[0:00:00] for tredania's beard with northwest church of christ please remain standing after that for our pledge of allegiance that will be led by alderman paine thank you pastor beard for joining us tonight yes sir let us pray father god in heaven we thank you god for this day all your blessings thank you god for allowing us to be here uh we thank you god your word has stated that we as citizens ought to obey the governing authorities and we thank you god for those who you have put in order to maintain peace unity among this city we pray for the mayor tonight we pray for the city of philippines that god give them wisdom give them strength their god we pray for their agenda that is set forth that god they not only will be pleasing to you also maintain unity in this city in jesus name amen amen to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice first on the agenda this evening is approval of minutes for the november 7 2017 meeting mr mayor move we approve the minutes of the regular meeting of november 7th 2017 with any additions deletions or corrections second we have a motion ballroom second ballroom in brooks is there any discussion hearing none roll call yes okay and that motion carries takes on the agendas are fi fy17 audit professional service mr chris wilson will tell us the details mayor board this is a professional

[0:02:02] service agreement with fort berry and ballard they perform their last two audits and it is the recommendation of our finance administration to engage them again for our fy 17. the contract price for this is not to exceed 41 500 and the average price of the last five of our audits was 42 839 so it comes in just about where we are anyway last year mr mayor i mean we accept ford marion ballard as presented on the state second we have a motion by alderman brooks second baller and wheeler is there is there any discussion hearing none all in favor say aye aye all opposed say no eyes have it motion carries next on the agenda's agreement with uh pbj happy day shows incorporated mr nick manley this is the contract with the pbj happy day chefs incorporated for the spring fest they are they have been doing our um springfish for the last number of years or for quite a few years it just puts into contractual form everything they've been doing last couple of years same same compensation that will make 35 30 35 of what the revenues are and allows them to operate springfest with the rise for us this year with pbj so any questions christy or i can answer those mr move we approve the contract for spring fest with p b and j and allow kelly is there any discussion next on our agenda is a resolution for

[0:04:14] our restaurant tourism tax for parks we have uh one alderman that's not with us this evening so it's my recommendation that we table this to the first meeting in december so we can provide this resolution to the state just to quickly update everyone our last meeting we talked about and then we voted upon a resolution that requested an extension we've since learned that the state legislature is going to ask us to have a new referendum so for that reason we do need to pass a different resolution that allows either an extension or or a new referendum depending on what what they request it is challenging as we said last meeting you know um we're at the mercy of the legislature they passed this uh we try to submit a resolution that you know that it's the ultimate thing that we get something that's passed and becomes a reality so it's a little bit challenging sometimes when we're not the governing authority that's making the decision they are so basically we've asked many times you know tell us what you know what we need i mean what's going to get approved and so there's been a little bit of you know miscommunication at times with that but it is clear now that they are going to request a new referendum so that's what we need to amend and adjust it to but i would prefer that it be a unanimous that we all get to vote on it uh so i would uh suggest that we make a motion and tablet and discuss that resolution again first meeting in december i'll make that motion a second we have a motion by much of alderman hale and second ballroom and brooks is there any discussion hearing none all favor say hi i'll oppose say no i just haven't motion carries we will table that okay next on the agenda is a resolution for support for the desoto county veterans park and the soto county visitors center to have improved signage on interstate 55 as you

[0:06:17] all know the the wonderful desoto county veterans park that was led by r.g and diane moore that are here with us uh that became reality a little while back uh since then we we realized that we want to call more attention to it more people that are on the interstate to know where it is it's a great a great place and we want to call more attention to it kim terrell and i had a discussion of years back even before the veterans park that we felt like our tourism office our visitor center uh did not have enough visibility as well you know it's a lot of people don't even know where it is and it's it's also a great a great facility so um that has been discussed for a few years but since then there's been a little bit of activity i think with senator parker and mdot uh to allow the signage to be done so basically what mdot has requested from us is that we pass the city resolution you know expressing our agreement that a new sign needs to be done there kim has you know put some details together on what she thinks needs to happen i think the sun now uh is on it's on the blue side on the other side and it indicates the tourism center she feels like it would serve a better purpose to have a different sign that says visitor center which will attract more people to come there but the main thing is we need a free-standing sign we don't need it just to be on another side we need more visibility either unlike the brown signs that mdot uses customarily on the interstate but a brown freestanding sign that says desoto county visitors center and desoto county veterans park so that's what that's about so basically we're just showing our support and we do want a new sign there mr mayor i'll make a demonstration second we have a motion by alderman payne's from martin kelly is there any discussion hearing none well audrey kelly yes letterman hill yes

[0:08:20] alderman payne yes honorable gallagher yes yes okay and that motion carries okay next on the agenda is a resolution proving refunding of a portion of 2010 general obligation bonds mayor board this is a resolution for advanced refunding as we previously discussed your geo bonds are allowed one advantage refunding for life of the bond required to it's called the bond dates um that by all accounts that legislation is changing as of january december 31st to wherever you funding some of the new tax laws will not be allowed so that's why this was before you um our history is normally not refunding any issuances until we get about six or seven percent uh savings state statutes mandate at least a two percent this would come in about three percent so while it's lower um it's basically about 130 000 savings on the remainder of this 2010 issuance and um it's just you know over discussion as we discussed it it was the um the one that we had available for an adventure funding and most likely as of january 1st we won't be able to do any more anyway so mr mayor we will adopt the resolution of the mayor board of aldermen and the city of south haven authorizing and directing the issuance of not issuance of not to exceed three million six hundred eighty thousand dollars of city south africa general obligation refunding bonds series 2017 for the purpose of advanced refunding and deceasing certain outstanding debt of the city of south america second we have a motion bond in pain second byram and brooks is there any discussion yes okay that motion carries

[0:10:33] next on our agenda is our planning agenda miss whitney cook uh yes sir a couple months back this board gave my office permission to go out for an rfp to do the new conference plan a 20-year comprehensive plan we've got one in place now due to expired in a few years but is outdated we did send out that rfp got some responses from a couple different firms our recommendation for tonight is to go with bridging watson llc they're based out of oxford a little history behind the owner of it who's actually in the audience once worked as a planning director here um went to the university of memphis so he's a local guy has a lot of familiar aspects to the area work through tunica so our recommendation is to go with them we did have it in the budget and his not to exceed number is below that number so we are compliant with the budget numbers that you granted us but we would like to recommend awarding it to virgin washington llc mr mayor i mean we award the recommendation of the conference plan that bridge watson that's presented on the stage thank you we have a motion by alderman brooks second ballerman wheeler is there any discussion would you come back with a formal contract or how you can do that just proceed like that i mean you tell me how you would like to proceed i could just get like an engagement letter that way and then we just put that in a minute for the next board meeting okay let's just present the minutes based on the recommendation tonight that's okay yeah we can carry forward with accepting it yeah go ahead accept this nine and we'll uh put an engagement have an official letter within the minutes reflect the next board meeting i mean because we're not starting between now and next morning no the plan is and just to kind of give you a little run down we were planning on doing the recommendation in december we want to get an expedited so the plan is to get them started on january 1. it is an 18 to 24-month process we want it started quickly but we kind of wanted a fresh start beginning of the year so we have time if you want to submit something to get it signed oh no just here's just the letter of outlining it open our minutes

[0:12:37] is there any other discussion and since we haven't done this i'll just make one comment to inform the board um it's been what 16 years 18 years since we've done it started in 2000 it was adopted in 2002 okay so it's obviously time you'll know that um but uh we will be working with bridge and watson i mean obviously we have uh ideas you know on uh our vision for the city you know what we want to see so we will be working with them sharing our ideas sharing you know our vision with them you know obviously seeking their assistance and helping us you know make this a formal plan but input as well i mean we want input so any ideas that you have please share that with me i'll relay that to them um i will have a lot of input yes so i think y'all learned that by now i didn't you know i take my job seriously i will have a lot of input so but anyone any other discussion hearing none roll call members yes kelly yes ottoman hill yes yes yes watermen wheeler yes okay motion carries and then number two is not okay okay okay thank you next on the agenda just a quick update mayor's report i'll be short tonight i'll read your proclamation we have small business saturday coming up uh i'm going to read this resolution whereas the government of south haven mississippi celebrates our local small businesses with the contributions they make to our local economy and community according to the united states small business administration there are currently 28.8 million small businesses in the united states they represent more than 99.7 percent of all businesses with employees in the united states and are responsible for 63 percent of net jobs created over the past 20 years and whereas small businesses employ 48 of the employees in

[0:14:41] the private sector in the united states and whereas on average 33 percent of consumers holiday shopping will be done at small independently owned retailers and restaurants and whereas 91 of all consumers believe that supporting small independently owned restaurants is important and whereas 76 percent of all consumers plan to go to one or more small businesses as part of their holiday shopping and whereas south haven mississippi supports our local businesses that create jobs boost our local economy and preserve our neighborhoods and whereas advocacy groups as well as public and private organizations across the country have endorsed the saturday after thanksgiving a small business saturday now therefore hi darren muscle white by the authority vested in me as mayor of the city of south haven mississippi hereby proclaims saturday november 25 2017 as small business saturday and urge the residents of our community and communities across the country to support small businesses and merchants on small business saturday and throughout the year last thing just made me want to wish everyone a happy thanksgiving i enjoy working with the board it's a pleasure to work with you uh all of our department heads and all of our employees in the city do a great job throughout the year we all stay busy with so many issues so i'm guilty as everyone else but i'm stopping and saying thank you so uh tonight i'd just like to thank the board members i appreciate all that all your sacrifices and all that you do and your dedication to making the city a better place and all our department heads employees too thank you very much and i hope everyone has a happy thanksgiving next on our agenda is our personnel docket mr mayor i believe we prove i move that we approve the personnel documents presented on the state second we have a motion by alderman brooks second arm and pain is there any
