[0:04:10] agenda is the authorization we've got it listed as to seek bids for ambulatory improvements um but actually before we seek this we have to approve a task order uh to design and prepare it for bid so we have a task for that we receive late on friday afternoon from urban art and so the motion night would be to approve the task order mr brian bullard is with us brian if you come forward and walk us through this please sir and what this is again board is um this is uh a design that could possibly be a two-phased approach uh but to do the design uh if you want to fit it with alternates on everything then you would have to design it all so you'd be paying costs for design up front and then the oversight uh fee which is typical uh you know excuse me architectural fees that brian and urban ark have done in the past that would only be charged to you as you build a bill so if you did go in two phases you'd only have that part you know or whichever you put under construction but it's important the main thing it's important to know is you do pay for the design upfront for everything if that's what you want to do and that's what this task order includes um brian would you kind of just any other details with that did i say that correctly yeah i think you you hit it correct uh good evening so what we did was uh i had presented you all the kind of the master plan concept of everything that we think would be in the theater needs over the next really several years um and then the mayor asked me if we could go ahead and design a call so as he mentioned what that involves is us doing the design portion but maybe not necessarily the construction portion because you all want to see the bids first so what we're going to do is essentially a you'll see another task order in the future once we determine through the bid process what we're going to build

[0:06:12] whether it be you know um five of the seven buildings or you know three and seven buildings plus the goal et cetera once we decide exactly what that is and what that dollar value is at that point in time we'll have um the knowledge to go you know to tell you all what that's going to cost at that time and we will charge a small percentage speed to do the construction administration at that point in time but what's before you today is only the design and the bidding process just to get you to the point where we know and you can select what you're going to bid since you're all sort of selected a process that kind of works you know some might call it a grocery shopping list we're going to put everything on there we're going to design it all and then we're going to bid it all to see how much you can afford one question brian did uh did come up i started thinking about this not knowing exactly you know the bids come back how much of it we'll put under construction at any given time or how many phases but the since we are paying upfront to have an entire thing designed we want to make sure there's no time limit on that i mean obviously a reasonable amount of time but let's say that you know you know come back a couple years later and finish it the board didn't choose to do that we're paying up front are there any other retrofit charges or anything like that that we should that we could be susceptible to later um honestly there would probably all we would have to do is repackage the documents in a different way at a you know a point in the future let's say you decided to hold you know three of the buildings out let's build those again at a distant point in the future we would have to reevaluate it then uh it would be a very small team what we're talking about is just putting a new date on the title box unless you wanted changes you know oftentimes what happens is people sleep on it a couple of years or administrative you know turnover et cetera it goes that far out people may come back and say well you know we won't change this at this point in time and at

[0:08:14] that point you've still got the basics and we just have like a small add-on thing to modify it at that point in time but this is this should be you know in my opinion considering this being your master plan we've studied this really inside and out to come up with where can we place the buildings where's the most you know opportune spots to put these various uses i believe this should be your master plan moving forward for many many years to come so whatever we design now will still be good for 10 years down the road uh albeit the pricing won't you know obviously change but we just want to know that you know if we don't make any changes that there's an advantage to us we're paying this upfront it is saving us money from having it redesigned at a later date that is correct and going through the bid process too so you know that'll obviously give us a really good idea of where those prices should be in the future and then it is five and a half percent design one and a half percent oversight and this is typical what we paid in the past the only thing that's different as brown stated usually when the project is larger you know that percentage will come down some but the thing that we did last year or earlier this year but we asked brian you know to include engineering in his uh to make sure he was the point man and oversaw all of it so we're asking him to do that we really don't expect you know him to cut that feeling nick has looked over the task order if you have any concerns about the task force i think you're doing good i think uh [Music] the meeting paid for that part of the dozen true bidding it just does not include construction correct is there any other discussion

[0:12:38] we've had a term contract one year with five year meals we're three or five years so this will start everything back over potentially we'll go back out for term with one year for these contracts with the option of renewing critical time and one thing i've asked for in addition in the past we've had an alternate but we did not have they weren't available damn the big issue is this i don't want us to get in a situation again like we've been in the past where the main uh contractor uh leaves our job or can't get to our work and we wait indefinitely on them to come after a certain number of days we want to be able to go to the second and hire that person because the city we're paying so many streets now that we've got to have faster service than that we can't we can't wait definitely like that so what is the number of days before we can do that i believe in seven but the the alternate is have an option in other words you have to have two bidders to be able to award a second album in the previous we had leaving roberts with um northwest driveways or for mr billy when he retired our alternates dropped off and in order to get an alternative you'd have to go back through and rebuild process and so we were in the middle of our terms we chose i think actually robert gave us a continuation last year but we did have to sacrifice not having that alternate to have a label so the goal was to try to have an alternate award but in some instances you don't have an option you have to evaluate the bid and make sure it's a viable second alternative in one instance we had apac but they were twice as much as lyndon robertson didn't feel like he was alive and second at that time so that is the goal to have at backhoe but sometimes you don't get it which we'll know when we do we'll know when we'll do

[0:23:15] dollars per card additional cost per month so it's definitely less expensive for him to do it well if i may i mean again this is going back to we've recognized the problem okay this is something that you know like whitney would tell you if somebody came and moved they're going to build build a you know a strip center church you know veterinary clinic whatever they're going to be required to do this and they're not and what happens is people have some have an unusually large amount of dumpsters where you're trying to force feed something i mean you have that many people using the cars it's time for a dumpster and then you've got trash blowing all over the city and all that so we're just trying to make it consistent the same thing we would ask a new business to do we're trying to ask everybody to make it consistent we can decide that that's a policy decision we can decide that i mean i would think that what do you recommend bradley as far as the timeline um if you want to give them considerations with the construction of everything about that i wouldn't think it needed to be more than six months i was taking like i said three months is certainly reasonable probably a good minimum tonight uh [Music]

[0:27:30] what they were asking the city to do but my response was always yes absolutely let's do it so you just didn't know exactly what the process was so someone else mr bob button has picked picked that project up and uh reached back out to me you know help us other purple heart recipients you know that serve our country have been wounded and received a purple heart and the way that we're going to honor them is naming church road the entire length of church road from the east to the west we declared a purple heart trail and so i have a resolution that i want to read to you and then i guess just to make it official yeah we still need to vote on that correctly okay so i'm going to read the proclamation and then we'll i'll be asking the board of votes whereas the purple heart medal was established by general george washington on august 7 1782 to honor military personnel wounded in combat and whereas the military order of the purple heart of the united states of america is coordinating a national effort to establish the purple heart trail consisting of major interstate highway and the united states owe a deep debt of gratitude to those members of our armed forces who have been wounded in combat and honored with a purple heart medal and whereas the citizens of the city have received the citizens of the city have received a purple heart medal including a former board of aldermen member william brooks and whereas the city desires to honor those who have fought and sacrificed so courageously for our freedoms now therefore i darren muscle white by the authority vested in me as mayor of the city of south haven mississippi here i proclaim

[0:33:44] yes yes yes that motion carries our third application is the initial use permit for a motor vehicle repair shop to be on the southwest corner of veteran's drive and highway 51. there's a large vacant block there uh consisting of 1.8 acres it is proposed to do mainly dent repair collision repair exterior body parts repair glass no transmission work no motor work or anything like that is primarily a body shop um so it requires additional use permit in the c4 zones [Music] so there's some stipulations put out there in terms of the week days of the week and hours they conceded to that monday through friday 8-5 um and once those were stated we did recommend a one-year commission use permit with a four-year extension pending compliance and annual inspections that was agreed upon by the applicants and the planning commission voted under cinderella yes if you look in the stat report it has um the amount of non-compliant vehicles the amount of compliant vehicles you're allowed to have um on site concealed and also not concealed the next application you have is their design review so you will see a large density area in the rear storage we also put a condition that they can have no auto parts stored outside so you don't have fenders and bumpers and things like that outside anything they get will be shipped in new full repair and when you store inside a building i have not seen your construction plans yet they're working on that they are aware of the slope issues on it uh and one thing is slipping into that dish line that's on the back side so they propose to leave that tree line there because it is a very nice buffer between that residential tube um they will fence in front of that and let the natural drainage hit there so probably if i had to guess build up the slider the

[0:37:51] lifeproof wood fence within highway 51 so that we've asked them to put three columns in there as well uh just to dress that side up add a lot of landscape across that frontage and then bring the decorative lighting down they didn't conceive all of that um so with those changes the planning commission voted within rebel motion hoots second of all wheeler is there any discussion any other discussion yes emotion cares okay next on our agenda is the mayor's report first thing i want to bring before the board this evening got familiar in previous years and just update alderman jerome the county does an imagery project that does an overhead view flies a drone for a gis map and with all the growth in the southern county that gets outdated in a hurry that's used for many many purposes we can use it frequently constantly it's used heavily so what we've done in the past is just done that as a group like the county and all the municipalities in the county have split the cost on that and so we try to do it um every two years so it's been two years ago since the last time we've done it and so the county is 45 000 and so the way that we've done it in the past which makes sense to me i think it's fair i mean i don't like having to beat a high school we are the biggest they do it by population they just prorate it based on your population so what that amounts to for the city would be 13 650

[0:39:53] excuse me 615.53 and then like i said all the uh the other cities participate based on their population in the county as well there's also cost sharing by minnesota county regional utility authority throwing in twenty five hundred dollars in the nine one one board is also dominating twenty five hundred dollars so uh the county asked me to present that to y'all and uh to approve that if you're an agreement here okay that motion volume gallagher is there any discussion hearing none all in favor say hi hi any opposed say no i just haven't emotion carries okay and then just a few other updates um we just completed the disney world series as you all know in 2014 we got a 10-year extension on that contract uh so we're getting near the end of that but we had a very successful uh tournament again the investment that y'all made in the uh the artificial kids playing during this um during this world series event the disney world series is huge for our economy uh that all the people that come in are frequenting our businesses spending money in our city uh so it's been a good investment that you made with the turf we've had um i believe we've had a few um recreational events during the week where we had like a flash flood right before game time because all the water dumps in the outfield but as far as like a any kind of three-day event we can prepare for that we've not had any west we've not had zero tournaments right now which is uh that is that's incredible i mean the last few years we we've had serious cuts in our revenue due to rainouts and not only it being rained out for the fact that some of the team or a lot of the teams started eyeballing the weather forecast on already signed up with us to give us their money but then they pull it out because of the forecast so we're taking a big hit financially because of that

[0:41:56] so we saw that problem so i think that was a great decision um so the report is that we didn't have any randoms had a successful world series it was a good good investment and you're going to see that as we approach the next budget discussions you're going to see a difference in your park revenues a very significant difference and that's because of this and the uh the same thing in greenbrook and the other investments that we've made in the revenue producing sports and as i talk about revenue producing sports i'm going to transition in again to talking about neighborhood parks we listen to our people we are people love neighborhood parks we have had a plan over the last eight years we've had an expansion plan and with a limited amount of money from the tourism revenue what we've done with that as you all know it's just like the turk we've taken money and we put that money when you're producing because the thought process there's if you invest your money in things that produce recurring revenue for your city then you take that additional recurring revenue that you would have never had before then you've got money to use it for other purposes one of those can be an improvements neighborhood parts never imparts don't produce revenue but the other investments that we've done first do produce revenue so now we're at a point where we can take that money and start investing more in our neighborhood parks this specific project at central park uh we just started on the new playground there this is not when you talk about a playground a lot of people think about a slide and then for a hundred thousand dollars uh so just uh again we've just started again improving our commitment to our parks our to our neighborhood parks so that project is underway now that's central park and then i'll be asking all of you you know next year we do have to get an extension with our tourism tax again from the state legislature and when we do that part of that will be a an increased and increased allocation

[0:43:59] to neighborhood parks there's some things that we can do i'll admit that some of the things that we've requested don't make a lot of sense to me but there's a lot of things that do make sense and i believe that we can do a bigger investment now but we've knocked out some of these revenue producing projects now we can afford to start seeking more of the tourism revenue into our neighborhood farm so i'll be back in front of you asking that you support uh support that goal as well but the central park playground is underway we expect that to be complete within within the next 10 days next update made boulevard pedestrian bridge if you've not driven down get well you don't need to look at the picture anymore you can ride down it and that old grace of nowhere wow that bridgeton nowhere is a bridge to somewhere now if you look at the development on both sides of the road just ride down get well and you'll see it you can see what the it's going to look like the profile you can get a good vision of what it's going to look like they have been motoring out there and the good news is they are on time and we expect that that bridge will have the actual bridge structure will be delivered within a few weeks actually okay yeah so that is going to be delivered so we'll have the actual uh the bridge there uh on the site and we're still expecting completion in late september early october uh so that was a that's again speaking of investments and y'all know i'm just trying to be a little funny with the comments that we get but but it's not a bridge in nowhere it's going to be a big link to commerce on both sides of getwell as you can already see now with uh with all the buildings under construction and again that's going to be something that is going to produce recurring revenue that recurring revenue streaks with it so again i just challenge people to recognize the fact that the investments
