[0:00:00] is meeting to order please stand with us we led in prayer by oliver gallagher please remain standing after that for the pledge of allegiance apart lord we thank you once again for the ability to be here lord i thank you for these men and their hearts for our city lord pray that you give each other's wisdom uh to do the things that you would have us to do lord help us to love one another and love our neighbors i pledge to the flag of the united states of america to the republic for which it stands one nation under god indivisible with liberty and justice first on the agenda this evening is the approval of minutes for the june 16 2020 meeting mr airman we've heard the minutes of the regular meeting between 16-20 is there any discussion hearing none we're all calm yes emotion carries next on the agenda is authorization to renew the property casualty and all the um other professional liability forms of insurance for the city with travelers um chris would you come up chris chris got the numbers on the renewal numbers on the cost basically it's my recommendation to the board tonight considering the relationship that we

[0:02:02] have with travelers and the small amount of change in the rate and all the other uh independent claims that we have with them is my recommendation that we uh renew the policy with travelers what was that would you go with the numbers so on the complete policy and um our broker did shop in one day and uh reliant a few others um but there's [Music] during discussions and just to reiterate what chris said every year they do they do check the market so we're going to always be you know our broker that's part of his job with that is to keep us up to date on what's out there that there is a better price and a better value but right now skywars is definitely the best option any other discussion hearing that i'm welcome yes that motion carries next on the agenda uh is a sanitation route change uh bradley did you come forward and just to preface what bradley will tell you basically um the uh our contractor waste connections feels like they can better serve our city uh in a

[0:04:05] more efficient manner by making a few adjustments to the routes um you know the negative to that is some people's days are gonna change their pickup date is going to change but they're going to do a really good job of communicating that up front but the goal here is to make it again better and more efficient for our people but bradley's been handling for us and is available for any questions about that as far as notification mailer we requested that they put a sticker on the cart we've not got a final answer on whether they'll be able to do that or not but they're definitely heavily communicated by mail you know to let all of our citizens know that you're gonna have to change everyday uh so basically nothing changes other than your day you know same service for everything still the same hey greg how many folks were gonna think about the change uh it's a little over eight thousand so it's not quite a half of our households but the the main concentrator says what we're trying to solve is two things then as we all know we've got a majority of growth residentially speaking has been in the south and east part of the city uh that has resulted in the current uh [Music] and also there will be a little less on thursday fridays when we first start because we're accounting for the growth that is [Music] investment is

[0:06:32] yes sir this will help them be more um efficient all through the week so it also allows them a little bit in their estimation to address this we appreciate y'all's passions and the challenges i'm sorry and all these things they actually are doing much better in the past i'm not trying to be an apologize much better than these good things that work with us better to get them this should make it even better what we're going to do is as the mayor said we'll have our neighbors go out to the affected residence we're also going to place an alphabetized list on the website and now so people will be able to see if they're affected or not they put their address up and they can't find it because they're not affected certainly we have to miss 100 perfect which we believe in schooling they've worked hard on that but then we'll there's no discussion about that i'm asking for a motion to approve the round change yeah and that's certain thing sorry we would like to clarify that we're recommending and asking if we can start this new routes on august 3rd even that week uh if you feel that we don't need more time than that if you want to have more

[0:10:36] motion to accept it and all the rights will be placed for our minutes worth of mine got a motion baltimore florida second modern thing is there any discussion hearing another caller yes yes yes that motion carries it's on the agenda's agreement with break the brain engineering firm and this is basically regarding the pedestrian bridge and i thought prime looks like it's um anyway uh ryan willard uh in urban art has suggested that we contract with brain engineering firm as a recommendation for the the bridge through the engineering work on this agreement we've had four minutes to the agreement that's here for you tonight authorization for the mayor to sign the agreement with they're tagging their um scope which urban r has reviewed um they our guards reviewed the scope and they were there with the scope and that set forth the agreement to handle the engineering aspects of the bridge with the freight front these are just again to back up a little bit look at the big view again we had to have traffic engineers obviously you know before the bridge is designed uh you have to bring in traffic engineers to make sure it's placed properly so that's what this is about yes i'm saying that right man this is the structural engineer though well dan i know that we've got trap we got we got two now one of them is

[0:12:40] the train the traffic here okay that's roadway design and uh the civilized thing and then the next geotagged and i we had to have specialist engineers you know to place the bridge and study traffic so this is one of those the way we the way this works we've met about this all of us dan nick urban ark and myself and i've explained even though this is some contract the city will have directly with these engineering firms dan cordell is our engineering consultant so he'll be responsible for overseeing everything from an engineering aspect uh brian bullard and urban r for the point man for the whole project so even though we're contracting uh directly with these firms for the engineering uh the the total umbrella is still being overseen by urban art and then dan will be our specialist as always with anything uh related to engineering but currently dan i'm saying this wrong but this is something that gets technical and actually you need a specialist engineer for this is that correct there are components exactly and i'll be representing you all to review hearing in urban arts and coordinating the i asked dan you know these is this a qualifying term for this and you indicate that it is [Music] i don't have a lot of experience with the freight firm i indicated that but i think

[0:14:42] herbert is somebody i work with actually we're using this contract ourselves to do bit uh and then psi and geotech that have done a lot of work for me in their their fine part okay just to be clear again we're relying on you you're our engineering consultant and i understand this is a different project but as the city hired general services engineer we expect you to help us with the research to make sure that we hire the correct engineering department so if you have any concerns about them we need to know that now but we need to delay it do we need to talk about it more urban art is used to use them everyone's not an engineer you're the engineer i have never used brake performance okay but i recommend engineer you're an engineer we're going to rely on your recommendation i thought that we were i thought we were clear on that obviously we're not so it's my recommendation but we take it i got emotional about kelly singing about flores saw bears out any questions they know i just haven't we'll tell you we need you on the same page with that brian needs to be here too why is brian boulder not here okay okay i'll address that and get that correct okay so we'll go past that then uh next is an agreement with psi this is what dan says the geotech aspect of the agreement okay let's take a look can we just move past it yes next on the agenda is amphitheater parking lot change order this is two parts one all the work is being completed or the contract you'll see some solid added here that is basically a unit price adjustment image quantity adjustment they call the final measure of the job

[0:16:45] and then the other component is a concrete logo seal uh proposed in the center of i don't know if you can jump in out there to see the kind of roundabout in the middle of the interest rate after it was completed weaving myself uh i think we've had discussion but she's had a discussion with the mayor about uh the look of putting something special there and did you attach a copy to look at it no we actually we talked about this at the last meeting on the outdated board that we're uh we'll use the springfest seal that christie has used in the past and it'll be stamped in uh in the what we call the center you know the of the circle uh it'll be stamped right there so that's what this is for we're talking about and it is an increase in the requesting of approval for an increase in amount of 25 761.99 to complete that one come on you have a motion alarm in florida second law your wheeler is there any discussion hearing none roll calls yes that motion carries and then next is a soccer field change order the soccer fields y'all are currently beating the concession building that is going in the southern portion of the future life there in coordination with urban art on their building which is the 14th i think this month they made some adjustments to their finished floor elevation uh requested that we increased the wall elevation of the retaining wall that

[0:20:51] is there any discussion hearing none all in favor say aye aye any opposed say no i just have it motion carries and then i guess we had our agenda we should have had this before yeah so next on the agenda is good acceptance for the state line road bridge project dan again as our engineer is overseeing this um i think we talked about this a couple more meetings ago we finally had the bid on the three to one [Music] earlier this week or late last week it's in the conditions of need for repair we received bids and i have provided a good tabulation uh and a request to uh accept an award to the lowest investment demand construction company the amount of 1 million eight hundred sixty-five thousand seven hundred thirty six dollars and forty cents i request uh board approval and authorization for the mayor to sign all contracts and associated documents this is a state funded project so there will be some information we have to get from them part of it's already been funded and distributed this is actually about a hundred and some thousand dollars over the estimate it gives within the ten percent uh but it does appear based on the number of bridges and that type works and the workers out in the field that we don't have the time to wait and re-evaluate and it's a is there any discussion and again this money just to make sure everybody understands the emergency

[0:22:54] bridge and repaired state money that we've made applications for and to seek us to see this statement we appreciate the state of mississippi any other discussion yeah yes that motion carries thank you all right next on the agenda is good acceptance for uh for the uh artificial turf infield project at snowden grove in greenville uh all of you received that information as a breakdown from the bid and i'm going to get a started dan if you'll stay with us and help answer questions but basically what we did is uh had the project vid uh broken down both snowden and greenbrook and then we also did it with with and without doing the foul lines at all the fields and then some of the other items that are included in there are necessary supplemental pieces that go with it obviously uh pitchers mounds when you have artificial turf you no longer have you know amount of dirt mound that's built you're gonna have an artificial mound uh they can be adjusted based on uh the dimensions of the of the ages of the kids that are playing and uh and maintenance equipment included and that's just the special equipment that you have to have to maintain the artificial turf with it being different than natural grass so all of that um in the uh the calculation is that on my overhead do we have that do we put that no not that would you email to the board man i don't know broken down

[0:25:01] let's see okay but um but the way the numbers uh we actually y'all have that in your email you emailed that right yes yeah so you have to okay so the total uh the total bid came back at five million five hundred eighty three thousand three ten and thirteen cents then when you add professional services for design and bidding which a lot of that's already been paid and done then you have construction engineering inspection uh four percent on top of that is that correct man we added four percent to those that gives you a total of six million twenty nine thousand nine seventy four ninety four you had four percent listed of your construction costs so if you obviously the construction costs the bid came in a little bit less than what we had projected so so that number would be adjusted correct damn i believe that's correct okay i'm just trying to give you bottom line numbers the bid is five hundred eighty three thousand three hundred ten dollars and thirteen cents uh we had estimated about six million dollars in this project um with fees all in bottom line costa city should be if you go on four percent for those services it would be six million twenty nine thousand nine seventy four ninety four cents that's if you did everything and then you can look if you you know if you take that out i mean we have options on the table um back to this page just when i handed this out to all of you this is the capital improvement plan that we worked off of where we initially started talking about the capital improvement projects you'll see in the middle section there that we have fire station number five at five and a half million uh we're waiting on design for that um soon with

[0:27:01] projected construction starting in late 2020 early 2021 there's your number six million for turf and then there's your bridge and they're two million so if you look at the bond that uh was done at 15 15 million dollar bond that what's in there now preparation road extension added to that that gives you a total obligation of 13 million 750 so you still have obviously from that amount up to you know close to 15 million after you know fees and such where some of these other projects could be added in there like if you see out in the the notes section to the right like some of the the signals we can work those into the next budget year but if we had money that was not using the bond we could use that bond money for those which would free up some money in your 2021 budget and obviously it leaves you a little bit of flexibility bridge project has obviously hasn't been bid yet fire station you know that's that's an estimate at this point we all have a final number on that so you want to leave yourself a little bit of wiggle room uh with those um the other projects that were paid out of cash as you all know we had a large excess fund balance it was up to i've got an audited on there but the the audit has come in since this was done and it's uh spot on to the numbers so your unassigned fund balance 11 million 890 we paid cash for the main shop city hall renovation and state line road resurfacing project so those at the top will pay out of excess fund balance the ones in the middle section are the ones that were proposed for the bond so you can see that the six million project it is within budget for the bond we just got to make a decision [Music] all right we got a motion by alderman flores that we uh we accept all the alternates what you're saying we go all

[0:29:05] in on snowden and greenbrook include the foul lines and the inhales okay that's his motion uh on your wheel that's your second two okay floor is open for discussion i agree we're gonna do it right we have to stay competitive any other discussion and again just for the public uh that may be in the audience listening or watching that that missed some of the previous discussions about it uh what worked this idea was the changing demand in the youth uh based on softball industries of of artificial serpents so like uh we we realized over the last two or three years that we were losing uh business to teams uh when there's rain in the forecast which you know the uh the guts of our baseball softball season is in the spring which is the rainy part of the year and so when you have rain in the forecast on wednesday and you have someone that can go to oxford and play on turf where they know they're not going to get rained out whereas take the risk and stay in the snowden tournament in south haven getting rained out they're pulling out the tournament on tuesday or wednesday so we're not only losing the revenue for the tournament we're also losing the economic impact obviously of the hotel rooms uh you know groceries gas restaurants um everything that they would be spending uh the the estimation that we have uh on average some a family a player that comes to south haven to play baseball or softball obviously all of them don't travel a lot of them are local but it works out to be an average amount of money for a household is 600 for a weekend that they spend in our city so when you do the math on that with the number of tournaments we have in snowden and the average team has between 11 and 13 players

[0:31:08] and then you know you do the average you know they're at least going to bring one parent uh you got you know you've got siblings that are going to travel with them as well so that's where that 600 number comes from but if you do the math on that that accounts to about 11 million dollars a year in true revenue that goes straight to the city uh from the tournaments and then if you look at the economic impact you're looking at 25 30 million economic impact so when you start getting uh teams now that are leaving us as audrey and flores said uh and going to jackson tennessee or tupelo or or oxford two below is all turf now oxford's altar so it's very easy for teams in this area you know to make a last-minute switch on the future wednesday and lee southaven and go to tupelo or oxford because of turf so i'll just say this because i've said in every discussion i'm not a huge fan of turf but from a business aspect it's it's you got to give your customers what they want and the customers now i mean you may be a spanish maybe it's a just a fad with the artificial interpret it's what the kids want it's what the teams want and we gotta we're not giving them what they want to go somewhere else we want to lose that money so anyway that's just a recap of the uh you know the business decision that was involved in this that's true it's pretty much rained every afternoon in the past two weeks so uh i mean those are correctly games that you have pretty much every night like that okay any other discussion hearing none roll call yeah yes

[0:35:16] a financial interest in any of the properties we'd like to speak hearing or seeing none roll call please yes that motion carries next on the agenda is our planning agenda is whitney cook planning director i guess sir our first item uh an application for um an office slash distribution building uh which was approved a few months ago in the central gardens ped which is the north nebraska road on the west side of airways uh just salaries it's the full building if you look it's 4 900 square feet you can see the area right there where it's located uh just on the side of the creek line it is a brick and split face block facade the mainstream roof and black and grey hues we had some adjustments to the landscaping and adjustments to the photometrics that falls in line with architectural design it's down that area and i was voting unanimously in favor of a lot of credit missionaries is there any discussion yes that motion carries our second agenda is a minor subdivision approval uh three lots on the south side of college or just east of bracket road uh they range in size from three point one eight acres they took nine nine acres all through the proposed lots on family land so there's an existing home on each one of these proposed lots that were broken out uh they all have access to um street uh city right away with the

[0:37:17] exception of one on the bottom the south which has an ingress egress crossing over a portion of latitude access it says on landlocked uh with those uh comments these are very unanimously in favor of a blending machine missionary i make a question that we approve volume number two when we're playing we have a motion by arming gallagher the second daughter of pain is there any discussion very young roll call yes yes the motion carries our last application is a revision to the existing vending rights subdivision this is coming out south side of college road on diola dobbins road uh they're currently 9 1 the applicant is wanting to take off one and further subdivided into two lots one might be in 3.24 acres and the other lot being 1.5 acres um the access drive the iowa dominance drive is actually on the city right away it's a fourth footing or seacrest uh they're gonna come and open spaces um in a little what we've been in light of what we've been dealing with with the other aggressive expresses and private drives it was concerned ours so we spoke both applicant and his engineer as well as our fire chief and the agreement was that this gentleman has 860 liter feet going downhill with diamonds drive he's going to widen that portion an additional 12 feet to get the proper two-way uh two-lane width we need for city specs and for the fire department and there'll also be a note added to any future development on that that they must widen as well that way we have a problem with 24 feet all the way down to the end where the turn rate is down there it will not be a city road through the city specs and we will monitor it and inspect it as we go so if it ever comes to a point where we feel it's necessary for us to take the road we can do it in conference but that was okay by fire chief and with

[0:39:19] those stipulations agreed upon by the engineering owner uh it was blessed both university on item three we have a motion monitoring fluoresce second bottom of wheeler is there any discussion carrying on the roll welcome yes that motion appears next on the agenda is our mayor's report uh just a few things uh update everyone as you all know uh city south haven was the only city in the southern county to go forward without a fireworks show took a lot of criticism for that but i'm here to say we made the right decision it was a great event it's one of the best events we've had it makes no sense in the world uh you're gonna shoot fireworks in the sky in a 212 acre park that you can separate people all the way apart why would you not have it you know i don't understand that so anyway i'm here to tell you we made the right decision it was a great event uh wes brown our parks director appreciation to you for doing it argo entertainment did an incredible job we used a different shoot site that was in the field of drains parking lot uh we realized it gave us a little better visibility for a lot of the areas around so anyway it was it was a tremendous event so i appreciate everybody that played a part in not saying no to people you know i don't know about y'all but i'm so tired of hearing people you know just just take the easy way out and say no because they're scared you know it's time to start living again and like i said what's what what in the world could possibly be dangerous about shooting fireworks i mean from a coded standpoint uh obviously if you get joel's house but uh from a coding standpoint you're shooting fireworks in the sky you got people spread out the amphitheater seating is is closed uh using the whole park so anyway it was a great event so

[0:41:23] that's update on that in february we all got together we know that the 2018 building code has not been adopted by our city yet many other cities have already adopted it it's important for our fire rating that we keep that that we're using the most up-to-date building code and fire code and so we had a meeting in february we invited the home builders association to come speak uh thank you every all of you were there we all talked about the differences in it and made a lot of progress in it then shortly thereafter we were going to have a follow-up meeting a few of the builders that indicated that they were going to come back and make a few recommendations namely mainly with wind and seismic as far as bracing and things like that we obviously want the goal is to to have safe houses in our city but we don't want to make them not cost effective for builders to build in our city we want to encourage development in our city so they were going to come back and make a few recommendations for us and then that's when the virus began the next month in march and so that delay is having another meeting so um we've uh already scheduled um was it august 20th august 20 okay it's august 20th we've uh scheduled our follow-up meeting to that and uh and whitney's already reached out to the president homebuilders uh to let the builders know so they can come back and make their recommendations uh and then it's the plan that after that meeting that we'll be ready to adopt it so august 20th is the meeting for that um comprehensive plan adoption uh same thing there i thought we'd already adopted that you know we had a special meeting where uh our gentleman that uh that we hired uh to create the plan came and gave a presentation to all of you um that pretty much there's nothing else really to do there than to adopt it so we do have to advertise that and then

[0:43:25] have an official adoption and so that process is underway now whitney in august it'll be on the on an agenda in august okay and so then we'll get the comprehensive plan officially adopted two other things um not to pressure anybody if there's any uh discussion about this or concerned about it we can back off of it but just um it's pretty cut and dry there was two uh revisions to ordinances that need to be updated that's our truck route in our city a few changes that need to be made to that and then our plane director whitney cook has a recommendation for a big box retail ordinance it's no secret that many retail businesses are going to go out of business over you know with the recent economic sufferings due to the covet ones that were already struggling maybe due to online sales that kind of thing the code has put them over the edge so i can tell you that we're going to have a few uh big boxes in south dakota just like any city in america that are probably not going to make it and so to go with this ordinance and whitney you're the planning professional so please correct me if i say something that's not accurate but the goal of this is to not have empty boxes in our city so it doesn't make any sense if you have a bunch of huge vacant buildings that you're steadily approving new ones to be built and so that's that's the goal of this ordinance and i think it is very timely that we do this sooner than later and so whitney would you please come forward and talk about big box first and then and then the truck uh truck route ordinance after that sure um just as the mayor said one of one of my things that i do is kind of look for the trends on our buildings we check vacancy rates um we look for what's up and coming and we know the plans for future development um it's no big shocker that everything's done online so one of the trends going out is big boxes code would obviously help that um we know of at least two that are

[0:45:28] automatically going out of two others we've talked to are hanging on by bread like we're going to go out and in the midst of all this i have other boxes that are proposed to come in in high profile areas of our city on vacant property so what this ordinance does is it requires all of them to come in under conditional use permit so we can look at each individual one not as a side plan not as a design review but we can take it and look at it is it any character with that neighborhood is there a new or is there a surplus in that area of available boxes that they should be able to use instead of putting a new one in place you know one of the things we don't want to do is create and i hate to work light but you don't want to create a blighted look especially on your highly visible areas like 55 or things like that with vacant buildings and you stand out you know there's there's been some large ones and it just keeps rotating in new stores and new stores and new stores into it so our goal is to control the size um i have looks and a lot of them regulate them on less than twenty thousand square feet and then they have another regulation of twenty thousand and fifty thousand then they have some that are fifty thousand plus and just to kind of give you an idea of where they're at walmart and targets are in range anywhere from a hundred eighty to two hundred thousand those are big boxes how do you go in lowe's office depot are usually around sixty thousand to a hundred and three thousand uh your barnes and noble border books things like that around twenty five to forty five thousand and then your local pharmacies like walgreens usually cap out around fifteen thousand so if we create the brackets each different sections for footage and take them in one by one and look at them in an overall comprehensive development situation is it needed in this area is there availability of existing ones in this area and if we feel it's not we have the controls in our conditional use to say no at this time no right now as long as it's retail we have no control of the square footage as long as it fits the size of the lot and follows our bulk regulations there's no controls and i just think now um i was looking at it before the code has been hit um but now more than ever it's it's a

[0:47:31] necessary thing to look at so we don't just get overlined by unused and unneeded boxes that's essentially what it is i've got just a quick summary that i can email uh when i told the mayor i didn't have an ordinance ready because i wanted to take it to him and then to the ordinance committee um but if you're okay with this and we send this out with your comments then i can get it into an ordinance format the purpose tonight is just to inform you so we can get the ball rolling like i said not you know not to you know force-feed anything i just want you to be aware that it is something that i agree with whitney and i appreciate you being proactive it's something that uh we've got to pay attention to we need to move quickly on so but anyway that's that's the main thing is i just wanted all of you to be updated on that is there anything else about that no not from my side i was just kind of here to see if there's any questions or anything you want added to it so when i come back in front of you with the learners there's no surprises everybody's on the same page um that there's no concerns that we need to address again so if you have any questions for me i mean you can obviously ask me now or if you would like to look at this and then come back and ask the mayor for the discussion we can but like he said i wanted to get it out there because it's being it's trending in all of the cities around the united states right now and that's one thing we can protect if we're very quickly so christy will you make sure that that's on the next leading's agenda in both of these both the truck route and the big box and then on the on the truck uh okay the one we did this is something

[0:49:33] that we realized that there were a few changes that were made that weren't officially adopted and uh in addition to that i wanted before whitney answers questions goes into detail we got a problem in our city with sanitation trucks um not covering the top and when i tell you that i'm determined to stop this problem it makes no sense whatsoever that our city pays contractors and these are not just the ones that are in contract with the city but they may be in contact with some of the neighboring cities or the county and uh but they pass through our city and when they pass our city what is going on we realize this and it doesn't take a an extremely intelligent person to figure out that if you see a piece of litter on the side of the road it's a mcdonald's sack or something or a cup you know that could have been in the back of my truck and i forgot it blows out on the side of the road but when you see a full-size kitchen bag tied up full of garbage on the side of the road it came more than likely you came from a sanitation truck and so to prove my theory is correct um the third time last week i'm driving northbound on getwell and i'm at star landing in getwell and there is a truck and i'm going to be a gentleman tonight i'm not going to name the company but there was a sanitation truck in front of me and as soon as the light turns green they take off here we go right throwing blows big bags of trash out the top on the side of the roadway so our police chief chief moore and i have been in contact along with our public works director bradley for about six months now trying to find what's causing this and another reason that we believe that is on the way to the to some of the sanitation pits uh like state line and get well we notice that we always have a problem state line like our crews go out there and pick it up and then three days later it's terrible again and so the trash is coming from the trucks

[0:51:37] that's that's and i'm not saying 100 of it but i'm saying that's what the problem is so how that relates to this discussion with the ordinance is we're looking for first of all we're going to enforce that our police now are going to pull these trucks over and we're going to start giving violations for we already have an ordinance if you can't you have to properly cover the truck so we're going to enforce that police has done a great job of that and i can assure you every time i see it i'm going to do like i did last week i called the police daryl muscle white the citizen i call the police because i don't want my streets in my city to be polluted and obviously i don't want my taxpayers dollars going to have to send my public works crews out to pick up trash that they should have it covered so we don't have to use our resources on that so we are noticing everybody watching we are going to stop this problem we're going to stop it and we're going to issue so many tickets that you've never heard of for this until we stop this profit so but as it relates to this one of the things that was brought up is do we um adjust the truck routes based on sanitation trucks that are not servicing the city uh you do get into some challenges because like a lot of private businesses may use different companies that we're not using so we've got to allow them access for obvious reasons but but we do have somewhat of a goal there um you know to help us enforce the sanitation trucks and and the routes that are taken throughout the city since they've proven to us that they're going to be very irresponsible so how does that tie in uh with what uh and uh deputy chief little's in the audience as well so uh deputy will you come forward too and just kind of tell us what the what the goal for changing the truck route ordinance is well you you prefaced it well yellow road is not a truck route period so [Music] one of the things we did see on

[0:53:43] statement road is that it was designated a truck route in our ordinance right now on two lane road on the west all the way to getwell road everything from to oklahoma over to get rail is a two lane road it's residential there's no cargo there's no better that there's there's no business with trucks on it i mean there's they have no business on those roads it damages them uh this is where you see a lot of the trash and by right now our ordinance is saying that they can go that route um so one of the changes that we're saying is no you can't go that route on state line road you'll go to haley which is the far end of the last planned business park um although they can't turn on mainly they're not going to want to turn on haley we didn't want to take it too long because there was a light there we didn't want to do the same thing to oklahoma that we were doing to the state line road so we're forcing them back west to hit airways to hit 55 where we know there's truck traffic from the memphis area and everything else so that was one of the main changes one of the other changes we had is right now church road is designated from how we wanted highway 51 to airways boulevard and then that would put an assumption that airways boulevard would have been a truck ride also we also don't want to put trucks in a truck route type situation in front of the tanger mall and new growth over there in the metro district we don't want that 18 wheeler traffic so this also changes church road that it will stop at i-55 so the trucks can go north and south on 51 and then go north and south on 55 but they have no business crossing after that into airways or elmore or anything else unless they have a bill of lading which anybody can deliver with the bill of lading and the last thing we had changed airways was nowhere out there airways was not a track without designation at all right now and obviously from how we grew to up to our state line we've always encouraged them to hit airways and go north to memphis or get 55 so we need to add airwood boulevard in there for the tennessee state line of 302. those are the main three changes and like i said majority of that is one reserve or metro district and not have just consolidated the traffic is going to be busy enough there we don't need to encourage 18 traffic there and the other thing is to preserve our roads especially roads that were not built for that 18 year old traffic and right now our our ordinance

[0:55:45] is encouraging it so we needed to get that off the books and over here to a more protective measure well that's why i just want to make sure does that meet the goals of the police club as well it does and there were some you know there's some other areas that this does really covered but they're going to have a bill of ladies and they're going to marathon away they'll you know to deliver that one warehouse there they're going to be covered by the ordinance but we're not pushing them any farther south on airways [Music] church road they're coming off that interstate they're trying to get to all the branch warehouses and stuff like that you're starting to see more and more traffic in church road that's very all the way through [Music] and does it still like allow like the sanitation obviously we gotta allow them to service businesses in the city but we wanna we wanna push them towards truck routes and not yes sir yeah and you know like like you said earlier you kind of realize that not every business on someone will take it well contracts with the same company that we use in the city for our transportation so as long as they have that you know contract with another business and they go there we want them to pick up there and then go through this north of dublin road to go over to the dump over there so we're trying to discourage that impact on the record okay so what we what we have we'll accomplish that goal it appears it will

[0:57:49] it's hard you know it's hard to worry about exactly how we like see it play out we'll keep an eye on it i think the way we've been said this puts more protective measures in it and like i said uh dc little we really have to get the signage out there loud and interface um it's actually the location you know when you're an 18-wheeler and you drive past it we're having so you're already committed so we're trying to put everything kind of before you get in there one of them had time to ever turn around bradley you had something we took pictures of that we're gonna try a lot of them don't make sense on the location they don't give enough warnings right when they're assuming get well with the design that it has now i assume it's a direct option they assume um and i mean we need more protective measurements out there more signage out there they had part of their teeth in there it was just it was it's a confusing list and some of them needed to be removed and somebody to be added because yeah we'll create a map until we can put

[0:59:56] out there to kind of give people some more knowledge i was going to do it today that kind of quick notice but we'll get a map over to the police put it on their page put it on the city page whatever you do to get an extra knowledge out there to everybody [Music] right there and those guys they want to drive they turn right every time they come down on the road over to the interstate they're not doing anything local but they're here well you've got kruger there on the marathon away airways and you've got a lot of airport industrial park [Music] a residential delivery like that the areas we're looking at are roads that are prepped to handle it uh and that have large business parks where i mean we have built this and essentially encouraged 18 year traffic to this specific location we have got to provide them circular um they were forthcoming with us originally because we asked them you know what are your plans because we know where the closest point of access to the interstate um they did say they would get off they'll be getting off on the memphis exit shelby drive maybe hitting it and then coming out onto our access so we knew that um i don't know that we had a whole lot of control on what you know how you essentially have 20 square feet people plain business park on our side today

[1:02:02] well and then your other problem is so we take that portion of airways out and say you know north of state home road is not a not a truck route so that would keep them essentially by coordination to keep them out then how do we determine which ones are all dominion prices which ones are jobs okay no trucks local traffic that our industrial places rely on they have to get those deliveries there we've we've looked at this seriously um how many [Music] they're using well like i said the local truck signage would be great if they would honor it but then as a police how are you gonna differentiate between the two you know i mean we would essentially be pulling people over predicting that they're local traffic or not local traffic and then they'll be diverted proof and it would just be it'd be an overhaul police department i just i don't know a good way to it would almost require a stationed police officer of that forum i mean i don't even know we we got in touch with memphis when they put old dominion there and i mean they didn't even contact us about you know impacts on on our side which they've got to be able to everybody's side but it's there now and it does have a positive impact horse and that was a problem child up there on hudgens road that crossed over and we had issues with that um so i mean i know they're tearing up arose but on the other side they have create a positive impact on our restaurant down on state lawn road crime going north and south old hudgens i mean there's there's a positive with it too not to offset what you're saying but i mean i get it i just i don't know any

[1:04:04] other way like that and that's that's my report to you we we've taken that and we've discussed it three or four different times and you know with nick and uh you know the police everybody there's just not a way you can't discriminate you can't say you know you can't grind one but you can there's no way to know i just the answer is we don't know a way to not do that i did have one question for you w chief little on the uh when somebody has a bill of lading and they're off the truck route that bill laden gives him the authorization to do that but then they have to go back to the nearest truck route though they can't just because they have when they make a delivery they they made that delivery now they have an obligation to go back to the truck route correct and i think most of the villa lake deliveries are designed for the bigger trucks maybe dropping off in the residential neighborhood so that they can access it like a moving company or you know even fedex yes sir i think once they go to that location the reading should allow us because she's got a lot of sections in there that have parts about the villa lady and i think if they let that house say that they go to a restaurant and they took swimming the rest away well so bottom line is this is something that does need to be improved and so i just wanted whitney and our police to you know go ahead and start that discussion so you're informed
