[0:08:40] we have motion ball under pain second model to gallagher is there any discussion on the board hearing none is there anyone in the audience that has a financial interest or any other properties yes emotion cares next on the agenda is a request to advertise for ceni services for the general road south widening project ms whitney cook yes sir our mpm funding and our mdot procedures this is the next step uh to get us towards construction to get one road south um so what we're doing is uh requesting approval to advertise in the planning ledger for construction engineering and inspection services um forget where we're south um basically this will cover on-site um supervision of the project uh overseeing the inspections uh and making sure everything is procedurally correct so we don't install the project or run on time our fundings will just get through but it's a formal procedure we have to go through them but um we've already sent it to them so they can concur with the ad that we're going to put the clarion ledger but we need permission from the board to legally act with us second we have much of honorable wheeler second autumn in florence i'll start the discussion just a quick overview you all know this is the the number one project is on our npo list for federal funding we applied for this in 2015. uh it's one of the most highly congested areas in our city it's where the traffic bottleneck is going southbound at church road and get well this will widen get well to five lanes from church road south to star landing also at a 10-foot multi-eastern on the west side receiving a large amount of federal money that's a 9.8 million dollar project and most of that is funded uh politics well 7.5 basically is funded by the npo so it's a big deal

[0:10:44] been waiting a long time highly needed so we're excited the last update we're in right away purchase process right now construction realistically probably starting in early spring at 22. so it's going to be a big deal to wait a long time any questions any other discussion here you know world conflicts yes yes yes motion carries next on the agenda is review and recommendation for details regarding the state line road west traffic study evaluation dan i was uh a little premature in putting this on the agenda i actually the study is complete um i want to spend a little bit of time going through with um weebly's office and the mayor's office on the findings and the conclusions so just a little crazier a little bit better breakdown versus how to go through the whole before okay we'll just move past that unless you don't have okay thank you sir thanks on the agenda is our funding agenda i guess our first application is um chickens and it is to revise their existing lot which is what one of silos square commercial area phase one uh essentially what they're doing is

[0:12:45] buying additional acreage you're going to see where the red line is at their existing lot and there's uh 28 feet of width all the way down the length of their lot that they're going to add into your existing line i think everybody can agree that it's very congested there so what they're going to do is propose a secondary driver lane to alleviate some of the traffic in their existing ones they're also putting their employee parking on that side so there's not parking behind the building so this is uh in addition to their lot and a revision to their lot to alleviate traffic and congestion concerns which is always a good thing it does comply with our commercial subdivision regulations and it was taken into account when they put that new embracing address to the north of that that new drive going in so it will not uh requiring revisions to that so we did recommend it for approval planning [Music] wheeler yes yes that motion carries item number two is request for sub division approval for lot eight of the territory marketplace commercial subdivision this could be on the south side of church road east of highway 51 more specifically just at the east of the new dollar general indianapolis is 0.66 acres of property it is compliant with the pud that is the master plan over this area you do have a design review application following this for an urgent care clinic

[0:14:47] which is what's going on this lot it is done appropriately for that it does comply with our commercial subdivision regulations and what's going to be known as the infection mr murray i make a question that we approve item number two on the planning agenda as presented second we have a motion alderman gallagher second lawyer in pain is there any discussion fairy gun roll yes yes that motion carries i stated item number three is the urgent care clinic known as fast-paced urgent care uh this is the design review application for it we did several adjustments to their building uh we feel like aesthetically it was a much better suite that was the final revisions there you see on the on the board um two tons of brick race careful we did some adjustments to their photometrics to add it over to lighting in to match with the dollar general next door i did some adjustments to the landscaping they did a revolve those changes so what you have in front of you is the revisions that were requested and recommended by the planning commission and was voted unanimously in payroll mr mayor i made a motion that we approved by number three on the planet agenda as a president [Music] yes that motion carries item number four is a revision to the existing bell office park uh subdivision specifically lots five and this is going to be on the south side of james drive east of elmore road um and what we have here is just a cleanup or tidal work as you'll see on a larger lot highlighting red there's a cell tower on that lot well that cell tower um like

[0:16:50] i said it's situated on that lot but the access to that tower is on the adjacent lot to the west right now there is an option for purchase on the larger acreage to the east and to ensure that tidal work is not convoluted and easements come into question uh this revision will literally carve out that area where the tower is and place it back onto the lot where you have i think it's called the bounce jump a little recreation and that's the owner of that property um who also has the lease with a tower this will carve it out and put it on his lot and take it away from the one who's got an option behind it so it's a formality for title work and it was recommended for approval and very common favorite four yes thank you next on our agenda is our mayor's report just a couple quick updates again sales tax and tourism revenues continue to remain up sales tax over 100k monthly more than budgeted 30 about 35 000 for tourism up uh this has been a continuous trend route this year y'all know that we are preparing for uh fbi 22 budget uh we do have workforce shops scheduled from 10 to 12 thursday and friday here we do have a rough drought uh balanced budget proposed for you he and i have worked on that and we've taken all the requests from every department head and review those and put together like i said a rough draft just so we can kind of move them all down the field

[0:18:53] just again don't like i say every year that's not uh suggesting that anything in there can't be changed or shouldn't be changed just want to again move the ball down the field get us in a position where you can you know get moving and get that done uh you all know that's one of the uh not the most important things we do all year you know setting and uh you know prioritizing haste for the taxpayers money is one of the most important things that we're charged to do so we made a lot of progress a lot of time on that to uh to put that in front of you so we'll uh we'll get together on that thursday and friday to do that we'll tell you everything that's been requested what's in what's not going on go over all the details so you're prepared to make changes the uh as mentioned earlier uh the maybelline pedestrian bridge the actual bridge structure uh was delivered on a truck today so it is on site so if you can ride there and look at may boulevard you'll see the actual bridge we're in discussions now with contractor and everybody involved trying to decide the best time to put that structure on obviously it's the first time this has been done in south haven and i believe in subway county as well but it's not the first time a bridge or pedestrian bridge has been done so these people are prepared to do it we're just trying to find the optimum time to do it because of a traffic situation on get well we obviously would not do it during a rush hour time so it's either going to be you know in a time during the day after uh you know school traffic is done uh still talking about potentially the idea of doing it at night or doing it on a weekend so i will update everybody further on that as of right now um uh between the 20th of august and the 22nd of august uh the bridge will be installed so that's that's what it's like of the time it's slated to happen that's basically all i have anybody got any questions for me here we go we'll move on next on the

[0:20:58] agenda is our personnel document yes yes that motion carries next on our agenda is our city attorney's legal update authorization previously under 31 the authorized chambers that are more than one percent for uh chief's guidance to sign this anger is some of the previous change orders for the uh unstable souls that were found in the area [Music] as corporation of america and that contract was important to help the city with identifying bills and or services that were not being utilized around being charged and running out by the city um and as a part of that we have a modern corporation america access to our unit system and access uh through that through our id department since the time we've done this 2018. while it's been somewhat helpful it hasn't been identified in many areas that provide extra revenue to the city department and there are concerns from a security standpoint providing people access inside of our system so the recommendation for chris shelton ray humphrey is to determine this contract
