[0:00:02] welcome everyone I'm now calling this meeting to order please stand with us we'll be led in prayer and Gallagher please remain standing and we'll be uh LED with our Pledge of Allegiance following the Ferguson Heavenly Father we thank you for the opportunity to meet tonight Lord we pray that you would be with us and give us wisdom to make decisions Lord Lord we also want to pray a prayer for our children who'll be getting out of school so Lord we just pray that you would watch over them and keep them safe and you're in a new parade amen amen I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay before we get started on the first item on the agenda tonight I want to take just a minute um and give the floor to Alderman kite and uh we'll start that right now and tomorrow thank you um I'm gonna read it if that's okay with y'all um to my constituents of Ward 2 you graciously elected me as your Alderman in 2013 and I thank you for your vote of confidence at that time it was my intent to retire as Justice Court Clerk of 25 years and just to be your full-time alderman the Mississippi retirement system changed the regulations denying my ability to retire and remain as Alderman because I'm not 62 years old I've made a Bittersweet and difficult decision to retire effective August the 1st I work full time for 28 years and two jobs for the past three years and I feel like the time has come for me to focus on my family to my brother Alderman and mayor although we've shared our differences my tenure as Alderman has been a fantastic

[0:02:05] one and I value our friendship it's not easy to stand up against your constituents or your friends or colleagues or your community and take us toe stand for something that you believe is right from milestones and targets to motivation and progress from failures and setbacks to moving ahead and success your leadership and love of South Haven is commendable I appreciate all that you do for our city and it has been an honor serving with you to the employees of the city of South Haven thank you for your service to this city I'm thankful for your knowledge and dedication you've taught me so much from water and garbage and street lights and red wrap and zoning and building bonds building in bonds and pits and tiffs oh my to our fire police thank you for keeping us safe you're the first line of defense to Memphis the second most dangerous city in the country and for that you're good to be committed to all the citizens of South Haven we've come a long way and we have delivered on our promise to you from our Senior Citizen Center our Tanger Outlet Mall major road improvements in Street overlays an audit that has been absolutely significant defensive deficiencies and material weaknesses or compliance findings a severe weather storm shelter major addition to our city parks sidewalks and walking trails and what I'm most proud of is our revitalization efforts in the overlay District to the West End to revitalize

[0:04:09] our Pioneer of South Haven we have more than 25 businesses that have improved or moved to the West End since we took office there is a continued right future ad for South Haven and I look forward foreign and I look forward to watching it unfold before my eyes and I thank you for allowing me to be a small part of it thank you sorry you need to cry I just like to say that uh [Applause] foreign I would like to uh on behalf of the city I'd like to thank you for your service I I think anyone in this Frame understands that the job that we do is not easy it's very difficult and uh but we do we are um we're normal people you know we do have families and we have we have careers and we have to make decisions for our careers and for what's best for our family and so I I very much respect your decision I will tell you that I'm going to miss you I think that you said it best for the job we do we don't always agree on everything but there's never once that uh that I or anyone else up here question your love for the city and I want to thank you for that and you say you played a small part I would disagree I think you played a big part and I just I think that you'll look back on your service one day and realize that you're a big part of the success of the last three years not thank you for that okay next on our agenda is going to be

[0:06:12] our approval of minutes for our May 3rd a meeting first and we're going to need another um another approval for the special meeting on May 6th but can I have a motion to approve the minutes on May 3. Mr Mayor will be approved the minutes the regular the minutes of the regular Day on May 3rd 2016 with any addition Solutions or Corrections about motion model remaining the second modern Brooks is there any discussion hearing non-roll call yes yes yes yes now motion carries Mr Mayor move we approved the uh spent the minutes for the special meeting on May 6 2016 within the additions released in our practice I have a motion of alderman pain the second Alderman Brooks is there any discussion hearing non-roll call yes yes yes yes yes yes and that motion carries next on our agenda is a budget amendment Mr Chris Wilson mayor board just budget amendment as you see and sent out last week for you now is uh for a total of 660 000 in the general fund and 63 000 in tourism the tourism portion brings balances out Springfest proceeds with the expenditures um again right as of right now we received 188 000 for Spring Fest which was 63 000 more than was budgeted and receive the money in and put it back on the expense item the general fund revenues and expenditures you'll see the general fund revenues all with the exception of sales tax for monies that we have already received and the sales tax just upside projection to where we fill still conservative estimate on sales tax for this year but um

[0:08:16] accurate money's coming I'll make that motion we have a motion monitor in Flores second moderman Ferguson is there any discussion very non-roll call yes yes that motion carries thank you Chris next on our agenda is a resolution authorizing for filing of liens Mr Nick manlin this resolution will allow for us to file liens for Condemned properties in the past we've done we've been doing the assessments this will follow the lien which will then be turning to the assessment after um the taxes go out so give it allow for more notice to individuals when they close on property in between that lien being filed in the assessment so it should be a benefit when a home sales the next you know what liens are assessed and taxes are filed on at the point of closing as opposed by the end of the year so this will allow that to happen without the resolution of South Haven adjudicating the cost of cleaning property and posing a penalty and opposing lien on the same against property as president we have a motion Alderman Brooks a second I order in pain is there any discussion hearing none World Cup yes [Music] MML voting um delegates we need a motion to appoint one up volunteer to to be the one unless someone else wants to do it but if somebody has to vote on behalf of the city at MMA also need a motion to approve a voting delegate second we have a motion dollar and a kite

[0:10:18] second Alderman Ferguson is there any discussion we so can we just amend a motion and have a couple volunteers probably Alderman Kelly first okay so the motion needs to be amended to add Alderman Kelly and arm and Ferguson is two options I'd like to make a motion we name the mayor muscle white as our voting delegate and Alderman Kelly and Alderman Ferguson that's the alternates second okay I have a motion but honor and pain sacrifice ottoman Gallagher is there any discussion hearing none roll call yes yes yes yes yes okay and that motion carries next on our agenda is resolution to Surplus uh property in the Southeast Police Department could even make your board have two separate resolutions in front of me tonight we have to presented Western probably be Surplus the first one is for a 2013 Dodge Charger this vehicle is involved in an accident on April the 20th and our insurance company has named it a total loss and we'll need to get it Surplus so that we can sign the title over to the insurance company since they will take the possession of the of the vehicle the Samaritan we got the resolution of the mayor board Walden city of South Haven declaren Surplus property and the police department has presented a second we have a mushroom Alderman Brook second Alderman Kelly is there any discussion hearing none roll call yes yes okay and that motion carries like the

[0:12:21] second uh item is going to be uh requesting that we retire and surplus of police canine his name is Quinto he's a seven-year-old Belgian malawa are reaching the end of his capability to serve as a canine typically will get seven to eight years out of one of our canines uh and they've already know the fact that he is slowing down at the point that his cause concerns also was part of that the Handler that had Quinto was requested that was a personal dog we do have a legal document that if approved that he will sign the transfers all responsibility for the canine to him once the document is signed city of committee any responsibility from that 94. 4 oh my goodness we have a motion the ottom and kite and the second motor and pain to Surplus Quinto is there any discussion is this also a Lionel being trainer if something happens depends to tell why he's in his care something happens to him that he that he can put in the canine Cemetery in our shooting range yeah I think if they were at one time an active service dog I think they'd qualify ing thank you yeah I think about a place I think he belongs with lieutenant he does any other discussion hearing non-roll call yes yes okay that motion carries but thank you all right next on our agenda's

[0:14:24] resolution granting authority to claim private property Mr may I live without the resolution Grant authority to clean proper property as we send it on the state ment we have a motion Alderman Brooks the second arm and kite is there any discussion among the board first is there anyone in the audience would like to speak on any of the properties listed I'm hearing or saying none rocom yes okay and then motion carries okay next one on our agenda is the um Proclamation for National kiss of parks day I'd like to read that for you real quickly whereas May 21 2016 is a sixth National kiss to Parks day organized and launched by the national park trust and where his National kiss of Park State empowers kids and encourages families get outdoors and visit America's parks and whereas this is important to introduce a new generation to our nation's Parks because of the decline in park attendance over the last decades and whereas we should encourage children to lead a more active lifestyle to combat the issues of childhood obesity diabetes lolitis hypertension and hypo cholesterolemia violence whereas National kids to Parks day is open to all children and adults across the country to encourage a large and diverse group of participants and whereas National kids to Parks day will broaden children's appreciation for nature and the outdoors now therefore I Darren Musselwhite by the authority

[0:16:26] vested in me as mayor of the city of Southaven Mississippi hereby Proclaim Saturday May 21st 2016 as National kids to Parks day in our city and I urge the residents of South Haven to participate and make time this day to take the children in their lives to a neighborhood state or National Park so next on our agenda is our planning agenda nothing tonight next is our mayor's report um first of all we need a motion for board approval for uh MML travel this year we'll make that motion a second we got a motion by Alderman Gallagher of second Alderman Flores is there any discussion hearing none all in favor say aye all opposed say no as having motion carries okay the other another thing I want to update you on tonight last meeting we appointed three election Commissioners uh we still need we just need two more two more okay we need two more election Commissioners I know we've talked about this for a while but I just want to encourage you tonight if y'all can by the next board meeting any help that you can give us to uh identify a couple other election commissions we greatly appreciate that I don't have to do that tonight unless y'all have somebody specifically that you'd like to to talk to not just if y'all help us first meeting in June let's try to finalize that you know what happens okay just an update as we did last year this will be the second year that the city under this Administration has had a formal Street Improvement schedule um one of the questions that several of us asked when we first started 2013 is how do we go about tracking our streets to make sure we keep our streets in good condition and not getting an answer of a formal program we start a formal overlay program where we're going to track every

[0:18:27] Street in the city this year we hired an engineering firm to do a city-wide payment analysis important they did an inspection of every Street in the city and then rated in four different categories based on good Fair critical and lost so we took that analysis and we've already started our 2016 overlay SketchUp we've done that that's been sent to the board we'll discuss that and then the overlays will start sometime in June but I just want to let everyone know that you know we do have a plan we understand that there are streets out there that were not that are in need that we're not going to get to in 2016 but I want to encourage everyone and everyone in the city that every Street in the city of South Haven is on that analysis it's been looked at so we understand the condition of the streets we're eventually going to get caught up and get them all the 2016 schedule is started in the actual treatment of the streets will start sometime in June um this year we're already doing something a little differently we're not just doing asphalt overlays we're using a seal coat which which is much less expensive than will prolong the life of the asphalt so our plan um is to get caught up to where we can touch every streak every seven years but we believe we can do that and it may not be a total asphalt overlay but we can either do a seal coat or a partial overlay every seven years we feel like that way we have an ongoing control and maintenance of our city streets to make sure they stay in great condition so just want to update everybody on that that should start in June um last thing on uh June the 9th we're going to have a I'm going to hold a press conference and a tour of our new Senior Center in Snowden baseball improvements they should all be done by that time the senior center is done it's open but the um baseball improvements are about 30 days out so hopefully they'll be complete by that time but we're going to have a

[0:20:30] press conference they'll start in the banquet room of the senior center and after that we'll take a tour through the senior center and then extend that out throughout the Snowden complex and look at all the improvements that have been done there as you know we did the amphitheater enclosure last year we extended time to our alley earlier this year and then we got the snow baseball things going on right now so we'll do a tour of that and that's going to start at 10 o'clock on June the 9th so I'd like you to be present if you can um the other thing we'll discuss the details of the tourism tax over the years there's evidently been some misunderstanding on how the tourism Tax Works basically to make a long story short of some of the misunderstanding the tourism taxes at one percent tax on any restaurant the city of South Haven has nothing to do with seniors has nothing it's not just paid by the residents of South Haven anyone whether you live in Southaven or South Dakota if you eat in a restaurant in South Haven Mississippi you pay one percent and that's the restaurant tourism tax so just to put that in perspective if you spend 25 dollars that's a quarter all right but that money has been very useful for the city of South Haven it's estimated 60 of the people that pay that tax live outside the state of Mississippi so that allows us to provide improvements to our city without putting a tax burden back on our own citizens so we think it's a great thing I'm going to explain that more in detail on the ninth but basically that money has to be spent on Park and Recreation or tourism can't be spent on any other City expenditure so we've used that money I know this board can tell you we've we've talked along had detailed discussions about how we're going to use that money there is a three-year extension that was made 2014 so in 2017 the state legislature will have the decision to extend that again so if you will help me please be there on the ninth help me explain how important that tax is to our city keeps keeps the tax
