[0:02:16] next on the agenda parks professional services agreement mr mick manley these agreements uh authorizational west brown design and their professional service agreements would come here with tennis instructors to help uh teach his lessons at the um uh the esports center tonight office for west brown the science agreement and sign uh the contractors will be providing the tennis lessons um and that way they provide those lessons in the cities for the revenue since they're getting our fourth so on position tonight so second we have a motion bottom of gallagher second volume and pain during discussion hearing another roll call yes that motion carries next on the agenda is a resolution to amend our transient vendor ordinance yeah this is a one more thing that we need to do to clear up a bit of our confusion with the ordinance um the ordinance will as president amendment will authorize the importance of state law bill when you sell certain things will not require you to get the license but it will make it clear that you must still adhere to the accordance due to the arrest with the requirements for the transient venture so it will exempt certain um except for certain industries that exempt certain transit vendors from giving the license but it will still require that the transient vendor adhere to the regulations in the ordinance that are not associated with the license uh that was a little immediate in the past that they didn't it was like an error and how that was written so that tonight will clear that up to allow make sure that's in the

[0:14:59] okay that motion carries thank you all right next only jenna's our mayor's report i just want to update a few things there is one thing we need to discuss my office was contacted this week about the winter municipal league conference as you all know we have a large conference in a normal year in the summer and then we have a short winter conference in january both of which are done in person the one in the winner is done at the jackson hilton in ridgeland so this year they have uh coded 19. they changed it for as an option to either zoom in or either go in person so it's kind of weird to me i don't know exactly i guess it could be done that way i don't know how much you would get out of you know professional classes at mml through the soon anyway i just want to open up for discussion y'all see what your thoughts on more or less classes yeah don't understand that sometimes some of our legislators true but we'll need to know to book rooms if anybody wants you know not it's not an urgent but like it's not a sound that we have i don't know obviously i don't know yet yeah yeah well that's what chris and i talked about it is a little early to make that call a lot a lot of things could change between now and january but um but again i just wanted to y'all to be aware that this could be done a different way and you know to share your thoughts on it give something but you could do nice authorized travel for those who want to go and then authorize any calls associated with doing the travel for those who want to attend and that way that's a good idea so we'll go ahead and make a decision about authorizing trial for now for who as nick said for who whoever

[0:17:02] they want to go so we have a motion model and gallagher's second second longer than kelly um he's uh discussing about that all favors any opposing was having motion carries on the travel but then again back to the other parts of the conference you know we'll need to know as far as you know get hotel rooms that kind of thing yeah right yeah y'all just be giving that some thought you know my first thought was that as always brooke said if you can't go in person and actually uh you know represent south david and talk to the legislators and things like that that's one of the biggest things we get out of it anyway it's not just the classes although there is some value to taking professional classes as well um but it just seems like doing it with without being in person will lose a lot of its effectiveness you know but anyway y'all think about it i just like to say just want to introduce it get y'all to think about it we've been talking about it what we could do legislators here before they can update us what all they do for us ask us what they would like for us to do what they can do for us you know this is all it's a great idea you might want to keep us always good out there well i'm sure i'm sure that we have some that would gladly do that so that's a good idea maybe between now and the end of the year before they go to the winter spring session in 2021 maybe we have a legislative update night at the city board meeting i would love to know what your challenge parts are and what to do absolutely i think it's great so yeah we can definitely do that between now and december is this even possible with the governor they just well we got this email that was you know those recent orders were as of yesterday which um who knows in 2020 but i mean we

[0:19:06] would think that that subject to expire before january at least we would hope so um so even though what he did yesterday we would think that that would expire before january but and then they'll ship it on the plot too if there's something like that in january they they could come back and change it too maybe they make it all mandatory also i just again i think it would just increase the effectiveness if there's no in-person christian cancer a good point too you know they canceled the entire event in the summer but good idea oliver brooks will definitely uh make that happen and y'all be thinking about the january conference what you'd like to do next thing on the agenda i want to go ahead and just a couple quick updates street improvements moving well y'all know that we got a special arrangement this year with our paving contractor because there was less work for them due to covet with some cities in the city of south haven again i appreciate y'all we've remained aggressive in our street improvement plan so their agreement was that they would come in this fall and uh and try to do all the streets on our list this fall rather than waiting for the spring and the update is they're moving they're doing a lot of patching right now and we understand there's going to be a uh the asphalt overlay contract uh crew will be in next week so all the streets that are being patched down you'll start to see a lot of new asphalt on the ground next to it so it's moving because that means good for that the artificial turf project that snowed in green brook is also moving well uh those contractors are really sort of the old saying made hey while the sun shines they have been knocking it out they already have uh two fields on the smoke and complex c that have the surface on it so if you

[0:21:09] want to see what it looks like right out there you can see it's beautiful it's very vibrant it's gonna look awesome and so those are already done um they've already done the drainage and subsurface work at complex a which they'll start putting the surface the plant surface on that soon and then b and d already underway with drainage all the dart work has been done there so all the fields that uh and snow are being done uh three uh two or three of them uh two of them i think are uh the subsurface work is already done in grange and same thing there to get that done you'll start to you know see the surface put on there but um but the update is moving fast it looks really good yeah so it's going to be a really good thing for us then the last thing that i have tonight is an update it's been a while since we talked about the may boulevard pedestrian bridge uh that's been under design you know same thing with that you know our our architect urban r uh brian bullard's here with us tonight i will bring him up in a minute for any questions but just to general update is uh uh with covid you know we started doing the meetings with with urban art on zoom meetings uh kind of weird you know we're just we're sending designs hey look at this what do you think and so it's kind of kind of strange trying to do it that way but we made a lot of progress and then we finally did have another really effective in-person meeting with everybody in the room a few weeks ago and and then we kind of hammered down the details uh we gave urban art the feedback on what we wanted the bridge to look like where our goals are uh they're working through all the you know the obstacles of moving utilities you know things like this working with the traffic engineers to make sure everything is is set up right there's lots of discussion about are the signals on the bridge itself are there are they on mast arms near the bridge we like the design of having them on for monetary reasons so we can have them actually on the bridge

[0:23:12] and so a long way to tell you is urban arc has been working very hard on that and they've done a really good job accepting feedback and uh in a minute of the design but you see the display boards that are out front and can we get that up on the screen here too shrink that down so this view right here is going to be your um southwest corner if you're on the southwest corner of may boulevard and get well you can see the green the famous southaven green roof fire station is um right under the bridge there kind of tell you where you are and so that's the look on that side and then this is the frontal look from the north side if you're going southbound on get well uh that's what it's going to look like so i'll just speak for myself i think it's a it's a beautiful bridge i think it's going to be iconic varsity i think it will have so many benefits other than the fact that it's going to help with traffic with vehicle or traffic in the area also with pedestrian traffic you know connecting the two multi-use trails that we've worked for so many years on the snow trail then the stone to central park trail that goes to may boulevard down from central park onto oklahoma then they'll eventually connect with another trail on may boulevard and then eventually this bridge will be the final connecting piece that connects them with a little bit of sidewalk work on our end uh to the snow trail so this uh unless somebody corrects me i think that this will be the longest pedestrian path in the south county's history that's when this is connected the elevators are the challenge so you see um and i'll stand up if that's okay um if you can see right this whole landing area right here so when you cross the bridge there's your landing area waiting to get on the elevator right here then you'll come down the elevator and you'll exit where this shadow person is right here you come off and you'll have another little landing area and then it'll connect to

[0:25:14] the sidewalk it'll take you to either side of may boulevard and then you've got your stairs as well so we've got the elevators and the stairs there was some discussion about this safety here some bridges have a guard like a kind of like a cage grail and a cage this bridge will have a cage that's on both sides for safety so someone can't fall off or throw something off the bridge so there'll be a safety cage there and then you can see the also had a handrail for safety as well but there was a lot of discussion whitney had a lot of input in it christie put a lot of input in it and then we also tried to tie it in or ask urban art to tie it in with the uh the concept of our monument brick monument sign so i'll kind of fly uh flows together and then the uh the top is um similar to some of the things that you may see at stylus square so it just kind of you know i'm not the architect i'm bringing the architect up but but anyway that was the thought process we wanted to simplify we want a classy simplified design and uh so that's where we are but um but brian bullard and his team have done a great job and brian's here so if there's any questions of run just take the floor if there's anything else you want to i was just going to share some timelines as my general update and then just leave it up to you to get into the details of it but the update tonight on timelines were obviously done with the design they still got work to do to get the drawings ready you know for construction they don't go to bid but the ballpark estimate is this thing would be under construction in january and then people be walking on it in august december real quick those mobility issues parents with strollers appreciate the elevators how big and deep

[0:27:16] what's the size out um i there tell you the exact size to buy memory but it's uh it's certainly large enough for two people with bicycles it's large enough to accommodate accessibility as well okay folks in wheelchairs mayor did a really good job of describing i think what we've got here i appreciate that but i i would say uh on our part i'm very pleased to present this to you all um i feel like it's really a home run for the for the area it's going to be a tremendous landmark for southaven and uh certainly for the snow and district and we just think it will tie together perfectly to park and silo square from the east side to the west side regarding traffic signals we we did determine that it's best to put the traffic signals on the bridge um so you've got uh you've got signals that are kind of hanging from the truss itself right there kind of on that view that you can see kind of see some dark rectangles down towards the bottom there will be a signaling on the bridge for north and south direction and then mast arms that come off of either side to control the signals on the main boulevard east west direction as the mayor said the materials we've selected are we're trying to match as closely as possible to our new signage in the city science program which i think we all think is very timeless very classic but then we're taking that material and we're utilizing it you know this looks like i think something that maybe could have been built you know many years ago but at the same time i think has a fresh enough look to it too and that's what we mean by time this is something that sort of stands the test of time aesthetically there's a signature across the top

[0:29:19] that reads snowden district and in the center is a rotated a diamond rotated square and uh there's a large s in the center of that and basically that's kind of a blow up of what you guys already have on your uh your banner program around town you have those flags to know each in each of the districts and you have a rotating square diamond form in the center with that with an initial so we've kind of picked up some clues from that has nice brick detailing with herringbone pattern inlays on three of the sides of the of the brick tower itself and then as the mayor mentioned the elevators effectively the elevator doors faced dead well we could run some numbers for you i don't have that right off the top of my head i can tell you that it's 12 foot wide so you can get quite a few people um across there as far as weight goes i don't think you're you're never going to load it with uh with enough people to you can't really overload it it would just be a question of how many physical young people came to get from the bridge and it was designed in some of the discussions uh with urban art and um and dave cordell helped us obviously with many of the questions as well our good input is from a cost standpoint the we want to make the bridge as short as possible you know and still be safe from a traffic standpoint because the longer the bridge the more expensive the
