[0:00:00] earth this evening by pastor matt brady from carriage hills baptist church please remain standing by the pledge of allegiance they'll be led by armament things let's do great oh god i thank you for the opportunity to pray for these men and for this meeting tonight and probably that's an opportunity that i don't take lightly as i think of the 50 000 plus people who live in our city and half again as many folks who work here and the thousands who travel in and through the thousands of children and senior adults and everyone in between every single one of us are affected by the decisions that are made by these few men in this little room well i pray that you'd help all of us to never forget the great responsibility that is upon their shoulders and father i pray that you would give him great wisdom i thank you that they're willing to open up meetings like this by acknowledging you and i pray that that wouldn't just be a symbol but i do pray that we would genuinely seek you for them for wisdom for guidance for strength as they seek to make our city a place that honors you and so father i do pray for them now i pray for this meeting and i pray and i that not only will you bless them in this meeting but also in all their activities and their role as leaders of our city and ask you in jesus name of the united states of america and the republic for which it stands one nation under god indivisible with liberty and justice for all okay first on the agenda this evening recently we had a special election and i'd like to welcome our newest alderman alderman charlie hoots please join me in a round of applause at this time alderman hoops you'll come to the front we'll do uh swearing in at this time okay

[0:02:14] okay raise your right hand and repeat after me uh charlie hoops do solemnly swear that the constitution of the united states constitution of the united states and the constitution of the state of mississippi constitution the state of mississippi and obey the laws thereof that i'm not disqualified and i will faithfully discharge the duties i will thankfully discharge your duties of the office upon which i'm about to enter of the office which i'm not about to enter so help me guys congratulations thank you [Applause] okay next on the agenda this evening is approval of the minutes from the march 6 2018 meeting mr mayor move we approve the minutes of the regular meeting of march 6 2018 within the additions deletions or corrections so we have a motion bonderman payne second ballroom in brooks is there any discussion hearing non-roll call yes kelly yes alderman payne yes yes okay that motion carries okay next on the agenda is a resolution providing notice of intent to begin real quick at least in the record because he's involved right now just to have it he just you can say abstain if next on the agenda is the resolution providing

[0:04:15] notice of intent to begin a levy attacks on may the 1 2018 authorized by h.b 1471. mr mayor i knew that we adopted resolution declaring the intention of the mayor and board of aldermen the city of south haven to levy attacks the amount of one percent beginning on may 1st 2018 on every person firm or corporation operating a restaurant in the city the gross proceeds from the sales of beverages and prepared food the purpose of providing funds to promote tourism parks and recreation as presented on this stage second we have a motion ballroom brooke second ballroom in pain is there any discussion the only thing i would note um i think it is important to to note that there's been obviously been a lot of miscommunication about this tax over the last three years certainly not going to rehash all that this evening the only thing i want to say though is that there still continues to be a group of people that circulate some information regarding the vote uh that that's not true the things that they're saying are completely inaccurate uh in 2011 when the people voted on this tax uh what's not true is that there's a statement that the people voted with a three-year appeal date on the tax that is not true when the vote was done there was no repeal date so the people approved this tax with no repeal date the state legislature is the one that added the repeal date after the vote so that's the first clarification and then the second thing is with h this current bill was passed the house and senate and signed by the governor last week the referendum is a reverse referendum and that was also not put on by the city of south haven that's done by the legislature

[0:06:17] so this board sent down a resolution either asking for a new vote or an extension whichever the legislature saw fit so the bottom line clarification is the city does not declare whether it's a vote or not that's done by the legislature so i just want to note those two inconsistencies and misinformation that continues to circulate throughout this city it is important to note that in the house of representatives that this bill passed with 97 in favor so it passed overwhelmingly and then in the state senate it passed with zero opposition so i think that uh says clearly that the people in our state legislature recognize how important the parks program has been in south haven what it's meant to our city the example it's set for other cities throughout the state and so just wanted to make sure that we have that on record clarifying those facts is there any other discussion gary nunn roll call alderman yes alderman kelly yes ottoman hoops yes yes yes that motion carries next on the agenda is a southampton fire department contract with zol mr nick manley yes support mayor this is a contract was sold for the southern fire department as the mayor noted um it's simply adding um uh some equipment to a maintenance agreement with seoul uh we're currently under contract with them as well uh zoe provided the soil source letter um that's part of the contract the sole source letter uh it's appreciated it's not needed though from the standpoint of this is a preventive maintenance routine so it's not something to the big balls so tonight just need authorization for chief scouting's assigned the contract was old for the minutes so move thank you

[0:08:22] we have a motion alderman gallagher second baltimore kelly is there any discussion hearing none all in favor say aye aye all opposed say no eyes have it motion carries next on the agenda is a resolution for freeport warehouse tax exemption for remington arms distributing company llc this is the pre-report tax exemption um we're using arms distributing distributing company llc this there was a been recommended by the senate economic council also the senator accounting as they approved it for the from the county uh so tonight the authorization approved the resolution for the free court warehouse warrington arms distribution company llc i'll make that motion one second we have a motion bomb in florida second alderman brooks is there any discussion they provided the applications for the city into the economic councils and everything's in place any other discussion hearing none roll call yes kelly yes yes yes okay that motion carries next on the agenda is authorization police department accreditation through the mississippi law enforcement accreditation commission chief mark even mayor moore uh have a resolution in front of you we're uh requesting authorization to enter into an agreement with the mississippi law enforcement accreditation commission uh have you signed an agreement to work with them what this is is uh we're looking at the potential of being or becoming a certified law enforcement department within the state

[0:10:25] uh there are 140 standards that the commission will look over basically i think this gives us an opportunity to have a fresh set of professional eyes from professionals within the state that that know what the demands are on law enforcement agencies in our state to get that look at it and accredit us as a certified law enforcement agency the cost is 300 for the accreditation itself expecting probably about a two-year time frame on getting everything achieved that they require in order to do this so we're requesting permission tonight to be able to enter into agreement signed contract with the commission to start this process so i'll move a second do i need to bear do i need to add the ability to sign the contract to the motion you just i think it's just an application okay the motion was made ballerina flores second ballroom wheeler is there any discussion hearing none all in favor say i'll hi hi say no i was having motion carries thank you sir thanks on the agenda's resolution for sanitation assessment just the resolution for those sent unpaid sanitation fees from the 12 month the the uh each into each individual has been provided two different opportunities to appear for the board via letter and um tonight tonight just a resolution authorizing the collection of these fees through the appropriate means of the history code 21 1911. mr mayor but we've got the resolution for assessing unpaid sanitation fees at the cinema state second we have a motion balance second ball and kelly is there any discussion hearing none roll call

[0:12:30] yes yes yes yes and that motion carries next on the agenda is our planning agenda but as you can see there's no items to be discussed uh on that this evening i move on to mayor's report just a couple of quick things to update everyone on a week from saturday on march 31st we'll have the our traditional easter egg hunt at snowden grove park beginning at 10 45 this weekend also at snowden the first uh baseball tournament uh will occur this year uh we start off with a bang we already have 120 teams uh scheduled for the first tournament that's outstanding a lot of visitors to our city um going on this week is um we have a police canine training or we have people from all over the country that are in south david mississippi with k9 teams they're using our police training facility so a lot of a lot of professionals in town um and it speaks well our police department that they seek training here in southaven mississippi next week along those same lines we have a sniper training school so we have 18 sniper training teams in town and same thing there we got people traveling from all over the country to be there so very proud of our police department and the professional training that we offer that's basically all i have this evening next on the agenda is our citizens agenda uh we did not have anyone that called in advance to speak but is there anyone in the audience who would like to speak okay we have no one that wants to speak next on our agenda is our personnel document mr mayor i move that we approve the personnel docket that's presented on the state second with motion baldwin brook second ballroom in pain is there any discussion hearing none royal call
