[0:00:00] to order please stand with us we'll be led in prayer by honoring gallagher and please remain standing for the pledge of allegiance that will be led by alderman scott ferguson heavenly father lord we thank you for this special time of year that you've given us a time when we recognize your birth lord lord i pray that you would be with the families that are coming together lord and give people safe travels as they travel to be with each other lord i pray that you bless our city in your name we pray i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all first on the agenda this evening is the approval of minutes for the december 6 2016 meeting mr mayor let me approve the minutes of the regular meeting of december 6 2016 with any additions deletions or corrections we have a motion ballroom in pain second ballroom and brooks is there any discussion hearing none roll call yes yes okay and that motion carries all right next on agenda is a resolution to execute agreements with blue cross blue shield of mississippi mr nick van wyk this is a resolution i'll execute the agreement so what this is is um the ems used to receive their um when they were sending bills out painted directly from blue cross blue shield since that or since january one of this year those payments been going directly to the insurance of the city so this resolution will allow for chief thornton

[0:02:02] to sign on the agreements required to enter the network agreement with blue cross blue shield for the payments that come directly to us instead of to the insurance so we should be sure to collect our money the main issue at the beginning was reviewing these contracts a couple weeks ago a couple months ago it's been the process of getting all the numbers in it together was the coding um the blue cross blue shields allowances are more than we actually we charge so there is no at this juncture there's no donation issues or no issues as far as not receiving our money so we once will once we enter the agreement so this gets set up the matters that we would bill for and under the codes we would collect the payments that are due to us from blue cross blue shield along with the deductible from the patient or the insurance so tonight that resolution offering assigned there's three there's two or three agreements in the um agreements the thought would be tonight to authorize the chief willing to sign these agreements then once you're signed by all parties there's multiple parties we'll come back to the board just to hear those agreements until the minutes um fully signed and perhaps full executed documents for each one so any questions chief foreign is obviously here as well but i'll be happy to answer you as well mr mayor i'll make the motion allow chief thornton to sign the agreements uh incorporating the police office blue cross blue shield second we have a motion bomber in pain second volume and hail is there any discussion and the resolution will reflect what i'm just saying as well and i will just for the board i'll update you with this uh one of the issues with this is that it's contributed highly to our delinquency when we have ems charges and uh very unusual that they would make the payment directly um to the insurance to the provider the services that's not how you know other health insurance claims or other services are paid so when that happens we've faced increased delinquency because of that because we're not

[0:04:04] getting our money so now with this agreement this will enable us to decrease our delinquency and uh and improve our collections on our ems services is that fairly sad chief absolutely yes sir right now with blue cross blue shield of mississippi when we bill for our services the payment goes straight to the patient not to us at that point it becomes private pay and it's very difficult to get our money once it becomes private pay so this will allow us to receive a direct payment to the city of southampton smart idea yes how long has it been going on the change occurred in january of this year we actually discovered the change about late spring and we started tracking our revenues and trying to figure out what the decrease in revenues were we determined this this was one of the major factors in the decrease in our revenues right now just for uh information we have about 88 000 that is due us from blue cross blue shield and it is 180 days out at this point so this will correct that problem our revenues realistically will increase off of this decision and this agreement probably about seven thousand dollars a month how much was that total 88 000 yesterday any other any questions for chief thornton or any other discussion hearing none roll call yes okay that motion carries thank you thank you sir next on our agenda's resolution for our main street sidewalk project and this uh was previously

[0:06:08] activated in um september 2015 uh it is authorized the mayor to sign the activation um just for clarification tonight we're going to authorize the mayor to sign in all documents associated with the main street sidewalk project so just need a resolution we'll get a resolution format for mdot and um so just in motion a second to allow that is basically gratifying and clarifying what you did in september doesn't good thinking second we have a motion by alderman kelly second volume in pain serene discussion yes okay that motion carries next on our agenda is an interlocal agreement with desoto county for the gis project this was previously discussed or communicated in the summer and what this is is an agreement with the county and all the cities for sharing call sharing for the matching of the gis it would be done in january come understand in january february when there's no leaves on the trees so you can get a better view of the county from the from the air i guess that would work but need authorization for the mayor to sign this our contribution amount the amount of eleven thousand five hundred nineteen dollars and forty six um talk with the mayor it's included in this year's budget from based on previous emails i'll make that motion second we have a motion by alderman gallagher second by alderman kelly is there any discussion is that based on population yes sir yeah the initial discussion started sometime in the spring you know that it was uh

[0:08:12] that we were past due and getting it updated and so when one of the council of governments meeting that i attend representing south haven uh they presented that and just made the suggestion that we would split the cost based on population which seemed fair to me i guess i mean that was i don't know of another way to i guess that's that's fair enough we have more you know more properties you know for them to uh you know to photograph so i guess it's fair it's not fair to me any other discussion next on our agenda is a resolution for freeport warehouse tax exemption this is the freeport warehouse tax prediction by intuitive surgical inc it was approved by the county yesterday as well and it would be a report for the goods and transit and also comes recommended by the set of economic council for approval as well so tonight would force you to be on a motion a second to authorize that three-point warehouse and to send of the county for the records as well i'll make that question second we have a motion bottom in florida second ballroom in pain during discussion i will add just for information for the board i did go on a tour of their facility and this is um you know in the district venture drive you know behind the lander center and this is an amazing operation for south haven this a lot of this is uh engineered or designed in california but um some of the most cutting-edge technology and
