink on or or what kind of durability the floor will have if we if we you know just had you know outside volleyball use sure just like any just like any floor whether it be you know in a gymnasium a basketball court a gymnasium or anything else those are just the concerns that we don't know the answer what kind of covers have we talked about possibly for when you know they use it for the annual ball christmas ball that south haven throws in there and all these other events luncheons and things that take place there what kind of covers have been talked

[0:36:44] about as far as well we um we planned on once a year the community foundation event crystal ball we can't remove the floor we've said that many times the floor can be removed it's just not practical to do it once a month so but as far as a cover um the other thing with the cover is you face trip risk things like that so there's other liability issues that come up with covering it so that's that's the negative that's the decision process there but again i hope that um i hope that we get the floor leveled and i hope next year we're happy that we're able to do both you know but again we have to make decisions and you know if you know every single answer to every decision before you start a process you'll never do anything and and we would never put the city ever you know at a dangerous risk but we know going in they're going to be some things that we learn about volleyball that we didn't know no different than any other venture any other discussion does anyone else want to speak hearing none mr mayor we adopt a resolution of south africa for approval of lease of southeast arena volleyball courts to the settle legacy llc is presented on the state second we have a motion monitor brooke second baltimore flores is there any other discussion hearing none roll call yes okay that motion carries next on our agenda today is the acceptance of the tennis pro pro shop bid uh if you all know in our capital improvements plan we estimated a cost of seven hundred thousand uh we did get the uh the bid the vid is uh the lowest bid is 670. so
