[0:02:04] agenda is the malone and goodman rhodes monument signed change order brian with it ryan right did you hope salt ryan ryan morris with urban art so i would say a few months ago we were given approval to create a new design one of the exterior climate sites it's a slight variation of the contract you have is and this is basically a change order for that change with implementation we're trying to implement and so the city is currently buying back some precast elements and i would like to say to save you money but actually just doesn't cost you money so we'll pay this money now and we'll sell this back and create the new signs that we're going to place either industry or next year what is the net change right so the s the scientists themselves were five thousand one hundred dollars um and then the slight variation we made was 800 change when we were getting credited back and just to follow up on my previous discussions with the board uh this was after we completed the sign at i-55 and main street we realized that we wanted a little more visibility in our high profile intersection so what we did is went to a different design of malone and goodman similar to what's on i-55 and star landing where it has the etched lettering so you can see it's more visible when you get on on goodman road with all the you know the distance and the traffic there we felt like this would be a more visible sign so that's the that's the guts of the purpose for the change is there any other discussion
[0:04:17] hearing ronco yes yes the motion carries thank you ryan all right next on our agenda is authorization enter a demo contract with axon for police body cameras just to follow up with the board on previous discussions during the budget talks back in september uh chief moore talked about um his plan for doing demos in 2020 to start the process of eventually having body cameras for our police officers this on the agenda tonight basically what this is just authorization to demo we're gonna look at six body cameras and two uh vehicle dash cameras uh to experiment with this company and i think it's a great first step by chief moore our police with our plan to eventually have cameras on all of our officers and i'll just go ahead and tell you i know that we've had numerous discussions among this board we know the value of doing this but uh it's it's a big goal i know for y'all it is for me too to have uh cameras on all of our officers for for two reasons uh number one is obviously to ensure the utmost standard of professionalism with our police but it also serves to protect our police as well you know we live in a society now unfortunately that the the police officers are unfairly blamed and it's the second purpose is to protect our police is to protect our police against ridiculously false accusations and i don't have to tell anyone on this board uh in the last two years in south hay we have faced some ridiculously false accusations from about our police so that's why there's nobody in this room or in this city that's more exciting than me about having body cameras on our police officers so i want to commend chief moore uh for taking the first step to start the demo process and

[0:08:22] to uh you know to allow additional funds of that amount for the chamber and it's for postage too they generally mail the magazine to every member but it was there was a certain group of commercial postage that they did not have accounted for and they're just requesting help for that i'll make a motion to donate to the chamber 2991 for postage for the chamber of south haven magazine thanks um well i would think that we would want to keep it as is any other discussion hearing none wrong yes yes that motion carries next on the agenda's award a bid for the southampton police department vehicle accessories mr nick manuel uh southampton police department recently recently went to bid um for the police vehicle accessories uh the low bid was a dana safety supply in the amount of ninety three thousand nine hundred ninety five dollars of night authorization to accept the bid and authorize the mayor and or chief moore to sign him up documents associated with the award of the contract who they need dana safety supplies 993 185 i'll make that motion okay we have a motion model in florida second waterman hoots is there any discussion hearing none all in favor say aye aye
[0:10:29] any opposed say no i just haven't motion cares next on the agenda is our planning agenda miss whitney cook i guess the first time on the agenda is an application by mr associates this is going to be for subdivision approval for cherry hill north face two uh this portion's gone down the north side nebraska road east of sweeney uh there were some contingencies that the planning commission uh put on it um mainly with the landscaping and the fencing one up and down rascal right if you'll notice the fencing is not down the north side rascal road yet plantings the streetscape is not on either side we did ask them to hold that until they could do it uniformly all the way down uh so now's that time so they have agreed to that uh and we had um contingency with a secondary access point with the fire department we have worked that out with the fire marshal now uh pitting those two items were addressed planning commission to go unanimously in favor with them wow we've never was that an echo a mysterio wow can y'all do that again somebody's got to be first anybody got a point motion margaret flores is that that's your let's switch that okay motion was made by herman kelly that's his award second bottom of wheeler any discussion hearing roll call yeah yes that motion carries our next application is by bny management for subdivision approval of shelter estate section g it's going to be on the north side nebraska right as you can see section g this is just yet another phase of the subdivision is 27 months 20 000
[0:12:31] square foot plus lot sizes we had to address a very long cove we'll provide an additional hydrants in it and some floodway and floodplain area um since we don't have an hoa and it's done creek line as you can see up here um we had their engineer send us a letter of request to the board of aldermen and also to the planning commission that this is the public waterway and they wanted it addressed in a public easement uh we're getting confirmation from civil link that it is uh public water is going good not just for this development so we can take it on as a public easement once we have that um that will appease the concerns of the planning commission so we recommend approval can you leave that letter and get it addressed by civil link christopher we have to prove by number two second we have a motion auto wheeler second order in hoops is there any discussion yes that motion carries item number three we have an application by al gillis to revise the subdivision specifically 39 and the common open space uh subdivision is going to be on the west side of tula home north of church basically what we're doing um at his request he owns lot 39 um he has exclusive rights for the covenants to a barn and metal building which is inside the common open space behind his lot um he is asking to actually take that out of common open space and incorporate it into lot 39 um by the covenants of the subdivision that is allowed uh the one contingency we placed on it is that the covenants uh be petitioned and signed off on for the change by the homeowners of the subdivision that was agreed upon um so basically lot 39 uh would eventually have 1.74 acres as opposed to the 1.43 acres it has now uh the common open space
[0:14:35] which includes both of those items that he is asking um to incorporate in his line and also the community pool in the clubhouse so that acreage would go down from 0.66 acres to 0.36 acres pending the petition and the signatures and the covenants are amended with those documents planning commission recommends approval mr mayor i recommend we approve item number three on the platinum agenda as presented tonight but i'm sure you have a motion fluoresce second arm and pain is there any discussion hearing none roll call yeah item number four is an application by lifestyle communities for subdivision approval for silo square commercial subdivision area i like 27. this one uh is going to be obviously on the west side of gateway getwell road it's going to be north of wildflower lane so where you see all the activity up there on the main area this is not there it's going to be down by the silo it is 1.22 acres and it's actually on the hard corner of silo square lane south and wildfire lane all bulk regulations set forth in the ordinance for commercial lot has been met um so we recommended approval with no comment mr mayor i recommend that we approve letter number four in the planning agenda as as presented tonight thank you when i report we have a motion monitoring florida second alderman kelly is there any discussion [Music] application number five is a subdivision application by kenneth strickland for a minor lot subdivision on the north side of state line road east of highway 301 this property actually backs up to the memphis border it is approximately 23.39 acres he wants to create three single-family lots with
[0:16:37] 7.8 acres a piece on there all having direct access to state lawn road all of the right-of-way for state line road the 53 feet needed on the north side has already been granted so it's not necessary with this application um the zoning and the number of lots meet the criteria for monologue subdivision best of the size of the lots can do they are conducive with the surrounding properties uh it was recommended for approval with no comments is there any discussion our last application is by our code it's for design review of an 810 000 square foot distribution site it's going to be on the north side of state line west of highway 51. more specifically it's going to be on the east side of cogentrix between coach entrance and the um railroad it's 810 plus thousand square feet what you see up here is a standard design for their building it is tilted concrete panels uh in grand blue hues it does have the windows it has a raised parapet line um one of the concerns we had that we discussed and actually had them come back to us was that they have loading dock doors and truck parking along the frontage on stately road um we didn't want that to be seen we looked at a berm but there is a natural gas line running along the right-of-way there and we got our hands climbed really bad last time we tried to plant the berm on a natural gas line so we knew better um they proposed a like a wall like a composite wall which we thought would look a little weird along state bond road the consensus between the planning commission and the actual developers was to create a live wall they contacted hatcher and associates who did tango and does a lot of our big developments for landscaping and they
[0:18:39] have put together a tight staggered row of evergreens at 12 to 15 feet in height planted right off the back so it creates a live wall to block it completely right off the bat they've also agreed with landscaping bond because as we know evergreens tend to get diseases and die so they do have a bond in place for they're also going to irrigate it um they had to add the decorative lighting at the entry points and put a planting scheme on both those corners um they are responsible to do some road improvements but getting with civil link and looking at it ourselves uh road improvements need to be done to the south side versus the north side it's just more conducive the way that the stadium road runs right there um so one of the other things we are having them do instead of the improvements themselves they're going to pay us in a little bit and we will do the improvements um to ensure that our traffic still flows appropriately there so once those points were met by the developer planning commission i released the table and approved it with those contingencies kelly is there any discussion here you know thank you all right next on the agenda is our mayor's report uh tonight first of all just want to start the discussion we probably want to get authorization for travel but we have the annual congressional briefing trip that the city of south haven participates in with other desoto county officials to go to washington dc to talk to our united states senators uh and congressmen so can we do that first get motion authorized to travel what we're going to be asking for is uh mayor and three alderman [Music] any opposed say no
[0:20:45] i just have it motion carries and then the next thing obviously is like we do every year we usually rotate whoever who wants to go so if everyone will as soon as you can let christy faulkner know if you plan on uh attending and because we need to let uh that's coordinated through the soda county economic development council they coordinate all the the plan so we need to let them know as soon as possible if you will let christina anything else to add to that christie okay the next thing we need to talk about is a couple of months ago there was some discussion about our landscape maintenance contracts we those were set to renew at the end of the year so we need to make a decision if we're going to renew those contracts or if we're going to request more proposals so i'd like to um basically just open up the floor tonight uh as a follow-up on that discussion so we can get some direction from the board on on what you would like to do i'd like to see you something okay so we have um and it is three times three right correctly two contracts that's right two contracts but three scopes that's right okay motion monitor flora second honorable kelly [Music] discussion i'm assuming we still have the same bid proposals or the same thing that we did last time bradley's updated it i mean obviously things change as far as like facilities there's that he's updated everything so it's it's crisp and clean uh for the specs so it's ready for that well you have you have uh the general
[0:22:57] landscaping which is the bush hogging the right-of-ways and then you have the manicured right-of-ways and grounds are together and then you have the condemned properties and then you have destroying contract okay so we can find something yeah guys now we're looking for um yeah you had three contracts that you had the same contractor was doing condemned properties that was doing manicured right aways and grounds so it's possible though in this you could have different contractors doing it so basically we want to uh rfp the contracts because we could have more contractors general right of ways manicured and grounds we could have that yes earlier it's probably likely that the people like sort of like we have now with the city properties landscaping and the more manicured right-of-way beyond what we do ourselves that would be uh one of the same contractor that's probably the most likely experience you have that and you have your computer properties then you have your spray so okay but still the circumference you have the potential for forward okay that's what i'm asking okay does that answer your question okay so again just to make sure i
[0:25:00] understand there's four things involved we had some contractors in the past that were doing more than one of the services so we had fewer contractors than we had con i mean we had which right ways are we i'm assuming the motion the contracts that we have the services we have are general right-of-ways which is bush hogging that's a rough cut every two weeks then we have manicured right-of-ways which are high-profile intersections and grounds and that's done once a week so that's two different services then you have condemned properties which is three and you have spraying but we brought some in-house which ones did we bring in house well we brought it you're right the general is in-house so that's correct so this will be a little bit different okay so the general right-of-way is what we're doing now you're right so now we just have we'll have the manicure to the grounds and then we'll have spraying and condemned properties that's all right that's right there are still some right-of-ways that the contractor does for example church and i-55 there's some other areas that they they've maintained in your contract that we haven't taken over yet we've generally taken all the major arterial and particular ways in the city that we did in-house kind of like saying what really used to do for us we're taking the bulk of that in-house but there are still some right-of-way like the mayor's bush hogging projects that would be in this contract that we haven't taken over again okay so there's stuff that most of it is the landscaping manicure against the like stomach but there are still some right of ways that we don't do okay
[0:27:30] so basically that's going to work into three different things in manicured right-of-ways and grounds condemn properties and spray but bradley's going to tile that up have that prepared for the rfp so any other discussion okay so we had a motion in a second if there's no other discussion yes yes okay that motion carries all right the last thing i'm not going to go into detail but just want to call everyone's attention um i recently posted our state of the city and it was kind of a follow-up to our last meeting in december just talking about all the things that we're able to accomplish in 2019 so i want to thank the board again uh we had an incredible 2019 uh many of the things that we talked about for so many hours and worked on uh for some as many as three years before that somebody even longer than that we finally uh got those things moving uh they're on the ground being built uh being done in 2019 so it was a great year in 2019 uh that's going to carry over to 2020. uh it's just it's fun i'll tell you right now it's just it's just fun for me i i love to see things happen uh love to be busy i love to see progress and i just want to thank the board for joining me and and and getting uh getting the wheels on the city and and seeing us roll because we are absolutely moving we got a lot of projects going on it's just again it's just fun so i'm not going to go through the projects again but uh i put all of that uh composed all that into one document i posted it on the uh my mayor's report blog it's uh it's on all my social media pages and i also have if any of you want a copy of that just for a quick reference to know like how much was spent on this when it was done i have all that i can send all that in a word document to all of you as well you
[0:29:33] know to help communicate that to our citizens so again 2020 state of the city is excellent and uh let's keep moving and thank you again for all your help next on the agenda is our citizens agenda uh we didn't have anyone sign up in advance but it is open if anyone in the audience would like to speak please come to the podium and state your name does anyone want to speak no one tonight last boring enough okay all right no one wants to speak on the citizens of gender so we'll move on next on the agenda is our personnel doctor mr move we approve the personnel doctor is is there any discussion hearing none roy next on the agenda is our city attorney's legal update mr nick manley so a couple quick items uh been finalized uh last couple days due to the holidays i first need to get an authorization to surplus the bleachers at the arena we're currently moving those out and surplus that importance with kimchi code so tonight authorization for the mayor this time the resolution and then serve the surplus those in accordance with 1775 wheeler is there any discussion they don't need the bleachers for volleyball no what we're going to do is like we talked about when we initially brought volleyball to the arena in 2017
[0:31:36] the plan is to uh now that we got the floor level which was finished in the last summer so now we can make the facility back to being a multi-use facility and accommodate volleyball at the same time the reason it's a key issue to get the bleachers out of there is what we can do if we remove the bleachers we can move shift the volleyball courts to that corner and that way the vehicle doors on the opposite side you'll be able to have other events without moving the volleyball for it so nobody use the bleachers anyway they were put in there initially for western sports as you all know since that never materialized for the city the bleachers are really obsolete any other discussion hearing none roll call uh next item is uh authorization for the southampton fire department to our mayor to sign that offer for the department of the fire department with a2h they will be assisting with the fire station number five for the design bidding and construction administration and free design services we've gone back and forth them on the contract it was finalized yesterday afternoon that's why it wasn't on the actual attempt on the attorney report so they will be assisting with chief scallions and designing and fitting the fire station there and partnering with partnering with another uh firm out of north carolina that will be helping that has extensive experience with design and construction of fire stations so tonight obviously for the mayor to sign the contract with a2h for the design of the construction administration for the fire station number five okay emotional arm and fluoresce second
[0:33:41] motor and pain is during discussion here you know they're all calm yes that motion carries uh next time authorization to be back up the medline project we're in the process of finalizing the inducement agreement which was uh discussed at the december 17th meeting as part of the inducement agreement revisions they are having to revise it to reflect that the city of south haven will provide the water potable water in addition to the fire line extension for the project nested water is not going to they're going to allow the city to provide the water so a couple of things a part of that the city will need to pay desperate water and amount of 450 for reimbursement for their costs before we take it before they'll start working with us to take over the water that cost can then be passed on to the consumer at the appropriate time or up to consumer medline and then also authorization for the mayor to sign a petition um to with the psc and a joint application to allow for the city to serve the area in exchange i mean uh in lieu of me in lieu of netherland water doing so so tonight just the motion could be authorized authorized payment of 450 um to measurement water association and authorize the mayor to sign a petition to allow for uh the city competition to serve the medline area for the psc and this will all be done pursuant to mississippi code 21-27-3 now they have that's
