[0:00:01] welcome everyone i'm now calling this meeting to order please stand with us we'll be led in prayer honoring callier please remain standing after that for the pledge of allegiance and uh honorary pain if you will please lead us in the pledge heavenly father lord we come before you tonight and we ask you to be with our fellow mississippians who are going through flood problems down south lord we pray that uh we don't know what's going on but we know that your word says that all things are good that come from the lord that all things work together for good for those who love the lord and so the lord while we don't understand uh we depend on you lord we know that everything that you do is good and right and that you will bring some good from this lord i pray for the people that are homeless tonight lord that they'll be comforted the people that need to be fed lord that you'll feed the lord and we just thank you for being able to come to you in times like these come your name we pray amen i pledge allegiance to the flag of the united into the states for which it stands one nation under god indivisible with liberty and justice [Music] first on the agenda this evening is the approval of minutes uh for two meetings we had a special meeting on february the 11th we had our regular meeting on february 4. so is there a motion to approve the minutes for the first meeting on february 4. mr regular meeting of february 4th 2020 with the ignition station for corrections yes

[0:02:07] yes yes that motion carries now is there a motion to approve the february 11 meeting mr mayor will be approved to be a special meeting on february 11th 2020 with the additional installations okay we have a motion all around pain second baller with hoops is there any discussion hearing yes yes okay that motion carries next on the agenda is authorization to enter a design contract for the maine boulevard pedestrian bridge the last time we discussed this we having never built a pedestrian bridge in the city of salt lake and we wanted to make sure that we first did our research on exactly you know what was involved with this and what type of professional services we would need you know to help us with this bridge um chris wilson and i met uh with architectural firms and did research to find out exactly what's involved here i also used some of the uh the other bridges that have been built around the country uh chris reached out you know to some to find out like who built the bridge uh you know the cost involved what what all was involved and basically what we learned by this is that you know that the the actual bridge component uh is handled by a contractor that specializes in that so basically what's involved is you know having an architect to design the two elevator columns on both sides of the road and then the third piece of that you know would be the contractor that comes in actually uh places that bridge on top so long way to say it's not anything that we had to you know go out and see some specialists you know that's not in our area you know our local architects who have done work for us in the past are are all qualified to do this for us we've been blessed in the city we've had

[0:04:10] multiple architectural firms that have done quality work for us there was not a request to do an rfp it is a professional service so just looking at what's available again highly qualified firms that are doing uh have done projects and are doing projects for us now but it is my recommendation that we hire urban arc to design the bridge and the reason again is not that you don't have other qualified fires but urban arc you know has done other is doing other work for us now a lot of the stuff with the design with the bridge and the you know the city entrance signs and city hall and other things uh they i feel comfortable that they have a a pretty good understanding of what we're trying to accomplish uh in the big picture and uh making our city a a more attractive place so it's again it's my recommendation that we that we enter a contract with urban art we talk about uh money as far as fees what we've done in the past is generally done a percentage cost of the actual project that's something that before you know we get into that or before you approve something like that we want to have a good pre-good estimate and architectural firm that we choose is responsible for helping us you know get a good solid um accurate preview estimate but the the cost involved with this contract would be six percent that's pretty much standard what we've done i understand that some are higher than that now uh but um this this company urban art has um you know done a lot of projects with the city many before i became mayor they've had a long history with the city i think that they recognize uh the volume of business that they've done with us so i think that that's why they you know are willing to stay at the six percent number so uh it's my recommendation tonight uh that we um that you allow that you authorize me to engage in that contract to design the label of our pedestrian bridge with our arm i'll make that motion second

[0:06:17] we have a motion alderman flores second to alderman gallagher is there any discussion in any of the research that we've been doing have we been able to kind of narrow down the range of the cost of this bridge that's a good question the challenge with that is the comparables that we have uh the the two closest things uh that we've talked about i've brought pictures you know to the board it's totally alabama uh where the tanger outlets development is and foley you know near gulf shores alabama big tourist area they have a bridge there beautiful bridge vanderbilt university uh has a beautiful bridge and the problem is they were both built years ago like vanderbilt's was built in 2003 chris do you remember one code so that one would be a little more comparable but a lot of things have changed with a general economic situation since 2015 uh you know so it's hard to it's hard to be real accurate but we still um 162. that's that's kind of the general idea we are um i wish that we knew for certain but we don't know that for a second i know that's a sloppy way to answer your question sorry but i don't we don't know i mean we're just from what we know like uh foley and uh foley and vanderbilt were built in that same range a little bit lower than that um on the low side of that but we expected it could be a little bit higher just due to current economic conditions you know the demand of what's out there right now any other discussion here you're doing roll call geo bond refunding

[0:08:27] sales parameter all right i have in front of your resolution this is a geo refunding bonds resolution you had in 2008 you had some general elevation bonds that you issued as well as in 2010 this resolution approves the refunding of these bonds assuming of course unique 2 savings that's required by statute this resolution does not tie you to any cost assuming that the refunding does not go through for the two percent so as of right now um and chris you may be able to attest to this they are showing about 197 000 in savings 8.9 uh and then also 30 000 in savings on the other one 2.79 so this resolution just approves the documents that you would need to go into the market to sell these refunding bonds it hires butler snow as bond council and raymond james is underwriter do you have any questions [Music] authorizing and directing the issuance uh not to exceed 3 million 500 000 um city and south england general obligation bond funding series 2020 that's presented on this date exactly and i apologize uh address you this is elizabeth clark so thank you for explaining that we have a motion by autumn and brookside flores um is there any discussion [Music] and i would like to point out too next

[0:10:30] month we intend to come to you at your march 3rd meeting with the 15 million general obligation bonds we'll have all of the documents that are necessary at that particular meeting to move forward with that bond issue as well what we want to do is tie in the two rating calls so that you save some money on the rating issue as well so we'll have those documents in front of you at the next video thank you our next one agent is a resolution for tax exemption for tri-core brawn incorporated mr nick manley there's uh your tricor braun has applied for um real and personal property tax exemptions uh the real property in the nine of nine million 510 000 uh personal property on 551 548.28 they've both been recommended by the december economic council and approved by this other county as well so tonight authorization for the resolution for the personal and real property tax exemptions um forward try for bronze inc and they also apply for a free court warehouse as well but that'll be a separate motion after this motion it's a move second we have a motion volume of flores second bottom or wheeler is there any discussion hearing none of them yes fire department the service contractor middle of the before we do striker we're going to have a freeport warehouse exemption too that we'll need the triple bronze ink um authorization for the free part warehouse as well uh exact presentation so okay we have a motion by honorable flores is that automatically i'll make a second uh motion audible second model kelly any discussion on the second

[0:12:34] example here you're not a royal yes the striker contract with sunday fire department is uh for three years the amount of thirty nine thousand two hundred seventy six dollars and seventy two cents um the ask for a couple of revisions to the contract that were made by striker uh in the general terms and conditions uh so tonight i'm recommending that uh huge stallion sign the contract with striker um by doing a three-year contract as opposed to a one-year contract it'll save the city over three thirty eight hundred dollars um and so uh this is who the firefighters used in the past and are pleased with their uh service and their uh response to their uh repairs and maintenance issues for the equipment mr mermaid we uh do our contract uh with striker that's presented second real motion monitoring brooks second of all hoots is there any discussion you hear you're known roll call yes that motion carries next on the agenda the medline inducement agreement if this agreement was found was finalized on friday we've discussed it in the past since uh in conjunction with the medline project uh the pilot agreement and the different grant agreements and the nether water station agreements have all been finalized the last one this agreement will um authorize this i mean authorize the city uh construct the road uh effectively with the road um especially with the price of hand where medline also assigns its interest in the ace grant to the city for the total water line uh that will be that the city will be constructing as opposed to nested water

[0:14:37] which is consistent with your approved network water a couple of months ago a couple weeks ago the ace grant is amount of 250 000 which will be assigned to the city upon completion for the water line and it also has the callback provisions in the inducement agreement in the event that the jobs requirements are met by armed as required by the mba which is a foreign jobs that are required um and also notice that medline will apply for a freeport taxpayer upon completion and the city will grant that report tax exemption upon replacing the project uh we're in the process of getting all the apologetics signed and then once this is an agreement signed um we'll have all the evidence signed and completed and executed and i'll provide a copy to all the to the city there's a separate agreements total associated with this project for the minutes and any review of the ordinance so tonight authorization is signed for the mayor to sign the inducement agreement as presented on the stage so move second we have a motion bonus gallagher second ball over the wheeler is there any discussion southampton police department the surplus property yes i got to do two of these i had one and one come up on friday but the first one is uh resolution to authorize the surplus vehicles by southeast police department uh in accordance with mickey code 17 25 25. so promotion alderman brooks second baltimore wheeler is there any discussion hearing on roll call yes emotion carries

[0:16:43] and then the other one is a surplus of a um called a ray allen k9 transport it's used insert that's used uh for vehicles um for um karen and canine obviously transferring that to the city of angry mississippi in accordance with 31 713-94 as intergovernmental transfer uh angry has signed the contract um part which is part of the agreement surplus of the property except tonight authorization for the mayor to time the surplus i mean the resolution four slip plus and the agreement with angry would be transferred so move it second through motion watermelon brook the second monitor flores is there any discussion hearing none are welcome young lease agreement with a salt lake replacement farm this is just a standard uh property agreement that we've developed with rj young the actual terms have been adjusted revised as requested by me in the past sector 9 authorization chief moore has signed the rj young league's agreements with south haven police department for um as president of this state with the revisions so move second we have a motion bonus rook second album wheeler is there any discussion hearing none all in favor say aye aye any opposed say no i just haven't rushed and carries next on the agenda is our planning agenda this is whitney cook i guess the first application we have is for a conditional use permit for convenience store to be located on the hard corner of church and get well specifically the northeast corner uh if you'll remember months back we did pass an ordinance revision that states that they have to be diagnosed across

[0:18:44] from each other must be on arterial streets a lot of intersections and only two per intersection uh they have met those uh requirements of the ordinance and that this is the last quarter there's not one located at this intersection period uh it is part of an overall design plan which we asked them to bring and present along with us he's got 15 acres sitting there um we don't have designer viewing yet but if you'll see we've flipped the gas stations where it's not going to face church and get well we'll actually face the interior with the kiosk so the back of it will actually be located up against the hard corner they'll have it look like a front facade it is uh required to be designed like uh nailing get well or the chop house and all those buildings are designed at so once we get that in play we'll bring that obviously up to the board but the conditional use permit requirements were met and we're recommending approval mr may i make a question for you except item number one on the blank second one item one we have a motion balancer wheeler our second arm and fluoresce is our discussion [Music] item number two goes along with this application this is the subdivision phase of the convenience store site it's 1.936 acres obviously it's still a northeast corner church right and get well it does comply with all the commercial bulk regulations of the ordinance we are measuring out the access points they're proposing if you'll see there's an address address on both church road and gatwell road uh we will ensure that those are the proper distance away from the intersection so we don't have queueing up issues and stacking issues with the traffic but it does comply with bulk regulations for a commercial subdivision and we recommend approval mr baker motion accept number two second on item two you have a motion by alderman wheeler the second honorable kelly is our discussion

[0:20:56] yes that motion carries our last application we have a request to rezone 3.12 acres of property this is going to be south of college road um east of gettwell up against woods lane uh yes uh it's 3.12 acres right now it's currently zoned agricultural they're requesting to break it down to r20 um it is compliant with the comprehensive plan that asks that this area remain low density residential which includes r20 r30 mag the surrounding properties woods lane subdivision and additional properties next to it or zone r2930 so it does comply with character that neighborhood so we are requesting to um or we're recommending to approve the request mr rare i mean emotionally we approve number is there any discussion among the board hearing none is there anyone in the audience with the resounding change they would like to speak regarding the resulting change so anyone in the audience would like to speak regarding this zoning change okay hearing and seeing none roll call please yes yes emotion carries our next on the agenda this mayor's report i just want to update you on a couple a couple of big things um obviously it's raining it's raining so a lot of our projects are sitting there waiting on the rain to stop but uh the 2020 as we've said or you've heard me say is a big action year there's a lot of things that have been in the works for many years that are becoming a reality this year um but so as soon as the rain

[0:22:59] stops you know we'll see some progress with that two things that are significant and then we've been working on doing research and preparing information i want to update everyone on the first one is fire station number five uh it's our goal to have fire session number five under construction in 2020 that location is in the curve at starling road just just west of getwell we plan on seeing that underway later this year um it's in the design phase at this time i've met with two scallions um and our chief scouting has been meetings with architects trying to you know design it to where um the needs are met but uh in the most efficient way uh from a cost standpoint so what we're trying to do is you know have something that we're not we don't come back you know three five years from now and say wow you know we wish we had done this we want to do something that's going to be a make it a a solid very highly functional fire station for years to come but with that being said we all understand that the cost is a serious concern so that's what's going on now is uh chief scallions is coming through you know updated cost numbers that he's gotten and trying to be as efficient as he can for us the report tonight is kind of like other things you know with construction right now the uh there's a um the economy is good uh our contractors are busy and so that's kind of a challenge that we're facing right now is when you go uh into a construction project you know the costs are higher now because of uh you know current economic conditions so we real we believe that the fire station is going to be a little more than we expect i mean we first start talking about it you know again uh related alderman kelly's question about the bridge you know when we start doing our initial research we base it on real cost of something comparable to that so the architectural firms that are working on this have built i think it was at 46 other fire stations 450

[0:25:02] throughout the country so it's safe to say these people know how to build and design a fire station so we start there and then obviously the geographic area you know comes into play as far as what the cost is going to be uh and then obviously the uh you know the demand i mean what it's costing us to you know to get the contractor so we don't know the exact number we estimated uh four and a half it looks like it's probably going to be you know over five we don't know exactly where we are but that's that's the report um any questions about that before i move on uh we talked about that a lot the next one is we had a committee meeting uh recently to talk about uh uh reef surfacing uh snow and growth parking greenberg park uh with artificial turf um some of just to summarize quickly some of the prior discussions for someone that may not have heard or seen that it is becoming a an extremely demanding uh thing in youth sports now uh to go to artificial turf so a lot of the competing parks in the mid-south area have gone to turf snowden is one of the few that still has a natural natural grass plain surface as well as greenbrook we have realized that in tough rainy years like we had last year uh that they're we're losing a lot of money and the way that works is it's no secret when teams sign up to come to our city uh they check the weather you know they're if they're signing up on a wednesday and they see heavy rain in the forecast uh we're losing some of them to oxford um you know to um you know jackson tennessee i guess uh several of the others you know they're they're choosing to go somewhere else and play because they know uh with rain you have a much better chance of playing obviously if you have artificial service so we've been putting the numbers to that and it is something that is a serious concern we took out i asked wes brown our parks

[0:27:04] director and scotty baker who runs the tournaments at snowden put some numbers together and what they did just so we don't have a knee-jerk reaction to this they took out the worst year uh they actually took out the two worst years and then took an average since 2014. the way those numbers stack up we believe that um that just on an average uh not having turf is about 135 000 a year that we're losing uh going to turf obviously would uh reduce your labor cost on your fields uh obviously in uh based on softball you have dirt that's what requires the most maintenance the lining of the of the infield uh the mound reworking between games and before games that's where your labor cost is so if you go to turf you have an artificial mound you have artificial pre-stripe baselines batter's box so it eliminates all that maintenance so we estimate that basically 216 000 a year and labor costs if you do the math on that uh that equates to just uh just under 351 000 a year that we would save by having a turf instead of natural grass there is long-term uh maintenance costs associated with that there's there's some routine stuff that's done annually uh but in the long run like now the estimates are about 12 years you do have to come in and resurface these fields but for the initial outlay you basically get 12 years out of that so the numbers these numbers also do not take into account when there's a tournament rained out at greenbrook or snowden these people are not staying in hotels they're not going to eat at your restaurants because they're in oxford they're not in south haven they're not spending money between games at tanger and other retail places are not going to other service businesses throughout the city so it's difficult to put an exact pin to how much you know opportunity cost you have with a right now

[0:29:06] but i think it's safe to say that you're looking at half a million dollars a year you know every time you uh you know if you have uh you know the write outs that we've had with natural grass the other thing is um you know people heard me say this a lot turf is kind of fattish you know in sports uh for decades there's times when you know an artificial turf has been popular in the 70s astroturf was a big thing then they realized that because of injuries uh stadiums wanted to go back to natural grass uh then in the 80s uh i mean in the um you know 90s and early 2000s that's when turf made a resurgence so it is somewhat fattish and that does concern me a little bit but the bottom line is um you know there's a large amount of revenue that's generating our parks we believe that the economic impact of snowden park alone is over 11 million dollars actually there's 11 million in real revenue and then the total economic impact is estimated about 25 million a year so it's almost one of those things where you you can't be asleep at the will you got to realize that your customers you know want to play on artificial turf so that's kind of the situation we're in you know we're kind of uh putting ourselves somewhat at a competitive disadvantage uh you know with our natural glass natural grass plain surface so um the bad news if you may have thought some of the other was bad news but the really bad news is the cost is about 6.6 million to do all 25 fields and that's doing all green bro and all student grades so you're going to be asked in the near future to make a decision if you want if you want to uh you know to do that project no action is being requested tonight just an update from our committee meeting if you need any other financial details in writing we have those and i'll be happy to you know to get those to you any questions about that tonight okay that's basically all that i have tonight so moving on next uh on our agenda is our citizens agenda
