[0:06:44] okay next on our agenda is uh approval or professional services agreement with rosie the lasik this is the mayor this is the professional service agreement with rose is for the softball tournaments for the parks it's the same contract we're into last year with her money was busted she had signed the contract and agreed to it talked with wes and he recommended it as well and so not just frame for the board for approval mr mayor i mean we approve the professional service agreement with the city of south haven and rose kalistak for softball tournaments presented on the stage second we have a yes yes okay that motion carries next on our agenda is a telepath ordinance this is the importance of pillow pack that was that was introduced at the first meeting in our second meeting in august last meeting we're still working on a couple of issues it's been on the clerk's office since that time it's the ordinance to allow tel pac to also know this is ceasefire to use their fibers throughout the city they are doing that already they had a couple issues on the gross revenue definition we got those changed and also uh video services got that chance to show up to the code and met with chris wilson chris shelton with it on this agreement as well um and they made the changes were requested tonight bringing the board for approval mr mayor will be approving the ordinance of the city of south haven mississippi granting non-exclusive franchise and right to use and occupy our public rights of way to telepathic networks incorporated in the city of saudi we have a motion by alderman playing second behalf belly is there any

[0:08:46] discussion so i heard you right you worked out all the issues any other discussion and they're not here yet it's just they may never come but in the event they do come they've got exclusive i mean they have not excuse water foreign that only goes into effect any other discussion jen is a resolution for assessments this is the resolution from the condemnations that we have previously filed lien zone uh those liens now we refer to assessments that will go into effect uh probably filed in the vehicle as if the tax assessor's office in the next couple weeks um and the liens will be removed from the properties but this will allow for us to collect on the kind of condemned properties that we have for the grass cuttings and the hair down that we did assuming the taxes were you mr merriman we adopt the resolution of mayor ford baltimore in the city of southeast adjudicating the cost of cleaning property posing penalty and opposing assessment of the same against property as presented on the stage we have a motion bottom in brooks second monument pain is there any discussion about the assessments and it's just the negative board this will be caught before about the assessments the lien for filing these properties as well so we'll give the area the owner we'll have notice of lien and assessment now you know a couple of collections at least again properties and this is mostly the grass cutting that we've done uh for the properties

[0:10:48] that we never got reimbursed for correct yeah it's 99.8 we changed them from doing the leans in the past we did lanes right as you know you know nobody changes hands with a lien until there's a sale on the property so the city was not receiving the money so a decision was made actually was made i believe the year before we think it was before i took off we took office but a decision was made it just not had uh had not been incorporated yet to go to an assessment situation so we get the money every year rather than wait you know for a property transaction which is tremendously better for the city and just as a side note that's correct the mayor said that the city also files a lien now too but that lien is just for notice because what was happening is that to the to the mayor's point we were following assessments following october well if you got a assessment between the month of february through april i mean october it was not it would not show up here if the house sold to the unsuspecting third party that person would not have no any notice of the link of the assessment so we could call that person responsible so now the lien marks that under the chain of entertaining the title and it's just a great process so i think we've worked out the most part of the kings in that city simply getting reimbursed correct any other discussion about the assessment process appearing non-railcar yes yes okay that motion cares michael can everyone hear me that this sounds different tonight is it is it loud is it is it okay okay all right next on our agenda is the renewal of professional services contract for meter reading yeah this is the renewal as the mayor noted for the contract with uh jackson estimating services or excavating and leasing it's doing business as banker services this contract or a renew

[0:12:51] the banker services contracting meter reading for one year it does have the 30-day cancellation clause to get it and we'll still stay with the regions that will be that's part of the original contract which is not being amended that's still in the contract the contract increased by a little bit less than one percent which was the cpi um and so uh i've talked with great humphrey and talked with chris wilson and uh we work together on getting the mimic together and getting the amendment uh finalized banker has agreed to it and signed itself tonight for the board of approval uh as our contract expires september 30. questions yeah it's a year long is that right yes well it's a year long it's basically a 30-day contract we can cancel with 30 days notice um for convenience so it says the term for a year but um also have another additional year if you want to renew it after this year as well second we've got a motion by alderman gallagher second alderman kelly is there any discussion hearing none we're all calm yes okay that motion carries okay next on our agenda is the resolution surplus for the south african fire department um chief force if i could anticipate any questions but it's just a resolution to surplus the 2001 dodge pickup uh this truck was actually given to the fire department by another department within the city uh the truck is no longer used for is that they want to be maintained so ask tonight's permission to surplus in accordance with 17-25-25 mississippi so moved second we have a motion by ferguson second baller with hail is there any discussion hearing none roll call

[0:14:55] yes yes okay that motion carries okay next on our agenda is a request for donation of the south haven arena by the de soto veterans park for november 17 2016. yes this is the resolution to authorize the donation for the arena to the southern county and allow them to use i'm going to have near the lantern landers center for each of the monuments for each war so this will allow them to have a fundraiser at the arena for a donation and it allows for variance as well for the alcohol policy we're still coordinating with west and the police for that as well i'll make that motion a second do you have a motion involved with maine second dollar and gallagher is there any discussion hearing none all in favor say aye aye all opposed say no i just haven't motion carries and making provisions for collection yes sir this is one of our proposed um tear downs um the property owners have been legally notified via fedex of the hearing we can track this when back from 2010 was our first notification to this house we did this based on complaints by the neighbors we do know that they're in receipt of it i i i am under the understanding that they're here to speak on their behalf tonight i've submitted pictures of the dilapidated building uh there's open cistern on the property um i can tell you in 2010 when they were first told to clean up you'll see where they

[0:16:56] repaired the steps a little bit and placed a little bit of new wood up on the side we've watched it since then re-notified in 2015 saying that nothing's been done since the 2010 repairs and so now here we are the neighbors want something done obviously the fire marshal's been out there myself cut enforcement and have inspected the building at this point it's not a livable situation uh so we're requesting to have the property torn down either by the city or the property owners but i do know they're here to speak on behalf no nobody has lived here since uh since before i was with the city which was around 14 years ago do you know the age of the house how long it's been there i can't explain to you that the documents on that all right they may be able to tell you even more so than i um i have well i can't it's saying if it was built in 2000 but that's not going to be correct that's what the land records say there was another building that was associated with this lot that it was probably referring to we came across this lot along with another one that was on the actual north or i'm sorry southwest corner of haley road in toulon i mean on the state line road i was owned by the same group and we removed that one in 2005 or 2006 but like i said we we have spoken to them uh they did some repairs um prior to 2010. uh nothing's been done since then they've been notified twice so um the neighbors have been in contact with us and wanted something done like i said they're here in the audience i think they'd like to speak on behalf we need a motion first i'll make the motion a second we have a motion ballerman kelly second holder and gallagher first of all is there any discussion among the board is there any kind of

[0:19:00] historical southeast significance with this house that anyone's aware of not that we could not that we could track down uh we looked at that in 0.506 when it originally started i'll walk the site um we've talked to the property owners they've got some historic family historical uh things that they want to explain um and it's not that we were opposed to the house at the time you know the house has just been not maintained it hasn't been cared for uh they don't live down here so they don't have to see it they don't have to live beside it and we do get a lot of complaints from the neighbors um so i notice there's trash collecting the reason i asked if it was inhabited or not because there's some trash cans that are there i just wondered if that was somebody was actually using i didn't open the trash and then that's the reason just his same question this reason i was asking for today for some possible historical not that we can identify again you may want to speak to the family um just from a procedural standpoint i can tell you that looking at the house it doesn't appear that way but there could be if utilities whether somebody's limiting the home or not if there's any type of utility then they could have services for garbage you know there so the cans could be there if they were paying someone's payment for service for utilities whether they actually lived there or not i mean yeah it does it seems unlikely but but that is a possibility the only reason i brought that up is that everybody the hands are there and we charge twelve dollars a month right and they're still that's the only reason i'm asking this yeah that could be something we could verify but i'm assuming if the cans are there then someone is paying details before we bring up or invite the property owner to speak is there any other discussion among the board we'll leave it open for discussion after we hear from property owners as well

[0:21:04] okay so at this time the owners of this property please come forward hello your honor you all board members my name is sheila miles this is my husband and my aunt purchased this home right after slavery this is a whole this house is over 100 years old okay we're a retired navy we've been in the service in 2010 i would i was working on the house and when i was working on the other houses a matter of fact there was three properties on this on this partial i was working on them and i was told not to work on them anymore by the planning commission by them and they tore the houses down um while i was working on it there was like 15 to 20 police cars banned me off of my property they told me to get my the butt off of it who told you that the police officers i was there 2010 in 2010 i was working on the properties trying to i didn't know that i could even when i when i got a letter to come back down here and cut the grass i end up telling the person that i spoke to when i got the letter i said thank you guard you mean i can come down and cut my grass now because at that particular time my husband and i we are trying to move into the house we are trying to move into all of my homes it was for my kids that house there was my mother was born in that house and the other two was my great great grandmother's home

[0:23:08] that they tore down they demolished they tore down two houses on that property and i was personally i even have paperwork from home depot during the time that i was even buying working on the house i even have i i think i may have pictures but i was told to get off and i i don't have my witnesses here um people that could vouch for the polices it was maybe like i said your honor and uh mayor there was over 20 police cars down there and they told me to get my black butt off of it if i came down there they was going to arrest me let me excuse me just a second whitney would there be any reason like during a during the condemnation process where the property owner would be asked to stop doing a repair i mean no so i mean is there anything that you're aware of that there should have been a reason why anyone would have asked no i mean i was out on site for the majority of the time i didn't see the police incidents no your honor i never saw her down there doing the beginning of it or the ending of it because when i came down there i was told to get off of it robert haley was down there was on the truck with his son and they said miss miles she'll go on and leave because you don't want to go to mississippi to jail i was told i'd get down on my knees right now i'm not lying to you sir she is lying to you i said i wasn't no i'm not saying that you're not i wasn't i was working on that prophet and i thank god that i'm able to come back down there and finish it it's not looking like that working on there daily since i've gotten this all allowing me to save this property and and i've been having people's damaging and damaging the property i don't have cars stolen i would move down here i had a car stolen over here my

[0:25:12] husband's father's truck was stolen off of the property and we was working on the property and this was back in 2010 i have no reason to lie and i just want to tell you i just want to make sure you understand me i'm not i wasn't accused i was just trying to get some facts since i wasn't here in 2010. and i don't know what she was because i never had this honor to do this and i asked them could i come to the board and speak to someone about this and you're gonna get it they told me no we have made the decision we're tearing it down and i can let you see the letter i came to try to get it resolved and they told me no you cannot i was working on the property and they told me this is these are old farm land ticket papers and stuff for my aunt back in the day i got papers historical papers and stuff it is a historical property and it means a lot to me it really do and i want to move back into that house well let's in hopes of moving forward and not since none of us i don't think any of us were here in 2010 and again i'm not suggesting that you said something that was not truthful i was just trying to gather information how it may apply to our situation today so um but no you are that's why during this process you're having the opportunity to speak i want you to feel as much time as you need to speak and that's the whole purpose because none of us are aware of the history of the property obviously it does have historical significance and they just strong family significance to you they changed the address of my property the reason i guess on their agenda the property address was 1607 state line road all the tax papers here showing 1607 state line roads in the houses that they tore down they had their own general addresses too and they towed those houses down and they was totally separate mose hayley stayed in one of my properties and and the property down there and it was um

[0:27:18] i had to go to court with about him because he would not pay on the property try to combine he said the reason that they towed a house is down because you cannot have more than one house on one partial but those houses was over 100 years old that was before the city became the city so i did i was grandfathered but they even changed my address well a lot of them address have stuff and that has to deal with the postal service a lot of that has is not i was had my mail going to that address i had mail coming to that address and they absolutely changed it for what hard reason i had no idea yeah but anyway getting back to the in in all that i mean there could be other reasons like i said it could be postal service and obviously um okay addresses they tore down was 15 1563 state line road they told those houses down 1563 state line road 1563 state line road bna that was two different houses i think would be useful for the board tonight and uh is i'm not i am doing a repair does anyone live it the question of person i have furniture in that house i had start moving into that okay yeah the other thing and just just being very fair the whole reason that we're here to talk about is the condition of the property i'm working on that sir and i will i guarantee you it will be fixed and cleaned up and everything will be done before the end of this year maybe give me a good year and we can i can i will i'll bring some pictures to you and before thanksgiving and what is the whitney the timelines on on the history of that in the in the recent history uh have we had a timeline commitment from mrs miles like i said it started in 2010 i took those pictures last week um and like i said it's by demand of the neighbors they want to know

[0:29:20] well i don't have any problems with the neighbors right now and i think this is more within this was phone calls directly from the neighbors because bottom line she said a wooden porch and portrait being worked on those porches there is concrete the torches that she was working on before was the houses that they tore down that's the houses that they tore down that i was working on the porches and stuff like this and they demolished those houses those house those porches right there that you see in your in everyone's eyes they are concrete porches right and that's what i want to tell you and i was not working on those porches at all in no time i i think i'm speaking for the for the uh people up here that we certainly respect the family significance of this property it means a lot to you the only thing i want you to understand just so we communicate wide open here is that the people up here have to make a decision on that to respect the interests of the surrounding property owners as well and even though this uh house has tremendous significance to your family right now you've been away we've been away we're military retired navy and uh we've been away and it means a lot to me my mother just died she was very upset i'm sorry when they told the houses down the other two houses she came to court and she spoke with this young lady and my mother cried in their office and told them do not tear the houses down we even talked to mayor the davis and he said told me to get out of his office it has been a final decision and i said well i haven't even been to no crime no trial or no court you can look in your doctors no one had me to come here and i appreciate you guys allowing because i never got a chance to speak openly to anyone about my property at all we want to make sure as we're doing it and we give you that opportunity tonight and then we put the past behind us and move forward with it please but again that's the thing is and i'll turn this over let the board speak after that but my thoughts and i i think i know the questions the board are going

[0:31:22] to want to know the main thing is we can't let the out the house can't especially if that were if that were my house that had that much family significance i wouldn't want it to look like that and i tried to get it fixed sir i was banned off of the property way before then and when i told them oh my husband want to say something okay yeah we you know they approached us first about the property we were living in sicily you know they reached out to us and said hey we're about to lose this property help us do something with it you know so okay so we picked up started paying on taxes and eventually probably went to the tax sale and we ended up owning this property so we had come back here to manage the property now that we didn't have a house that we already living in we had to manage this house and the property all down haley road but you know a family more than just two people so all of this got dumped squarely own us yeah whose name is on the day my name is right here okay you know her name is on his eat so but my responsibility for him but it's a great chunk you know and we're trying we're trying our best if you those aren't today's pictures no they're last week's because i painted the right part of it last week i went out there after the trespassing sign got put on there and the code officers went and took pictures of the notice signs on the windows i guarantee you people pay attention to the little trash bags and saying they wouldn't tear down the mailbox they had 16 19 on it well i didn't turn them i didn't turn it on my back it was set in concrete about about two foot of country they wouldn't do that but they wouldn't break in a house and then another thing is it they vandalize and we have to go down

[0:33:25] there and put everything back to where we start the way it has to be where do you currently live they were in sicily where are you living now now we move back we live in memphis so you're going to and my suggestion would be this i mean obviously um you know a week is not going to make a lot of difference in the pictures this home needs extensive work and i i'm working on it and i guarantee you right now today it does not look like that and so my suggestion would be this i know that no one up here wants to tear someone's home now and i appreciate that but the only thing is something's got to change it's not fair to other people that live in the city for to have to live next door to home like that i didn't realize that i could come back and own my property and cut do anything to it because i was banded off that property where's the legal notice that you told me you were banned you have you have legal document said you were banned no sir i don't have a legal document when any time a policeman come to your face and tell you if you don't get your black butt off of this property then i'm going to send your a to jail and you will be down in hernando in jail well i'd like to let's move past that because that's not how you're going to be treated that that that to me tells me what people did i need to see because she told me not to even say anything she said i answer questions you listen to me well let's if we can please let's move past that because we're trying to we're trying to help you tonight i appreciate you guys the only thing i would suggest and i'm gonna shut up and let the board talk and let whitney talk my suggestion would be this um you provide us with a written detail of what you're going to do to this home and a timeline on when it's going to be renovated and and bring that back to this board and as long as you follow that and keep your commitment i would suggest that we don't condemn the property yet thank you but until then we've got to be able to answer to the citizens that live around you that something's going to be done and can't sit in that condition for another six years and i don't believe it should it shouldn't have been like that but i

[0:35:27] didn't even have the audacity to work on it i was told to get off of the property this young lady is really fabricating the latinos she told me she taught me well well this has nothing to do with women but anyway here's what i'd like to do if you will and again like i said i'll open the floor up to the board can you give us a timeline on what you're going to do to this home and when you're going to have it done mr miles made the comment that by december you could have the house i can i can have a quite a bit of it taken care of by december well the only thing is quite a bit of it i'm just subjected we're going to need objective we're going to need exact things well right now i'm painting the house okay i'm gonna fix the boards on the house but all the boards on the house has been repaired right but what i'm talking about matter of fact i'm trying to get to i'm gonna get the electricity turned on by next month before next month and um i will be um moving into that house are you putting new electrical wire yes sir with our yes that's why that's how we got the situation to begin with this objective i'm going to do that would be my suggestion and then bring that back when you have time to prepare that at the next board meeting come back give us that timeline and then my suggestion would be to give you enough time to do that thank you but but i do i need to again i need to stress the fact that we need a direct timeline and exactly what you're going to do from a construction to show you the standpoint time we come back too sorry that's one thing has anybody driven by that location the last day have you what did you observe sir

[0:37:30] it looks very similar to this these pictures okay well she's uh put on a kilt white coat and she's gonna put she's painting that we got paint that kills from the outside we pressed a lot of the outside wood and everything uh totally repaired the right side of the or the west side of the property now repairing the east side of property those are things that just happened in the last week but with all due respect and this home i can just take by looking at it there this this is more than cosmetic things paint it needs expensive you've got it looks like foundation issues you've got uh obviously rotten wood i mean you've got serious things going on here i mean this is going to take this is going probably going to i mean and i don't unless you are a full-time construction person we're addressing all those issues or the rotten wood or any kind of replacing situation the roof yes the foundation the cistern we did read your uh detail document you know and we are cognizant of what would have to be okay if you would just bring back if you would bring back a detailed construction timeline and a detailed uh construction plan on what you're going to do the property and bring that back before the board at the next meeting my suggestion to the board tonight would be to not proceed with condemnation really have the opportunity to be fair and to do that with the understanding that you would do understand that there will be a direct timeline or we're going to proceed forward i'm curious as we'll just keep your timeline first answer that question and it being a historical significance that doesn't mean it's they built it last year this is around 100 years old so it's going to be something to see i think everybody out here would like appreciate you stay in it we'd like to give you a chance uh

[0:39:31] we're going to need some action on y'all's part okay it's not ready to talk started taking action on uh through the site and you can help detail this meeting and then there and whitney your timeline you can kind of come back well i would tell you uh building inspection and things like that i told you i'm working on the house so you know walk through and be able to tell give us an assessment of what he he sees as far as what needs to be done how extensive he feels the damage is to be to bring the house back up to code well during the hour because the bottom line is the house is over 100 years old so i was trying to keep this uh antique significance of the house it's not going to be the structure itself whether it's whether it's inhabitable that'll be what he does so let us know okay the plumbing um has have to be redone because someone's right i agree with all that i'm saying he's going to let us know by walking through let us know how much how much needs to be fixed to bring it up to where it's livable and we as board and mayor would feel comfortable going through with allowing them to not take it down and that's the key thing is is the codes come in to make sure for your safety and anybody else's that the house is livable it can be inhabited by people right now in the state it's in i don't see that anybody could be living there well i i i guarantee you moving in today tomorrow because it is livable again that's why i got furniture already in there definition we're going to take the subjective definition of livable out of it and we need a detailed description thank you the building inspector can help with that to show you exactly what needs to be done and then with the timeline and therefore it can make a decision i appreciate it yes ma'am thank you very much and whitney would you

[0:43:36] owner we've also got a return fedex as we always do where we tried to send it to the actual house was sent back to us we followed all the legal procedures on it um so again our recommendation of this is to have it torn down so moved second we have a motion modern flores second by autumn and gallagher i want to try this a little differently are the property owners in the audience tonight if they had an attorney i talked with them when they um keep helping someone else if they won't be here okay so no discussion from the property owner so is there any discussion from the board nick did you just say there's no objection from the property i'll let their attorney know that you know we're moving forward the condemnation and um there was no any other discussion hearing none roll call yes okay next on our agenda are our mpo projects uh to get activated something that we're very excited about we've been working very hard i know whitney spent a lot of time i'm very excited about them the first one is a request to activate the snowden grove pedestrian project again this one with me if you'll help me with details basically this is going to provide sidewalks throughout snowden park uh this will be using mto funds uh metropolitan planning organization federal money that the city has applied for and uh we'll have a co-op match on that but then as soon as that's activated and approved then that again we'll put sidewalks through another part that's right i'll make that second we got a budget from alderman florence second by alderman ferguson is there any discussion yes sir i'm looking at the

[0:45:39] map here uh where the sidewalks are going in is where the dark area is okay we're not taking any it's not going uh back toward church road on the side where people do a lot of walking i know to go to like concerts and well you're gonna have to carry down snow lane the reason why it stops right there around the snowden house is because that's where the trailway from central park to snowden park takes it so they'll have the connectivity there so we started this one actually where that one stopped so this one will take you through the ball fields it'll be a cut through uh the treat area from snowden lane in between the two complexes with the ball field it'll carry down may boulevard and connect and allow access from the senior building in the office this sports plex it'll bring it down there but they we haven't finalized the overall design some will be wider we may be able to use bike and pedestrian trails together some are just going to be standard sidewalks okay it should connect everything and then connect to the other project yeah i think that'll definitely bring more safety through the park for pedestrians from the ballparks amphitheater wherever they're going i'd like to add a couple things that whitney and i discussed we're looking at the design of if you'll notice there's a duffel bar in front of the amphitheater that way concert traffic will have sidewalks on both sides of the amphitheater that was something that we added i felt like that was important since you have people going to the concert on both sides the other thing is you'll notice it connects to our tennis center and as we do tennis expansion you'll be able to a lot of people already using pine tar alley you know as a uh to walk and ride bikes and things like that so having a walkway there we think will be tremendous for uh pedestrian friendly options as well so we also provided the access between the two complexes to get to the main parking lot of baseball fields in terms of overflow parking for them but they're trying to calm that down as well so there was one other question i had for whitney this may be useful for y'all too i asked why we couldn't run the sidewalks north on snowed lane up to goodman because you do have a lot of people that

[0:47:40] like to run you know you know run and walk in that area with those sidewalks but when you get into getting these approved through federal money they don't want to connect that to a major roadway like goodman so we had to stay a certain distance away from good is that correct with that and they want to know you have a beginning point and end point just to kind of leave it out there stepped out into goodman road knowing good in the roads never going to have sidewalks and there's no way to cross it it didn't it wasn't an ending point for the project so we had to find a beginning point which would be where we end with the central park snowden park connectivity all the way up to where our sportsplex is there is a definitive ending point for it is there any designation on what's going to be wider and what's going to be the normal size we haven't really got into a whole lot of the design yet all we had to do to get the project approved you have to propose the planning kind of summarize object and it should be prioritized to be in there we don't really get into the actual design of it until you activate it and we get a firm ready to design it which is the steps we'll be taking next and then you get to see these are going to be the wider ones with multi-use it's going to be just like only it's going to be sidewalk only we won't really know that until we get a little bit more in depth and we'll bring that back to you and we can make any changes at that point i'd like to see as many wide ones as we get right and just also fyi speaking of uh pedestrian friendly this is uh we're just now as a city starting to have pedestrian friendly options like this and uh this one obviously is at snowden but there there's actually three other projects that are not on the ground yet that are before this the first one is the main street pedestrian project it's going to have walks on main street from highway 51 to city hall there's a carriage hills pedestrian project that's going to add sidewalks to connect the schools throughout carriage hills so the children don't have to walk in the yards in the street any longer so those are two big ones going and obviously the big one is the multi-use trail that'll connect uh central park and smoke park so those three are further along even though they're never as far along as i like them to be

[0:55:54] okay that motion carries the next is our planning agenda we just have one on the agenda and it is a request for conditional use permit from the heritage christian life center it's going to be just north of our station three on um elmore they are wanting to replace their existing sign with a great monument sign and a reader board on it reader boards in that area so they can have six inch letters and amber lighting they have complied with that per their drawing it's a great improvement for their existing sign it is compliant so we're asking for approval tonight is there any discussion the height on this one meets the standards you have nine feet to work with as you can see they didn't utilize all that they have an eight foot sign three foot prick base uh three foot primary sign and then a two foot section for the reader board so it's compliant and it's actually less than what we allow them to have okay we do have a dimming situation on it so if we find it it gets a little intrusive to the people across the street that's back side as houses over across from savannah creek and we can have them dim it good to know okay is there any other discussion yes thank you okay next on agenda is my mayor's report just want to update everyone on a couple of uh items first of all we do need to approve uh audit services grab my 16. um chris is there any details

[0:57:57] basically just hiring the company that's going to do the audit basically i disagree with those uh support very invalid again they performed our fy 15 audit this is just a professional service agreement to have them perform the fy 16 it's like every time i'm up here i'm either we're either talking budget or audit budget audited and then we're back into audit season so uh that will engage them to do our my 16. i know the cost is 37 500 how much was it last year it was a little over 30 000 each year between the gatsby the new regulations auditors have more and more responsibilities to do on as all in our books and they look at his professional fee service we've got their fee structure in there they're anticipating that much more hours and so they're basically not going to see 37.5 so they do go up a little bit this is still significantly lower than what we paid in previous years we've hit over fifty thousand past years as you recall last year we went out and saw proposals again and we received some and his board selected for marriott ballot and we're recommending to stick with them and uh for 2016. exactly we have a motion waterman payne second bottom and brooks is there any discussion hearing none we're all called upon yes yes yes okay that motion carries all right just to update you quickly on a few things um we have made some changes or some changes will be made in the near future regarding city hall security we can't turn a blind eye to the things that have gone on around our country it's 2016 we've got a we've got to protect the people that work in this building we are going to change the access points and

[0:59:58] and make it more safe on knowing who's in the building we will eventually have a police officer that will be in city hall every day we've had a few incidents that have occurred over the last month that have raised some serious concern and so from this point we are going to take action we will have an officer here like i said we will restrict access mainly towards the water department and then also towards the main entrance which is uh right here near this room but um those things will be coming in the near future uh at this point will we use this building for governmental purposes only over the years there have been some very strange uh tenant situations here it just doesn't make sense in 2016 we take that kind of risk not knowing who's in the building uh so from this point forward this will be a government facility only we are contacting the other tenants of the building that are here now just to let them know that at the end of their links that it will not be renewed we received some bad news recently we opened the tennis bids for the tennis expansion as you all know the uh the last on our park expansion list we did we've done them in the order of the plan as it was approved we did the senior center the senior center came in at budget which is right at 2 million we completed the snow and grow many stadiums actually we came in about 200 000 the tennis expansion you know this uh haven't been sitting down something this large before uh we're relying on advice from a lot of different people and the uh cost to do eight courts uh in addition to uh i brought a picture of the uh right there on that easel to show everyone what the complex will look like but it's it's more than just the courts you know you've got the pavilion you've got bathrooms uh there'll be bleachers but we've realized that in addition to that where it is now and

[1:02:01] just to remind everyone uh is where the old moose lodge uh softball field used to be that's where the dirt mound is there that's the site of the new courts uh but we put the courts there we've gotta leave room for parking on the east side so we realized that um after receiving the bids that there is going to be more uh i never say this word right then help me but technological is that right plus enough basically what that is is land it's clearing the land going into the wooded areas getting the trees down making sure the drainage is right in the wooded areas and we realize that we have more work there to do than we initially thought so then the other thing this is information i've been told is that with the general economy changing in the construction industry uh there is more work there it's driven the uh the demand up um so the cost is more significant but we we were kind of kind of shot in the dark we were looking at you know 800 to a billion dollars to do the eight courts and the lowest bill we got was 1.7 million so it's it's tough on us um i'm going to get into i didn't have that on the agenda tonight because i just got the information yesterday myself i did not want this board to be rushed to make a decision to accept a bid i still have some questions that i'm trying to get answered before we put this back on the agenda to to approve or to accept a bid but just to let you know and i will send information out about the financials but in our budget uh again this is all being funded by the pennyview parks tourism tax but we would have to to make this work we have to be conscious of the fact that in 2017 the tourism tax has to be extended uh we're only counting on nine months of the money just worst case scenario in case we didn't get the tourism tax extended so even taking that into consideration we would still in having the benefit in a 16 of a couple projects coming in less than budget uh we have the money to do it the only

[1:04:04] thing that we would have to do is we would have to bump the next thing on and i'll show you the details we're going to be within dollars i will tell you either today hangar money so that's replenishing our surplus um our 12 so we still have about 900 000 available in there we do so i still think it's not even though it's horrible news i think it's not something that we delay you know if we get worst case scenario we still have we can pull a hundred thousand dollar actions but i don't want to count on that not knowing exactly when i'll let you know that the bids aren't you know it is another great design by urban art it's really really nice but we'll talk more about that between now and the october for me just update you on the rascal road extension i know we talked about the other npo projects that we're activating tonight one of the ones uh that's not an npo project it's uh being totally city funded one that we've all been very excited about for a long time is highly needed oklahoma on rascal 51 to get well which will help us tremendously with public safety and right around the corner uh so we're looking at a projected construction start date of december one and we plan even you know you know obviously we're going to be in the winter months so weather becomes a serious issue with road construction but even conservative

[1:06:07] we believe we'll be driving on that road on july 1st 2017. that's all i have this evening next on our agenda please come forward talk with you i am a federal contractor in a pilot program called the veterans economic communities initiative and the mission of this is to improve economic outcomes for veterans and i'll relate to you how this might might relate to south africa in just a minute over the next five years the department of defense has said that each year for the next five years they're going to be discharging about 200 000. one of the hardest times for these people that are in the military is when they're released from the military because they go from having a good paycheck and all of a sudden they're unemployed so the department of defense started a class and what they what they do is they teach people how to apply determined was that jobs are siloed in our country and so what they wanted to do is fix it to where these people while they're currently on active duty within their largest members or tsms what we're trying to do is fix it to where they can find the jobs from veteran friendly employers these are employers who are actually doing something to attract veterans and have them apply for these jobs during that last already well into the hiring program tell you

[1:08:08] you know i can spend a half hour explaining this in depth but friendly employer and partner with the va in this initiation 2015 time has been extremely successful and is responsible for almost 600 000 veterans and transitioning service members going to work which is a lot so they put us on the ground in june they decided we didn't need the pilot program anymore because it was through september 30th in the next 10 days i would love to talk with you or your hr person and um that's pretty much what i'm here for and is to just relay this information to you and i'll hang around and i have cards if anybody has a question tonight you know anything else i can i can add to that i will but i'd love to see south haven become a veteran friendly employer but one more thing i'll add to this too your next best industrial mechanic may be somebody from kansas that's sitting on the flight deck at the uss ronald reagan that would never know anything about and so can individual businesses try to hire veterans i just signed up we have people who have small businesses i'm a veteran if you want to reach out to me you're more welcome to appreciate it i saw y'all
