[0:02:05] hearing none roll calls yes no motion carries next on the agenda is a deputy court clerk appointment this reynolds she was appointed by the uh judge neyman under their appointment powers when he appointed last summer allowed them to also appoint deputy court clerks pursuant to the applicable statute so tonight just entering this into the minutes and um reportedly taking the action other than wrongfully noted this was there 15 minutes that this appointment was done and entered into the minutes on april 17th governmental transfer this resolution will allow the surplus of a vehicle a lawnmower and a copier um through international the surplus but also allows for intergovernmental transfer to the city of fayette mississippi for nominal value as it will allow for the city to dispose of these properties but also allow for fayette mississippi to utilize the property and take the properties the evidence they need it through some budget shortfalls and it's probably going to be the best interest of the taxpayers of the state for this to transpire also fayette mayer has signed the agreement which obviously puts them on notice that his property size is and hold the city harmless for any issues with the property uh so tonight the authorization before the resolution to surplus the property along with intergovernmental transfer percent of 31 713 to fayette mississippi and allow the mayor to sign the agreement with mississippi okay

[0:06:12] we have a motion by alderman payne second ballroom in flores and again there could be some other city employees are working on certificate of certifications and other continued education that may attend is there any other discussion hearing none all in favor say aye aye aye any opposed say no i just haven't motion carries okay next on the agenda is a resolution uh for donation to the desoto county economic development council salute to industry and this is the resolution within the last couple years with the donation to the salutes industry for the economic council in the amount of 700 uh under your local and private or the 21 19 44 statute so moved second we have a motion florida's second harm in pain is there any discussion hearing none roll caller i understand there's no planning agenda with me okay we'll move past that uh next is uh mayor's report just want to update you on several things uh first of all the desoto county spring cleanup week is going to be i guess it's going on 4 14 to 4 22. excuse me and then we have the uh eighth daniel de soto county earth day which will be on april 21st we're going to have an arbor day celebration friday april 27 at 10 a.m to honor former fire chief ron white senior there will be a tree planted in his honor at the at the fire training center and then just a couple other things we do have um we have some emergency repairs that need

[0:08:17] to be addressed that we need to take some board action on uh the first one was the uh we had a uh pipes froze at the snow grove amphitheater so we had to move quickly to get that repaired obviously we're going to have entertainment there at spring fest so we had to do that we had some repairs with surf pro to get the water out for getting mold clean it up it was about ten thousand dollars so i kind of got a motion to uh to approve that and have that in a minute so make the mission you have emotional arm and pain was it armed with wheeler influence all in favor say aye aye all posts say no i just have it motion carries on that purchase at the stone grove amphitheater um just found out today we all have also had two emergency situations with water wells uh one is at our college road location the other one is our green brick location uh we believe the total to be about eighty thousand dollars here uh this will be funded by the utility surplus that's what that's for for emergency situations but that's something obviously with our water that is an emergency and a knee has to be repaired can i get a motion to authorize those emergency repairs got a motion ballroom and kelly second alderman payne any discussion hearing none i'll ever say i'm any opposed say no i just have it motion carries okay just a couple other positive updates our tennis pro shop we're expecting that to be completed the first week of may so if you've not driven by there please check that out as you all know that's the old the old metal building that's been there for 40 50 years when the tennis expansion occurred last year we needed a place to house a pro shop it will have bathrooms concessions

[0:10:22] it has a covered porch area where people that are either spectators or parents when their kids are taking tennis lessons they can come hang out there and get something cold to drink we do have an outdoor fireplace there and we will have a tv outside so it's really cool what what has been done to that old building it's really nice a lot of people have given me positive feedback about it they really like it and then something as simple as if you're traveling here from out of town uh you're playing in a late tennis game i'm not a tennis player but try to i'm assuming if you play on a late sunday you're trying to get home just something as simple as having a place to take a shower before you hit the road so they'll have that now we'll have both you know men's and women's locker rooms there you know where the players can take a shower before they go so we're excited about that that will be done first first week of may there is one other issue negative issue that i need to update you about y'all are familiar that we talked about the arena level on the arena floor before we did that we want to be cautious we knew that we were having some water problems underneath the arena floor so to be safe we did some research on that and not to talk about a negative topic but whenever the building was built um strangely enough the drainage was never connected so like we have drainage pipes next adjacent to both sides of the arena and it goes to nowhere it just leaks out into the ground so that's why the surface water is backing up underneath the arena somebody helped me understand that i don't know how that happened i understand it was built in two row three but we've got to do something about that so the cost to to extend the drainage hook it up um run it to horn lake creek and then repair the uh downspouts throughout the building so everything is draining properly it's about 115 000 so my suggestion to the board uh is that we um

[0:12:27] address that quickly um and then we'll have to sit back and reevaluate the leveling of the floor again that's something that could be contingent upon the tourism parks tourism revenue that arena is a park facility so it would qualify you know for that to be paid out of the uh out of the tourism revenue but uh but we we're having problems now uh we do need to do something about uh the surface water that's collected underneath the facility um what drainage are we talking about are we talking about like drainage off the roof and it goes down can it not just go across the parking lot i mean well i mean it's designed you know yeah the downspouts is designed to be connected and uh the pipes from what i understand after the engineering analysis the pipes are there it's just that they were never connected they were never connected to the orlando creek or so when it drains down there is a pipe there but eventually it just um escapes into the into the soil yeah there's no place for it to go so again i'm gonna leave that to someone that was working for the city uh if there's anybody here back then i'll let y'all update me on that because i have i can't understand how that could have ever happened but but anyway i'm just here to share the good news but if y'all want we can think about that um i don't think it's anything that would be catastrophic before the next board meeting but if someone's comfortable with that if you want to make a motion we could do that to do do an emergency repair on that facility like look at other options i'm kind of like i mean i got a feeling i know how the hell it happened i mean not how it happened but what happened but i also think you put it on top of the ground like on the parking lot it's a pretty great way but i don't know they can't do that right this is coming from dan cornell dan is dan not here okay this is dan's announcement he went we got the board hired dan to go check that out and this is his report back to you and this is his uh solution to you but yeah like i said if y'all want to

[0:14:30] wait and i let that soak i don't think it's gonna you know nothing drastic is gonna happen before the next board meeting if y'all wanna wait and do that and then just ask some questions at dan you wanna do it that way is it running under the building is that what it's doing is it when it comes down it's actually coming back under the building that's supposed to be right now the way i understand it is it is coming down like uh all the surface water not just from the roof but the roof water is obviously coming down the downspouts but when it's coming into the soil instead of properly having drainage where it goes in goes down into the culverts under the ground that's functioning properly but when it gets there there's nowhere for it to go because it's not connected so eventually just leaks out into the soil around the building so so we need to connect underground pipes to this yeah it's a major project i mean it's a project to connect the underground culverts uh to the proper you know drainage channels okay and this is today's the first i heard of that i mean i knew we had a problem that's when we hired uh civil link to check that out but um before that we i i didn't know that i didn't know that the culverts wanted there never connected doesn't make a lot of sense to me but we can wait like i said it's nothing that's urgent i'm just mainly informing you of that tonight that's fine i just it seems weird to me that we're having to channel the water underneath all that distance all the way to hornley creek it's the storm drain system that goes with that right it's not just connecting it okay but there's some dirt work i mean there's there's some you know there's some pretty significant um yeah well let's do that i just wanted to uh kind of let you know that that we do have that problem and we'll bring that back on the uh this wes west let's hear we'll bring it back we'll wait till the next meeting go back over to that and then one last thing a little bit of positive information

[0:16:33] y'all may remember last year we talked about in our beautification plan whitney not only beautification but bradley we we have some issues with the interstate system you know that mdot their budget only allows them to cut the interstate twice a year so we're looking for ways to do something about that obviously you know in mississippi you've got to cut the grass more than twice a year so whitney did some research and found out about a new program that's called the mississippi wildflower program to where uh along the interstate system they can go in and uh plant wildflowers and that way you just let the wildflowers grow and cuts down on all the weeds and the maintenance so we did sign up for that when he when he helped us get hooked up with that and so they had to come out back uh last fall and do some uh you know herbicide that killed weeds and did that but now it's prepared to be planted uh so we've been told that next week they're gonna plant the flowers so in the next few weeks we'll get to check that out and see what that looks like but we think it will just you know add a better look to our interstate system rather than just have you know a bare median or a bunch of weeds growing in the media let me scan my list here i had a lot of things here tonight okay i believe that is all that i have next on our agenda is our citizens agenda we did not have anyone that signed up with christy faulkner in advance but as you all agreed to do if there's anyone in the audience that likes to speak now is the time please raise your hand and then come forward okay please come forward hello everybody hello hello um mr mayor i want to first of all want to thank you for uh sending the peoples out to pick up the garbage in the back of my house i also want to thank you for uh having the people to come out and fill some of the potholes but they're doing a very bad job at it a bad job on the potholes

[0:18:37] they uh feel some and right side of that there's some more um when it rains everything just starts flowing down because while they feel the pothole they leave their things like step strike them like a bench like they're not smoothing it down in the streets you mean the feel that the feel is not smooth it's not smooth it's just sitting up okay and when your cars are hitting it's just like getting a pothole so i think they're spending a lot of money on refilling these potholes when they i think they could save the money and just drag the street and build the streets because i've been there for 11 years and they've been feeling proud of 11 years and it was terrible okay now i did since since we last talked yes i did add uh his tower that's the name of the street correct i did add tower to our uh street improvement schedule uh we did take it back through our process and evaluate it compared with the other streets that are also on the list and i promise you no one wants to say yes more than me to the streets i hate the streets when they're in bad condition but with a limited amount of money we do have to evaluate those we put a lot of thought and analysis in that so we sent that back there are some streets in front of tower but i want to say and i'll get i can verify this with you i think we have it on the 19 list which the the 19th budget year starts on october 1 so we try to go ahead and get a head start get some of the streets done before the weather gets cool so it's a possibility it could be done it's not only 18 scheduled we've already had that booked without the streets but it i think i've got it on the 19th schedule but i can confirm that and let you know that another question i want to ask anybody that has to have some i always know about laying on the ground though the post people put those mailbox back up that the people called the home called them and tell them just land on the ground that's a homeowner's response post office won't put your box back up okay that's a homeowner's responsibility

[0:20:40] okay where are the boxes on the ground uh down on top of drive that's two that's laying on the ground and then around the corner for me that's another one just laying on the ground they're just well they say they look like they were hit by a car no look i don't know what's happened to them they just um the pose is there and the mailbox is sitting on the ground and people later just dropping the mail into the mailbox was it laying on the ground yes wow is there anything from a code standpoint can we at least make a courtesy we can make column courtesy call i don't really have anything that would cite them but i mean it's an obstruction in our right way the mailbox is going to be in the right way so we can kind of right because we have a coal enforcement riding around i'm sure they're seeing this okay yeah we can we like so we can make a courtesy call and get them to check on you know ask them to put the mailbox but we don't have an ordinance that that can force someone to put their mailbox back up okay but i just i agree with you it looks bad we'd love we don't want to say that i pay so much money to keep my house up the grass and this weave and then painting in the roof and you know you know i was getting tired you just don't want to see people that you're not taking care of their home and people moving in don't cut their grass i don't care i don't want to say anything to them because i don't want to get shocked i understand but you have pride of ownership in your home and you want to see that with the other homes nearby because it does affect you right i understand i'm out there 70 years old picking up garbage you know when i'm afraid to talk to the neighbors because you know people's has attitude yeah well we'll um we'll definitely uh whitney will um pour that on to our code supervisor and we will make a courtesy call and we'll go down the street check them out make a courtesy call and ask them to put the box back and if you now if you see uh tall grass i mean that's an issue that that is a code enforcement issue okay you know there's we have a property maintenance code now so there's a list of items that uh you know that affect

[0:24:44] all the mold is removed and then also we have a little bit of build out you know to make it conducive to the operations of the police any other questions or discussion hearing none all better say i all right i'll oppose say no i just haven't motion carries and then just also notice i'm going to insert the uh liberation contract that was approved the last meeting for the helping with the spring fest into the minutes tonight so that will be reflected in this already approved no accident for the board take just no that will be convinced that's all thank you okay next on the agenda is our claims docket mr mayor we had an item removed from the docket at last minute in voice number seven one zero one five seven in the amount of seventy three thousand three hundred twelve dollars and twenty cents so i'd like to make the motion that we approve the claim stock at an amount of 1 million what was removed we need we have to have more action to remove it do whatever you want um in the past we've been able to say we approve it minus that minus that claim and that's the motion to do it and that's the board approval but if you don't want to do it that way you want to have a call for a vote on the motion to remove it you can do that as well okay so that would give the board members a chance to know that yes okay okay so what am i doing just go go no i just had a question about the way we're doing it in the past that's not how we did in the past we we removed we were going to remove something we voted to remove it no sir i mean in the past what you would do you remove it and then you voted without that thing you only had one vote in the past um so you removed it you make a motion
