[0:02:03] I'll make that motion a second we have a motion ottom in Flores a second Autumn Kelly is there any discussion is this mpo it will be funded by the mpo but it'll be Federal Highway money and it will funnel down through MDOT and then down to our mpo to be distributed to us from there yeah well construction uh we anticipate 2020 you have to go to the design we have to go to environmental and obviously our right of acquisition if we can speed it up by all means if we see that we're gaining speed we'll ask for an amendment to uh the tip and ask get to be moved up they're aware that we want to work that way and it seems to have worked in our favor before but the estimated timeline for construction now would be 2020. so we're activating it now so we can start that process and we won't see any actual costs run through this for about another what festive year your engineering design won't come through until next fiscal year and I think our portion of that is about to exceed around thirty thousand dollars thank you and this was one that uh well we recently approved our NPO application list this was the one it was one or two on our list right purposes what's the motion need to be the motion my motion is to activate and to Grant the very authority to sign all necessary documentation okay is there any other discussion it's very known roll call yes okay and that motion carries that's our agenda's request approval of civil link for design and Engineering on this on the State Line Road pedestrian project from Highway 51 to Northwest Drive and onto City Hall correct this one is already activated we are already already in a process we did receive the sign mous from MDOT last week which puts us into the design

[0:04:06] process now we're allowed to do what's called a small purchase for design and um now and I certain engineering groups do our design work as long as it doesn't exceed a certain amount of money we do fall into that category civil link has been working on it for some time with us so we would request to keep some link on as the engineering design report I'll make that motion the Revelation Alderman kite and a second Alderman Kelly is there any discussion the question uh refresh my memory did will this include a bike lane on one side this does not include a bike lane on State Line Road it was really hard to fit that one try to retrofit in the design what we've got playing for this is the sidewalk five foot sidewalk on both North and South side at State Line Road from 51 down to Northwest Drive and that will be a five foot by first side between the road and the sidewalk then we'll carry the sidewalk down Northwest Drive South to City Hall it will be on the east side of the road at that point s of State Line Road and then I'll come down and to one side of Northwest we ran into some infrastructure problems on the west side so it just was a lot easier to kind of locate everything to the east side and that's where we wanted everybody to be able to access was in the municipal side of it so hopefully with the Carriage Hills bike lane construction starting in this one construction work I kind of looked at closing that Gap and see if we can't get it all the way from high school at that point and how wide are the sidewalks really room for life they're going to use it if they want to it's so whether there's not or right what we don't want them to do at this point is down the road not the aesthetic sometimes too we're hoping so uh once we get the sidewalks in there is some available funding for some streetscapes and some Landscaping to be put in but we kind of have to have the sidewalks in place first but you do have enhancement programs that can follow suit with that which we'll obviously work on then you have your overlay district with the decorative science and the acorn lights

[0:06:08] and stuff that we're allowing on those houses so hopefully it'll all kind of fall in place together each other and this is one that's been in the works unfortunately for a very long you know we've talked about this from I know three years we've all been here so so it's uh it is exciting to me to see it actually moving forward now any other discussion hearing none Rojo yes yes okay okay that motion carries thank you Whitney next on our agenda is a resolution for a donation to the DeSoto economic Foundation and this is for the uh the annual golf tournament that The Economic Development Council has salute to Industry every year um and that's their one of their main fundraisers to support their organization and we last a couple years we participated to have what we sponsored a whole and we put a city of Southaven team in it the total was at 600 700 okay so there's a total including the golf whole sponsor and put in the city of South Haven team it is 700 dollars if we adopt the resolution of the majority board involvement of the city of South Haven for donation to the DeSoto Economic Development Council salute to Industry I'll second motion baller with pain the second Alderman Flores is there any discussion and the only other thing I would say is the last few years we've I know ottoman Flores play I played Chief Long play and then at West play with us one year Captain Anderson last year so if anyone anyone wants to play uh let us know I had to look at the calendar and that's

[0:10:20] yes and that motion carries next on our agenda is a resolution and contract for intergovernmental transfer this go ahead this resolution is uh authorization to do an intergovernmental transfer of the city of Rosedale for two vehicles uh pursuant to the inner durable you're Surplus to get pursuant to the 1725-25 statute and then authorization to enter into the contract for the surplus vehicles as well this resolution will allow that the roads the city of Rosedale for two Public Works vehicles that we were no longer using that will help Roseville the baby to some vehicles to that they didn't have second motion by Alderman kite a second Alderman pain I just want to share a little neat story to go along with that we were Christy founder and I received a just a letter in the mail the mayor Rosedale is reaching out evidently are having some Financial struggles and they needed a couple trucks and I'd like to thank Christy for all her work Christy talked to to him and uh and after talking to Bradley and I'd like to thank Bradley Wallace as well he uh quickly got back in touch with us and told us that we did have these two vehicles that we're not using anymore and uh they were just uh ecstatic weren't they Christy they were and these are older vehicles as you can tell useful light pretty much used up by the city of South Haven but but we did have them and we were able to give them a quick answer of yes and they were just thrilled with that so it's really really neat that we're in the financial condition the city where we can something we're not using any longer helps some of our smaller cities in the state and they really really appreciated it is there any discussion hearing none row column yes

[0:12:29] okay and that motion carries all right next on our agenda is a resolution for use of funds from our local and private tourism tanks you could share that it's time for this month I apologize basically it's real simple our surf South Haven program we wanted to use the tourism money to help promote that and just basically to buy some T-shirts you know to have the logo with the service South Haven so we can encourage and kind of promote and advertise that to try to get more people involved so I thought we would do is just you know keep it simple Christy's checked on just getting about 25 uh just white t-shirts with the surf South Haven logo on it and then one of the first groups that uh gets out you know and does a project we're going to ask them to wear the shirts and hopefully that will just you know kind of create more awareness for our service South Haven program so we can continue to develop that and make it better but the money is just to be used for um uh t-shirts and then I'm going to get a golf shirt just to wear it around to promote it so hopefully people ask what that is and then we can get some other if y'all want golf shirts we can get golf starts for all the board members if you want to help us promote it kind of you know creating interest ing about it this is Mayor movement about the resolution of the mayor Board of Baltimore city of South Haven approving expenditure eligible under the local and private legislation chapter 933 House Bill 1618 is presented on this date second Alderman Brooks second Alderman Ferguson is there any discussion parts of the South Haven services I mean do we have a department headers well we worked this has been a lengthy process and just make to make a real long story really short um when we first started this initially what I wanted to do was and Chris Shelton helped me with this we set up a part of page on our website where it could be used and we're going to have one director that fielded all the calls and kind of did the coordination of putting the need in touch with the organization that wants to help and um

[0:14:34] it takes a special person to do that because we're asking to do it all volunteer and it's could be a lot of work so that is even though we've had a lot of people sign up to be a part of the network we got a large network of people churches and other charitable organizations that have offered to help but we've not been successful in finding that special person that has can make that kind of time commitment the gentleman that was going to do it Andrew Perry has been extremely helpful a lot of this he had great ideas with this a lot of the like the logo and all that was he created that and he's had two uh in the in the two and a half years we've been here he's had two babies so he's out you know he's you get his hands full now so you think yeah yeah so this line of change so I'll tell you what has happened and again I want to thank Christy for this we have realized since then that it's my fear that was going to be overwhelming for our office to do it but we've been able to do it it's really not been overwhelming it's been very rewarding we've had people call and Christy has just gone to our Network and picked up the phone and called some Churches and it's just been an immediate yes and they have the amount of response time has been incredible how these churches have gotten to the needs of some of the citizens that helped them so a long way to tell you I don't think we at this point I think we're okay without a director I'm just gonna my office will just act as a hub and Christy has been outstanding and helping doing that so we'll kind of you know just do that because basically after we do the handoff after we let them know you know what the need is their church or organization has gotten involved they've done all the work so it's not been working on our part It's just been really cool it's really it's it's working I'd be interested in seeing some of the jobs we do we have a list of some of the things that have happened and and we've um I think we've stunned some of them with how fast we put people on them and a lot of them have said well I don't really need that much help and so it's uh Christie's done an incredible job of when they asked we deliver it yeah I'll tell you it's been easy like you said

[0:16:36] when I pick up the phone the churches they're just ready yeah it's amazing that um that the the churches that are on our list have been for real when they say they want to help I mean they have had people lined out ready to go and it's it's been really really cool but uh but yeah I have that list if y'all any of you want to see some of the projects that we've done um uh we'll be glad to share that as well shows the good quality people we have here it really does it really does okay so we had a motion and a second was there any other discussion about the money for the surf South Haven sharps okay uh hearing none roll call it yes yes Gallagher yes yes okay that motion carries all right next to our agenda is authorization of award for equipment bids these uh the security department went to bid on four different pieces of equipment uh recently raised here to help me with any questions that they have but the uh there's four different uh obviously four different pieces of equipment the recommendations are in front of you for each equipment uh the first one would be I think RV first and you recruit yourself on the first one the difference wow yeah I'll say currently currently we have two dump trucks one's a 1991 model and the other one's a 2006 so this uh bring us up to uh a lot better service than what we have this would be all four different motions yeah the the all of the way it sucks they're all all four separate motions so the first one's the 2016 camel axle dump truck and the amount of 115 101 dollars to produce Trucking Midway Dr resolution City South Haven Board of alderman awarding events and Pros truck has presented on this day

[0:22:45] report just want to update you this evening with a few things first of all um this this Saturday the 26th will be our traditional Easter egg hunt it'll be at Snowden Grove it starts at 11 A.M rain or shine and it is for children ages infant to 12 years old was no admission so please encourage that if you can next thing is just a quick update on Spring Fest Christy's been working extremely hard on Spring Fest there will be a spring Spring Fest prayer breakfast on Saturday April 16th then Spring Fest will be April 19-23 wristband night will be on the 19th 20th and 21st along with our Carnival and then obviously our Barbecue Cooking contest entertainment this year is um going to be 38 Special on Friday night and will be Loverboy on Saturday night so a lot of people are excited about that including myself hey hey from the 80s I'm proud of it can you save a couple dollars for us okay and then a couple other things this evening um the um the street Improvement schedule has some questions about that warm weather is just around the corner laying our asphalt you know we had to wait on the warm weather we had our Citywide pavement analysis that was done completed by civil Inc and the other engineering firm that was done recently that's ready to go since then they've been taking the condition of all the streets and then putting the plan together to you know use a combo of asphalt overlay and sealant to make our

[0:24:49] money uh you know be extended longer and more efficient and we're waiting on that list we should have that in the next couple weeks at that point I'll send that out to all the board members so you'll know what streets we did take into account your request on the ones that you were aware of when we're setting up priorities so that'll be out within a couple weeks on the next agenda you'll see the uh the bid to um you know to approve a bid for the contractor the asphalt contractor and then after that we're going to give them the list and they'll get started so we hope hope that in April that we will start seeing our streets for this budget year worked on the senior center where I've been updating you here and there you know for the last few board meetings it is done the senior center is now complete after all the talk can we talk about a lot [Applause] I'd like to thank Wes Brown and all his help Brian Bullard with Urban Ark everybody else that played a part in that but it's been under construction it is done I would encourage all of you to go by there when you get a chance to look at it it does have a separate entrance in the rear of the building you can still come in the front where the baseball side is but it's uh it has its own designated entrance on the rear of the building which is on the east side so I'd encourage you to go there and and then check it out it's really really nice the first event will not occur until April 1st so it is done first event will be open for the Forever Young program on April 1. we're going to try to have a grand opening ceremony try to do a dual thing with that and the baseball Improvement so we can do it all at one time so the baseball improvements are are underway the weather all the rain is settled back a little bit but we still think that we'll have the baseball improvements done uh by late April so sometime in May we'll do like a combo grand opening for the senior center and the baseball improvements what I'd like to do is everyone that's there will start the event at the senior center there and then we'll just all go for a like a tour and we'll go look through stud Park and see all this done but

[0:26:52] again I would encourage you to go by there it's starting to change the skyline it's node you can see the the rafters for the stadiums that are already up now and then of course the bathroom and concessions that have been added at quite big and quite C are already up framed up and uh where you can get a good look of what it's going to look like so I'd encourage you to go by there and look at that and then again all that's paid for with the uh the tourism tax the restaurant tourism tax so that's been very important for our city we're taking that money and making good use of it and we will uh again have that grand opening sometime in May um and then I'm about done with my mayor's report and I've decided because of the delays that we had and I don't want to jinx anything so I'm not going to tell you that pavement contractors are on Elmore road today laughs next on our agenda is our citizens agenda we did not have any one sign up Billy Christie okay so we'll move on next on the agenda is the um there's a Personnel docket Mr America we approve the Personnel documents presented on this day again we have a motion called Alderman Brooks a second to Alderman Maine is there any discussion hearing none or alcohol yes yes okay and that motion carries next on our agendas city attorney's legal update that's a specific tonight we'll move past that next on our agenda is our claims docket I swear it looks like we have two claims doctors person you know I'm sorry I'd like to make a motion that
