[0:00:04] welcome everyone i'm now calling this meeting to order please stand with us we'll be led in prayer gallagher please remain standing after that for the pledge of allegiance heavenly father once again we thank you for allowing us to be here tonight lord we pray that you reside over our meetings lord and over our hearts and everything that we do lord we pray that it would be like jesus in your name we pray amen this evening is approval of the minutes for the march 2nd 2021 meeting mr mayor remember we proven it to the regular meeting of march 2021 within the additions deletions or approaches second we've got a mushroom arm and pain second longer and gallagher is there any discussion hearing none roll call yes yes that motion cures next on the agenda we have the introduction of our new police officers uh deputy little are you gonna introduce everyone another time so this is uh starting in october of this last year uh is how captain bridge back there has worked very differently hiring this many officers um

[0:02:21] jake devonte little mike murphy justin robinson colin berryhill tiffany lynch cedric white tyrone robin grace brandon brown tommy harris bryce gray and aaron curtis these came from several different agencies throughout the state in tennessee bryce i'd like to welcome all y'all to our team i want to tell you we appreciate you appreciate you joining us and i don't care what uh what you hear what happens around the country but you need to know in south dakota mississippi at this board and me as your mayor i have we have your back if you do what you've been trained to do i want you to see it coming straight from me we have your back okay we we've been through some challenges in south haven you know we're a big city because of our location we face a lot of challenges you all know that or you wouldn't have joined our team uh but because of that we go through these challenges together we've been through a lot of them and we have your back so with you the career for all of you that are that are new to the profession i want you to know that uh it's still a noble profession you made a great decision we respect that and we so much appreciate what you do and again we have your back and we welcome you aboard our agenda is contract with pbj happy day shows this is a

[0:04:24] contract with pbj but the difference conversation for the mayor who signed a new contract with pbk the second goal contracted all right legacy for that fire station revived that's a standard uh architectural comp uh contract it's had a couple revisions to go off um it has been signed by legacy as well and approved by urban arms and off the group uh as far as a revision so tonight authorization for the mayor to sign the pay for contracts for legacy contract services um the new york contractor documents required for the fire section revived next one in general contract with an adp payroll this is uh in addition to our current adp contract that we have to allow for the statistics reflected or meaning that the card department is allowed to park employment employees to clock out of all 12 locations and they allow for the pay roll with one click instead of 200 something new annual entries um it's estimated to stay about four thousand dollars parts of the software along with the service so the purchase of the software is actually ancillary to the services that's what we need so via approval of a contract for six thousand per year for the software and the

[0:06:26] service the services mostly with what we're purchasing it for and a one time initial cost of 975 installation authorization for the mayor andrew west brown to sign email contracts associated with the adp parts payroll economy sorry how much is there any discussion hearing none all in favor say i have any opposed saying no i just haven't blessed you next on the agenda there's a resolution for surplus property in the southampton police department this is just surplusing vehicles and ports from the support 17-25-25 and uh the vehicles are attached to the resolution today and they will be surplus after um is there any discussion hearing none roll call yes that yes carries next on the agenda is a resolution for emergency repair in our utilities department yeah recently the email i sent out had two emergency repairs there was a third one added today uh from a previous lightning strike as well i'm so repairs right they get well planned to get oil water plants and also the footwork plants um for the repairs that are needed they are all done in accordance with 31 713k a nice transportation being done in 4231 713k for the well-being of the citizens of south haven and so that the drinking water from the waterworld plants or right on one road plants would not be interrupted or service calls interruptions or contamination so tonight obviously you should

[0:08:29] approve those emergency repairs and resolution time of the mayor so second we have a motion of alderman who second quarter and pain is there any discussion hearing none roll call yes next on the agenda is a sanitation route change there's no action for this just noting our amendments that marine connections had recommended and approved and agreed to and recommended also by um bradley wallace that the service days of the quarantine shallow lane we changed from tuesday wednesday the wastewater was previously concerning this area with a smaller truck all the areas of construction now neighborhood is basically there's a need to move this area too it's literally a special day starting the first week of people place connections will provide notice um to those residents sometimes we just need to note that in the minutes nothing no action to take but just notice but that's even okay next on the agenda is a contract with urban art for the renovated drought crew for city hall i'll brief everybody on this basically when we did the renovations to city hall last year to make our building ada compliant we had to have more handicapped parking spaces so we moved handicapped to this to the north side of the building also as you all know we enclosed the former drive-through made that the reception area so all the uh handicapped spots on the north side of the building when we did that we still have the old drive-through for water payments that is directed one way back into the same direction so when you got uh reserved parking coming in this way handicap coming this way and you got water paintings coming in that way you can imagine what that's like on a daily basis it's not an urgent problem but it is an accident waiting to happen so we want to switch that and i'm looking

[0:10:32] at it as i speak what we want to do is like extend the drive through the water payments where the when citizens are paying their payment they don't have to enter this parking lot close to the building they can just go straight like they'll make their painting go straight next to the parking lot be much safer the traffic will flow much more efficiently so that's basically all it's about um bradley and i have discussed our in our facilities budget we have a few other projects going on so this may not happen now uh we're going to monitor we're going to review the budget and see how the money is to maybe cut off the next year but we want to go ahead and have it designed so we know how much money we're talking about so that's what this is about tonight just having it got a motion by armament flores second larger wheeler discussion hearing none roll call yes that motion carries next on the agenda's authorization or change order for fire station number five there's no change where it's tonight it's just what this is of authorizing um the two scallions and or chris wilson could work with a2h uh in the event of change for fire station or five in less than one percent that can be approved administratively after uh h2h recommends it pursuant to i think it's thirty one seven thirteen d listing code that can be done at support authorizes on your minutes it'll help with the efficiency of the project and hopefully speed the construction of the project up for those allowing changes to be done that are one percent or less of the cost of the um construction being approved with that from the board and over one percent obviously have come back to the board for approval i'm using another one percent um for those change orders after consultation with crystals and remorse you need a motion to allow that to support

[0:12:37] we've got a jesus volume wheeler second alarm in pain is there any discussion hearing none roll call yes the motion carries next on the agenda is a resolution for amended budget for publication and adoption this budget is this revolutionist authorizes the publication of the budget that reflects all the amendments that have currently happened through the year um so that we're going to court with the upon state law for those amendments and your publishing budget because it's no action other than i mean the actual action is is to publish this budget these amendments have already been yes that motion carries next on the agendas of code 19 lead policy not just chris wilson's coming up basically this is as you all know there have been changes with federal law about extending uh code relief so our discussions today is to map we want to extend that and match imports with the federal recommendations so the last uh policy you did which could extend the 80 hours through march 31st that goes away under the new american breastfeeding plan which does not mandate you extended again but it does offer an employer another 80 hours it resets the 80s someone's already taken all their 80 which we don't have anyone that has is one of that first batch of 80. this just allows the city to offer 80 hours of pay codedly for co-qualifying occurrences which now include going to get a vaccine complication from a vaccine or again seeking test results from so you're not mandated to do it

[0:14:42] in fact we in city-wide on the last page here we had a total of 24 hours taken for city-wide so we've seen a steep decrease in the need for this but it is part of the new american wrestling plan and it's the office specially extended through september and september to continue with 80 hours we maximum a motion ballroom florida second baltimore kelly is there any discussion well as chris stated we've had very little use of that we we're seeing the numbers go drastically down in our city and among our uh our team with the city of south haven is drastic drastically down now so the numbers are definitely trending in a really good direction hopefully by september we will be talking any other discussions yes yes that motion carries next one the agenda is a request to advertise the phase three of the uh fire extension project this is this is y'all familiar with this the last phase of that um done two already okay [Music] yes yes no motion carries next on our agenda is our planning agenda absolutely so we'll move on next on the agenda's mayor's report just want to update you on a few things real quickly um

[0:16:46] first of all the uh may goldwater pedestrian bridge uh is now going berth so y'all may have seen work out there we've redirected traffic that uh for silas square to the south entrance by the silo it's been noted by signs so if anyone asked we're definitely being conscientious of getting customers to silence square uh they just go in the south entrance by the actual system but the bridge is vertical they're getting it getting it upright entergy is also there doing work to raise the power lines you know for the bridge construction so exciting time to see that happen you can start to see the landscape of that entire area change but it's going to be really special for the city very soon um state line three the three to five state line buildings sold today closed so that is uh that's something that's going to be uh beneficial for the revitalization of original of the original business district in south haven you know it's been many years since we've had a business occupancy in there so now we will have that done and the new owner obviously will be renovating the building the parking lot of the roof the hvac system so it'll be exciting to see another building in south haven uh renovated you may have noticed also that the old taco bell on main street uh was uh demolished last week uh again that's ongoing revitalization uh revitalization is not something that happens overnight it's a very lengthy process but we've done things to incentivize that things are moving in the right direction so that's another example that that building will be uh we'll have a newly constructed building there as well another business so we're excited about that street resurfacing is going on uh as you all know we did a recent budget amendment we realized that our internet sales tax was more considerably more almost double than what we were initially told from the

[0:18:49] department of revenue so y'all did a budget amendment that money by law does have to be spent on infrastructure so we agreed as a board that we would put all that money into street resurfacing so the good news of that is that money is already working we've already amended the 2021 street resurfacing budget and the streets are underway now some of those that are notable and will make a big difference because they're high profile streets our greenbrier parkway south nebraska two years ago we resurfaced greenberg parkway from state line to rasco now this space we'll finish that all the way to uh goodman uh it'll pick up all the codes there's several codes in there too that have been touched and i would say 20 years 15 years at least so hopefully that will um you know really dress up the south uh south entrance of greenbrook parkway the other one is nail road uh between uh gatwell back east our city limits that alone that road is taking a serious hit with weather over the last couple of years it's one of those the autumn weather and i'll talk about that today you know we have a list of prioritized streets but when a winter storm hits it may wreak havoc on one street more so than another so you may have one street that leap from some others because it it becomes an urgent repair uh nail road is one of those it's got really really bad right there y'all know that's a high profile high traffic area some nail rod being is underway as well with this additional money there is one of the subdivision that is which is what i just explained it's a it's a new subdivision that hasn't had the final lift it's in ward 4 alderman gallagher's war it's lauderdale states we were trying to wait till all the homes were done and do that one next year but this weather when i tell you it's like somebody dropped bonds all over the race it's just ridiculous you you have to weed to get down the road so we went ahead and moved out of the list and so lauderdale states will all

[0:20:52] be redone all the streets in there will be done within 60 90 days as well anyway it's fun to be able to see a difference see taxpayers money being used to improve the quality of life and improve our city and there's no better way to do that than improve the street conditions so i'm excited about that i want to talk about potholes anybody always talk about potholes you know the beautiful weather is here it looks great but let me remind you it's only been about a month ago that the temperature was zero and our streets were under ice for about a week it's election season everybody likes to talk about potholes and all the things that are wrong they sometimes don't want to talk about all the money that's been spent but i just said to improve the streets we can't do every streak in every year nor in any city in america we know we have potholes that event was a we've not had a winter event like that since 1985 so that's a 36 year winter storm event um so we can't fix every pipe on me we don't have enough people to do it all immediately we're going to get every pothole we're going to get them all but for those that are that may be watching or listening we are going to fix the potholes every street in this city is evaluated on its condition some of them are in fair condition but may have a section that's bad have some bad potholes if we can repair that damaged isolated area and the rest of the street is in fair condition it's wise financially enough to resurface that you know we fix the potholes and then it can wait you know a year two years maybe even three years so there's some uh streets out there in our city right now we know that the condos are bad and i just ask everyone to be patient we know about them we're going to get everybody we had our first tournament at snowden grove park in greenbrook park on the new artificial turf fields the response was incredible the people loved it it's beautiful it's always been

[0:22:55] both parks have always been beautiful they're even more beautiful now the first weekend was a great example of the business decision that this board made had we not had artificial turf with the weather or the rain that we had last week we would not have been playing it last weekend we had over 140 teams here uh you do the math on that that every team generally has about 11 to 12 players those 12 players usually bring on average uh four family members with them counting parents kids grandparents you can do your own math on how many people that brings out uh even the people that live in our city when they're when they're getting out on a friday night they're not at home cooking they're at home i mean they're out watching the ball game they're going out to eat somewhere they're probably going to buy gas obviously the ones from out of town are going to get a hotel room it has a tremendous economic impact on our city so for everyone that doesn't understand the value of stone grove and great britain park it's not about based on softball it's about money everybody that lives in the city benefits financially from those two parks it allows us to not have had a property tax increase since 2006 uh and still pay more streets we've ever paid a fee before we can add police officers we can add fire we can do whatever we got to do without raising taxes so again for those that don't understand it's not about baseball and softball it's about tourism it's about economic development so i know that everyone up here understands that i hope that people watching that you'll play this over and over i know you won't but anyway it's out there so then next weekend snow grove park as y'all know has been in existence since 2000 built in 99 first season was 2000. next weekend we will break a record the all-time record of teams at stone grove park we will have 100 we have 158 teams signed up the all-time record was 152 so we were breaking an all-time record at stone grove park so the investment that

[0:24:58] you made in the ball the ball field sorry paying out heavy rain unless it's lightning it's very rare um you know obviously the outfields are still natural playing surface but it's very rare unless there's lightning that you're going to get too much rain with artificial turtles oh yeah if we had to have the tarp you're exactly right yeah it's definitely a it's an asset for our city it's not just you know for those that again don't have a child plan or didn't play themselves it's not about the sport it's about it's an asset for the city financially so but anyway this next weekend we will break the record all the time a number of teams in a southern tournament i think that's all i have uh any questions for me the situation with a grass coast traffic city um it is home delay because of uh the supply chain due to coded we order the materials i don't know the mass arms to be manufactured by saying that right dan and so as soon as we get to mass arms we will be installing a traffic signal restaurant we know as we've stated in previous public meetings we know that when rasco was extended it increased the traffic volume on that road tremendously uh it definitely changed the safety of that intersection and so that's why we never you put a stop sign there we went straight to a signal and so we know it needs a signal and it's the first thing on the list when the materials come in any other questions it's from getwell to um the city limits of lamont going east from gateway to malone yeah and if you ride down there
