[0:02:20] yes okay the motion carries next time the agenda is a resolution for the declared holidays for city employees this is just the resolution uh pursuant to the government's proclamation for december 24th holiday uh thursday before thanksgiving and friday 31st we have a motion alderman change second alderman gallagher is there any discussion two two and one any other discussion hearing none roll call yes yes thank you yes yes that motion carries next time the agenda is acceptance of bids for the southampton police department equipment in this previously went to bid for vehicle equipment because i think the police department in the uh it went through the reverse auction in the low bid is from dana safety supply in the amount of 78 thousand five hundred dollars um for that equipment for the vehicles uh sometimes the occupation to accept the debt and authorize being unlikely to be signed for foreign i'll oppose say no i just have it motion carries that's how the agenda is a resolution for budget amendment the dispute amendment tonight uh is done it was prepared by uh and it allows for acknowledges the fact that the i.t and emergency communications departments will not will be under different departments now and so it just sets forth those salaries and the appropriate for the paid

[0:04:23] supplies that are needed in the appropriate categories as required by our budget so nothing that's uh changing the legend increasing or decreasing staying the same just a technical correction so we can have it listed correctly for our fy22 budget all right we have a motion balance second baltimore wheeler just to follow up on nick's comments again uh emergency communications now will be under the supervision of chief moore and the police department that will have a separate budget code uh but still be under complete supervision of our employees chief any other discussion carrying on real conflict yes okay that motion carries next on the agenda is the resolution for i t surplus and it's just a surplus equipment for the i.t department second bottom and jerome is there any discussion hearing none roll call please yes that motion carries next on the agenda is the resolution appointing satellite and police chief macon moore to the uh to the soda county 911 board yeah as you all know chris shelton retired from the city um so we need to fill his spot on this on this four he's been in that point for many years um so tonight we get authorization to appoint chief moore to fulfill the um tournament of chris shelton's uh former counter chris shelton um for this uh

[0:06:27] committee or board that will end on september 7th 2023 so just a motion called rise teamwork so that position filled in second we have a motion baltimore kelly second water and pain is our discussion here are you mountain roll alcohol yes that motion carries next on the agenda resolution for an interlocal agreement for cost sharing for the uh gis project update with gis maps countywide yes and that's uh as mary noted it's a updated gis map um it's between the all the cities along with the utility authority in the county uh the interlocal just had to support the cost sharing details that we've done in the past the south american chair would be nine thousand eight hundred twelve dollars and sixty cents and stuff similar to the one that's where you've been approved before based on their size based on population bc the cost breakdowns so the resolution would authorize the signature by the layer for the sun yes yes yes that motion carries next on the agenda's authorization for intergovernmental transfer this was reported mark east is of teresa snowden um to transfer to central uh as part of their uh needs um so tonight authorization to approving the medical transfer document and contract issues

[0:08:38] obviously i'm going to bring it back for the board but tonight you want to probably approve them already and then get whatever they need on their hands to have that effectuated for the internal transfer i'll make that question we have a motion of alderman gallagher secretary martin wheeler is there any discussion hearing none all in favor say aye aye the opposed say no i just have a motion next on carries agenda's resolution for unmarked vehicles in this resolution this is required by the state author's office for any time we have more people that will be underwater police department um so the resolution sets forth the authority along with the market home kelly is there any discussion are you on a roll call yes yes that motion carries next on our agenda is our planning agenda this wouldn't you cook yes we just have one item on the agenda and it is a error request to [Music] revise a name of a code in shelburne estate section g it's uh platinum is ashton cove they came in and requested it as shelburne cove i did speak with uh sheldon and also our chiefs guns and they thought that that name change was a little too close to shelby drive and some other names so we asked them to change it yet again so there would be confusion for 9-1-1 purposes so their final request tonight is to change it to kilobean code which has been approved on emergencies overseas we have a motion baller and kelly hearing not a roll call

[0:10:46] yes that must be fair thank you next on our agenda is our mayor's report uh there's one item that i do need board action on uh y'all know we've been waiting on the bids to be open to the state line get well monument sign those were open uh after the agenda was set so that's why you didn't receive that so i do don't yeah we have that up on the screen here so we received two bids for that uh mcrae drywall is the lowest bidder at 90 235 dollars the other bill was 126 thousand 784 so it's my recommendation and i'm asking this board to award the bid to mcrae drywall you got a motion waterman flores second modern wheeler is there any discussion hearing none roll call please yes okay that motion carries then uh just a few announcements um there's an event at silos square with an organization i just learned about this last week but we know that we've had over the years it's a common practice for people to sell christmas trees you know as fundraisers and to raise money for charities that kind of thing but there's an organization that's at silos square now that's a regional organization it's established by a group out of mobile alabama and uh this uh this cause goes beyond just a a local thing it's it all these cities have a branch of this and they have a competition on who can raise the most money for charities and then it's uh given to a local charity you know you know where each operation is so this year uh it's called by a tree change of life and uh and this year the donations are split

[0:12:51] half of it is going to hartland hands not excuse me not harlan's hands it's going to their it's going to our healing hearts child advocacy and i forgot i need to let me check my text i forgot who the other one is y'all forgive me okay so half of us going to healing hearts child advocacy center and the other half is going uh to an orphanage so it's a great cause and it's um it's in the back of silo uh it's right next to the actually the bell tower uh where the dog park is and so a lot of volunteers working um alderman jerome was at the event and uh kind of kicked off the show set the standard high and um so i just encourage everyone you know whether you you know use a live tree or you have an artificial tree or trees um buy a tree for somebody else or whatever but it's a great cause and we have we're gonna have a little healthy competition with some of the other cities to see how much we can raise uh the goal of brown hill told me that the goal was two hundred thousand dollars so how they're doing well so far uh but anybody that wants to volunteer out there or go buy a tree uh please please do that not yet but i am going to get it's it's uh it's so so much fun like somebody made a comment when they have the the grand opening out there that uh that you can make a hallmark movie right there i mean he's got you know you got the bell tower there uh you've got selling christmas trees you got a little pond behind you that could be an ice skating rink uh you got the the main street going down decorated you know to the hilt you got um you know the you got the bridge you got

[0:14:55] uh you got santa claus showing up there you got um you know uh all the christmas shopping going on it's just all we need is a little bit of snow and santa claus to get up in the bell tower we'll be ready for a movie but anyway it's a real cool environment so um yeah take a trip out there when you get a chance and buy a tree and help change a life next announcement is uh medline has reached out to me they're going to do a community service event they're a great corporate citizen for us already and they're going to be offering free code 19 vaccinations on saturday next saturday the 19th of november from 9 to 1. it is sponsored by the state health department so you know all the medications you know or the vaccines will be legitimate understanding that they have all three uh vaccinations that will be going it is drive through uh so it's quick and easy and no id's required so anybody that hasn't been vaccinated yet and has made that decision personal decision to go get vaccinated there's an opportunity in the medline on november 9th saturday november 19 again from 9 to 1. christmas parade is coming up on saturday december 4. last year as you all know we missed our traditional parade because of the pandemic alderman kelly stepped up and had a special drive-through event that was a huge success by the way so again alderman kelly i give you um all the credit and uh and commend you for a great effort uh during a very difficult time as you know we were getting criticism for whatever we do or we didn't do and so it was something that was really super worked out great that this year we're going back to our traditional christmas parade uh that will start at the south point church at highway 51 and main street and it will come east like i always does to northwest drive and then we'll finish at city hall this year we're going to throw in something a little bit different y'all know that we started the shows at sauce we've had a few little growing pains

[0:16:59] with that we hired a contractor that had some technical difficulties uh to say the least is very disappointing so we have bought our own screen uh we have budget for that in the parks budget so um we have bought beyond the outdoor stream for that purpose and so at the end of the parade uh now we also have the silence on northwest drive that we didn't have in 2019 so if y'all y'all know traditionally like everybody when their float gets done they park you know hit their cars everybody kind of disperses and goes on their way and you got people still coming you know bring up the tail end of the parade so now people can park their trailer walk on the sidewalk and they can hang out um at socho park gonna have a movie we're gonna show health um so elf will be showing and we're gonna have hot chocolate so people can hang around just you know just kind of bring back a little more uh tradition a little more fun to our christmas parade so i just encourage everyone to participate on december 4 and you know hang out watch elf and uh you know drink some hot chocolate and get christmas get in the christmas mood and i believe that is let me check my notes but i think that's all that i have are there any questions for me among the board hearing none we'll move on next on our agenda is a personnel document mr mayor i'm going to approve the personnel documents presented on this date thank you for the motion monitoring pain second alderman hoots is there any discussion hearing not a roll call yes yes yes yes that motion carries next on our agenda is our city attorney's legal update a couple items that came up last day and out um first we need to go ahead and protect your policy of approving alcohol

[0:19:03] variants for the um waiting reception on january 1st 202 at the state house um is there any discussion yes yes that motion carries uh next is a contract i've emailed out this morning um before the generator uh that has been generated with a contract with cummings um we received a quote from them so that they sent a contract we make provisions to it they agree with those revisions tonight authorization for bradley was assigned that contractor contracted cummins in an amount of 40 000. 40 thousand dollars yes yes that motion carries uh the next contract that came up uh yesterday as well was contract young for the copier from saudi fire department they need to replace the current top here um as it's not in good shape at this time this contract has also been revised they've accepted the revisions so authorization for chief scott is assigned to contributors fire um through emotional repainting second

[0:21:08] alderman foods is there any discussion appearing on roll call yes yes that motion carries and then last came up this morning as well uh it's the contract of fort berry to do our fy21 audit um the cost be 57 000 uh to engage them for the audit uh this will be um a little bit of an increase in last year due to all the federal money that's all this year and um review of high interest statements uh so tonight we need authorization for the contract with courtnberry mallard so that means we're getting all of it um it's done in time by next year so second baltimore wheeler is there any discussions um any other discussion hearing on roll call yes that motion carries next on the agenda's utility bill adjustment docket mr marion we approve the utility bill leak adjustment contact second alderman jerome is there your
