[0:04:06] lake we're doing it already or however in the process of doing it and basically it just puts a protocol in place for each entity to interact with ems in ms and the police interact with that is hospital for a certain type of patient that may not be mentally stable at the time and it we've made some changes and additions to it which they accept it it's more of a it helps also i think with region 4 to obtain funding that they need for certain projects having these this mlu in place at this point i would talk to chief portal about it and my recommendation is to go ahead and enter into the agreement tonight uh and it allows us to then um have that relationship with with them and in that training for this that type of patient i'll make that motion second we have a motion by alderman flores second ballerman kelly is there any other discussion hearing none roll call yes okay that motion carries next on our agenda is a recommendation of an award in our utilities department this uh raise here if you get any questions but we previously went to bed on a axle dump truck and the lowest bid was um crow's truck was low and only bid for with crow's truck in the amount of 121 500 or 251 dollars uh and that included both alternates so tonight i just need a motion to authorize acceptance of the bid or awarding the bid and the mayor to sign the black vacation or raid assignment documentation associated with the purchase surrounding we approved the bid for the 2016 tandem axle dump truck with crows truck service for the as the lowest

[0:08:11] at you know the app that we would improve uh they're having a way chris am i correct we're tying all that all that together where if someone does a search whether it be the chamber of commerce uh southaven app or our website at all it will all link together any other discussion hearing none roll call yes okay that motion carries thank you do we have a planning agenda yes sir okay nothing on the planning agenda next on our agenda's mayor's report just one update showing a few things first of all i'm stating the obvious when i tell you that city of south haven is blessed to have an outstanding fire and ems department these ladies and gentlemen do an incredible job it's it's unbelievable you know to be at any given minute of the day you know to protect our city it's just amazing what they do and and we have a special uh thing that we uh have tonight to acknowledge them they are we recently received an award from baptist memorial hospital de soto they have a a program called the flip over heart awards and the city of south haven received the every minute council award and uh what that award is about is the crucial timing with heart attack and stroke victims and saving their life and i just i'm proud to let everyone know that there were 12 finalists with this and uh and we won we we have we we received the ever minute counts award and uh just want to acknowledge our fire and ems chief thornton and all of our ems personnel we're very grateful for you and we'd like to congratulate you on this award if everyone will join me in a you know an applause at this time
[0:10:14] [Applause] okay a few other things you may or may not have noticed when you came in but we have a new christmas tree at city hall in 2013 uh my first christmas as the mayor of the city i got the great news that uh that we had this artificial tree that was grand but that was broken and did not work anymore so i had the luxury of being able to make a decision on do i want to spend another forty thousand dollars on a christmas tree and uh and to me that was the easiest decision i've made in my three and a half years i was not gonna spend forty thousand dollars on a christmas tree so i was determined then that we would uh change gears and then we would have a real tree at city hall and we'd make it make it a new tradition something special for our citizens and we did that in 2014 and planted a real japanese cedar out front just on the edge of northwest drive by the parking lot unfortunately within 60 days of when we planted that tree we had another little mini ice storm that took its toll on our tree we kept praying for little charlie brown for a couple years and then we finally just had to give up we realized that it's just not gonna make a full recovery so i'd like to thank whitney cook for uh responding to my 8 000 emails the last two years about asking her how much progress we've made with the christmas tree but we literally have been working on this for two years but we we found a natural we we actually contacted nurseries uh in desoto county then we went out of state trying to find a really nice christmas tree and growing under our eyes was a 30-foot tree off of ralston right roston road and we found out that the people that owned the property did not
[0:12:17] care if the tree was there or not it was someone in the right-of-way anyway so we found a gentleman that could move it so we moved the 30-foot christmas tree i'd also like to thank our utilities crews for helping us save money they did some of the electrical wiring put landscaping lights there and then we have a term bid contract with a contractor that poured the circular sidewalk around it so if you'll notice now it does have a circular sidewalk with exits leading to northwest drive into our city hall parking lot we're not completely done yet it'll have spam concrete will eventually be stand and have a city seal there but anyway it's part of our beautification effort you know and again to start a new tradition and make it special for our people where they can you know come have uh pictures made at the tree and just you know making a special thing but uh we believe that um we haven't named this one yet have a whitney or we're still hoping that it lives referred to as big daddy well anyway we hope big daddy uh continues to grow and become a grand event here for our city but anyway thanks again to whitney for all her work and for our utilities crews and all their help and getting that done for us we hope you enjoy it too just a quick um infrastructure update i recently went to an mpo meeting for those of you that do not know mpo is a metropolitan planning organization it's a organization that manages federal transportation funds throughout the united states so we're obviously part of the memphis metro and we have meetings occasionally just to find out what projects are pending when they're going to happen and we have to make formal applications to secure that funding for our city we've done that i want to update the board tonight on some of those that are big for our city that are underway obviously rasco is underway that's not part of the mpo plan we are funding that with all city dollars as you all are aware but they are blowing and going out there with rasco that's being done now some of the other big ones that are on the application list are the nail extension which will connect um sweeney and uh
[0:14:22] and elmore uh that's on the list for 2020 uh getwell widening south and that is uh you know get well south of church road between star landing you know where we have the bottleneck we have huge problems there with traffic uh we've already made application for that and that should uh be a project that's under construction in 2019 but what that will do is it'll change it work bottlenecks there going south at church it'll make it five lanes with a boulevard in the middle all the way to star landing that'll be a big project for our city there's two others that are urgent that are smaller projects that if you've driven down these roads you know know it's a major problem that uh church overlay between pepper chase and highway 51 the condition of church road is horrific and we're aware of that that's why i'm saying in this public meeting what i want to know i'm aware of it i know it's terrible but we've already applied for money we've rushed that up and we believe that we can get that one done in 2017. so that will help us tremendously another one that has come up that we've moved up the priority list there was a pending project from the county that's been pinning for years to widen star landing and it's become evident that it's going to be years before star landing is widened until then we cannot make it until then with the condition of that route if you've been down star landing it's terrible and uh so what we're going to do is make a new application for an overlay of star landing so before it gets wide we're going to go ahead and try to secure mpo funds to overlay star landing and improve that situation we do have two other pending projects that are high on the party list the main street sidewalk project we're hoping that sometime late in 2017 that'll be underway and again that's adding sidewalks down northwest drive and down main street to highway 51. there's another one snowed in sidewalks it's a big deal we want to get sidewalks at snowden and get the amphitheater traffic off the road for safety also you know just quality of life or being able to you know walk run whatever whatever you
[0:16:24] want to do at snowden the sidewalks will also connect our new tennis center with the rest of the park so those are all ones that are pending we've made application for we're going to continue to meet with mpo try to push those projects along and improve the infrastructure in our city and that is all i have tonight there was nobody that signed up on the citizens agenda was there anyone in the audience who wants to seek foreign approval to speak hearing and seeing no one i'll move on to the next thing on our agenda is our personnel uh mr mayor i better be approved personnel documents presented on the state exactly we have a motion baltimore brooks second baltimore ferguson is there any discussion hearing none roll call yes okay that motion carries uh next our city attorney's legal update okay and let me back up for just a second while we're here um let's go back about that can we discuss the week for the holiday okay just to update everyone we received a memo about a month ago or a month and a half ago from the governor uh uh giving us authorization to declare holiday uh city holidays um and there's been an amendment to that he's come back and indicated uh that they i guess overlook the fact that christmas is on a sunday and so typically in the history of the city and state we've received two holidays for christmas and since it was on a sunday he just declared the 26th for that monday we've uh with the new memo we realized that we can also declare friday the 23rd which would be consistent with what we've done in the past that two days for a holiday so we need board action to declare that catalog you would declare the 23rd of the holiday 26th by law and the second will
