[0:04:06] as you all know there are certain areas of our city that when the annexations occurred in the past for whatever reason they never took on a new southaven postal zip code in name this is nothing new it's just something we started asking questions about there's been some concerns from a public safety standpoint it's a problem 9-1-1 you know because these areas are in the city but they have a either an owl branch nesbit uh i guess most of them are olive branch and nesbitt but it's confusing it causes some public safety issues i know that it's uh inconvenient when you have to change your address you know with your with your bills and you know checks things like that obviously not as big a deal as it used to be you know without the use of chat paper checks so much now but it's inconvenient but it's um it's something that my opinion i think for the safety of all our people and the consistency that names need to be changed if it's in the city of south haven it would be my ask of the postal service that they changed the address to a south haven address in the southeast zip code there's no board action tonight i mainly just wanted to update you on the resolution do we need to do we need that we don't think we need that tonight chris do we need we don't need anything tonight dude well we there's not a rush on this because um the rest of what i was going to tell you is the postal service has a process that they go through before they would make that change so they in the past uh i understand that years ago when the annexations occurred there was some type of survey that went to the property owners so the postal service has their own

[0:06:08] process but mainly i just wanted to update the board tonight and nick i apologize if we put that on there already but we don't have to do it that's fine what we'll do is we'll go ahead and have some other discussions uh with the postal service and then we'll put this back on the agenda in january to vote on it that way y'all can have time to ask questions or whatever but um mainly just want to update you that uh that we do think it's best for or i think it's best for our city my recommendation to the board is we do pass a resolution asking the postal service to make all the addresses inside the city limits of south having a southampton address i think it's uh the safest thing we can do for our citizens but we'll come back again in january and update that is this we're talking about some of those addresses in south africa that say nesbitt is the city changing into the south carolina correct place right and that's the other one yes and then there's there's many actually where i live is the same thing i live on the southeastern corner of the city and there's many of the home it's a nesbitt address right so um that is i can tell you firsthand it's very confusing and and then uh before we started this discussion again we talked with all of our ems personnel chris shelton and they did indicate that uh it does uh pose some challenges from a public safety standpoint so we that that's what uh started up the discussion again any other discussion tonight okay we'll move on and we'll like i said we'll put that back in january all right next on the agenda is um the bankplus amphitheater rfp as you all know we're an rfp for our concert promotions contract for the amphitheater and so what we're asking you to do tonight is to um we did receive uh proposals and we're we're asking for permission to negotiate a contract now um with with the proposal

[0:08:17] did y'all want to get into the details of the numbers of the proposals yeah okay is that in the packet okay basically we receive the city received two proposals we received one from sunrise entertainment it was a package where there was guaranteed money for rent and then there was also revenue sharing per ticket based on the number of seats sold throughout the year we received theirs uh their guaranteed money was a hundred fifty thousand we received another proposal from uh live nation which is a national company their guaranteed money was two hundred thousand and with also 1.50 incentive per ticket sold and also 20 sharing of vip seats so from a financial standpoint the live nation proposal is better for the city so it's my request that you give me permission to secure a contract with live nation primarily but and nick can tell you the details but the rfp still does if for whatever reason we're not able to come to an agreement with live nation it does give the flexibility to also negotiate with sunrise and any questions about the specifics of the of the proposal i should be able to answer those questions but how nation met all the points of the rfp and and was good with everything that we were having correct and the live nation proposal for one year was 225 000 instead of 150 but they also submitted another proposal of 200 000 on a three-year deal but also more revenue sharing which is better for the city on a three-year deal i know there was some concern

[0:10:21] initially about making a change a multi-year with a new a new promoter but with live nation i don't fear that this is um the largest concert producer in the united states so i i do not have concerns about their ability to produce bring in the best acts available to the city of south africa i think they're dealing with 57 or 58 amphitheaters all over the country they have numerous amphitheaters like ours that they direct i mean contract directly with the city um it's my understanding that they have contracts with over 3 200 entertainers in the is that motion still good nate i would i would i would make a motion to authorize negotiation with live nation just before he wants to do with the understanding that also that has worked out authorized negotiations with sunrise entertainment that way you have them both done tonight um so if you don't work out it doesn't work out a lot of nation you can move on sunrise negotiate with them okay that motion's made of alderman flores second baller wheeler i will add before we vote on that that we do feel like sunrise is very capable of producing quality concerts as well their team members have a vast amount of experience so we think we have two good options it basically comes down to the financial aspect of it it's a better proposal from live nation we do believe i do believe that live nation with their contracts nationwide that they'll have the ability to uh to bring in quality acts for us so any other discussion hearing none roll call yes yes okay and that motion carries next on the agenda is a contract with smitty slices llc

[0:12:23] is that right yeah i like that nice smitty slice that's the uh i think the apparent company of marco's pizza but it's smooth slices llc new businesses marco's pizza but uh this is for the uh letting them advertise at uh um let them advertise on the same growth and also for letting them provide the pizzas for sale at the ballparks in exchange near the city will buy those but also they will provide the free pizza for the disney world series as well so that would be a free pizza for that but it's just a contract we've got to have our minutes based on that and it's not subject to the bid laws because the pizza is being purchased to resell so mr graham mother we adopt the official sponsorship and resale agreement between the city of south haven and smithy slices llc second we have a motion baltimore brooks second lawrence kelly during discussion [Music] hearing nine roll call yes again that motion carries next on the agenda is a resolution for tax exemptions for cenex corporation this there's only two separate resolutions tonight the first resolution is for a real property personal property tax exemption for cenax corporation uh for a period of 10 years they [Music] has been recommended by the soviet council to the county and the city it's they're giving a new enterprise of i think roughly approximately 200 jobs to be provided some of those will be seasonal but uh and look at that patient it was recommended by the council and to the county and the city it was passed by the camp pacific county yesterday so any questions um about that i'll have to try to answer but tonight's the opposition of the mayor to sign this resolution and send it to the mississippi department revenue is there any discussion

[0:18:45] this just to give real quick 30 000 foot view on this um the state and mml msb uh municipal league is requesting that each city that so desires pass a resolution requesting that those fees or ticket fines to the court that aren't being paid or are being collected uh for the court to um i mean for the legislature to pass a law they'll allow those to be centered with the mississippi department of revenue to be collected as part of the against the person's tax return for that year um so it would be a way to help the city collect fines that aren't being paid or fees that are being paid to for tickets or court funds and talking with thomas it's one of those things where it could help the city of south haven from the standpoint of some of our fines but the majority of our fines aren't paid or people who live in tennessee or arkansas or outside the mississippi and it obviously won't affect them because they don't live in mississippi but a tax return but tonight uh just bring this resolution for forced consideration to pass possibly for the ability in the event that the city there is money owed to the court from individuals who have not paid for the legislative mml to have motion or resolution support to the state legislature in the event they desire that then that they choose to pass a statute or law like this in the legislative session coming up mr rabbit would adopt the resolution may report of all over the city of south end urging the mississippi legislature to allow municipalities to submit debts ow owed to municipalities and to the state of mississippi as a result of delinquent municipal court fines and fees as presented on the state second we have a motion bomberman brook second arm wheeler is there any discussion hearing none roll call yes [Music]

[0:20:53] tonight we do not have any items for the planning agenda so we'll move past 16. next on the agenda's mayor's report just a couple quick things to update um our board about as you all recall in years past the city went to a convention in las vegas every year for the international council of shopping centers you know it's a big way to go to uh recruit uh retail development to your city we stopped doing that in 2014 just because we felt like the city needed to um you know kind of gather itself after some of the the problems that we've had in prior years so we cut down on travel we cut down a lot of expenses and we've not gone this uh to this convention since then um also at that time you know we're busy with the tanger development which from a retail standpoint was the largest retail development in the state of mississippi and so we had our hands full with that but um i'm reporting to you tonight i do think it would be worthwhile for us to go back again i think that we didn't plan on going this time it's not too late to go it's in may but i think that we should at least start planning now to have a booth in 2019 back at the uh at the convention i think it's very important it's a chance to have one-on-one discussions you know with the type of retail businesses that you want to bring to your city i understand that there's also a program where you go in and you um you share with the council what your priorities are like what you're specifically looking for in your city and then they can uh set you up with people that are at the convention with those specific businesses say you're not you know spending your time looking for those people you get there and they're ready to speak with you so i do think it's time that we go back to that again and again we don't have to do anything tonight i just wanted to uh update you and and you know just start the discussion back again so let's start talking about that and if y'all feel like that we should go in 18 it's not too late we still have time to

[0:22:56] go in 18 uh but if not let's definitely that's my recommendation that we plan on going in 2019. is there any discussion about that tonight i think it's a great idea yeah if we can do it in 18 i think we should try to this year okay check it out before we do this next year okay we can definitely do that and i'll report back to you on that mate it's in may i don't have the exact uh what i said though i'm just saying yeah dude it's may 20 through 23rd we can talk about that more but i'll um i'll get some more details so we can start that if you don't want to plan on going in 18 we'll try to make that happen recently the chamber of commerce you know every year the chamber does a magazine for the city of south native it's not just a chamber magazine it is the official marketing magazine for the city of south haven normally when we do when we help business entities financially we do that with a process during budget time where everyone submits an application we approve or deny that then with the budget we run into a situation where the chamber last year just to try to make expenses work they did not mail the magazine to everyone in the city they cut it down just to stay within budget guidelines so they mail it to about 14 000 households this year they requested that that you consider helping with postage to get it to all 18 000 households in the city so the postage of it total is 9 600 so the chamber has made a request uh if we would help them uh to get the magazine to every household in the city and split the cost with them so basically you're talking about for um you know just half of 9 600 dollars so is that something that the board would entertain mr mayor i'll make that question okay second

[0:24:57] we have a motion monitoring pain second by alderman brooks is there any discussion and we can pay this um it's marketing it's tourism the minute four legislation the statute number for that okay any discussion hearing none we're all calling governor brooks yes yes yes and that motion carries thank you um last thing i have tonight just to update you there's um for a few months we've entertained the idea it was brought to my attention that we have a water tower in the city of south haven that is owned by olive branch the malone road water tower that's the backdrop to stone grove park is actually inside the city limits of south haven but it's owned by olive branch it serves a functional purpose for water when the annexations occurred that negotiation took place then before olive branch would still need that tower to provide water to olive branch citizens but the tower is in the city of south haven all the towers in the city of south haven are maintained by us they're painted they have a logo on them either south haven top of mississippi or the the other one that says snowden does have a stone grove park logo so from a marketing standpoint and consistency it's it's my recommendation to the board that we maintain that tower just like we do all the other towers in the city i think it would be used for marketing purposes and we would paint the snow to grab a logo there the city now has a contract for all the other towers in the city we have a maintenance agreement like we we enter this agreement we pay a premium it's similar to an insurance policy and then this company maintains the towers it's very costly to paint water towers you know a

[0:27:02] water tower to be painted in the city is at least a couple hundred thousand dollars so we pay um basically roughly 160 000 a year uh for this contract that maintains every tower in the city um a branch is considered an mou with us since they owned the tower and what they've requested is that we pay the cost to paint the logo which is obviously fair and they've also asked that we would paint excuse me that we would pay 50 of the cost of pressure washing when the tower has to be repainted it has to be pressure once they've asked that we pay half of that basically what that amounts to financially let me get the breakdown we believe that the cost to watch the tank is about thirteen thousand dollars so we would be required in the future based on their mo proposed mou to pay half of that cost to install the logo is ten thousand dollars but the um olive branch board is talking about that tonight bring that back to you guys we just want to update you on that that's the purpose we just want to paint the tower put the snow and logo on it since it's the backdrop of snow grow and uh and then have it painted like we do every other tower in the city of salvation uh when they after they meet i'll bring that back and uh you know we can bring put that back on the january agenda but can we open that up for just in case there's discussion tonight we'll open that up for the discussion i'll make that motion second kind of motion flores second involvement brooks discussion will the uh logo painted on was paid for on tourism um actually it would qualify to be paid out of utilities it's maintaining though and i don't we didn't put that on the you can see that but that that's what the logo looks like on the uh the get well now so it would be painted just like you get without tower but you know you see it when you come in off of obviously in the winter months you're
