[0:04:07] states senator george e grahari senior was a respected member of the mississippi senate for 12 years from 1980 to 1992 and was known as a leader of men he was highly decorated retired united states army officer and served and served in world war ii the korean war the vietnam war as well as the office of the chief of staff of the army at the pentagon in washington d.c decorations include the army legion of merit and the vietnam cross of the gallantry with silver star among many others senator garrery authored the very first state racketeering laws in the county and was recognized by president ronald reagan for such he served four and a half years on the desoto county planning commission serving two years as the chairman he was an advocate for the baptist desoto hospital and the mississippi state veterans homes senator greery recognized the growth potential of goodman road highway 302 and pushed for a nine lane bridge over i-55 instead of a five-lane bridge he also served as chairman of the military order of world wars memphis chapter and the president of the southaven rotary club as a president of christ the king catholic church's parish council and knights of columbus thank you sir all right is there any any discussion hearing none roll call yes and that motion carries our next on our agenda is a resolution for final tax exemption for conair mr nick manley i got one for conair and one for future electronics i'll explain both uh conair we've been approved by the um by this board it's approved but it was recommended by the center council approved by the south hidden board and by the southern county board and now it's in the approval of the department of revenue so at this

[0:08:14] contract extension for the southampton police department chief steve pearl stephen mayer born uh we have a extension for our uniform contract we've led it to bid in 2014 and it's time to renew uh when we approved the bid we approved it with uh the possibility of extending the contract in 24 month increments as long as the vendor agreed to maintain the same prices in the bid in the bids we have contacted them but who did send us a letter stating that they would continue to honor uh the original contract for another 24 months so we're requesting that our informed via be extended to mid-south uniforms for an additional 24-month time we have a motion alderman ferguson second bottom and flores is there any discussion hearing none all in favor say aye all opposed saying no i just haven't motion carries thank you thank you chief all right next on our agenda is surplus property in the southampton fire department chief roger thornton good evening mayor board the south haven fire department is requesting to surplus a 2008 f-450 ambulance chassis uh we're going to remount the box rebuild and remount the box on the new chassis all we're asking for is to surplus the old worn out chassis we actually will get a trade-in value on it when we do the rebound and we've been offered the least amount was 2500 for the trading so the last rebound we did the chassis was only worth 100 this was in a little better shape but it

[0:10:17] is no longer usable for frontline ambulance use also some movement second we have a motion baller in ferguson second waterman brooks missouri discussion hearing none all in favor say aye aye all opposed say no i just haven't promotion carries thank you thank you our next one agenda is an agreement with eccles group echols group is a lobbyist that uh that we have hired in the past uh that contract had expired so we need to extend uh that contract for lobbying services this might only make the most emotion that we extend our contract with the eccles group as far as i'll be we have emotional arm and pain second by alderman hale is there any discussion hearing none roll call yes yes okay and that motion carries next on our agenda is our planning agenda miss whitney cook yes sir we have two items on the agenda uh the first item on the agenda is application by idea gasly for subdivision approval for state line business park north lot 3 which is going to be on the north side of state land road just east of tula home this is the last plot on the eastern side before you get to some private property that was not part of the master plan for the state line business park this was part of the original 2007 master plan um so it is compliant with that as you'll see it's provided the 53

[0:12:20] feet of right away for st for state line road to continue the widening down on the north side from the center line north we have not received the site planner design review or anything associated with that but all the buildings there match um in terms of their uh design requirements you'll see one under construction right now uh it was very unanimously in favor of for approval okay on item one of the planning agenda we have a motion by alderman hale and the second ottoman gallagher is there any discussion is that in that plot of land is it the is it just east of the last one they built that's not right um the one that's under construction when it's under construction is it going to be the one is it going to be the light yes it's the last launch of the east there's a there's a portion of approximately 1200 linear feet from the last boundary line of this business park over to oklahoma where private property owner still has it it's zoned office won't be part of the business part but this is that last lot before you get to that 1200 linear feet okay and that's what's set back setbacks for the business part buildings are 60 feet but they're well beyond the 60 feet that's the curve widening the wide this one has got a dedicated 53 feet so you'll have to have an additional widening on the north side of the center line with this one of approximately a lane and a half so that's the cost air cost that's not going to leave a whole lot left over there for us no there's going to be that portion on that the property we were talking about to the east of that and then on the south side where those homes are that's not going to be wide and it's part of an overall project so it'll be up to us to either look at winding it or just kind of hold off away and see if another development comes through and does the improvements for us is there any other discussion

[0:14:22] on item one hearing none rolled off yes that motion carries application number two we've got a subdivision application for rasco farm section b which is going to be on the south side of state line road east of horn lake road that's your overall master plan for the total subdivision of approximately 130 acres this section b is only 3.767 acres and it's located in the northwest corner it's approximately 16 lots it has no open space in it minimum square foot for the lots is 6 000 it was approved an overall pud again in 2007 so it meets the criteria of the bulk rates of that pud we did ask that um there's a secondary entrance into the subdivision off of the main one to the to the west and we did ask that they put a subdivision locator sign here especially for emergency vehicle purposes so they could identify this access and we do have them putting a note on the plat and on the deed of records for the lot wherever the monument sign might be that the hoa will maintain and if they don't then the maintenance goes to that property owner so we don't run into that prop again otherwise in that it's compliant we're recommending approval would you tell me how many homes are gonna be on this again uh this this section is 16 lots but only 16 homes associated with this one but there's 400 and something in the overall subdivision you're on section b right now uh if you'll go back to the master plan up on the northwest side of the master plan um we can zoom in just a little bit michael 1 16. well now the lot numbers are off on it but you see the main entrance with the boulevard see the big circle that's your boulevard

[0:16:27] that's your roundabout there if you'll go to the west of that you'll see another access road almost to where the boundaries of the property ends there's where this section is there's 16 lots over there in that northwest corner and that's the ones we're dealing with tonight tonight there are in this master plan there's some alleyway access to some of the to some of the properties this does take in some of those initial ones planning commission opted to keep those alleyways private they do have the option to if they want to build them up to code to bring alleyways in as ours but planning commission after my recommendation what we've seen with some of our other alleyway access subdivisions was to keep them private homes being built they're going to be conducive to what's already around it yes they're all part of a master plan they have a minimum square footage for the lights and the homes as well i'll make that motion there for a second okay on item two we have a motion by alderman hale the second ottoman kelly is there any discussion yes um are they gonna have the additional lighting in there this is similar to the uh what they've got down the main road or they're gonna be regular street lights or whatever they can add in there um to my knowledge they just have regular energy street hold lights i don't think they have decorative acorn lights through that subdivision on the main entrance they do uh we can stipulate it to go in the main entrance where we've got the other monuments signed um but what's on the interior of it is what we have in the residential subdivisions i just know it's i just know there's they're really sparse out through there we were there last night and it's it's really dark over there you know we've talked about them before on numerous subdivisions standard protocol for energy at least when we were working with them uh was about every eight lots down one side they would place a light these are smaller lots or eight lots obviously it gets a little crowded so sometimes they venture out to 10 or 12. we can ask bradley to have it you know to have him look at it as he deals with

[0:18:28] energy in the lights that's something we can ask him to do to help us with it there's a good bit of building going on we'll have the roads bonded so we'll have those protected um we've added in all of our costs for the road bonds for that as well so just to give everybody a little peace of mind on that thank you you're welcome and would you tell us more about the hoa is there an hoax there's an hoa for this one uh it's managed by an association group like atletic group um we haven't run into a lot of problems with them um they're very active what we'll have this one added in this overall master plan requires that every one of these lots goes into a master plan i mean to a master hoa so they do have some common open spaces we haven't had a problem with them code enforcement-wise on getting the open spaces maintained the street i mean the street entrance signs they've got some flower beds they plant so we haven't run into any problems with them it is stipulated like i said in the pud it's placed in their deep restrictions and we'll do that as well with this section but it's all one it's all one okay and hoa they're gonna take care of the area around the uh monument sign i mean it's part of their signings and anything that's that's associated with their subdivision locator sign the easement it's involved with the boulevards that go into it around about any open space that's identified we always put the sign easements or the entrance locator signs into an easement in their open space now so we can make sure it's associated with them and not in a right of way or what we call the no man's land that nobody likes to talk about it sometimes but we protected the new ones so we know whose property it is uh and we've got a secondary safety net on these so that if hiv for whatever reason dissolves or it doesn't do it they're supposed to do the maintenance transfers to the property owner that it's on because that easement is going to be associated with their lot okay thank you

[0:20:31] and that's great okay any other discussion on item two very nine roll call i remember it yes yes yes okay and that motion carries our next on our agenda's mayor's report i want to update you on a few things first of all our holiday schedule for the city will mirror the state of mississippi so governor bryant recently issued the dates that will be um holidays for the city as well it'll be thursday and friday november 24 and 25 for thanksgiving there'll be christmas this year is on sunday so the um there'll be one christmas holiday on monday december 26 and then for new year's monday january 2nd will be a holiday i want to remind everyone also about our veterans appreciation luncheon will be held on november the 11th at the arena and it will uh start at 11 christie's all right it'll be on november 11th at 11 a.m at the arena so encourage everyone to attend that's been a special event for our city it's been a great tradition for us and actually one of the most enjoyable events that i've experienced as a mayor of the city so i encourage everyone to attend if you can if they'll make reservations okay with reservations right and we appreciate our vips for helping serve there as well okay next like to y'all heard us talk about the city entrance signs um can we make that any bigger michael or can you go to the two-pole sign first

[0:22:34] i think the two poles okay there you go all right this sign right here uh we've talked about this for a long time as part of our beautification efforts uh in our city and been a long time coming we spent a lot of time working on it but the first one was installed today so that's uh it's at uh on airways just north of the state line so tomorrow i encourage everyone to check that out if you're over that way we'll gradually be putting these up at 18 locations in the city some of the these big ones like this the two pole ones will be at the high profile streets like airways and get well we have to wait on get well till the construction is done but when the northern entrances to the city on highway 51 airways get well we'll have these then your major streets like church and goodman will also have these and then at some of the smaller locations that have less traffic we will have the next one we can like scroll or open i'm sorry would you go back up and this is just a smaller version of it on some of the shoulders of the road they're difficult to put the two post signs up so some of the less traveled uh entrances to the city will have this sign right here that's that's uh obviously has one post but i like to thank whitney and her work and cpc out of jackson helped us with the design so i think this will you know be big for our city as far as setting us apart and our beautification efforts and then if you'll michael please scroll down this next thing is another part of our beautification effort in the city and some other cities in the state have done this this is just replacing wherever you see a green basic mdot sign at the arterial intersections they'll be replaced with these signs so it uh it's a black and white sign that has the city logo on the top and we'll start uh our

[0:24:39] own public works crews will do this uh we'll start replacing these um about is about three weeks whitney three or four weeks these are behind the entrance signs so it'll be about another month before we start doing these but you'll start seeing these throughout the city so just to decorate our city and make us look take us look back and then you got um in some special areas we're putting decorative signs you'll see these on northwest drive here in original south haven you'll see it in some other key locations on may boulevard and then also near the on snowden lane near the amphitheater so these are just decorative stop signs so again these are and you can see they'll have this it'll be like a dual purpose sign where it'll have the street names on top of it like that and then yeah if you scroll down there's some that are dual signs like southampton high school has the entrance to the school on one side kind of very dry on the other so it'll look like that and you see nail in town center as well okay that's it for that but anyway the first one was installed today on the signs i think thursday the next location will be goodman on the east entrance of our city near malone that green sign will be replaced with one of the two post signs and then we'll just continue working it'll probably take us about a month to get them all up but you'll start seeing those pop up every week the next thing if you'll if we can for the next picture we've talked a lot about making our city more pedestrian friendly so i'm happy to now see tonight and correct me if i'm wrong but i'm not i'm not aware of a um a project a citywide bike and pedestrian project ever in the history of the city of south haven so um we will now have one this will be the first bike and pedestrian lane that is in the city of south haven

[0:26:42] and it will connect as part of a larger plan greenway 2040 is a memphis metro greenway project that we passed a resolution last year to participate in the overall plan that eventually will connect all the cities in the memphis metro i guess if you're in good enough shape to do that you can ride a bike all the way from the river to tigerville or wherever and through south haven so eventually it'll all connect but we agreed that we would do our part to make south haven connect with uh with green green print 2040. so what this will do and y'all are already aware that we're waiting we have a pending project it's an alternative transportation grant through mdot that will add a multi-use trail to connect central park and snowden park that one should be in it we've had a few hang-ups here and there but that should be under construction 2017 so it'll take um it'll connect a trail between central and snowden and then this will tie into that so if you hang in there with me if we go over to the left side of the screen this is where it will start it'll start at airways and uh clarington drive and these are areas that we do not have to build anything the roads were built big enough uh to be conducive uh for both auto travel and bike lane so basically all we're doing is striping it so we'll be putting bike lanes on both sides of clarington and then you'll see in the middle the vertical line that's green grip parkway so greenberg parkway will have new bike lanes that go from green cliff drive on the south end all the way to where it ends that's it's going to end right there by the by the golf course where the boulevard begins almost the state line road so then if you follow it back to the right which would be going eastbound you'll see a little break in the trail right there that's where you hit swingy we're going to have to add a little just a little small stretch of a trail that will be off the road for

[0:28:46] safety so the bikes will be able to go from there back up to central park the road in central park is not wide enough to add an extra bike lane so what we're going to do is something that we researched that's common in many other areas we're going to slow the traffic in central park and it'll be a dual lane so you'll have it'll be marked for bikes and autos so you'll actually share the road just for that stretch from sweeney over to tulahoma so um you can see that the trail goes through central park it'll go to tula home and that's where it will connect with the mdi multi-use trail that'll go down to la homa to desoto central parkway cut over to get well and connect with snoke park so in reality when this is done uh you'll be able to ride a bike from state line road to snowden park so we're excited that we've actually finally got a step forward in making our city more pedestrian friendly so um this is something that will be funded uh in our budget now um it's we'll we'll use the funds in our street improvement account you know for this it's estimated to be about 75 000 we still got some concern we need to check on the the addition right there on sweeney connecting but the striping itself as we estimated to be cost about 75 000 but anyway i'm proud to announce that that's something that we've heard from our citizens uh we feel like southaven is way behind as far as being a pedestrian friendly city so now we officially have a plan this will be the first leg of that we'll continue to add to that and this will be part of the larger city-wide bike and pedestrian plan we may name this um our friend whitney cook may name this we're thinking we may name it the south haven share the road plan or something like that but um this is brand new we haven't gotten to the name yet but anyway it will be like i said

[0:30:47] it'll be part of a larger campaign to make our entire city more pedestrian friendly that's all i have this evening next on the agenda is our citizens agenda the first person we have signed up is mr freddie turner so if mr turner will please come forward good evening i'd like to address y'all on a couple of problems i got one of them was over 58 47 under there cove in the solar woods okay y'all come over and y'all put dirt in it twice y'all roof racket twice i put dirt in it that is not the problem the ditch is not causing the problem all the drain gets you down the stream caused the problem because the water just floods that hole a lot it gets about six inches deep in the whole lot i mean the guy out there working on it said he's that's what the problem is too the whole coal needs to be cleaned out it is i mean it's going to wash about a half as big as y'all played for one year after damn was that part of the uh char stone did that dirt possibly come from the char stuff charleston is right there we just did a major drainage improvement project okay there's another londonderry code that's right by charleston so where is this exactly okay right behind and you probably the college area okay okay and also i got another gender count off the dress something like the garbage i mean when i rent one out y'all don't pick the can up and then you let the garbage bill get way up i don't know how much money is over y'all on about four or five properties but uh when they go over and i call them they say i hold the money i don't ever get a bill y'all i mean we need to come some kind of solution you know fix that well i'll get y'all's money right i appreciate you coming forward and bring that up and actually you know when we had you scheduled for the last i understand we had some miscommunication but but anyway after we got your request we'll be on the agenda last time we've investigated the situation what the issue is you have this a rental house

[0:32:50] correct yeah i got a few eyewear right you have a tenant that um that has uh defaulted they didn't pay so um they've skipped i understand they're gone yeah is that right and uh so we are left-handed i mean nobody's paid the money so and unfortunately as the property owner that falls back on you so that's what the situation is doesn't pick the can up before it gets that far yeah i mean well again the can is picked up and we realize that no one's using the can the can is picked up well i mean they let it get there i mean this this property here i think it's 170 80 dollars on this product man that's over a year you know somebody knows that before then right brandon would you tell us when they picked the can up it's our and uh brandley is our public works director he's um overseas sanitation but basically when we find out that it's delinquent then they do pick the can up so in this particular situation your tenant was delinquent and then finally understand moved out of the home and still left the uh left the bill delinquent to the city i see 10 years not even i get my name yeah right but i mean you're ultimately responsible you own the home so yeah unfortunately i mean that's as that's one of the risks uh that you take you know with rental property if your attendance gets down on you well i mean we need to do that you know i get the money from them to pay y'all you know for y'all get paid yeah well we welcome that i mean why we yeah we could have done that at any time so still got to touch me about it yeah well i mean we're the the uh the utilities are set up to the person that lives in the home so yeah so that's why the invoice for the bill goes to them and i guess after we let bradley speak but after we realized that that they're no longer there you know then at that point we attempt to collect another way would you would you have to update us bradley please uh yes sir bradley wallace our public works director i think about that well the only one i know about that we were talking about previously the 624 tuscany we can check the others and see what we need to if we can communicate

[0:34:52] better with you about those we could we can check those but like you say mayor we um we try to get the money from the tenant first because they're the one that's running up the bill in this case and there's other cases uh we give them their opportunity once they reach certain over 50 dollars view rating that they keep the billing and utilities but they and we uh they set attention how many customers like we have here we get that from horn lake um and we send the building out and they let us know when they've got people that are moved out or whatever we get a list from them check that but of course mr turner's we the tenant was delinquent uh we sent them their uh notice in the letter that we normally send and give an opportunity to pay they have an opportunity to come to the meetings uh that takes you know about a bunch or so so once we get them through that process that they just don't pay at the deadline to send the letter uh we come and collect the can and stop the rubbish collection and send it to the county as we've done nick has instructed us the best way for us to get the money back instead then in this case we found out that the tenant we were collected the cam was we've got the can gone and stopped the charges and everything we stopped the charges at that point when we pick up don't have the services any longer but we found that the co the uh tenant was not there anymore because we had another tenant come in and ask for service in that same location and that's where we kind of backed off there we determined we couldn't find the other the previous tenant to run for bills we started to communicate with mr turner and he ultimately got a letter same thing i'm sorry did here yes sir well you communicate with us after we got it you guys went before that but we had the same letter here we sent it to your address your home address into this address and um that led

[0:36:54] will you communicate with us after i assumed i guess that you got cluttered could you communicate with the short term but either way we let him know that he was responsible the cost of tenants wasn't able to pay or not available for us to pursue that's what again what indicated by this was the state law and then we let him be aware of it and of course he's objection to it and this is right to come this is part of his right through the letter to come and talk to y'all to make you aware of his concerns but the uh the charges do include penalties and late fees you know during that process while that's accumulating and then it does go through for that like so about another month or so while we're trying to get them to collect or to pay and not have to take up their cart and so forth but once that collection or the letter deadline is passed we do take the cart we do stock the charges and we're just trying to collect the debt up to that point we don't continue to charge i think that was a concern you may have expressed to my office staff we were continuing to charge we we didn't do that after august in this case which is when the court was collected and the deadline passed i never did not want yeah i mean i got that hopefully i knew this when the new tenant come over here to set up the service that's it well okay yeah well you didn't get one that at first because we were pursuing the tenant that's true you got in touch with [Music] and i understand your point because you know for you in your situation it did get really bad and then you want the opportunity to resolve it but uh from a practicality standpoint every time someone is delinquent on that it's not really practical for the city to contact one of the property foreign rental house in the city uh we just don't have it we don't have a manpower to do that yes sir but i mean that's one of the things i mean unfortunately and i know if i'm

[0:38:56] sure if they didn't have the sanitation they probably didn't pay you some of your money too right yeah so that's just unfortunately that's uh based on advice from our attorney that's you know our only recourse is to go you know go to the owner of the property you know and i know that's a bad thing for you but again that's a lot of risks involved in rental property you know and that's kind of one of them unfortunately okay do you have any reason to think those properties have a problem yeah y'all just picked up the can over here at 5 54. okay i got the bill i lost it it's about 80 90 but you know why your tenants are not paying i don't know i mean i didn't know they wouldn't pay yeah you know you do now yeah i mean i got so bad yeah i got that thing it's just i mean all i had to do was just write a little letter tell me yeah i went by and took care of them yes sorry it didn't work out this time we can we can check those out if you want us to entertain the centers you know the ditch is not causing that i've been over there when it rained and the water's running it's pouring across the street from the other side because it ditches i mean they come over and dug the ditch right out in front of the property but it looks like this water don't run up here mr turner dan cordell's in our in our audience tonight so you can talk to him after after our meeting he'd be happy to speak with him as he speaks for them the more likely it rains again i mean all that roof wrap and everything because his water's gonna go up under it because yeah we can definitely uh we'll get an inspection done and uh get them prime

[0:40:58] analyzed and uh see what we can do to try to help that yeah thank you okay next on our on our agenda is um our personnel docket there they're back personnel mr mayor i'm going to approve the personnel documents presented on the stage we have a motion by alderman brooks second of all kelly is there any discussion [Music] yes okay that motion carries they took care of that um next on our agenda's city attorney's legal update let's have one quick update doesn't require any action um i've been working with uh chief pearl the mayor and uh in andrea and we're trying to revise our no truck coordinates or routing coordinates for the truck so i don't have anything ready yet but hopefully we'll have at the next meeting and uh we'll send to review beforehand i just want to give everybody an update on that that the uh truck route ordinance is being reviewed as far as the truck routes uh go and then what the intention would be to hopefully either pass up the next meeting or the first thing in december wouldn't go into eventual 30 days but there's been some confusion on the truck route type thing so that's being looked into but one you're not into the board all night no action tonight but make you aware of it and uh once we have more of a finalized version i'll send that out and we can pass it another meeting in the near future so who's being confused over the truck wraps the truck drivers truck drivers and i think that as the city's grown and i don't want to speak the city's grown uh and it's this ordinance is still based from the 90s and so there's different routes you know there's more
