[0:00:00] welcome everyone and now calling this meeting to order please stand with us to be led in prayer by harvard gallagher please remain standing after that for the pledge of allegiance um absolutely and before we do that um we lost uh appreciate alderman brooks bringing that back our attention uh we've lost a special uh person in our city last week mr howell guthrie uh mr guthrie was a prominent developer a decorated veteran receiving two purple hearts for his service in the vietnam war and so uh just uh you know a south haven guy for many many decades he's one of the most unselfish people that you would ever meet and so we lost him last week so let's have a moment of silence to honor the life of mr howard guthrie heavenly father lord we're honored tonight that you give us the opportunity to come here and to lead our city lord and lord we uh ask that you to watch over our country lord that's in terminal to bless our city and bless our country allegiance to the eye of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice on our agenda this evening is the

[0:10:26] yes yes yes yes that motion carries next on the agenda the change order for the goodman alone monument sign mr whitney cook yes sir we have been constructing the iranian cities uh i'm sorry on the northwest corner um we were unaware at that one time that there was no election service right there obviously they've never had power on employment figure there would be a base there to tap off of but there was not um so to get landscape lighting up there we had to do a change order in the amount of 1952.70 to get electrical service to the light so we're asking approval for that okay so we have a bunch of gallery or second baller and wheeler is there any discussion hearing none calling forever say hi any opposed say no i just have a motion carries and the next on the agenda is our planning agenda so mr whitney cook will continue with that i guess sir we have our first application is by m r associates llc it is for subdivision approval for cherry hill north phase three so down the north side of the road east of sweden it is part of the overall cherry hill pod that was originally approved in 2006 and then amended to add the uh additional acreage on the north side in 2018. it does follow suit with both regulations set forth and that pd it was tabled in may simply because we wanted to make sure the sidewalks irrigation and the uniform fencing was on both sides we did ask them to bond the remainder of the landscaping that should go on both sides of the street there's a very big landscape design it should be on both sides of rasco but in light of what we got everything constructed for the fence and irrigation plant wednesday so we have them bond all the linear footage down both sides we'll have that planted in november to make sure that the trees take root um

[0:12:29] with all that in place we brought it back to a training ignition in august and it was approved unanimously with those contingencies being employed mr mayor bank motion to approve uh um there is an entrance on uh sweeney as you'll see at the north end of the lord entrance there as well but not from the current house yeah okay so we also i am one we have emotional honor mckelly second volume in pain is there any other discussion hearing mountain or alcohol yes yes yes yes that motion carries our second item is also a subdivision application and it's going to be a revision to the south commercial subdivision this is going to be south of w ross parkway on bill south drive more specifically it's going to be where um the south addition to the rv park is going to be where easy days rv park is existing and also the mini storage you'll see at the very south end there's a lot 13. they're asking to increase the size of that lot and then that lot increase it to extend their existing mini storage onto that lot which is an allowable use by that pud it was very unanimously in favor of the planning commission mr mayor i'll make a motion that we approve item number two on the agenda that is presented one item two we have a motion alderman gallagher the second arm in pain is there any discussion hearing none roll call

[0:14:34] yes that motion carries thank you our next one on our agendas uh our mayor's report uh just a couple of things to update you with first of all the city received outstanding news recently uh regarding our employees health insurance as you all know this board knows that we've struggled with loss ratios the past several years we've had loss ratios close to 200 percent at times we've had some unfortunate situations occur you know with some of our employees and their family members which is you know caused our loss ratio to be extremely high last year our loss ratio was 170 percent uh just to put that in perspective a break-even point for a health insurance company is is in the area of about 75 percent so we need any loss ratio that exceeds that means that they're losing money and when they're losing money they're not going to be in a hurry to insure you okay it doesn't make you very attractive so you can imagine with 170 loss ratio how unattractive we were to the health insurance industry uh we fought that i want to commend this board uh for hanging tough in there we've uh that drastic improvements over the last uh five years uh the amount of uh premium that the city has paid for our employees has gone up over a million dollars but we've not passed that on uh to our employees only we do understand that our employees families you know have to suffer that increase on their own but as far as the employees uh the city has um stepped up every year to find a way in a budget to pay that that's been a significant thing the good news is our loss ratio for this last year is 61 so um we made we made changes you know we made changes last year uh to um you know spouses if they had other health insurance options available that we would require that they do that um and then we just uh just thankfully god we've had we've been blessed this year so what that means to us is that

[0:16:37] not in one year is not going to change dramatically but you string a few years together that's going to open up more options for us on health insurance which will help us continue to provide the best health insurance available to our employees and their families at the lowest cost available what it means this year is basically no rate increase you know we we struggle with that as i just mentioned over five years it's gone up over a million dollars this year it's basically holding steady uh in the three uh three and four thousand dollar deductibles uh there's actually a slight decrease but for the most part it's going to be it's going to be steady along with that there are two new features that will have the united healthcare for our employees there will be a card of 200 in value for any single insureds you know to help with expenses and there's another 500 card credit that's available for families there's also going to be zero deductible for tele for our teledoc telemed system this year so that's that's another positive benefit for us but anyway great news to be it's been a long time in fact i don't think during my career as mayor we've ever had a year that the insurance didn't go up so so this is a pretty good uh pretty good bit of news for us i'm very excited about that 61 loss ratio this year it is my recommendation we've asked our broker to do as we've always done you know to go and check the market and see what's out there like i stated earlier one good year really doesn't change anything you're going to have to string about three good years together before options open up again so the market we're still not attractive in the marketplace we've had cigna and some others that have refused to quote so it's my recommendation that we that we renew with united healthcare so someone wants to make that motion to give me the authority to sign that renewal i will accept that right now okay we've got a promotion and gallagher the second arm of flores is there any discussion carried out

[0:18:41] yes [Music] okay unless you carries uh next thing i want to talk to you about the southern county the soviet county board of supervisors recently sent a letter to us with a a proposal to complete a road project that's been discussed for several years many of you may not know you may not have heard this but mackenville road in hernando is getting a new interchange off of 269. uh hernan the city of hernando has done some straightening to that road to make it line up you know for the interchange uh that's been done by hernando then when you go north of the 269 interchange um mackinvale is barely offset on the north by swinney road in south bay so there's only about a mile stretch that's not connected so we've been talking about this project for about five years with the county that we would have a project to connect the two and so that mild stretch of connecting road uh is proposed to cost about four and a half million dollars obviously what that would do it would bring tremendous traffic congestion mitigation results to both hernando and southaven because it would allow people to go north and south without getting on interstate 55 they could hit 269 there so we're swinging dead ends in south heaven into star landing it would go it would be connected and it would go to mackinville which would give you access to 269. so it will allow you to escape you know church over 955 it will allow you know hernando and southaven residents to travel north and south it would just be a great project you know for the entire county just to improve and improve traffic flows as we continue to grow so it's a great project we have not discussed this in a i know it's been two full years i

[0:20:46] won't say it's been three years but anyway so i get this letter that says that the county um is ready to do this and uh so this is something that we we certainly are happy to hear it's a great project and i think it's tremendous for all of us uh the problem is we didn't know when they were planning on doing it so we did not prepare i mean our transportation funds have been allocated you know to other projects as you all know get will road widening on the south side between church and star landing is our number one project it's our greatest need that's on the number one on the mto list and we believe that will be under construction in 2021 so we've been focused on getting that project done and so a long way to tell you is we really didn't allocate money for this uh what they're asked is is that the road is or the connector would be about a mile and they're indicating that there's about four tenths of that connection that's in the city of south haven that would be servicing uh city uh current city uh properties and so they recommend their proposal is that the four and a half million be split that we paid 40 which would be 1.9 million and then the county would would pick up the rest so that's the proposal and they just asked me to review that with all of you discuss that and so hopefully we can discuss that tonight obviously a great project no no there's still some leg uh there's still some area when you go north of 269 the connecting area is going to be north of pleasant hill road so when you go north on uh

[0:22:50] on mackinvale this area where it will connect crosses over pleasant hill and goes up into a dead-end residential area so there would be right-of-way to be purchased to extend it there north up to star landing so it's north of pleasant hill road really connect it's between pleasant hill road and star landing is where the smile stretches right dead ends on both sides on the south side of dead ends there's a residential like dead end street and then on the southeast side of dead into the star landing road so when this project gets done is that correct yeah we connect where we're swinging dead ends in the star landing now that's where it would connect so instead of dead ending there you would be able to carry on southward and go all the way to 269. the project's a good project that's going to put us on board real quick yeah that would definitely increase the traffic in that area certainly again you mean you talking about um just north of worthington states yes yeah i mean if you go straight you don't clear to the left you're in a ditch yeah that's always bad i'm just thinking we opened up this third [Music]

[0:25:08] but the first step you know it doesn't all have to be done at one time the first step the connection even now would be greatly beneficial no but that's no let me know they will start that process now but when we met with them this was two years down the road well nobody really said 10 years down the road but we talked about it and when it was first brought to my attention i told them what i just told you that that i love the project i think i see the benefit for south haven hernando and an entire desoto county uh however again we know what has happened with npo that you know the funds that mpo has uh have been depleted and we were lucky whitney knows that we were lucky to get getwell on there that the devil project exhausted all this four-year phase of mpo funds the get-well south project has exhausted every bit of that so all the other cities in the southern county have had to yield and they they're we all work together and they the numbers do uh show that the get-well project does have the most traffic flow it is the it is the highest priority item but they had to yield their projects and wait so there's basically there's no transportation money so when it was first brought to my attention i told the county that hey i love the idea but i can just tell you right now that it's not it's not been in our long-range plan yet and we do have get well in front of that so i don't know how it would be funded on iron so and that would be the next thing that we would need to talk about from a city perspective is number one do you like the project is it worthy number two do you like to split the money split do you think that's fair and number three where are we getting the 1.9 because you know y'all i mean we would have to you know we we've done a good job with our money we've got a tight plan we've got our money allocated but we've also

[0:27:09] saved enough in our unassigned fund balance in reserve to be our policy of 12 so we're solid on everything that we've got going we're silent but this one point now to change that you have to borrow money for that i think you know this time next year they want to start it let them start it will pay our portion they can pay our abortion until we are able to budget it properly i don't know and like i said usually when we talk about things and y'all know this i mean that's that's a good point because we didn't prepare because we've not discussed it lately and y'all know we with the city we plan in advance i mean i think the smart thing to do is to plan things in advance so we've laid things out there i mean the get-well project for example whitney was that 2014 or 15 when we first i know it was at least it was at least five years ago when we put that only we we did the proper application with mpo got that on the list so these are these projects take i mean that's a long period of time you know and for a city i mean two million dollars is you know that's you know that's not something that uh that's a significant cost you know for a city you cleaned out the fire department over the course of many years the trails from so far the snow's road we've planned that out over 10 years they're asking us if we want to pay 1.9 million and pay 40 and join this project uh no they don't say anything about that

[0:29:23] it gives him another north south well two things in my opinion i don't i'm not speaking fernando i don't know how they see it but just knowing what i know about economic development and trent and traffic and i've learned a lot about traffic in the last eight years it opens up another north-south corridor where it allows your citizens not to have to get on interstate 55 not to get jammed up so both ways so if you have somebody who lives in hernando instead of sitting in stock traffic on interstate 55 at 4 30 on a tuesday they can exit either state line goodman or um church and go back to swinging and then take swing all the way down in orlando especially for those people that live on the eastern part of hernando they could totally dodge 55 in that traffic jam yes and then the same thing works the same way with business i mean when you open up uh traffic businesses that are on the north side of their city around mackin around 269 in mackenville that's going to open up more customers in south haven to go there to travel there and do business i just think it opens up commerce for north the northern part of orlando is there any uh i thought the same time and i'm not uh like i just got this like i said i i'm just probably one of those yeah uh not according to this one letters well that's something i don't know i mean that's something that um you know i don't know what's happening with tabulations well here's my suggestion i think the table is doing all the information yeah i um again i'm not against the project trust me

[0:31:26] but i know there's going to be some long-term residual effects to our taxpayers also yeah and today just just fyi for everybody tonight i was not asking for a question yeah i was just asking this this is the first thing we've gotten in three years about it i just wanted to initiate discussion let's all talk it through and there's some good questions i don't know like you're i don't yeah and you know i don't know how this generally works i mean what i've always tried to do in my service as mayor is anything that's in the city of south haven you know we've handled on our own like you know we handle all our city we handle that it's in the city but i'm always we definitely wouldn't do it that way yes that's definitely how we do business um the other thing is um on projects like this and again i'm not saying one i really don't know that's why i want to hear from y'all you know this is a project that is not just a south haven project this benefits the entire county yeah and including hernandez and so i don't know and i don't that's what i'm saying i don't know is this something that the city i mean should the county i i don't know should the county fund this should we should we be paying for i don't know so what are your thoughts on that i mean is this mdot for mdot to approve the interchange

[0:33:31] at 269. they had to with their own funding they had to straighten back and build i think creative's people are going to be going to work [Music] just ask some questions all right so to make sure i'm understanding from all y'all so alderman flores your question would be the um the details like is there any skin in the game okay that's your share of that their engineers have done planning on the route they know how to how it would work so they are prepared you know for writer to start right away and all that but none of that would start until you know we have an agreement in place to do that but um yeah um okay so more details there and then
