[0:00:03] welcome everyone i'm not calling this meeting to order please stand with us i will be led in prayer by alderman gallagher after that please remain standing for the pledge of allegiance that will be led by honor to fame heavenly father we thank you for this time of year when we get to worship you lord and talk about you coming back from the dead to save us from our sins lord we thank you for being a mighty powerful god that loves us lord and gives us grace at all times lord i pray that you would bless our meeting tonight in your name we pray amen pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice okay first on the agenda this evening is the approval of minutes for the april 2nd 2019 meeting mr mayor move we approve the minutes for the regular meeting of april 2nd 2019 with the additions deletions are correct second we have a motion ballroom in pain second baltimore kelly is there any discussion hearing john roll call kelly yes okay that motion carries next on the agenda is the ordinance adopting the regulation for small cell technology mr nick manley this is the ordinance of the summarize for the 5g uh technology that's becoming the near future that sets forth the requirements uh as far as the permits go in the approval process for the um each individual poll that'll be

[0:02:07] required or they'll be placed in the city for the technology we've worked with a couple companies on this ordinance it's similar to ordinances being passed across the state right now i think most notably in brandon madison biloxi and i think all right you know what it's very similar to this tonight as well um so it's one of the things i think south here is one of the few cities they'll be getting the 5k technology in the near future so tonight um office authorizes orders to passed for the mayor to sign and advertise and whitney's also looked at it as well and added her thoughts as far as design criteria and permit criteria for the different cell sites so if any from questions and t you're here for technical questions if not you can just authorize the ordinance and the merit to sign i'm just curious will that uh like is that for just new phones with verizon and att or well that'd be gonna be the first companies i mean obviously different carriers won't come to me right but those are probably the first two that will come but but are they going to require new phones to to use that technology dad i don't know that no there you go i'll make a move that we adopt this motion second second motion modern mcgallagher second monitor flores is there any discussion thank you next on the agenda is our fy 18 audit presentation and acceptance miss eddie michael wayne we have received our audit audited financial statements back before mary ballard we received a clean opinion there were

[0:06:11] next on the agenda is the authorization to advertise the bid for the snowden growth pedestrian path this whitney cook it's just that um we have been given um authority by mdod to go to bed for the pedestrian path and snowden grove park i'm sure you're well aware of where it is it's going to be going down snowden lane right up now and carry through the park system it's 10 foot wide pedestrian and bicycle path we'll connect to the central to snowden one so with authorization tonight we will advertise in the clarion ledger and get it out to bed so we go to construction so moved second we've got a motion bottom of florida the second modern gallagher i'll start the discussion we have talked about it many times this is one of the projects we applied for mpo funding and we received that so that was done about three three four years ago and if you will as whitney stated it'll help make our city more pedestrian friendly it'll tie into the central park stone grove park multi-use trail which is all part of the green print 2040 which is a plan that we adopted to participate in you know for the whole memphis metro we did that about three or four years ago too but as we continue you know make our city more pedestrian friendly this will be a key piece to that bigger picture and we're hopeful that um we went out to re-bid for the central to snowden uh we did request that a couple more meetings ago so hopefully we'll be able to get both of these advertised at the same time and get them in the aquarium ledger and get those both under construction um around the same exact time so get them under construction and get both built out at the same time it should be good kind of same subject that different area is there an update on the stick lines type of project oh we have a little you know we've actually discussed that today we've run into a little hiccup with entergy that we're trying to iron out with them on shifting some of the light poles that are in our way on the

[0:08:12] north side we're going to talk to them about the cost associated with that and we may try to run a different direction with that if we don't receive some positive comments from them but we actually had a discussion this morning with dan myself and the mayor uh we'll set that meeting up with energy here pretty soon and we'll know where we're going in that direction but uh we're in design we're trying to finalize that now we're kind of stalled until we know how energy responds to us and the plane is still this year we're still planning on starting that any other discussion hearing none roll call mccain yes yes yes that motion carries next on the agenda is the resolution for freeport tax exemption for light on trading usa yes there's actually two resolutions tonight uh first is the resolution for report tax relied on training usa inc um this will be authorizing the tax abatement for those goods and transit it's been recommended by the soviet economic council and was approved by the county board yesterday so tonight authorization to just is just the freeport not not personal or real property tax um the authorization to approve this uh resolution and authorize the mayor to sign resolution so move second we have a motion baller in the florida second ballroom in pain is there any discussion hearing none royal call me kelly yes next on the agenda is similar resolution for freeport tax exemption for att same uh same exemption not real or personal not it's not for real person just to free for uh good and transit and uh based on their contribution to the community and the jobs they provide uh report warehouse exemption for 18t as well

[0:10:15] second also was approved by the county council as well we have a notion of honorable florence second donor detained is there any discussion hearing none royal call me kelly yes yes okay that motion carries uh next on the agenda is uh it's national public safety two million telecommunications week and i'm going to read the proclamation we're going to have chris shelton come forward whereas emergencies can occur at any time that require police fire or emergency medical services and whereas when an emergency occurs the prompt response of police officers firefighters and paramedics is critical to the protection of life and preservation of property and whereas the safety of our police officers and firefighters is dependent upon the quality and accuracy of information obtained from citizens who telephone the city of south haven police fire communications center whereas public safety telecommunicators are the first and most critical contact our citizens have with emergency services and whereas public safety telecommunicators are the single vital link for our police officers and firefighters by monitoring their activities by radio providing them information and ensuring their safety and whereas public safety telecommunicators of the city of south haven have contributed substantially to the apprehension of criminals suppression of fires treatment of patients and whereas each dispatcher has exhibited compassion understanding and professionalism during the performance of their job in the past year

[0:12:19] now therefore i darren muscle white by the authority vested in me as mayor of the city of south haven mississippi do hereby proclaim the week of april 14 through 20 2019 to the national public safety telecommunicators week in our city from the elected officials of the city of south haven mississippi thank you mayor on behalf of our staff in emergency communications we want to say thank you to you and this board for recognizing the job that they do and for that proclamation also we want to say how much we appreciate the expansion and updating the dispatch center that took place in this last year thank you if we could i'd ask you to assist me as we recognize a few of our people that i believe exemplify what it means to be a 911 professional now first of all our center is a very busy center this past year they received 42 271 911 calls 67 092 calls for service and radio log entries which would be updating of status of emergency service personnel 641 7791 and although we don't have a total account i was also informed by motorola that we are for radio traffic we are one of the busiest centers in our entire state that includes cities even larger than us uh so in that i'd like to recognize just a couple of our people and mayor if you'd help me congratulate them lisa randall to come forward lisa is receiving one of our lifesaver

[0:14:27] awards lisa randall we the undersigned do hereby proudly present this award in recognition of your outstanding efforts on april 20th 2018. in this instance your experience training and communication skills preserve life by assisting in the delivery of a baby girl while her parents were in the car on the interstate you ensured that the baby was breathing with nothing in her airway and provided instructions until paramedics and officers arrived and morgan edwards zach also has a lifesaver award we the undersigned do hereby proudly present this award in recognition of your outstanding cpr skills on january 14 2018 and february 3rd 2018 in both instances your experience training and communication skills preserve life by providing cpr instructions over the phone to citizens who then perform cpr on individuals in duress while fire and ems units were dispatched to the locations this next award is the highest award presented by the emergency communications division the recipient of this award was chosen by their peers and confirmed an agreement by the communications administrator myself and director this year's recipient demonstrated exemplary service and contributed significantly to the furthering of values and fulfillment of our mission to protect the citizens and visitors of the city of southaven this dispatcher also performed life-saving actions by providing cpr instructions to citizens over the phone who then performed cpr on individuals in duress

[0:16:29] while fire and ems units were responding to the scene this dispatcher received and dispatched thousands of other calls this year among these calls was a domestic disturbance called in by a juvenile the juvenile was in extreme duress as a family member was being assaulted and needed both police and ems assistance this dispatcher kept the young caller extremely calm to gain vital information by reassuring while reassuring them that help was on the way this action resulted in a quick response where the offender was arrested and the victim received emergency care from ems this dismantler was also the voice of calm during an incident where officers of the south haven police department were being fired upon by a suspect while this radio traffic is the most dreaded by those in emergency communications amber white maintained maintained control of all radio communications while sending additional officers and medical assistants to officers in need to amber white our 2018 dispatcher of the year we the undersigned do hereby proudly present this award in recognition of your dedication service to enhance the quality of life in our community it is a mission of this agency to protect life maintain order and safeguard property your patience performance and professional actions while interacting with citizens and public safety personnel surpass standards set forth by the city of south haven emergency communications division wow that's incredible we have one more round of applause okay next on the agenda is resolution to

[0:20:44] new officers finished number one as class i don't want to steal your thunder chief but just uh i just wanted everybody to know how incredible that is we're so proud of you and we welcome you to the city and we um we have a lot of talented people on our team and uh sounds like you're going to be another one and we're proud to have you thank you thank you mayor mayor board again just wanted to introduce officer calvin kirkland calvin graduated from senotovia high school northwest community college then enlisted in the united states marine corps finished his obligation with them after being stationed in the oceanside california uh returned back here and immediately applied and took a job with us and we are very glad that he did as the mayor said he just graduated april 4th from the mississippi law enforcement officers training academy basic class number 260 at which time he received recognition in both or all academic firearms and physical areas uh and did take the uh the number one slot in the class graduating number one with a 99.25 percent so we're very proud of glad to have the board he does have a wife and a a very precious little one-year-old baby girl we just wanted to take this opportunity to introduce him to you and again welcome him and thank you for his hard work thank you thank you strong right there okay moving on a couple other updates um the easter egg hunt uh the city of south heaven is this weekend saturday it'll begin at 11 a.m uh it's already set up in the uh

[0:22:47] the tree area across from the amphitheater the snowden uh playground it's on snowden lane uh so um the uh kickoff will start about 10 45 right there in front of the playground on snowden lane springfest is coming up as y'all know april 23rd through 27th will be our spring fest this year i want to take this time just to remind everybody that hopefully this will be the last year that we walk in mud at spring fest i know it's a tradition y'all hate to see go away but as part of our parks expansion plan as soon as spring fest is over this year we will begin our project to pave the springfest area and landscape it it's going to have a beautiful design and the whole area there where springfest barbecue is set up now hopefully will be paid this time next year and it'll also serve as a dual role for extra parking for the concerts at the amphitheater so very excited about that looking forward to seeing that moving so hopefully we'll just enjoy the mud for just one more year saturday night we're going to have santana to perform many of you may know that we made a change with our entertainment this year christy faulkner is our director of springfest she does an incredible job and she and i over the last three years have struggled uh trying to find answers as far as quality entertainment it's multifactorial there's a lot of things that have changed since christie first started doing the concerts uh now the cost of the entertainment is is much much higher than it used to be the attendance has been extremely poor uh if you've been to the concerts in the last two or three years it's been embarrassing for the entertainers so we realized that it's time to do something about it we also believe that a lot of the demand lack of demand has something to do with you know that we have a better entertainment value throughout the year you know having the summer concert series now you have big names that are coming there uh when

[0:24:48] christie first started doing this it was a big deal these these entertainers had never been to salhaven mississippi so when our citizens heard that they were coming everybody was excited you know we have good attendance but that has slipped away because you know having great events in the city is just just a normal thing now so for that reason uh live nation who is our concert promoter uh we amended the contract and added the saturday night event to allow them to produce it they have the ability to bring in bigger acts we also negotiated the revenue splitting and it's going to be a great deal for the city it's going to be a turnaround of between 120 and 160 000 difference for the city uh but and then we're hoping that we'll do add more focus to one event on saturday night not to dilute the interest and have bigger crowds so i know that a lot of people love santana santana has been a quality entertainer for decades i think santana released maybe the first hit in the late 60s early 70s and santana is still one of the top acts in our world so santana will be performing saturday night at spring fest all right the last thing i have this evening is the skate park update uh y'all remember last meeting we surplus the the ramps for the skate park we had to make some changes to the skate park uh don't really want to go through all that i think i said this 100 times so almost i guess i'll say it for 100 first time we've had complaints for about two or three years i think alderman kelly can back that up the residents that live on coventry drive in that area have been asking for about three years for us to close that park due to extreme profanity both verbal profanity and graffiti format on the ramps we've had vandalism we've had messages that are anti-police carved in there

[0:26:50] disrespectful to women and i'm going to stop there i'm not going to get into any other detail but it became a public safety nuisance it was a tough decision for the last couple years our parks director has asked me about that on a few different occasions and i refuse to proceed with that i'm always very cautious to take away a part because the way i look at it if we can benefit one young person one young person is worth putting up with with a much negative so we've delayed that over and over but now we finally got to a point where we had to make a decision about it it wasn't fair to the other citizens that live around there so that's how we got to this recommendation and then at this point the update tonight is as we said from day one we were looking for other locations considering other places to put this park uh where would have better supervision and what we believe would cut down on all the negative behavior that's going on there we've had a church southpointe church that stepped up to be a great partner for our city they've asked to take the ramps and to move the skate park over to the south point location that's at highway 51 and main street uh we we uh our parks director has met with southpointe uh met with some of the some of our citizens that uh have historically been involved with the skate park have good representation on from both parties they met today they both agree that the south point location is a good location and and so do i have to listen to them so it's going to be our recommendation that we donate the ramps to south point and let southpointe uh have the skate park i understand that that south point has a bigger plan to build on to some of the indoor space there and make it somewhat of a community center so we feel like the skatepark on the outside will eventually tie in well to the other things that are going to be on the inside so we believe it's a good solution so that's the update tonight we haven't um dotted

[0:28:54] every eye across every key yet we still got to work on getting some of the area paved and we've not solved that yet but we're working on that so at this point that's the update does anyone have any questions about anything that on the mayor's report need no we need to wait um we've got a few little uh details to work out uh with uh putting it back together putting the fencing back together and like i said the pads so i'd rather give us until the next meeting to work those details out then at the next meeting i'll have it on the agenda assuming there's no problems and i'll recommend the board action take place at that time any other questions hearing none we'll move on uh next on the agenda is our citizens agenda uh we had one person that signed up uh mr ray dennison is a candidate for the saudi county supervisor um uh elected positions in this county places the city the mayor and the board in violation of state law okay well we'll discuss that with our city attorney um nick is there anything that the county may present a forum where all candidates are invited to speak on april but to allow one individual okay i'm bringing it up to the secretariat thank you i've been here before did you state your name seriously who

[0:30:56] you are bobby reed and while you're looking at that i'll go ahead and say uh we we have opened it fairly we've not uh selected any one candidate anyone can speak in a public uh stuff if you present a forum and a forum let me back up what i'm telling you is that we've not selected one person we have it open to where anyone could i've never advised this you've ever been invited have you ever been invited and foreign i've never been informed well i'm here yeah you want to speak you can speak yeah but i was not invited i was not informed mr dennison you asked but you can't do that a lot of sidewalk attorneys out there but if you go forward i will call secretary first thing in the morning do you want to speak to i would be in violation of the law too because not because not all candidates have been your candidate sir are you a candidate i would not say that because i'd be in violation of the law too the answer to this okay wow okay i don't i don't know i think you already have spoken so is there anything else you'd like to say i'll just film a complaint with a secretary of state okay please have a seat okay back to what i was saying we have a candidate for the suffolk county supervisor named ray dennison that registered on the citizens agenda wanted to come forward and the position that he's running for is the position that supervisor bill russell has held

[0:32:59] who is not running again so mr denison would you please come forward well thank you mayor and board of aldermen this is going to be more fun than i thought um for allowing me to address you tonight in my bid for district 3 supervisor which encompasses a good part of your city um excited to hear about the pedestrian path that you guys are creating and the the playground at snowden grove also thank each of you for your service which so often goes unnoticed and for your dedication to your city and your county um i'm going to give you a brief background of my tenure in desoto county i've been here for over 50 years i grew up early on in the colonial hills area where i attended hope sullivan elementary school second third and fourth grade spent many nights at cherry valley ballpark you might say that that shaped a lot of my character also practiced football out here early on for the packers mr heaton was our coach i have rich memories of those times mr davis was our assistant coach but takes me back and i would get on my bike every day after a baseball game and ride to sheridan valley and case out the dugouts for baseballs after after a short time in south haven we moved to twin lakes where my mom and dad who just recently passed away still own house i attended horn lake high school i attended walsh junior high in the 7th 8th and 9th born lake elementary in the

[0:35:03] 5th and 6th graduated from horn lake and i currently live in wallace i during during our tenure in walls i've served as an alderman for the town of walls for approximately 11 years i am currently serving on the crew board and have been on the that board for since 2006. planning commission i have served for going on two years at the desoto county planning commission my career background is early on i worked as a as a construction worker as a framer my dad was a framer when i was growing up so i worked for him in the summertime later on he worked for me i then went on to work for federated department stores you guys would know is goldsmiths which is now on macy's i had uh oversight of a budget of about three million dollars annually and 25 technicians that worked for me after that i left and went into business for myself which i'm currently doing now as a contractor i do mostly residential and somewhat commercial the the reason i want to run for the supervisor's position is to have some input i've been i've been in desoto county for 50 plus years my family lives here they're all part they've all gone through desoto county schools they all currently live here with the exception of my daughter who's in tunica my youngest daughter who's in tunica now just recently moved there all my grandkids are in desoto county schools so i want to see only the best for desoto county and the south haven in four lake area which i'm a part of the to work with current leadership to promote quality controlled growth and to foster that i love the addition of the of the

[0:37:07] walking path i i have a vision also of a county-wide greenway system i was able to utilize the memphis system recently and it's just it's just great and just promotes healthy lifestyles so just want to say to you guys thank you again thank you for allowing me to speak i look forward to working if elected with my constituents with the aldermen in my award uh and the ones that i would serve and uh the current leadership so uh there's a lot there's a lot ahead for desoto county and i think it's all good and i think it's all positive so i know there's a lot of growth pains and and we'll just work to get through that but thank you so much for for hearing me and again uh thank uh first responders uh i applaud you guys for and especially to be able to put your be the first human hands to touch a human life that's that's not so so thank you guys yes sir thank you we appreciate you coming out and then uh is there anyone else who would like to speak mr reed would you like to speak okay and then just again to my board speaking to you guys the reason you know we've not denied anyone the opportunity to speak on the agenda so someone signs up and wants to speak i think it does make sense all of you with your busy schedules do not have time to go to every political forum so if someone comes to you to introduce themselves i think that's a i think that's a worthy uh a worthy move so we've not again like i stated we've not um favored any candidate over another uh someone asked to speak if the next person asked to speak we'll grant them that as well we've done it before yeah we've done it before okay if i can say something just for clarity here uh i too am a candidate running for supervisor and uh but so i just wanted to make sure everybody knew that also that it just uh just clarity and to let everything and i'm happy he came and spoke to us today
