[0:00:00] esther mary with all of our board i know this is a different format this is going to be a brief meeting but it's uh customary with all of our meetings we we start with uh prayer and the pledge of allegiance chris would you lead us in prayer and everyone if you'll stand with me uh pledge afterwards blessed friend heavenly father lord god we thank you for today and father we thank for this blessing to come here or have the opportunity to take part in the business of our city father i ask your blessings upon our mayor and our alderman lord i pray you continue to give them wisdom and discernment lord in the times we are facing or times we've never faced before but father we thank you that we can count on you and know that you're in control lord we lift up our our nation our state our city all of our citizens here and lord just pray that you would protect them lord that you would just give us guidance in the days ahead and during this time of meeting father we thank you for all this we ask it in jesus name amen i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay thank you thanks everyone for making making time to meet like this on short notice as all of you know we are having this meeting because we had to wait on the governor's conference call to the mayors which occurred at 1 15 today we could not implement our comeback plan that we've been heavily discussing until we heard from the governor to make sure that we stay in compliance with all state orders and and state law so what we've heard today i'm going to go through basically what the governor indicated today before i say that i'll just go ahead and let everybody know how that is going to impact us

[0:02:01] the um 33 5100 comeback plan that we've been discussing and you know amending and trying to get just right in preparation of the green light that has been delayed so we will respectfully cooperate with the governor we will put our plan on hold and go with his plan which is much different than ours so we'll go ahead and do that and then we'll also continue adapting that plan to may the 11th the governor has extended or not it not extended he's ended the shelter in place order but he has replaced that with what he calls a sacred home order for the entire state of mississippi until may the 11th so what we will do is start adapting our plan according to a may may the 11th opening date and again the only thing i would say about that is again being respectful you know we're going to comply with the governor the only thing that i want my citizens to know is i am hearing you i know that you need to know more uh than just a week or two weeks at a time you know that's something that i understand that the governor does have to wait on other data to come in uh we're in the same situation that he's in at a different level but still that's what i will encourage i will speak to the governor reach out to him i will encourage him between now and may the 11th to give us more information you know i think our people need to know more than just what's going to happen until 8011. it's time that we have a long-term plan in addition to a short-term plan that's what my 33-5100 plan was and i'm hoping that before may the 11th that the governor will recognize that and come out with a long-term plan as well so basically um what that does to us is what i've sent the board we will back completely off the 33 5100 plan we will go with what's called as i mentioned the governor's safer at home

[0:04:03] order and just going into detail about what that means um basically monday may 11 at 8 a.m the shelter in place will be over replaced by this safer at home the key changes and i'm gonna paraphrase um to make it simple for my citizens and uh the the entire order is available on the state site someone wants to go and read that but basically i'm going to try to simplify this and put this out to the people in our city this afternoon uh everybody wants to know what's changing you know what's going to be different what's going to happen in my life what can i do what can i not do so what it changes is it allows travel to all jobs for all individuals and basically opens all businesses organizations and facilities unless they're specifically excluded which i'll get into in just a minute um all non-essential businesses organizations and facilities must still comply with cdc social distancing guidelines requiring a minimum distance of six feet between all persons and the limit of physical gatherings to 10 persons or less in addition that the governor went on to say that all persons over the age of 65 or with any health conditions that may increase their vulnerability to code 19 must continue with the shelter in place another key thing is non-essential retail has been opened again with a 50 building capacity occupancy limit and that again is calculated per the applicable building fire code curbside commerce options are still recommended in addition to that healthcare professionals and healthcare facilities may also resume performing non-emergent elective medical procedures and surgeries as clinically appropriate in accordance with the guidance provided by the mississippi state department of health okay so what remains closed all of you know that in our plan we were hoping to you know put our toes in the water again and start creeping back towards uh

[0:06:07] testing you know more of the businesses that have that are suffering in our city right now we're not going to have that latitude yet so what remains closed or prohibited restaurant dining rooms including bar areas will still remain closed drive-through curbside delivery options will remain available gyms salons and barber shops will remain closed recreational amusement facilities including theaters museums dance gymnastics martial arts studios and all other indoor training facilities trampoline parks bowling alleys pool halls arcades playgrounds basketball courts volleyball courts baseball softball fields and football soccer fields will all remain closed until maybe 11. all public and private social and other non-essential gatherings in groups of more than 10 people in a single space at the same time where individuals are in close proximity are prohibited as stated in the initial children place order the evictions are suspended obviously during this time you don't want to put persons out of their home and create unnecessary difficulties so all addictions are are suspended and then as far as that goes that's basically it the essential list remains unchanged that has been in place throughout the entire thing and i would just go on to um just encourage uh everyone in the city that um you know hang in there a little longer you know again when i stated earlier i understand i think our people need more hope we need to know what happens past may the 11th again i respect the governor's decision to keep us safe i think he's done a good job with that but i would encourage him to consider a long-term plan we need to know what happens after maybe 11. i wish i could tell my citizens that today but unfortunately i could not so that being said our meeting today turned into more of an update than requesting board action or an

[0:08:09] implementation of the comeback plan so as i stated uh may the 11th we will plan on having a adapted comeback plan in place but until then we do not have the leniency to do that so with that being said i just want to open up the floor for discussion are you ready man that's a good question on the conference kyle the governor was specifically asked how this applies to churches and he indicated that there would be no change there churches for physical gatherings only are still asked to or required to limit the gatherings to 10 persons or less he did mention that he encouraged the remote means that have been in place now including you know in-vehicle parking lot services that many of the churches have done so that's welcome so any kind of remote service with video conferencing and parking lot in vehicle services are still encouraged but he did not change the essential definition of that okay you're going i will do that right my day has been insane i've not even had time to talk to them yet but i will relay that to them our board knows that um we have a coalition of churches in south haven in desoto county that i met on a conference call with earlier this week and basically to reach out to them and ask you know for for what they recommend as far as you know worship services in our city all of them did agree that for the safety of our people it's best that we not uh remove church gatherings from the uh from the restriction of cdc guidelines at this time and so um obviously they'd like the idea of after well now it will be may the 11th but they like the idea of having a gradual comeback you know to the

[0:10:12] in-person gatherings but uh but they will continue at this time to to go forward with remote remote services they um were also gracious enough to come together and create a plant for churches so when we do begin our comeback plan they made some specific recommendations that will be available to everyone in our city as far as how we come back as churches to have in-person physical gatherings again so i really appreciate what they've done and they reached out with a letter in support of the local governments just to express the fact that they support what we're doing they feel like that it is the right decision so i think that's extremely valuable to us at this time and i communicate that with them okay thank you thank you any other discussion questions okay well that's really all we have um we'll as i stated we'll continue uh working on the comeback plan where we have the leniency to do that and we'll go from there so if no one has any other comments or nick by the way um next city attorneys in the crowd was there anything that i said or that i left out that you think is relevant as far as like the legal implications of the sacred home okay okay nick uh you know reviewed that today as well uh before we paraphrased that for this meeting okay if no one has anything else i'll accept a motion to adjourn the meeting hello we got a motion model in florida second holder and gallagher all in favor say hi all right all right you opposed say no i just haven't motion carries this meeting is now adjourned a good weekend everyone stay tuned thank
