[0:02:07] okay that motion carries next only the agenda is a proclamation we're claiming this national kids month whereas we can no longer take for granted the belief that our children will have a substantially improved quality of life than that of their parents parents in schools can no longer be the sole motivators in the quality and outcome of our children's lives and whereas we as a community and as a nation must provide additional opportunities and guidance for the growth and development of our children by providing them with events workshops seminars meetings activities and programs regarding these issues whereas the time has come when the youth themselves must rise up and take the initiative to learn develop and act on the issues that are critical to their health and well-being while we must actively work to ensure our youth has the tools they need to succeed they must proactively use these tools while we afford them the opportunities for growth and development they must furnish the motivation whereas when the youth of this country stands up and uses these programs and demonstrates their willingness to learn to accept responsibility and to apply what they have learned we in turn must then acknowledge and applaud them for their efforts whereas by working in concert youth parents schools nonprofit organizations businesses and agencies can we tackle and overcome many of the challenging issues that threaten the health and well-being of our youth and our nation for the benefit of all americans for decades to come whereas i call upon educators experts industry leaders and activists across the nation to provide our youth with information on health nutrition fitness financial literacy and planning communication and life skills and i encourage all americans to take a proactive role in strengthening of america through the youth of our country now therefore i darren musselwhite by the authority vested in me as mayor

[0:08:15] introducing it and writing to the board and it will be in the clerk's office between hours of eight and five for review by anyone on the board anyone the public of the franchise agreement we've gone back and forth for the last several months with comcast and certain clauses in the agreement and so tonight presenting they're trying to use a standard agreement as much as possible throughout the state we've got a couple of concessions in there hopefully that uh as it relates to roads and removal of the um or relocation of their uh infrastructure that they'll pay for um is what the horde has been we've got that worked out where in the event that it's a uh if the project's done just for beautification uh that's on us to remove but if it's done for actual road and driving they'll remove their infrastructure at their cost so that's a concession they made but other concessions as well they'll continue to pay the 5 franchise fee to the city and in the event there's an annexation or we require underground um uh cables or underground infrastructure wanted to let them know that as well before we can start getting our franchise fees without the 90 days which we can now do through email under the notice provisions of the agreement anyway if there's any questions there's nothing to prove tonight this is kind of some pointers on the agreement but if you have any further questions feel free to ask me or also anyone here tonight or anyone in the in the public in the city or the board can go by the clerk's office or review that agreement over the next two weeks with the anticipation being that it will be adopted at the next board meeting as an ordinance so don't ask me to take other than that okay next on the agenda is uh resolution for deputy court mark at the last meeting when did the appointment you authorize the judges to allow for

[0:12:22] order number two regarding tri therma term contract for public works and utilities construction projects um this is an extension renewal on the term contract as he stated for um trifarma to assist in our public works and utility construction projects and be on call for emergency use it basically extends the contract for one more additional year we had when originally bid we had one year set plus four potential additions this is the second extension on that so we'd like to request an extension of 365 days plus per contract a consumer price index increase of 1.8 percent on all the unit costs now this isn't a set contract dollar figure it just is basically on all their rates that we use which they give an estimate on and we execute a work authorization or notice to proceed form so i'm requesting the board's approval for the extension authorization for the mayor to sign this change board i'll make that motion mr mayor a second we have a motion volume of pain second by alderman gallagher is there any discussion hearing none roll call yes kelly all right next on the agenda is resolution to clean private property mr mayor i hope we adopt the resolution creating authority to delete private properties presented on the state second we have a motion brook second ballroom in pain is there any discussion among the board are these all vacant or are these just partials is there any other discussion among the
[0:14:26] board or anyone in the audience regarding any of the properties hearing none roll call yes yeah yes okay and that motion carries next on the agenda is our planning agenda is whitney cook yes sir our first application we have got a conditional use request for hair braiding establishment at 80 24 highway 51. it's an existing multi-tenant commercial building on the northeast corner 51 in rasco she has stated the only amenities on the site will be the braiding itself further ordinance this type of use can be no closer than a half mile for an existing establishment we have done a windows survey of the area and it does comply with that that being said it was voting unanimously the planning commissioner in favor of mr ray i mean we approve item number one on the planning agenda we have emotional pain second arm and hail is there any discussion 39 all in favor say hi all folks say no eyes have motion carries on one item number two we have a request for a conditional use permit for a 165-foot monopole to be located at 3510 state line road it's an ag parcel with nothing else on it on the north side of state line road just east of horn lake road further requirements they have to have it structurally designed to break in three portions so it can get within its own fall zone it's required to have three co-location spots so that two accessory i'm sorry two alternative users can be on the site they have proposed 20-foot ingress egress to gain access to it they do have an eight-foot chain-link fence with strands of barber on the top no lighting
[0:16:29] is proposed with this one the only thing we ask them to do is increase the screening capability of the landscape normally we don't allow the chain link in the bar bar but it is located in an agricultural zone and it's on a vacant portion of property if it ever gets to the point where it builds out we'll have them alter that fence line to a more aesthetic view that being said they have met the requirements for a cellular town we recommend approval second motion hail second alderman brooks is the site visible is the chain link visible from state island well the part that was to be visible is where we have them increase and place some evergreen tree line around it so it can screen two sides of it are covered by existing tree lines they're going to keep two sides one being the north side which won't be seen from the road and the east side will be exposed so we're having them do the evergreen tree line along it to screen the fence okay thank you any other discussion okay go ahead i'm sorry i was just making sure that's right there where those power lines grow yes by the big power line substation and that can there's not a problem now we checked with um we've checked with the faa for airport we've also checked with the substation they're fine the height is fine they do have some low flying med back units that there was some concern with but even the med back system has approved it so they've gone through the system any other discussion on two hearing none i'll ever say i carries on to item number three we have a request to amend an existing plan unit development 280 acres between tulhama and getwell road on the south side of state line road it came in front of the board just a few months ago i was originally proposed
[0:18:32] warehousing on the interior commercial office on the exterior it was approved with commercial and office uses but the warehousing was removed it was left agricultural the applicant has now come back and asked to utilize the interior the cyber residential medium density residential with some common open spaces we had some questions and concerns there's some people in the audience the main thing was the square footage on the housing the lines were proposed at 97 87 as their minimums the so we went and did a comparative analysis of what was around it specifically the ones adjacent to it ainsley park summit park they all had nine thousand sixty square feet they proposed sixteen hundred square foot heated for this area we compared that to what was south of there those were both sixteen hundred however um with the opposition in the audience um the compromise was we were everybody was okay with the density everybody was okay with the access points we did ask them to put um entrances like major entrances with um masonry materials with flowers you know on all three sides um but the increase of heated square footage went to 1800 once that was done it appeased the audience the planning commission agreed to it and it was amended to recommend 1800 square feet with the other comments and it was very meaningful in favor of uh this was the original report that's just the report did your report reflect the compromise then no that was in the notes from the minutes we've got the planning commission minutes that we can send it was in the minutes is that good enough do we have anything that we'll just say can we sell that just so it's worth a minute so what that was the compromise i can get andrea andrea's assigned planning commission minutes okay okay is there does there need to be any other document verifying the minimum square footage has changed we want to make sure that exactly well what we'll do is require them once
[0:20:34] if and when it's approved here we'll have them amend the booklet we have a text book a pud textbook that will stay on file with the city with the staff reports on it with the amended changes on it they will address that with that book and send us the final version that's what we'll keep on file sure let me know if we need to make the motion first was it just the uh wasn't this the area that was in question one time before originally where there were concerns then that there were going to be consistent changes to be made with this after we did the initial approval it was that's why they left this is the agricultural area that just kind of left it as a blank pilot because the concerns were so high with warehousing so they wanted to come find something a softer use that would appease the neighbors and i would appease the board they'd come back with medium density residential what are the minimum square footage i understand what you said about this area ansley park and the others around but uh other uh square footages that are on state line like this like if you go west like rasco farms and some of those what's the minimum rasco farms and rascal hills are 1200 square feet there may even be 1100 square feet this one we requested that they all have two car garages we did request that we did not like the garages facing the front they wanted to put the pitch of the roof in their architectural shingles you can do all that the pud text with rascal farns and rasco hills you have the allowance of three-quarter brick you had the amounts of siding homes you had open carports versus garages so um this one can get as restrictive or least restrictive as we want but it was expressed at that meeting that you know you can build a 5 000 square foot house and it can be essentially extremely basic or you can put the details in there and make it a nice quality house no matter the square footage um so it was addressed in there we had um some specific things like i said one was the no front load garages was brought up um we had pictures of the roof brought
[0:22:36] out they wanted protection for the cemetery we also put a perimeter fence in there around the entire area decorative fence with either stone or brick columns like i said with the open entrances identifying where the community started where you have on getwell road we asked them to take the commercial if you see that l-shape in the corner we ask them to take that strip of commercial away leave the commercial on the corner and take that strip back to office because we didn't want that facing summerwood and then you have the narrow strip that goes into the actual residential area we asked them to put a big boulevard entrance way into the subdivision there uh they did concede all that h.o.a required too much it's in the paperwork so all these other things we talk about like no front entrance garages things like that what document this may be a question for you and nick but what document verifies that the development will be built like this when it's done under a put we've dealt with this a few times if it's not in our documents hoa handles it but in a pud text like this it gives the city the right to regulate so when the house plans come in the house plans are required to come to us it'll be my side first before they go to the building department we'll check the square footage we'll check the design and we'll check the pitches on the roof and all that and then we send it over with the signature over to the building department okay but is there a master document yes the text the the overall text will have all the details so the things you just told us about all those that have been documented in there that it is a requirement yes exactly it's not a situation where hoa or other people come in and they start out doing it that way and then they start making amendments too now under the guidelines the city can enforce it okay so so tonight then the motion would just be amended to reflect well and also the the map and then the politics in the map for residential in the area of agricultural and the the details proceeding if you look in the details of it it goes over each section and the requirements the setbacks the open spaces what we'll do is take the agricultural out we're adding the text in for medium denser intensity residential with these criteria underneath it so what's the motion they need to make the board i i think what we're doing at this point is
[0:24:37] amending the use with those detailed requirements in the text we can always if it may make the lord feel more comfortable we can have them revise the text put everything in a formal finalized document and bring it back in for review if that would help it's not normally how we do it we just kind of insure it in office but if it would make everybody feel better we can certainly bring it back and the only reason i ask that i don't have any doubt that that's going to happen the only thing that concerns me is is we realize that in the you know in the early 2000s you know it started like this you know we had these requirements and then for whatever reason uh the subdivisions were not built that way and we're facing challenges with those subdivisions now from a property value and a crime standpoint so i'm not trying to be difficult i just i just want moving forward i think this board needs to have something easy there needs to be a formal document that shows that hey these homes cannot be built this way they must have a minimum square footage and all the other stipulations and that's why we try to put it into a pud test if it's a straight subdivision it's really hard for us to control from a city standpoint it is basically in the hands of an hoa they can dissolve they can decide they just don't want to deal with it and they can let it go and it kind of takes it out of our hands a pud we're essentially creating our own zoning with our own requirements on this with putt text and we enforce that text that's in that pub document the city does versus an hoa okay i was just i i agree with you what you're saying but i was just trying to say something that that way in 10 years 30 years from now and no one's still sitting here and say hey on july 18 2017 this was what was approved so there's no question that's all i was getting at so that's fine with me i'm just trying to make it clear what we have in our minutes because inevitably ten years from now it'll come up and we can refer to it right so and that's just one thing i wanted to make sure of it's um the same with mayor we're not not doubting that this is not what's going to happen but uh history has shown that we've kind of got burned a few times and everything
[0:26:39] from the looks of the homes to how many there is in an area to the fencing being maintained over long term those type of things were falling by the wayside we didn't have any recourse so i agree so i mean my thought would be lady then having the board approved the final document the final document and then also as as approved by the planning commission in that way that seems like everybody's looks good with that and that way that's what's being recommended the planning commission document can then be inserted in the minutes is what we're approving tonight i'm fine with that we've got um the gentleman in the audience we can have him like i said formalize the final documents the final text associated with it and just bring it back and make sure we haven't missed any beats on it and that's it that's that's that's that's what we're doing tonight we can approve tonight that will be reflected in our minutes at the next four meetings so what we're proving tonight is with the contingency that that that that is put in the putt yeah people put in the pud and it's in our minutes and then that will be included in our that we'll take the documents and insert them in the minutes that's what he's saying so not only do we have the documents in my office we've got in a public record for the official minutes for the board meeting i think approved by the planning commission or you guys the the pud was approved for the planning commission uh in june so it's coming in front of the board now for final they're just recommending their changes and their recommendations up to this board okay let's go let's go ahead and make a motion to approve and then we'll we'll i'll ask for more discussion if anyone has any other comments or questions so is there a motion to approve item three i'll make a motion to approve line three i'll second it okay in item three we have a motion volume and wheeler second alderman flores is there any other discussion and that motion again is with what you just said nick with the requirements that's reflected in the minutes that the text we reflect in the minutes per the
[0:28:42] pro planning commission comments that's usually what we wanted don't have that that way it's just you know we have all of those in our actual minutes in that way without question okay is it does anyone with the board have any concerns about that but this is not the final approval it's the final approval for the overall put every time a subdivision section obviously it's so big they're going to come in with 15 sections every one of those sections is going to have to come in front of this board where we can check the minimum lot sizes we usually have them put the minimum heated square footage on the plat just for yet another um safety net for us but every one of those sections is going to come in front of this board this is just giving the board the city more control through a pud correct i just yeah my thing was just just haven't reflected what we're actually proving that way through six years now when no one remembers what we did tonight no here's what we proved and that way there are minutes and there's no question for some reason i'm good with whatever you want to do i just want to make sure that we know we're doing so six years from now okay is there any other questions or discussion hearing none all in favor say aye opposed say no i just haven't mentioned carries on three our final application is actually a request him in the comprehensive plan by my staff if you look up here on the screen as we have it now the section in blue we are requesting to amend what the future land use map shows this area building out as and your comprehensive plan is a document that you work off of for 20 years of a development it's a work in progress it's not a rezoning it's not saying that's what's going to happen to it it's just a tool to see what you think is going to happen in the future as it stands right now our future land use plan shows that entire square mile right there which is bordered by goodman road on the north nail on the south getwell on the east and to the home on the west has it is solid low density residential except all along
[0:30:45] goodman road it's strictest commercial and all along getwell road strip is commercial on the other side we've also got the strip of commercial and it even incorporates parkland on the hard corner of nail road and getwell road it calls it parkland we don't own it it's not parkland it's it's a c4 piece of property so it's incorrect um what we would like to do is take this area and put it in what's called a mixed use design it's not that we're rezoning it to mixed use now but it gives the flexibility to essentially do puts just like we did on the one piece of property we've got commercial we've got office we've got medium density residential we've got amenities right now none of that can be done in this area because it's very straightforward with straight zoning proposed on it the property that the city owns north of the fire station even has it it should be multi-family it just makes no sense there's a correction in this as well if you look at the future land use plan showing by color what it's supposed to be and you look at the text inside the comprehensive plan that calls it study area 3 it says that one of the biggest issues with this plan is to create a transitional area between uses the map shows heavy commercial right up to low density residential and that's not transitional whatsoever you're normally going to have a commercial then you may transition to an office and you may transition down the residential office then you go to residential um so the plan and the techs don't match but what we've seen trend after trend is as we've gotten further into development in this area and it's just sprawled is the mixed-use development allows a lot of different things to happen on a piece of property it doesn't take away any of the controls that the board approves but it gives a lot of flexibility to us i know we've all heard the mayor talk about the entertainment district and that's a big thing to be looked at down there at the main interchange of nail and get well this will allow that flexibility in there right now we can't we can't foreseeably do that due to the future land use plan so the request on our part is to take this boundary area right here uh remove the existing future land use plan and it's on the next page i believe
[0:32:47] you can see it we'll flip up one more time up please this is what you have sitting on design right now you'll see goodman and get well we know that we don't want retail stripping down goodman and we certainly don't want to take retail stripping down getwell road we've seen the traffic counts we've seen what it's done to goodman right now this is encouraging what you see down goodman road continuing down goodman road and then also going down getwell road we believe that's an error we believe it's not what we want so again we're not asking to do anything but change the possibility of a future land use plan to allow mixed use development for this whole area the stone property is included in that we have spoken with mr snowden as well he likes the idea he'd like the flexibility some of it's city property uh some of it is probably on property south of nail where the hard corners renaissance bank and mr reeves we've spoken to all the property owners everybody likes the idea because it's it's very limiting with what it's designed as now the west board is too long the west border is too long yes that whole square mile involved with snowden farms property would be included in this are there any negatives you can think of i mean if you go in front of boards that just don't we don't have enough detail and we're not informed enough and we approve something we don't want that's about the worst you could do but i mean my planning commission is very detailed very meticulous this board is very concerned um you know like the mayor and i both said gabo's just that's that's our last big shot to do something very different um it's right across from snowden park you know it's down there by the amphitheater has it has a great location and i just think saying that we want to do commercial stripping down here and put low density behind it that's just it's too basic for the area i mean we need that flexibility but again everything comes back in front of this board um one of the concerns was a lot of traffic you know if we did
[0:34:49] mixed densities in there but with a pud you encourage bypass you encourage sidewalks so that takes cars off the street it puts amenities on site with them so they don't have to get in the car so even though it looks like it may increase the density of cars and in fact lowers the congestion for us if you plan it right and we've seen so many trends there's so many things we can look at in other cities that have done this we know it works we know it doesn't work so we plan on basing the design on those that have been positive impacts mr mayor i'll make the motion to approve item number four on the cleaning book planning agenda second we have a motion monitoring flores second bottom in pain is there any discussion i know i do know there was somebody in the audience that didn't want to speak i didn't want to skip over the gentleman um he did come last night and i explained to him that you know planning commission was a recommendation board that you know if you want to speak your concerns bombings you know come and speak he wasn't on the citizens agenda but i know that usually if there's a concern on a specific project so i just have a couple questions okay just being consistent the way we've done it in the past with someone that's not since this is not a public hearing since it uh okay but just still being consistent with the way we've done it in the past without knowing who's going to speak uh will the board make a motion to allow the gentleman to speak i'll make questions okay motion by alderaan augmented who made the second arnold brooks spent the second all in favor saying opposed they know i was having motion carries thank you very much uh my name is gerry artigliary i live on foxtail loop which is behind the shop house and i just have a question concerning this amendment uh about one parcel property which is that nail and old get well at the corner of nail and old get well now according to the amendment it says that the designation will be changed from park to entertainment district and so my question to you is do you have
[0:36:52] any plans to make any changes that are property or to sell i know a private citizen owns the corner of get well and nail possibly you know is the town wouldn't have any idea of selling the property to him so he could develop it or you know my house my backyard butts up to nail road and in our development you know we wouldn't be interested in having something built back there the park is great the way it is now and we were just wondering if you had any plans on making changes to that particular parcel well this change could allow it could allow that because the demand at nail and get well with the four corners there doing a mixed use development there it could increase the demand to extend off the nail get well corner so it is a possibility there could be a development at that location as well obviously we are going to protect our parks you know that's our that's the entrance the southern entrance to uh snowden so uh we would be cautious there as well uh but yeah it has your question yes that could allow uh for an extended development from the uh from the corner of nail and get well okay we just wanted to find out what you were thinking at this point and we obviously would be against anything that would you know well one of the big things that uh that we hear a lot a lot of our other citizens uh want more restaurants they won't they for four years that's what i've one of the biggest things i've heard we want more restaurants to bring higher quality restaurants you have to have either you have to have a lunch crowd i mean most restaurants on friday and saturday night they don't doubt their clientele but for restaurants to thrive they have to have a lunch crowd so the way they do that is they bring more residents to the area so that's what a mixed use development does so this would allow the possibility of bringing nicer restaurants to the to the uh getwell nail area so that would be uh
[0:38:55] that's what's attractive from a city perspective but we would be cautious we have the same concerns you do as protecting our parks i mean it you know most of the snowden areas already i mean the park area has already developed except for that corner but that corner does tie into again the hard corner there at gable and nail so that's why there is a possibility that a development could need an extension off the corner into some of that city property if you um if you think about it for a second where the snowden house is there's a large buffer large barrier old trees you know they would separate anything that would come there you know from the snow house to preserve the you know the aesthetics and the you know the atmosphere of the snowden house but to say that there wouldn't be development there we would be not being straightforward with you i mean that that is a very expensive corner that's one of the highest pieces of real estate in the state of mississippi right there at get well and nail so you can expect that there will be development in the get well now uh get well nail area well i i expected it on get well just coming up to old get well is what we're talking about right snowden lane right there that used to be all gateway exactly yeah it's just like you're talking about yeah that would be like the the uh eastern end of a development that would come there but that's what i'm saying of it the hard corner probably uh it potentially could come east there some but it would end at snowden lane that would be the eastern boundary or something like that you do have restaurants you know the um the restaurant that's vacant now that uh that was a filling station and before that the big league that's actually closer to you than anything here would be because it's on the same side of the street or the same side of the south side of nail where you where you where your residential area is so so that's already there now but it is i mean there could be some other development right there at that corner at this time we don't know exactly you know what could happen in the future but just being straightforward with you i would say that you would expect that there will be
[0:40:57] some type of mixed use development that will leak back on the eastern side towards the snowden lane area and again from a city perspective we also share concerns i mean we've i've dealt with many many phone calls from residents that live in that area about noise at the amphitheater in the ballpark and things like that so we're certainly conscious of that that's one of the reasons that in 2014 we did the amphitheater enclosure to improve the acoustics in the amphitheater send the noise back you know towards the northwest to try to shield it you know from the residences but again there's only so much you can do and you live that close to a park so um it's kind of you know when you the park and the entertainment area kind of go together um so that's to be expected there but we'll be conscious about anything again like whitney was saying everything comes back before the board on approval of what's actually there but anyway a long way to tell you that you probably should expect something to go to snowden lane eventually okay thank you i appreciate your honesty thank you that's basically it i just told him you know to come speak his concerns here um but the planning commission voted unanimously in favor of the change and again i would just reiterate what i said that uh you know we're going to protect it we're going to protect the park you know we're going to be careful with what what goes there too and um so we definitely understand your concern is there any other discussion on four hearing none roll call email does anyone else in the audience like to speak i'm saying on all on all the items here
[0:43:00] just because it's posted that it's yes yes okay all right anyone else like to speak any other discussion among the board yes okay that motion carries all four thank you all right next on our agenda's mayor's report just a couple of quick things most of you know that the disney dean world series is going on now we have teams from all over the southeast that are in southaven uh participating in the we host the all age groups of the disney world series both in baseball and girls softball that's going on now so if you get a chance drive by the park and see uh see some games there a couple of things are one thing that will affect our citizens coming up from a traffic standpoint you all may recall that we've had a pending project with mdot the its project which is an intelligent transportation system that was designed a few years back all the cities in desoto county pulled their money mpo money combined with m-dot to improve traffic congestion on goodman road that included doing synchronization of all the lights from the western end in horn lake all the way to through south haven to olive branch it also includes with digital reader boards on the interstate on i-55 these will be the overhead reader boards that you see and met just north uh in memphis where it'll give alerts to um accidents up the road so people can seek alternate routes and it's it's designed to improve traffic congestion um that will happen the next two sundays so the interstate will be shut down for an amount of time this sunday and the following sunday so they can install the overhead reader boards so please take note that's all i have on the mayor's report
[0:45:02] citizens agenda we have two people signed up first is rebecca treadway with the arc of northwest mississippi hello thank you is it okay if i give you boulders thanks so i'm rebecca treadway i'm the executive director for the art from close mississippi this is my third time coming to speak to the board uh so it's my second year as being the executive director i just want to start out by telling you the two biggest things that have changed for us first of all when i started we would have an event and my job would be to make sure that someone showed up to the event and now my job is to make sure we have an appropriate space that's big enough for all the people that show up at the event we are now huge we we just can't fill the need there's so much need out there and our second big thing that's happened when i first started as executive director the main people we were serving were small children and over the past two years i realized that the biggest need of the community is not the small children it's the adults with disabilities the adults that are just kind of sitting in people's homes that have graduated from school and haven't found their way into the community so if you look in the folder this little this is our new brochure that as you open it it shows all of our 10 programs that we're running right now and this little agency overview talks about us and i did a little check this afternoon 25 of our membership comes from south haven and i checked with the schools about how many students in the schools have ieps which we would identify as people with special needs and it's a lot it's more than 25 of our membership so that just means that our job isn't done and there's more people to reach out to there's more help that needs to be given i know that in the future for us looking forward where we are going is jobs for adults trying to get adults to jobs or trying to create jobs ourselves i'm not exactly sure what our plan is going to be it's going to be fabulous but our trouble is that i'm the only employee for the arc and i'm right now i'm kind of topped out at the 10 programs that
[0:47:05] we're doing so we're frantically fundraising with our boots of barbecue fundraiser which we hope all of you would be able to come to and we're hoping to be able to hire a second staff that would help us continue to run our programs and expand out to helping more adults right now we're in our second our fourth week of our summer camp program called camp bold and it is our adult week we have uh 45 campers that are from age 15 and our oldest camper is 36. it's a really wonderful time the best part about it is not just the campers but it's also the uh volunteers that come from our local high schools and colleges that spend the week with us it's amazing it's not just amazing for the campers it's amazing for the counselors too they learn they learn how to be a friend to someone with a disability and not to be afraid and to really just know how to be their friend and then they take that out to the community so thank you so much you have any questions for me so i hope you'll um take this folder and and if you know somebody that has a disability that could be best served by knowing more about us if you just give it to them and if if you'd like to give my card to someone i'm so happy to help and talk to anyone thank you thank you thank you okay next on our citizens agenda denise tucker denise tougher in the audience okay looks like she's not with us tonight okay that's all that's signed up for the for the citizens agenda we'll move on yes ma'am i just haven't motion carries well my name is mary greenwell i live in 88 42 chesterfield which is right across the
[0:49:09] street and i came out today and i was talking about the parks the one right here by the city city hall yeah is that england people that need to walk on there because disabled people cannot walk and i'm one of them it's uneven and it need to be fixed but also we got a part a central park for people that live on this side of town that can have a track the only track freaked out is high school track so i need y'all to think about building a track for people that kind of like disable and have a good track to walk around now when you say track now the central park does have walking trails you're talking about a track like a running track sports track yeah like on the branch autograph got a good track that's it in a park that you can walk around okay and what's up when you mentioned sochet park the walking trail are you saying that the concrete on the trail itself is not even that's right it's like this okay and my sister just came from houston and we and we started walking she got back trouble right now she's just had surgery that didn't work because she was walking the track plus i was talking to her just like you right here about the city library which she said that y'all can't do nothing about it but the back side of the library if you look at the look up on the uh thieves it's dirty like like a lot of bugs and everything y'all need to get somebody to tell to steam pressure water and clean it up because that's a brand new building
[0:51:12] okay you know but the thing is somewhere we need a good park y'all advertise south haven has a retirement community you're not like retirement community to me because you don't have the right stuff for people that is on this side of town knowing snowden grow it's great but on this side of town where i live ain't nothing there for us to do what specifically are you suggesting that that's not here that you would like to see well for one time on the track and keep the plate clean you know the library clean everything because that's where i kept going you know but um for the kids a water park would be nice where would you put that would you recommend that we put it i know where the new tennis court is but that's not that's it's not i know but that's where a lot of new people are kids family i'm talking about you mentioned that over here we're over here where would you put the water park over here you don't have any place to put okay unless you put it on to a home up there at the corner onto a home on goodwin we don't own any property right now probably anything around here is all taken up so water park so obviously the trails we can address that um track but you know in every part the park that you have here the one on the state line got a little running track yeah a rocking track but it's not good what's wrong with it it's bad go walk on it well that's what i'm saying i just want to know how we can improve it what is it is it is it it's not what is it the uh handicapped she was trying to she said wouldn't hannity have accessible 88 blind is what she was saying so it just needs to be smoother with the asphalt
[0:53:14] needs to be smoother i mean i think that's mainly what you're referring to getting from the parking lot over to it there's no way for wheelchair accessibility to ramp up and get to it and she felt like it was foamy really about mopped oven did poppy i know and i did talk to my kelly mr kelly because i don't want to see him here he's um he's not he's listening he's on the phone but he said he would you know talk to y'all or talk to somebody but when i went to the park to mention i don't know who's on the park convention on snowden run they said they don't do nothing with this park the city does and then she said they were wrong well i think what i said was we don't have a park commission that that's our parks department over there so when they say the city owns it we're one of the same that's just an extension of us over there in the parks department right i don't know who she spoke to i mean two years ago yeah all the parks are managed by our parks department well my main concern is the truck okay because the only chart that we really have is the high school and you can't get into high school my mom's time is locked up okay well no that's that's a great idea not sure where we would put that but um central park didn't realize put a track at central park yeah why not you got all that land there that's an idea well yeah we'll definitely um we'll do that when yeah we'll look at that and then the other condition the trails we can we can review that as well would you leave your contact i didn't know that you were going to be here would you leave me contact information so i can get back in touch with you yes thank you very much i personally like our idea about having tracks and things and that's why it's so important for us to get pennies for the parks back uh so that we can afford

[0:57:21] i just have a motion carries a couple of things real quick the um effective january 1 of 2018 so roughly six months from now uh there's a new law that will go into effect that requires reverse auctions for commodities bids i'm sure next week mml it'll be discussed that being said it was questionable whether or not it applied to local entities deseto county asked for an ag opinion on this issue the a.g opined that it does apply to local entities as it relates to reverse auctions when you do commodities bids it's not an easy process to comply with um so this juncture what i've talked to the mayor about it and what we're going to do is um i think that this the county is going to ask for reconsideration with additional questions um i know the city of all branch and the city of south haven and a couple of other cities up here are going to sign on to this request asking for reconsideration asking it not to apply to local entities because we don't have a lot of times we don't have the capacity or the uh technology to do these things if it does it will we will comply but just want to make the board aware that no motion or anything is needed just an update that that's out there on reverse auctions as it relates to commodities bids effective january 1. so there may be i'm sure i would imagine next week that will at least be discussed at some seminar but just know that when it does come up we are the mayor or we're going to have something to present to the mega the next couple weeks from several different entities i'll be signing on authorizing uh the uh i mean requesting reconsideration of that ag opinion as it relates to legislation and behind the level into visa um and then one other thing uh is technicality on the last board meeting you approved a resolution to appoint published no as law firm as the city attorney our name is alcohol there's no llp so authorization the mayor signed a contract with llp for the city attorney so so moved i'm sorry
