[0:04:12] soto central high school keegan bradley sophia davis [Applause] chandler [Applause] okay congratulations [Applause] okay next on the agenda this evening is the f 20 audit and have a presentation mr mcelwain the auditors according to marion ballard they issued our an opinion on our financial statements it was an unmodified opinion so we had a financial state that our financial statements were presented fairly in all material respects of september 30th 2020 in accordance with the county central kennedy accepted in the united states there were no material weaknesses or significant deficiencies in the financial statements or federal awards piece of quality also our fund balance remain above our 12

[0:08:19] county voice providers uh for more information that's needed uh however um what was approved and was a resolution for a real property tax exemption file a phoenix insurance llc in amount of 39.5 million that was approved by the voice advisors and uh recommended by the city council so tonight instead of approving the tax exemption for the free port warehouse for home detroit that will be table into the next meeting and then instead we consider the resolution for the phoenix insurance llc real property tax exemption as uh operated by the senator county courts advisors and the grand university council have any questions on that let me know i have to answer those as well thank you emotionally yes that motion carries next on the agenda is the north central electric property agreement for donation of utility call and this is just authorizing the city representative uh either chief warrant every chief label to sign this agreement with north central for they're donating a utility poll at the uh intersection of corn southwest southwest corner malone state line um so that the police can use it for cameras like the authorization to sign this letter of agreement regarding our responsibilities once a poll is donated for by north central electric cooperative is there any discussion hearing none all in favor say all right all right any opposed say no i just have emoji periods next on the

[0:10:22] agenda is a resolution to revise the city of southam ordinance title 1 chapter 3 article 4 section 1 through 91 uh section 1-9-1 is the resolution for the cao position as everyone knows with this point the ceo position will be vacant effective may 1. the previous ordinance read that it shall be a job requiring the uh appointment that means that requiring the city have a co this ordinance revision simply just notes that you're still gonna be a ceo at the board and mayor's discretion so in the event we do hire a future cao and have that position the board would the mayor would appoint the board would approve uh that position so nothing is changing other than it's revising it to have a discretionary within the board's uh discretion by the board and also taking out the language that the cio can hire and fire because under our state law the board can do that so tonight that's the revision in a nutshell so any questions i'll be happy to answer but that's what your vision does to this ordinance without the resolution one chapter four sections is there any discussion there i'd like to you know just say that i'd like to just have that position feel i think it's up here we've done 27 years the future well i appreciate you saying that and again as nick said this does not you know prevent us from hiring another cao so we can carry on that discussion

[0:12:24] actually we're going to discuss some of that in uh executive session regarding personnel uh anyway i appreciate you saying that that's something that will be an ongoing thing we know that as a city grows whether we need that position right now we know that eventually the city will need that position again we have a an extremely lean administration department the fourth floor is extremely lean for what we do and the amount of employees we have the amount of people that we serve so i think you're exactly right as we grow the responsibilities are going to require that obviously we want to be efficient you know with the tax dollars as much as possible there's some things as we talked about there's some positions that we've not filled in the past and chris has just kind of assumed those roles so actually chris's recommendation is that we fill those positions first and being on the fourth floor and doing this i agree with that we have some positions that are that are key that i think should be filled before that but uh but again well said and it's not something we're getting rid of just so you know we still have the discretion to have that from the time that's right we'll talk about that more i appreciate it any other discussion hearing none roll call yes that motion cares next on the agenda is the swinney road nyu county as you may recall we previously did mou with steve county as far as widening of our landing road which is associated with the national guard armory as part of that project they're also going to need to do some work on a swingy road near that area and so tonight it's just approving the mou which will note that we give the county commission to work in our jurisdiction on our streets and acquire that right away if it's needed along with will move utilities if required

[0:14:27] however if there is federal money received and or statement received by the um uh the county for this project we will only be responsible for the local match for that if uh cost removing utilities in the event local uh event federal order and or state money is not received we will only we will pay 50 of moving utilities it's improving the streets in our city so in the city so um it's very similar to the one we get for star landing so tonight authorization for the mayor to sign this agreement promote you with uh descendant county for the swingy road project between the swinney road portion of the problem second motion involving the gallagher say yes the motion carries next on the agenda's authorization to seek bids and proposals for south haven arena for the volleyball operation yeah uh just real quick in talking with uh wes wes brown the mayor uh the current police um that of the tenant that there is currently at the arena expires may 31 um so the uh options values to solicit bids and or quotes for that lease i think for the policing of that facility what we would do we do it according to code 21 17 2 8 which you basically run the advertising three times this thursday next thursday the 22nd 29th and the fourth turn six i think opened on the seventh so have a um something different presented before the second meeting in may regarding any proposals annual bids for the arena but before you do that though we observations on the board to do that so we have a motion by alderman brooks

[0:16:31] second album in pain is there any discussion this is larry when we reading this contract it's not that we just would build the impression of the floor and we had a track exercise track for the seniors and stuff right now outside of the inside of the building that you know right now well that's the whole purpose of the level of the floor to make the arena more versatile um and and again just to clarify and there's never been an exclusive contract that prevented the facility from being used by the public that's not the best has never been the case the contract that we've had in the past uh allows not to get too deep all the details we cannot read that but it allowed a certain number of courts in exchange for operating our recreational facility our program so it's never been exclusive use there's been something that's different maybe there will be a it's already included there that it's not exclusive but back to your question about the track we would need to after the there's still some adjustments that have to be done to the floor we took the bleachers out for that reason to make it more versatile uh so our plan is to move some of the courts to the south side of the building and free up more space on the north side where you have the garage doors um but as far as looking at the track we'll just need to get uh get an analysis done look and see yeah we'll check on it and just see how everything lays out but again that's the whole purpose of leveling the floor to try to make it you know more versatile so we'll check any other discussion yes yes that motion carries

[0:18:41] i'm going to judge the contract with renew biomedical for the southampton fire department preventative maintenance this is contract for the preventive maintenance uh for the biomedic with biomedical for the fire department target cardiac monitors and defibrillators the contract costs are 29 for two thousand nine hundred dollars uh for one year agreement it's been recommended by the entire department uh we reviewed it a couple of revisions and they agreed to those so tonight authorization for either the mayor of chief scotty to sign this agreement with renewed biomedical thank you congratulations florida second larger than kelly is there any discussion hearing yes that motion carries next on the gym is a contract with swd incorporated go ahead i'm just going to finish who also does i mean who does business as southwest engineers yes sorry rob this contract just for also briefing maintenance contract um treating the performing maintenance on the um killer system at city hall it's 500 per quarter and includes the service and chemicals uh maybe one will change the contract regarding time to pay and everything else is in order so authorization through the mayor or bradley lost on contract with um sweet pba southwest hearing none wrong yes

[0:20:46] that motion carries next on the agenda is a professional service agreement with james self incorporated yeah this agreement uh is uh um as a noted professional service agreement it's gonna be for uh the services of james cell james self communications uh fiber optic strand mapping configuration associated with the fiber connections the existing indot fiber runs throughout the city and specified locations of the city we use these connections for the agreement with indot it also provides a video for us as our convert those locations as well you know increasing communications can have capabilities for the city and it's already funded early budget for in the high tech the professional service agreement is amount of 11 to 700 tonight authorization for either for chris shelton to sign this threshold service agreement and it's the same company that you that indot uses as well so be working in conjunction consistent with the same thing they do at these locations a second we have a motion volume of pain second alarm in gallagher is there a discussion here you know yes that motion carries next on the agenda is an mou for the county i mean with the county convention of visitors bureau or cover checks forever it's part of the extension of pepper case road uh the city needs to get some right away from the cd the convention center board for this project the cvs wanted to give the right-of-way as long as they're in consideration for the city on providing or working with energy provide electricity at this at the within the right-of-way for the lights for um driving in pedestrians along with the

[0:22:49] water working at the water association to provide water at that location and also providing sewage location um as well and those are all in everyone with the city uh in talking with um dan and whitney mayor the one issue that has come up and i think we can have [Music] notice for an event that would close the road um at that portion of the road they're now requesting that 30 days notice to close that portion of the road um and it wouldn't it would be noticed if you go to the city the city would close the road or drop the traffic so um that's the one thing i talked with you before the meeting i think that before you heard that would be fine doing it that way because it was just closing that force on the road for certain events whether you're out traffic um but uh any questions that we're gonna have remember i haven't obviously discussed but i think in talking with uh whitney and dan i think you can make it work that we could reroute traffic into the big events um with 30 days notice such as the mid-south fair is a big event and have that as part of the agreement to donate right away to us right back from the cbd they've agreed to this with 30 days about the 60 days and having landed notice that we shall close the road at language gave us you know we want them to put a rotary route but they want there to be a commitment a road to close for that for example the portion of the road is part of the right way that will be closed in the event that they have a big event so any questions you'd be happy to answer i think you can talk about it it will be would work for us from the standpoint of making that uh rerouting work very big events and maybe just to clarify it is we are just talking about the surrounding the lander center correct correct that you had it you hadn't noticed what i saw

[0:24:51] earlier today was in the diagram where it had it noted it's just a part of the road that goes around the lander center right we met with them we made that distinction very quickly is you know just the portion that's going to intermingle the traffic from like the truck traffic and standard traffic and google development and the fair traffic they wanted to separate those two out um so we just get that portion where the [Music] that's what they close any event that they have a major event but this is a segment that can be rerouted on tournament invention right it will reroute but it will still give them the same access points to church 51 as before just take some around it so never is the road okay okay is there a motion to approve or discuss that mou we already did them up my bad is there any other is there any other discussion next on the agenda is the proclamation for child abuse prevention month we appreciate healing hearts child advocacy center our city whose efforts are constantly trying to minimize this problem and uh with this proclamation we are also one of their work the proclamation is whereas preventing child abuse and neglect is a community problem that requires all citizens to be involved and whereas child

[0:26:53] amount treatment occurs when people find themselves in stressful situations without community resources they do not know how to cope and whereas child abuse and neglect can be reduced by making sure families have the support they need to raise their children in healthy environments whereas in south haven we have dedicated individuals in organizations that work daily to encounter the problem with child abuse and neglect and help parents obtain the assistance they need and whereas 757 child abuse victims received services at healing hearts child advocacy center in 2020 and whereas all children deserve freedom from verbal abuse sexual abuse emotional abuse physical abuse and severe neglect whereas all children deserve to have tender care guardians and adults in their lives who listen promote self-esteem give quality time provide necessary food shelter clothing and whereas effective child abuse prevention programs succeed because of partnerships created among social service agencies schools faith communities civic organizations law enforcement agencies and the business community and whereas it is indeed appropriate and fitting to focus attention upon the prevention of child abuse and neglect in south haven now therefore i darren muscle white by the authority vested in me as mayor of the city of southam mississippi hereby proclaim the month of april as child abuse prevention month in southaven and i call upon all citizens community agencies faith groups medical facilities and businesses to increase participation in our efforts to support families thereby preventing child abuse and strengthening the community in which we live and can i give this to you you're going to give this back to this person okay thank you so much okay next on the agenda is a resolution

[0:29:03] to claim private property this meritment without the resolution grant was already private property [Music] yes that motion carries so we have no planning agenda this evening is that right all right so a quick update on mayor's report as he presented tonight of the september 30th 2020 audit for the fy 20 is done similar results city is an outstanding financial condition as she touched on one key statistic is the unassigned fund balance what that means that's your reserve that's your net reserve after everything is paid that uh came in at 8 129 750 we know that we also sold 385 state line which netted another 1.4 million so unaudited uh that's going to put your total reserve at about nine and a half million as she stated our 12 uh reserve fund policy requires that we keep 6.2 million in reserve so we do have a surplus in reserve that is up since 2013 that's quadrupled so the city has been able to you know have the aggressive infrastructure improvement programs all the things that have happened in this city have happened without a tax increase and with quadrupling could never deserve so it's a it's a big compliment to this board the decisions that y'all made and we do appreciate ed and chris and all of our finance department for helping us with the reports uh just quick update on the streets y'all know that we've been very very aggressive paving springs this spring most of the streets on

[0:31:05] on our list have been done for 20 all right i think we're 21 already the next they just finished up lauderdale states we're about to start the reclamation projects at college in rasco like we talked about and then there's a couple other streets that were added when we did the uh the budget amendment with the internet sales tax one of them autonomous there's a set and your award cattail code and drive as you know is in horrendous condition that's next on the list and then we just finished up greenberg parkway and then there's a few others they're about to get started alderman gallagher um or cm louise is within you know a week two weeks before that starts as well so making great progress there soccer grand opening ceremony thursday 11 a.m uh that's when we officially opened the soccer you know you can complex there we're going to do that on a field there at the complex at 11am you all know that chris wilson has announced his retirement um we're all going to be making his automotives brought up we discussed earlier going to be making a small organizational change but i do want to just take a minute uh you know chris didn't want any attention directed his way but i can't let him be his last meeting without acknowledging his service so i have a little statement i'd like to read and just congratulate chris on behalf of the city of south haven i congratulate and express appreciation for the retirement outstanding service of chris wilson who has served as the city's chief administrative officer since december of 1997 for his entire career of the city chris has managed the city's entire finance and human resources operations he's been an incredible asset for our city played a crucial role in a tremendous economic growth and financial success of south haven for parts of four decades during my time as mayor he's been a trusted advisor for me whose knowledge and judgment has helped me tremendously in making successful
