[0:00:00] everyone i'm now calling this meeting to order please stand with us we'll be led in prayer by alderman gallagher please remain standing after that for the pledge of allegiance that will be led by honor and pain heavenly father we ask you to smile on us again lord as we begin our meetings lord we pray that you that uh give us wisdom for each and every decision that we make lord lord we thank you for dying on the cross for us and saving us from our sins lord help us not to make it hard lord to just do as you've done lord and to love one another in jesus name we pray states of amen and to the republic for which it stands one nation under god indivisible with liberty and justice okay first on the agenda this evening is the approval of the minutes from the november 5th 2019 mr mayor i mean we bring a minute to the regular meeting of november 5th 2019 with the additions deletions of our corrections we have motion ball campaign the second yes yes that motion carries next on the agenda is our fy2 2020 budget amendment mr chris wilson mayor board this is uh much amen that we can bring forward those projects listed um from fy19 to 120 and the money to expand in those accounts again those projects have already approved in years past simply transferring them to wonderland [Music]

[0:02:03] mr mayor i met uh mick motion we approved the 20 year yes next on the agenda in uh september of 2018 we started discussing a proposed project to build a bridge to build a pedestrian bridge over get well at may boulevard with that project what what started that is for the proposed need for that is the desire by the city and this board to make our city a more pedestrian friendly city so years ago one of the first steps that was made and it was actually before my term as mayor our plan director whitney cook can tell us more about that but there was an alternative transportation grant that the city saw from mdot which proposed a 10 foot wide multi-use trail that would connect central park and snow grove park with that there have been some hang-ups along the way you know complications but we've moved forward that project will be under construction in 2020. so it will leave the route of that elite central park on tulahoma it will cross goodman and go south onto oklahoma to may boulevard and it will stop there until the development on may is done when that's built out and then it will proceed east to another project that the city applied for a pedestrian project that adds a 10-foot multi-use trail throughout snowden grove park the city applied for mpo funding uh mto has projects that are geared just towards uh pedestrian routes so we applied for that

[0:04:06] specific project we were awarded that and that project is actually under construction now so actually that trail is being built now and that trail will become clear it's projected to be complete by year end in 2017 pedestrian lanes were added throughout central park now this is not a 10-foot multi-use trail but just a lane that's on the road that goes through central park so we added pedestrian lanes there then we connected that with a little short pathway that crosses swingy road going back west on clarington drive which which as y'all know goes all the way through the subdivision of green grove and so we put pedestrian routes bike routes pedestrian routes to clarion along clarington which goes all the way almost the airways in their badges to soto hospital so this route and i'm not i'm going to make sure i'm not misquoting but i believe i've been told that when this route is done it will be the longest pedestrian route in the history of desoto county and so we've come a long way in a short period of time we obviously got some pieces we got to connect so ideally within a couple years this route goes from baptist hospital all the way through central park all the way through down may boulevard through snowden grove park to the tennis center so it actually travels all the way from baptist hospital all the way to malone road so that's something you talk about making up some ground in a hurry that's big time and with that obviously there's two key pieces that are missing you won't catch me running across goodman road uh we talked to mdot uh mdot is aware that uh that some things have to be done on goodman for the route for the traffic to be softened slow down um that's mdot's authority we have to rely

[0:06:08] on them we've had many meetings with them whitney uh requested that they do things to slow down our absolute traffic there to make it safe there but the one that's not in dot's authority but the city's authority is gut well and everybody in this room knows that if we have a traffic congestion problem anywhere it is in the goodman getwell area and we've got to do if we're going to connect these routes we've got to do something with the crossing at bay boulevard over galway obviously with the further development that comes there it's going to be bigger a bigger issue in that area and so that's the missing piece that this bridge will fit traffic safety again on get well there's no way that we can expect our police when there is pedestrian traffic in the silo square town square which is naturally going to create pedestrian traffic and then obviously with our park with our concerts we're going to have people going to events at silo coming across and join our park going to concerts going to baseball tennis soccer events over there there's no way we can ask our police to stop cars on get well i mean we had a major problem there because it's so close to goodman if we're stopping auto traffic on get well to allow pedestrians across there we're compounding and probably making a serious nightmare so this bridge again that's the importance of this bridge it solves the traffic safety and major congestion mitigation problem on get well may boulevard then i'll just go on further fly this bridge uh you know you look at cities around the country and i'll tell you um for all of us everybody in this room has traveled the country you know we're so far behind with pedestrian routes and it's important people like that i mean everybody is not going to use a pedestrian path but when you look at companies coming here uh they're looking at things that they're the families of

[0:08:11] their employees want um with our own citizens are going to enjoy that so this this bridge not only improves the quality of life for our own citizens but it makes us more economically attractive it makes us puts us in the in the ring a couple years ago when amazon was looking at their uh headquarters number two headquarters um everybody in the country was going nuts over that they were like submitting the specs back to amazon on amazon to know about your city they want to know about their what kind of city are their employees going to live in and one of the things on there surprisingly enough is tell me about your pedestrian what tell me about your walkability you know their main headquarters in seattle they named all the restaurants and coffee shops in seattle that their employees could walk to at lunch on any given day and so i just started thinking about that like if we're putting south haven on that list what do we have to offer i mean what what what is walkable in south haven mississippi not much and so it's just something that is in demand by companies and by citizens these days so it does a uh this bridge does a tremendous it puts forth a tremendous effort in making us more economically attractive obviously when you have that it results in economic growth and we believe even more specifically just as you see now the pictures at vanderbilt university of missouri foley alabama we believe that this bridge will become our continent just like we did when we first start talking about a bridge and we google it what do you think pops up university of missouri alabama vanderbilt they're beautiful bridges and we believe that it will be iconic that um you know along combining that with snowdrop park it becomes a serious marketing tool to increase tourism to our city as well and obviously that has the same resulting economic benefits but the last thing that i want to make sure you know among my board that we all understand is that we have an opportunity now

[0:10:16] with a town square that the city's never had and it's going to develop on its own on the east side of getwell we obviously are doing tremendous things to snowdenberry park i mean it it you know it was built as a baseball park but you look at it now it's become so diverse now it's become so much more then you have your businesses that are already on nail and in the area that are being built there on the west well silos obviously on the west side then you have the park on the east side but connecting these two and making it one large walkable area and making it the first entertainment district that our city's ever had you know you look at main street in downtown memphis you look at over in square you look at oxford mississippi to square you look at bourbon street in new orleans i mean you look at all these places there are attractions for people we've never had anything like that in south haven and rarely have we had anything like that in southern county in general so i just want to point out the benefits i've heard a lot of a lot of things said about the bridge that were not correct so i feel like it was important for everyone to hear what is this bridge for why is this bridge important it's much more than just a pedestrian bridge it can pay serious dividends to our city for many years in the future so i open up the discussion um and what's on our agenda tonight is authorization to determine qualifications so what we specifically mean by that is we don't know who we want to design this bridge yet obviously when we look at vanderbilt missouri foley alabama we know there's people out there that have experience with it so we want to we want to entertain uh get information on architectural firms to make sure that they're qualified to build us something that's similar to these journalists so tonight i'm asking for a motion to authorize us to determine which firm that we choose and then with the resulting intent to enter our contract to build or to design the maple of our pedestrian

[0:12:18] bridge are you asking for like an rfp it's not an rfp well what we would do is we reach out to architectural firms and request information about their qualifications but it's not actually at a later date we would actually enter the contract like get into the financials of what it's going to cost that kind of thing but this would just be basically this is an intent by this board to eventually hire someone to design the i'll make it all secondary sure so how is this going to be painful it's going to be painful it'll be painful have missed the meeting recently we approved a capital improvement uh bond we improved a bond issuance that's already been done so we'd be part of that it's part of a larger project it would include a number of infrastructure improvement projects including fire station number five which is next on the agenda so no that's already been approved uh to go out and issue bonds we're going to build a bridge across that closer to the schools where our children will be safer across the country because as you mentioned in the traffic there is horrible and our police forces act unequipped to handle the trafficking and that at that time frame sure the answer would be what i said earlier it connects the routes those paths are already designed so like the uh the multi-use trail coming from central park is already designed to come to may boulevard and then the other one is obviously at snowden park so this is a connecting piece of those two obviously in a perfect world we'd love to have one at central parkway also now there is one other piece of information that's a good question uh part of the um mdot project from central parkway to

[0:14:22] snowden does include a piece that will go from central parkway north up to now so that will allow [Music] that's going one way down the road you had to cross if you're crossing the bridge that central parkway you had to build another trail on the other side back up and while i understand that we're just simply talking about what sidewalks we're talking about sidewalks but also the brick the other benefit to the bridge like i said is you're connecting you're connecting your park with your highest traffic pedestrian traffic yeah i mean obviously we'd love in a perfect world we'd like a bridge everywhere anyone crosses the street well i said i've had a charger through and through but i but i am concerned about the number of children and we're adding 200 homes in the subdivision i'm concerned about the number of children that we have frost and get well and right but we're talking about two different problems we're talking about an issue that like i said connected uh snow growth park with silas square and the other routes that have already been funded uh that's the purpose of the bridge being at that location it's just a more high profile location it's going to add more value at that location not not to say that we don't want a safe way for the kids to cross but it seems like that's taking precedence well you're going to have more people you're going to have more people there at may boulevard your school traffic is two times a day than our thousands of children and families that go through there every day yes you're gonna have more yeah you'll have more traffic at on the may boulevard and if you have to look down the road in the future as of today obviously not there's nothing you know nothing right there on the on the west side of get world but when you look in the future certainly you're going to have more traffic at may boulevard than you would have at central parkway certainly yeah good question uh we did have a motion baltimore brooks the second daughter of flores now we'll

[0:16:25] officially open up the floor for discussion among the board mater i've got a couple of things that have been brought to my attention and stuff that i wanted to discuss uh i've kind of talked to quite a few folks on the west side sure and uh of course you know the majority of them are against spending money in the south one of the biggest concerns is just like he said the fact is is that there's nothing there yet they would they'll feel more comfortable with who waited you know on the other road to see what you know how it develops out if it develops out and that kind of stuff uh the second concern was uh along what she was saying was the was the student traffic you know the fact that while we building a bridge here for people going back and forth a commercial project as opposed to doing something down there with the crosswalk to improve those with the children crossing the street every day uh so uh i mean i think if those two things were addressed uh i think people would feel more comfortable with it okay well let me address the second one first since we're talking about the school the other thing is uh people cross and get well they're at central parkway uh you're talking about people that live only a small portion of your students at the south central so obviously if you're going to cross there you live in the snow development or somewhere in the close proximity so that's not all of the soda central would be a select number of students so to answer that is what i said earlier you're going to have massive traffic at may boulevard as opposed to you know throughout the day or throughout the weekends that you would have that is so central at central parkway for passata central school and then your first question you know to answer that did you answer it for us yeah you asked me that already thanks for that yeah we've kind of looked into the future but i mean that's the discussion i'm just bringing it up i know what i'm

[0:18:27] saying though is you asked about not having development on the west side of getwell there is development now that will be open within uh six months so this bridge and the specific answer to the question is when you start designing something like this we're we're eight to ten months out like if we if we start tonight we approve the design by the time we you know uh engage with an architectural firm the time that they design the actual bridge and then we go and we go to bid and go through all the steps you're looking at eight to ten months out well there will be people doing business and eating at restaurants there before this bridge even construction begins so it's not it's not a bridge that's being built and uh hoping that there'll be development on the other side uh there will be development there's already developments under construction now so the timing of this and then that there will definitely be uh you know pedestrians that would be frequenting the bridge at that time did i listen does that answer both of them and i'll add to that um you know about you've made reference to maybe people in ward 2 not being in favor of the bridge again i would reiterate the fact that and i've said this many times before whether or not you ever walk that bridge whether you walk or carry anything about going to snow grove park or or um you know patronizing either restaurants or other businesses that are going to be there along may boulevard this benefits everybody in the city anytime you make your city more economically attractive you bring business here which brings money to your general funds which when money goes in that general fund it can be used anywhere throughout the city that's more police in kelowna hills that's more streets being paid in planet hills or or north creek or where you know so that would be my message to anyone that says

[0:20:30] hey that's across the city you know and get well that doesn't benefit me i'm not gonna walk on it so why i don't like that well you should like it because anything that makes your city more economically attractive is gonna help you by stabilizing your tax rates and also bringing better amenities to you regardless of where you live in the city i don't know for a minute this is going to be a pretty monument to the city in uh another tragedy thank you i agree it is uh this stuff that we're doing tonight gonna cost anything at this point or are we just looking for information on the architects to give us greater information um what we have tonight in a good question the reason that we're doing this tonight is we don't know who that firm is yet like to answer your questions it's not going to cost you any money to go start asking questions and getting information um what will cost you money is when you hire the architectural product so tonight we're trying to find out we're trying to uh off well first of all we're trying to get intent we don't want to go as a city it's going to reach not cost but resources spending time if the board does not is not an agreement with designing the bridge so what happens tonight does not cost the city um as far as any uh engagement contract but it's leading to that next step which would be the next step of the process of coming on and asking you to enter a contract and at that point you will be you will have the financials on what that contract is going to cost and so that would be the decision that you would be making in the future what we don't want to do and i think all of the pigs asked this previously about the it was about another issue it's about the paving proposal you don't want to you the city needs direction from the board like we we don't want to go spend time just you know trying to find an architectural firm if it's this board's decision that we don't want to design and build a bridge so tonight when you vote that's why the wording intent your intent is to design a bridge but

[0:22:33] it's not going to cost anything that's a long answer does that make sense it does thank you [Music] any other discussion figure not a wrong call yes yes okay that motion carries next on the agenda's authorization to determine architectural firm qualifications with intent to enter a contract to design fire station number five so this is very similar to what we just talked about and we do have a photo this um if i could just start this discussion um fire station number five as many of you know was something that was the plan started many years ago and i don't want to quote which year because i wasn't i don't know but when the housing recession started in 2008 it made this less urgent because this part of the city is all zoned for residential so it will serve the southeastern part of the city so when residential haunted in 2008 this kind of got put on the ship all right well obviously now again there's many homes being built and many of these citizens along star landing and then along the southeastern part of the city are not getting the same response time as everywhere else in the city uh station four which is um at may boulevard and getwell currently services the southeastern part of our city that's a long way so that's why this is back it's important this location is one that we believe fire chiefs believe to be ideal

[0:24:37] it's in the it's in the curve on star landing road uh which will take care of service for the southeastern part of our city and also back west along star landing road which is somewhat unprotected as far as you know from a timing standpoint now as well um the obvious question comes up you know how is that going to be designed because eventually that curve is going to be um well eventually one day the curve is going to be taken out it's been discussed again for many years eventually star landing road is going to be straight so when you see the black line to the north of that blue design that's going to be star landing in the future you see the road on the bottom of your screen that's the current star landing road so in that piece right there we do have to be somewhat creative in how we position this station to make sure it's functional from now and when the road is straight so that's the design right there it's with having the front face the west instead of it facing start landing the front of the building would be facing the west and then when you go further east to your right on the stream that's when your fire station back that's where your fire station bays would be located this is a little different than we've done in the past but we think it's we think it's ideal for this location but with all that being said our fire chiefs have done their research they want to hammer down qualifications with architectural firms to make sure that we find someone who is experienced in not just architecture but in building fire stations so they have some prospects that have built hundreds of fire stations in the united states also some of those are in mississippi and tennessee so we believe that we want to talk to them first and do some research but again we have to determine qualifications first so that's the purpose of the um motion tonight we have motion auto employees second

[0:26:39] alarm and hoots is there any other discussion this will increase our bond our fire engine once it's built as well that's a great point we our car chiefs have talked to the state rating bureau we're class three right now which is an outstanding rating we believe that with this fire station we will immediately go to a two uh and then we from latest estimates we believe that we're on the border with this of two and one we believe that in the near future after this station is built that we have the possibility of becoming a one which would be the best fire station in the state of mississippi uh you may ask what's that mean to me your homeowner's insurance rates there's not a big difference in a 301 but there's a major difference in commercial rates so again about making your city economically attractive when you have someone that's considering building a major commercial building in our city and bringing jobs and all the other economic benefits uh one of the things that they're going to want to know about is you know what are my costs you know and their insurance cost is obviously significant so going from a three to a two to a one all helps that and makes us a more attractive location than other places yeah you can if that's necessary do we need to go ahead and name them um well we can we have uh a couple we're recommending but what we'll do is reach out to them and um come back to the board with contract yeah so authorization to um seek help cases in the air shaking contract and then bringing back reward for this conversation okay all right okay thank you sir okay again we have about amended motion nick manley was made baller and flores and seconded by arnold hooves is there any other discussion

[0:28:46] hearing none of welcome yes yes that motion carries next on the agenda's resolution for no protest for the general obligation bond issue mr nick manley is your call at the previous meeting in october we authorized a resolution for the intent for the geo bond as part of that resolution you could uh file a protest until four o'clock today you know one caught a protest so tonight um authorize the mayor to sign the resolution for the no protest for the geo bond issue um and this will allow for the validation of the bonds to begin and for the issuance of the bond again we have a motion monitoring flores second autonomous wheeler is there any discussion yes yes that motion appears next on the agenda is a resolution for surplus and transfer of southampton police department equipment to northwest community college this is a resolution obviously to transfer and authorize uh the transfer i mean for surplus and authorized transfer of equipment the southwest northwest community college consisting of two items related to radar from south haven police department northwest community college northwest has already signed the agreement and the transfer pursuant to mississippi code program in our governmental transfers it's authorization for the marriage hunting contract and the resolution of transfer mr meredith resolution airport baltimore city southeastern surplus property and the police department gallagher is there any discussion hearing not a roll

[0:31:03] holidays for uh thanksgiving day prior to thanksgiving christmas eve this day and january one new year's day author guys approved and proclamated by the governor mr meredith resolution of the mayor baltimore in the city of southeastern industrial is there any discussion hearing none we're all calm yes next on the agenda is a resolution to amend the city of south haven ordinance title 12 chapter 4 section 12 106 b is whitney cook our planning director uh yes sir this is to amend our streetlight ordinance we've discussed many times on a process and how to locate them uh what the subdivision regulations require developers to do right now it states that during their subdivision application they've got to show us where they're located within the city or within the streets of that subdivision what we're asking to do is to add to that uh section 12 106 b uh and it will state that they some dividers should obtain all cost and fix your design data from the electric company and or entity serving the property and submit to our office for approval the design data will need to include the post fixture details and proposed locations uh lighting specifications will also be required we must include the proposed lumens and wattages of the light and they must use led technology or comparable technology basically what we're asking for is your standard shoe box concrete lights that have been placed in um subdivisions for years and years and years um we want to replace those with new subdivisions only with um bacon style lighting we talk of energy it's not much more expensive uh as you know technology keeps changing and changing so now that led's in place um we want to make sure that we're going with the newest technology on it we want

[0:33:05] to make sure that lumens and the wattages provide a warmer light not the bright blue light that people know for led um so what it does is give us a little bit more teeth and control on where the lights are what they look like and how they actually light up our streets that would be mr mary i made the adopted resolution of mayor ward london see the south haven to end the city southern code more this is title 12 chapter 4 section 12-106 d as presented on this date second we have a motion model in brooke's second argument kelly is there any discussion here you're done yes yes the motion carries next on the agenda is the resolution for it surplus smears resolution of clearance circles properly in the united state department second who emotionally rebuilt the second order in pain is there any discussion next on the agenda is our planning agenda that's whitney cook again yes sir our first application is a conditional use permit to open a barber shop at 7065 airways boulevard this is gonna be on the west side of airways north of goodman road in a multi-tenant building uh right behind my heart corner um for the business summary submitted the applicant uh by the applicant this establishment will cater to men with amenities such as a shade straight razor haircuts and trims per our conditional use requirements in the ordinance barber shops hair beauty salons hair studios spas full service

[0:35:09] nail salons tanning salons and other amenities such as this may locate in their stated zones with the state requirements so long as an existing establishment of the same classification is not currently located within a half mile of the newly proposed development um staff in the windows survey and also do the measurement the rgis mapping system closes establishment similar to this the sports clips which is situated on the west side of southwest boulevard north of goodman road uh for the stats measurement staff uh the site did not fall within a half-mile distance from the proposed location therefore the applicant has met the requirements set forth in the ordinance the applicant um is requesting the conditional use permit we're arranging a one-year permit with a four-year extension to be re-enabled mr mayor remove your proof item number one on the planning agenda on item one we have a motion model in pain second autumn and kelly is there any discussion here you know welcome yes uh our second item on the agenda is similar to the first it is a conditionally used permit to open a full-service hair salon on the west side of getwell road north of may boulevard and building 16 unit 103 at the silo square commercial subdivision for their business summary submitted the establishment will focus solely on hair services to include cuts colors style brazilian blowouts perms and waxing no additional services added which were defined as a full-service spa i stated before um similar uses such as this including hair salons barber shops nail salons full-service spas can locate in those stated zones but the state requirements so long as an existing establishment the same classification is not located in a half mile of the new proposed development uh staff to do again the windows survey um as well as the gis measurements on it to determine distance compliance i think the closest one would be the rococo salon which is in the coder complex at

[0:37:12] gatwell road and goodman road it did measure more than 3 000 linear feet that being said the applicant is requesting a permit for the use staff recommends a one-year permit with a prayer extension to be renewed annually mr romero make a motion will you approve item number two on the payment attendance presented tonight sec 192 we have a motion bottom employees in a second alderman brooks is there any discussion and we will by the way just just so everybody understands well um i know this board agrees with me that we want to we want to hear from our citizens and business owners and we want to err on the side of listening but the uh the proper way is ours we have a place on our citizen's agenda for people to speak so when we do this up front we're kind of getting we're getting a religion order to our meeting just a little bit but i don't think it's a problem for this it's not it's not you i'm just saying yeah but please go ahead my name is a few minutes ago and the gis we pulled it with the gis and found that it did fall within a half mile radius of our shot um what i mean obviously we have a way of measuring that we measured him on jazz but um three city officials also went and actually measured it not it's measured from door to door but we actually measured it just from the apron of kroger

[0:39:13] all the way down to my boulevard turn and it was still exceeding a half mile by a car so we checked it was this question yes and you'll see ours as much correct which within your uh coordinates says within a higher final radius the difference i'm saying is yours it says the crow clause ours is road models right we check those we want to make sure because i mean you know when you zoom in there you have to make sure that you get just those stainless steel runs on the road um that one measured out is three thousand six liter feet uh when we actually went the car and drove it i had three city officials go check it um it was a half at the half mile and she landed at building 16. they're right there yeah well that's why i went which means

[0:41:28] um it's actually located it's in your staff requirements um barber shops here use the line studios uh tanks on the local web show mainly located in the state zone requirements along with an existing establishment same classification it's not currently located in a half-hour radius of a new proposed establishment so like i said we measure it via a windows survey for a car obviously if we can't go in a bag and we'll cross a private property on making land to do a measurement and go down an actual roadway to it clearly says located within a half mile radius yeah exactly so i mean so you're saying it is yeah two thousand six hundred forty million feet and we're at twenty five hundred and i think ten feet or two thousand four something yeah [Music] we can't measure going through properties so we measure how you would access it from a straight from from door to door any questions for cliff this is what the ordinance i mean you

[0:43:34] you see with the ordinance states right there i mean i can see where the clip is the reason was you didn't want areas just saturated with the same uses constantly in every multi-tenant building that was up and down a road um i remember the auburn loftus i believe it's the one that put it into play we've measured it that way since it was approved by the board um but it was it was due to like saturation of of the market for not like i said not just hair salon use lines but it it brought a tanning salon to nail salons and what you have is every single strip center had these same exact thing in it so that was the intent is to make it fair mark and make it competitive but we also didn't want a lot of vacancy rates because the more you have in competition in a tight concentrated area and that's where everything that's that's one of the issues that all these girls have tonight these are the salon owners for all the slimes up and down get well that's one of the biggest problems is there is in fact a saturation of salons there's not enough employees there's not enough customers i mean that that's one of the biggest issues they face on a daily basis if you were to ask them i would say most of their salons are they have vacancies left and right to add more to this community more to this corridor it can't handle what they've got now would certainly you know be a detrimental effect to the city they've been in business for a long time they've been paying taxes stable i've got a question on that but wouldn't that be the same issue for the person that's opening up a new salon yes they're the ones that have an absolute line yes they don't have the customer base already that we need absolutely i mean there's always you take a risk anytime you open a new

[0:45:36] business and to stay in business it's risky all that every day would you say that's a bad business plan on their know it's not really it wouldn't be for me to speak on every half of their business plan um i'm just saying that for these girls within this area that you know have their slides and have had their salons for a long period of time it's it's a struggle so to add more yes would be more of a struggle as a bald man [Music] i have a house full of girls as well but you know i know that my wife's gonna bypass six seven eight lines she gets anywhere she finds somebody that does her hair the way she wants it oh listen or anything i mean we're basically just going based on what we feel like is your ordinals what you have for that place and just letting you know some of the other struggles that are out there for some of these other girls i understand that i mean i just personally know this i'm not a big fan of the of even hampering it like we do i can understand not having the same businesses and the same shopping complexes sure but if you're on one side of goodman road and somebody's you know yeah i mean in another shopping center on the other side of giving growth yeah i don't see why there can't be two hairstyles there and there can be and but there's also a problem with that if you look up and down the street from oklahoma all the way down to malone the the salons that are up and down

[0:47:39] through there the slides are up and down get well you see a huge amount of turnover they're selling left and right you know if you look within the city business license office you'll see where there's been a very vermont turnover everybody has that opportunity to go into business and we respect that we also have complied by the ordinances when we've done it and that's all we're asking i guess the question is did you comply by her standard of the ordinance we measured the same way before i i went back and did the measurements as well from jill's yellow to as the crow flies as to where our salon is situated and it's it surpasses back then it was a mouth and we still surpassed that yes if you base a half mile linear footage it's 2 640 million feet and clearly that's not bad here but if you want to put it in a half mile rate i mean you know it's determination on how you guys determine your ordinance what are the owners in the museum so in other words the radius would prevent another salon [Music] it's it's it's uh it's allowing it because it's more than that but what cliff is talking about if you interpret it then it could be you know you're taking a map and you're drawing a radius you're drawing a circle and doing a radius

[0:53:47] i mean from what i understand you guys are saying you like the ordinance you do like the ordinance okay i think there was something honored thank you for coming forward appreciate everyone that has spoken okay is there any other any other discussion [Music] figure none roll paul for ireland too you didn't finish with uh item number three we have a conditional use permit for used car dealership to be located at uh 83 20 highway 51 north somewhere on the northeast corner of highway 51 brookhaven drive it is currently a motor vehicle uh dealership you'll know it is andy's auto sales um the gentleman that owns it now is going back to his home country and there are two brothers that own the um one across the street i believe girls use cars that are wanting to occupy those for the same use a lot of times when we have something in the western district and we want to see some improvements on the building it's contingency on the approval andy did do a lot of the improvements on this building already and i'm sure a couple of the other one over there will remember when we went through some improvements with girls on the other side uh they actually attempted to buy another structure and help improve that and we couldn't make the deal work between the two the owner and the proposed users on it that being said the the gentleman that's wanting to occupy this one has proven to do a lot of the improvements and a good value to us on the other side uh his brother is going to keep that one he's proposing to kind of this side we did go and do a window survey of the building it's it's in good condition the

[0:55:49] pavement has been done we have asked that they kind of spruce up the landscaping because they are on a hard corner they agree with all that um so we are asking for approval of the conditional use permit for um the auto dealership and that will be one year with a border extension uh with that if we do find some code issues come up with it we can always revoke it at one level second we have a motion volume and kelly second dollar with hoots is there any discussion whitney this is just a new owner correct i mean there's somebody that owns there's corners there now there are sales is there now that maybe the owner is actually going back to sri lanka where his family's at so he wants to sell the business so the two brothers that are across the street and obviously a lot of they talk um they come up for sale they approached him and the one brother kevin um this one is not going to have enough significant improvements as it is like it's been painted there's already been concealer on the parking lot you know so the only thing they're really going to do for us on this one is to put some additional landscaping in there and for the signs and some lighting um the tax incentive program is for some bigger improvements with a you know bigger money mark on it so this one won't really qualify for that we will look into giving some quicker expedition of the process for them and um you know a lot of times work with them on their applications any other discussion on item three hearing none real calm yes okay next on the agenda is a mayor's report

[0:57:50] uh first i have a proclamation for a small business saturday that a lot that i'd like to read to call attention uh to promoting small business whereas the governor of south have mississippi celebrates our local small businesses and the contributions they make to our local economy and community according to the united states small business administration there are currently 30.7 million small businesses in the united states they represent 99.7 percent of all farmers who paid employees in the united states and are responsible for 64.9 percent of net new jobs created uh between the years of 2000 and 2018. whereas small businesses employ 47.3 percent of employees in the private sector in the united states and whereas 94 of consumers in the united states value the contributions small businesses make in their community and whereas uh 96 of consumers who plan to shop on a small business saturday said today inspires them to go to a small independently owned retailers or restaurants that they have not been to before or would not have otherwise tried and whereas 92 percent of companies planning promotions on small business saturday said the day helps their business stand out during the busy holiday shopping season now whereas 59 of small business owners said small business saturday contributes significantly to their holiday sales each year and whereas southampton mississippi supports our local businesses that create jobs boost our local economy and preserve our communities and whereas advocacy groups as well as public and private organizations across the country have endorsed the saturday after thanksgiving is small business saturday now therefore i darren muscle white but the authority vested in me as mayor of the city of southam mississippi here bro proclaim saturday november 30 2019 as small business saturday and urge the residents of our community and communities across the country to support small businesses

[0:59:52] and merchants on small business saturday and throughout the year a few other updates this evening we've talked about a lot of them so i'm not going to spend much time getting into detail that the many parks projects that this board knows are underway or making great progress the spring fest pavement project making great project uh progress the snowden trail that we talked about earlier is moving along when the weather is good and making great progress there the green brook indoor training facility is nearing completion the park shop that is being built just to the west of the tennis center uh you'll notice that there's been a land cleared there we're getting a lot of questions as to what that is uh that is the uh uh what's it's been cleared for multiple parks being cleared for the parks maintenance shop which will be in the back and then the front of it will be the area that can be used for future tennis expansion there's enough room for more tennis courts in the event that the city sometime in the future decides to do that and then soccer you know soccer has been designed uh soccer is uh the land is being cleared there north of the bowling alley on snowy rain that's what that is that's our new home for soccer at snowden grove park then moving on to other projects no need to get into the details about the delays but stateline road resurfacing uh they're back working on the uh on the road and plan to have that project completed this week i know we have some rain later in the week but they're they're hustling they're trying to get that done this week city hall the progress continues the uh route it has been reroofed we went through a little fun day last week when we had the green hat off and it rained one day but uh the roofers did a great job and uh we all worked together as a team to prevent any kind of damage uh went basically unscathed with that so the roof should be done uh soon as soon as they finish the roof on the tower they'll move to the one story area and then they'll also come back and do the porch area that's

[1:01:55] going to be enclosed on the west end of the building still projecting that city hall will be done both exterior and first floor renovations should be done the the date was by the end of february but i would say it's safe for us to stay into march monument signs are progressing as you all know we're working on the one at i-55 and starling road at the interstate it's a beautiful sun if you know that on the interstate please go to pleasant hill and go north and drive back and check it out it's going to be a grand it is a grand entrance to our city they're done with everything except for we got to go back and paint the recessed area south haven so it's more visible and then there's a back metal plate that goes behind top of mississippi to make it more visible as soon as that's done which is scheduled to be done tomorrow we're going to move dirt to level out the area so we can landscape the sun then we're also working with entrance sheep to bring electricity to that area which will provide permanent landscaping lighting to the sun as well it's going to be outstanding when it's done the third one that was improving this budget year is at malone and goodman road so as soon as this one's done uh fnaf will move directly to malone and start the one at malone road on the uh the northwest corner of malone and goodman road so they're just beautifying our city it's really good and i appreciate the more support on making our city a more attractive place and basically that is it i thought i'd do something else tonight instead of doing all the talking are there any specific questions on pending projects from the board okay all right we'll move on next on the agenda is our citizens agenda is there anyone in the audience yeah thank you for saying that

[1:04:07] anybody else would like to speak on the citizens of gym yes sir scott harvey um i think the gentleman had a very good point as far as radius versus linear driving or whatever is that going to be opened up to clear up that definition is that what you guys decided to do uh well the definition as of right now is like our plan director indicated to be fair with who's what was on the agenda tonight with the way it's been interpreted in the past it's always been a road radius so unless the board goes and wants to clarify that we do have periodic ordnance committee meetings uh where the full board is briefed and discusses you have a committee but then they bring those minutes and those discussions back in front of the full board for changes so that'll be that's a question of the board if they if i'm understanding right you ask him are they do they intend to change that in the future radius to meaning a certain point to a certain point and you draw that circle so what what were his measurements as compared to what was the measurement difference what on the piece of paper he gave up the other salon would have been loud it would have been less than half a mile but if you go by the measurements that we always we need the ordinance probably needs to be rewritten is straight before we do and that's whitney and she says no we always do it based on door-to-door natural access i can tell you why we did it via roadway

[1:06:11] because when the ordinance was put in place the gi system that measures it now wasn't in play it was always measured by how you could get there from door to door we gave it but it was about to give the store price but we didn't have that type so what i did was try to measure it both on gis via the roadway and then of course do a windows server another thing i may add for everybody in the room just just my input on it um you know obviously we don't know the intent you know we weren't here then but you would think that uh obviously the intent is how far customers have to track so to me that makes sense it would be roadmaps because you mean obviously you're not going to fly from one or the other so uh so if it's if it's based you consider the intent of the ordinance is the distance customers track so that's why i think it makes sense that it would be charged by roadway and it sounds like a very short distance of 500 feet maybe it's really close another thing i didn't hear was an impact of how many people are going to be moving to these new areas so how many more potential customers and the density of population and customers that could have been something bounced around as well you're going to get so many more people in this area that maybe we need to have a little bit of a leeway on something like that well that's why i tried to make a point uh with this person might open up the studio if they didn't think that there was business right i mean that's the whole idea you're not going to go into a business especially invest that sort of money into something where you're not going to have a president and you are like all of them flores related to earlier you're starting jockey with the free enterprise system too i mean naturally the market is going to bear what it bears i mean if they're if it's too dense like like honoring pain saying somebody's gonna not do as well so then it gets into competition like you mentioned his wife will travel past nine uh beauty salons to get to the one that she likes well that's fair competition so i i'm just adding my two
