[0:00:00] uh we're gonna ask alderman gallagher to lose some prayer tonight which will be followed by the pledge of allegiance led by alderman payne before we do that let's all have a moment of silence we had a special person in our community uh that passed away this week mr max stinnett uh on max barbershop uh he's actually been a barber for 60 years and i'm not sure the exact year but i know that max barbershop has been at its location on highway 51 since at least the early 70s i think it was from back in the 60s he's cut many people's hair over the years you know he's been a staple in our community a lot of people know him i understand that even elvis used to sneak down elvis presley boulevard into south haven to get a haircut from mac back in the day my dad used to take my brother and i were little bitty kids that's where we got our first haircut was at max so we lost a special person you know with my extent so we can just have a moment of silence before you have our prayer heavenly father lord we're gathered here today we just want to thank you for the day that you've given us lord we just want to thank you for the kids going to school lord jesus i pray that you would protect each and every one of them in each and every one of our schools lord we know that there's evil about out there lord and jesus we just pray for special protection from our kids please equip our police to handle situations that may arise lord i pray for max family lord i pray that you would give them a peace that passes understanding the lord

[0:04:03] that we got received this year but we'll spend next year but we have to book it i'll make that motion second we have a motion by alderman flores second ballroom and wheeler is there any discussion hearing down roll call yes okay next nexon agenda is a professional service agreement for utility services assessment mayor board um ray and i have met with this company we've been looking into them but they're going to come in and do a audit and assessment on your utility service the way we build to ensure that we're building correctly as far as our rates they're not going to recommend and we're not going to change rates but to ensure that all of our customers are being built the proper utility rate as far as commercial versus residential there is no charge for this service however any increases in revenues that they are realized they will receive 60 of those increases if there's no increases no discrepancies whatsoever there's no charge your larger cities in the state when more customers have done this over the years and they realize i sent you um that page as well that show substantial revenue increases we get the point now with all of our customers added customers we've got some older areas of town we just want to ensure like i said the professional service audit that we are building correctly throughout the city i'll make that question second we have a motion by alderman brooks second baltimore gallagher is there any discussion yeah how does this work with this farm with the older leaders and everything meters it's our internal billing system well that we're okay we're getting it right i'm trying to okay the meters will be an entirely separate

[0:06:07] that we'll do in-house as we start to switch to the amr system and we've started to roll that out we can speak more toward that we've started rolled out some areas but that'll be further that hasn't been solely as houses something happened that made us look into doing something you know just this service is available um we've looked at it internally a year now and then we got into it met with them got to the contract mix reviewed it um that was the amount of customers and the size that we are now we need to ensure that we're building correct but no no there's been no discrepancies that we've seen it's not a bad practice to audit everyone so long and their their track record again you'll see they're able to generate some pretty significant revenues in the larger cities larger clients they've had do we know our number of accounts number 18 without the number of councils is there any other discussion hearing none all in favor say hi all right any opposed say no i just have promotion carries okay next on the agenda is a time extension change orders for term return contract mr dan cornell um it's that time of year again our term contracts are up for renewal um we need to handle them independently i can't see which one's up there first layman rob or lake roberts uh lincoln roberts as you know handles our asphalt overlay city overlay program uh they also we also from public works by direct fob at the plant on song this

[0:12:16] award for the mayor's signature on the contract documents to lewis electric in the amount of nine thousand thirty seven dollars and fifty cents uh and that's for all the four remaining signals on uh highway 51 to modernize them and like we did the other the last two budget years before this we did whitworth and uh 51 the year before that we did stateline airways correct and so this will um we'll take care of all the ones on that are still having that still happen span wire on highway 51. who's that company again lewis electric i move that we allow lewis electric to have the uh to go with the bid with lowest investment for the signal improvements and allow the major sign second thing we have a motion balance second alarm and hoots is there any discussion what was the contract how many left are left for four correct and you would say it was six hundred thousand six hundred and nine thousand thirty seven dollars and fifty cents it was eight hundred thousand right we did the capital improvement uh plan last year we allocated eight hundred thousand i was like it is and we we were hoping that that's what the case would be if we did them all together rather than you know by getting a better economy of scale doing them all one time rather than rather than bidding one intersection at a time and it wasn't that they were so much lower uh we did call and verify that they were good with their bid soda county electric was next low and i think there was about 30 000 different so it wasn't a huge discrepancy between the lowest and uh second levels but the ones in the past have been act when we did one intersection they've all been about 200 pounds right so this is helping us save a little bit of money doing them all one time and these are the four intersections on 51. right it would be uh would be maine and 51 and then you would go we've already did valley that would be brookhaven rasco and and then the last will be custer

[0:14:20] and that way all of them on 51 will have brand new intersections it's you know and we've talked about this a bunch of times but again it'll be improve the functionality you know you'll have pedestrian options there but but the other thing is it um it goes a long way alderman hoops to improve the look of 51 again it looks you know if you look from a distance it may sound petty to a lot of people but if you look at the mast arms at high at uh mississippi valley in 51 it just gives a vibrant look you know and doing them all you can imagine driving north and south on 51 and seeing all of them done now it's just going to really improve the look of the original part of our city which i'm i'm happy about that you know what we've been doing last five years so lewis was low lewis was the lowest end band okay is there any other discussion about uh a word in the bid carrying none wrong yes kelly yes yes you know motion carries thank you okay next on uh on the agenda is a resolution regarding the e-commerce taxes for municipalities recently the united states supreme court ruled on the internet sales tax mississippi and a few other states were among the few states that were not taking advantage of charging full taxes on internet sales in our state i will i'm going to step up on the soap boxes real fast angle not speak long but i'm grateful that the united states supreme court ruled not only is it constitutional for those taxes to be charged it's unconstitutional for them not to be and that's the way it should have been all along uh how in the world could anyone make sense of the fact that you take a business that invests a large amount of money in your in your city or your state

[0:16:23] builds a new building hires people goes through all the risks involved in operating a business in your state and you're going to put them at a competitive disadvantage with someone in colorado washington new york california new mexico wherever that's going to do business in your same city uh with it with a competitive advantage and we have some people some politicians in our state that thought that was okay and thought that was fair that may be the most ridiculous thing i've heard of all my the last five years in public service that may be been the dumbest opinion that i've ever heard of okay business 101 and a government's role in businesses to create a level playing field and to create fairness so there's no way in the world that was ever fair so i'm very proud of our united states supreme court for ruling that way what that amounts to and let's don't let's don't hold ourselves back in mississippi what this amounts to is about an immediate 50 million dollars to the state of mississippi so what this resolution is about is cities throughout the state of mississippi that are going to ask our legislature that that money where it's generated could come back to the cities the way it works out of that 50 million dollars from mississippi about two and a half million of that is generated by sales in the city of south haven so it's a fair request i believe and i hope that you join me to express we feel like some of that money should come back to the city of south america you all know that um in the past our street budget has been one million last year we upped it to one and a half million uh this year in the budget we're trying to get two million worked in having to make a lot of sacrifices to do that can you imagine if we had to another two and a half million we just pour in our streets we could solve those problems in a hurry we have some streets that are too big for us like like in our budget workshop we talked about the state line overlay between i-55 in tula home the road's falling apart we simply do not have that amount of money we've got to have some federal or state assistance if we get money like this we can solve more of our own problems so

[0:20:28] agenda's resolution for the southeast police department surplus mr nick manley this resolution just surpluses uh the southern part police department's surplus equipment and firearms has been approved uh judge delgado and then pursuant to 17 25 25 and an agent we received we received last year work so authorization for the mayor to sign the resolution mr mayor i mean we declare surprise plot surplus property in the police department and allow the mayor to some resolution as presented in a second we have a motion bonus second ballroom and brooks is there any discussion hearing none we're all calling mcgregor yes dr mckelly yes yes okay that motion carries next on the agenda school resource officer contract with desoto county schools this is the annual contract of sutter county school board that allow for where that authorizes this city to ride to this year be two resource officers for the county schools in this county schools will pay the city 75 thousand dollars are reimbursed 75 000 for the use of those two officers in the past it's been one officer and i think the amount of 12 or 15 000 so it is a significant increase to allow the second officer for the school resource positions so tonight obviously the mayor to sign this contract with southern county schools i think that much gallagher is there any discussion that 75 000 is for most for all schools yeah the city of a thousand providing us two that's that's the amount of reimbursement city or compensate the city

[0:30:45] there at goodman and getwell um you'll have cvs next to the lake they have a vacant lot next to them and this will be the lot just west of that there's an existing drive that is used as a frontage road between all of these um and for whatever reason they didn't want to use the already plotted one this is the line they wanted it is one acre they're not proposing any curb cuts from mdot onto highway 302 they will utilize the existing ingress egress off of there and they have provided if you'll see on the plat a 24 foot ingress sea grass to go across the frontage of the lots that will also help cut down on the curb cuts along highway 302. they do have a 15-foot public sewer easement that uh actually connects to this on the corner of lot too and carries on to the rest of the snowden farms area the only comments we had was to narrow down the 40-foot anger and sea grass over 36 feet they did make that amendment to the platte for us and it was proposed to be approved of that comment unitlessly mr mayor i'll make a motion that we approve item number two on the planning agenda as it is presented tonight second on item two we have a motion bonus fluoresce the second volume of wheeler is there any discussion [Music] yes okay that motion carries item number three is the design review for this particular lot it is the trusmart bank as we stated there are some architectural changes we have asked for which will add some more bronze and a more contrasty material to the site we did have a redline copy of the landscape to make some pretty significant changes on that and some screening for the transformers they have agreed to all that we're working through that administratively in our office and the planning commission did vote unanimously to approve it with those comments mr mayor i make a motion that we approve item number three on the planning agenda

[0:32:47] is presented tonight second okay on item three you have a motion bonus florida second moderator and kelly is there any discussion hearing none royal calm yes okay and that motion carries item number four we have a request to revise the existing southampton commons subdivision this is going to be uh on the southwest corner of goodman road and swinging room you've got the super low multi-unit retail development and it also includes harbor freight up front the request is to carve out that portion around harbor freight and all the parking associated with it out of the larger lot for selling purposes there's no changes to access points there's no additional curb cuts there's nothing different about the entire site it is just to allow the bank to sell off this portion that being said planning commission voting unanimously in favor of it mr mirror i make i make a motion that we approve item number four on the planning agenda as presented tonight a second on item four we have a motion bomb in flores second bottom and brooks is there any discussion what lots are they carving out if they're going to leave all of the multi-tenant commercial development in the back as one unit as one lot the only thing they're doing is separating out the harbor freight separating those they're breaking into two yeah two lots instead of one big lot so they won't be able to sell that building they want to sell that i believe two directly to harbor freight at this point instead of leasing it to them good any other discussion i need to open that gate back up that's a different discussion okay real five is a conditionally used permit

[0:35:02] request to open a motor vehicle repair entire shop at 81.08 highway 51 north this is going to be north nebraska road on the east side of highway 51 it is in a multi-tenant bay building and as you'll see on the google maps it has always been a tire shop it already has the overhead doors it already has interior storage um it has through traffic access it's got the drainage facilities uh for any liquid on the inside the reason why we're up here again is conditional uses run with the land not the business uh the previous one is expired so this is a renewal a formal renewal of a conditional use permit will be a new owner um but same use so it was recommended to be approved by the plaintiff [Music] mr mayor make a motion to approve item number five on the appliance represented in the state a second then on item five we have a motion of honor and kelly second volume and hoots is there any discussion yes all right that motion carries on five the question uh we did have one other question about that which was about west end district incentives yes so they had do you know how they have made an application for any they haven't um this is a tenant space it's not a building owner so the improvements that we would normally have an incentive program on for would be for the overall structural improvements this is simply them occupying the bay so they have not applied for anything so they would have to renovate a construction board right okay thank you okay next on the agenda's mayor's report just want to update on a few things first of all

[0:37:05] i'd like to call everyone's attention that today is purple heart day in 1782 general george washington created the purple heart medal for our military men and women that were injured in service and may have made that sacrifice with an injury and to get awarded the purple heart we're fortunate and honored that the man sitting next to me alderman william brooks is a recipient of the purple heart so i'd like to just take another uh moment to thank you for your service and um it's an honor to work with you and uh to know someone that is given such a huge sacrifice as you have for the benefit of our country and i appreciate that okay and then just a quick update on streets we did talk about that briefly at our special meeting i've been some social media posts by me just to update everyone on that but our streets list for our street improvement schedule for 2018 is almost done i believe we've done all the asphalt overlays just a little educational note here the program that we use for sealcoating we use different contractors for that there are many streets that part of the condition of the street is going to require a new asphalt overlay but part of it can be salvaged we're at a much lower cost uh roughly about 33 percent of costs of new asphalt we can do a seal coat and it looks just like brand new asphalt but it saves the city significant money it's a new program that we started a few years ago and it's worked very well for us i tell you all that to let you know that there's a few streets if you see where there's been patching done they've gone in and patched it we're not done yet you know a lot of citizens will call me and say hey y'all checked out you've got something you know you didn't finish it up uh so if y'all will just help me relay that when you see part of the streak done part of

[0:39:08] it not but but it's been patched that's because uh the seal coating is coming i understand that our steel coat contractor will be in south haven next week so we're hoping that we can get all the streets totally finished and all the other ones on the list that are just just needed seal coating will be done next week then after that's done same thing when you see the little checkered center lines that are painted that's not permanent we're not done we do have a striking contractor that will come back after the sealcoat contractor finish all the striping so it'll look like a brand new streak when they get done but the latest update that i received today is that that will will all the striking contractor and the sealcoat contractor will be working in south heaven next week one last thing i sent out a post yesterday just trying to promote our cherry valley football program we're trying for whatever reason during the summer months i guess people get busy with baseball and everything else and don't think about football till they get in school yesterday was the first day of school for our public schools and so we'll be handing out flyers in the schools trying to promote sign ups for our cherry valley football and cheerleading program but if you will help me if there's anyone that you know uh from the ages of um five to twelve uh they will qualify to play or cheer in our league so if you'll help me relay that message uh the cherry valley football league has been a great tradition for us we've had this league since 1969 many many people played in that league it's a great football league and um you know with all the distractions with year round baseball and then there's other opportunities here you know with fall soccer and stuff like that but if you know of kids that want to play football and i want to cheer we encourage them to sign up because our deadline is august the 12th if we do have some hardships we'll definitely work around that and try to give some leniency but if you can help me encourage people to sign up before

[0:41:11] august the 12th okay and you may have seen that the talk that we've had about our community pride award that was something new that we started you know just to try to encourage proud of ownership in our properties which you know is going to have a long-term effect of improving property values in our city it's a very special thing a lot of people are excited about it we finally presented our first award ever last week and it went to mrs evelyn briscoe and miss briscoe just words don't don't express the pride that she exhibits our property but she does a phenomenal job and there was no better perfect no better person to be perfect for the first award than her and it was one of the best experiences that i've encountered as served as your mayor had just it was it was just an awesome thing to to go up there she's extremely humble she her words were i'm sure there's someone else that deserves this more than i do but we quickly disagreed with her and said no you're definitely the right person she's very humble but loves her city and just in our casual conversation all the other comments that she made she said anything i can do to help uh with the city of southam you know that's just the kind of servant's attitude and what a special lady she is but but we did give her the sign and a certificate and try to promote that we're very grateful for her and all the other people in the city that that have pride in southaven and help us preserve our property values i did drive by her home again today to make sure that she didn't take my sign down and she still has a sign up so i'm very proud of that we've already picked the next commercial and residential property owner on the list so we'll be soon awarding those that should happen sometime next week okay that's all i have this evening next on our agenda is our citizens

[0:43:13] agenda and we have we have bishop and pastor smith that signed up and he will come forward now please i appreciate it good evening good evening all right i have three minutes so we're going to make it quick my name is pastor bedon smith currently our ministry has been praying and fasting looking for a new home looking for a new area the lord has led us to the south haven mississippi area we picked an interest in the 385 state line road building not only because of just the structure and the things that we need it would help us to advance what we're trying to do and what we're trying to accomplish in the south haven community 385 state by road has served as a beacon of light withholding such great organizations such as heartland church the heartland food pantry that has served nearly over 35 000 families in the northern mississippi area we have also have the soul of grace who mentors you know third and fourth graders and has an after-school program that is really helping you know helping young people make great decisions make better choices in life and with that being said we don't want to take away those things we want to add to those things by housing those particular organizations right along with our ministry and adding to what they are doing to help make south haven a better place and a better city to be in and we're asking that you would consider allowing us to purchase that building not only will we have our organizations here not only will our ministry be there but several organizations that i'm a part of we have several conferences throughout the year and so that would bring a lot of revenue into the city but dining with retail with music hotels things of that nature on last year one of the fraternities i'm a part of phi beta sigma incorporated held their regional conference here which i also was a part of that as well we also would bring the national pastors
