[0:00:04] welcome everyone i'm now calling this meeting to work please stand with us kevin paul we come before you and we thank you for the ability to meet here tonight lord we want to pray for our children as they get ready to complete their school years lord that you would be with them and put covering over them and protect them lord for things that they may do lord i want to pray for our country that you would be with our lawmakers lord give them the wisdom to make good decisions lord and help our people of our country and our law enforcement lord to realize that they're on the same page and they want the same things uh and lord we just pray that you be with them in their decision making when the united states of america to the republic which stands for nation under god indivisible with liberty and justice for all right first on the agenda this evening is the approval of minutes is there any discussion hearing none roll call yes yes that motion carries next on the agenda as a resolution for a budget amendment to mercedes our director of finance this budget amendment is to record a federal grant money that we've received

[0:02:06] for [Music] and then we that money just to add to that will be adjusted in the budget lines as you all know that with both with drainage we have a drainage maintenance budget and a drainage improvement same thing with streets the maintenance budget is the routine things that we do the improvement are the ones that are the larger projects and so we have that both the streets and drainage so with this money that he's talking about we just adjusted those to fit the budgeted needs for the rest of the current budget here it is okay is there any other discussion appearing on roll call yes yes and the motion carries thank you uh next on the agenda is the resolution for surplus property in the southland police department samaritan without the resolution of mayor for lawmakers second alderman hoots is there any discussion harry gunn roll call yes yes that motion carries next on the agenda's resolution to clean private property oh i'm sorry number seven uh gotta read my own notes here i'm gonna move seven to the mayor's report because we have some others so let's move on to eight resolution to claim private property mr

[0:04:08] movement resolution training authority private property we have motion alderman brooks second baltimore kelly is there any discussion hearing that is there anyone in the audience that would like to speak that has a financial interest in the properties here you're seeing none roll call please yes yes no motion carries next on the agenda is our planning agenda ms whitney cook first time we have on the agenda is an application for minor subdivision approval 6.54 acres of property it's going to be on the northwest corner nebraska road and greenbrook parkway it's better known as the river baptist church right there uh they've got some vacant property that lies just to the west of them and they're wanting to subdivide that out for the actual church site so essentially it will be a two lot subdivision uh one containing 2.30 acres and one with 4.24 acres it does comply with commercial subdivision both regulations and was recommended for approval and was passed under the admission mr mayor made a motion to approve it number one second one item one we have a motion of alderman kelly's second arm in pain is there any discussion good question do they know what they're gonna do yet we asked the planning commission i was actually the engineer that was there it is um his understanding that they're possibly going to be looking at adding it into 55 and up community that is in the play next door to it since there's been such a great response to that um but they will have to come back and part about the planning commission this board as well to get that amendment done any other discussion on one hearing none roll call yes that motion carries item number two is a

[0:06:13] subdivision application for the right minor lot subdivision this is going to be on the left side of to oklahoma south of goodman it's an existing parcel of land with an existing home on it encompassing 4.94 acres basically the family wants to subdivide it to give the daughter a lot of back so it will be a two lot agricultural minor subdivision with an ingress ingress that he's meant to gain access to the back lot it is compliant with the rules of a minor subdivision was voted unanimously in favor by the plaintiff commissioner second what items do we have emotional arm and fluoresce second harm with pain is there any discussion hearing none roll call yes item number three is an application for silo square commercial area one phase one uh specifically lots 30 and 31. i have a master plan up there on the screen now which was approved uh in the pud text in 2018. this area is on the south end of the master plan and it is um designated for loft buildings um master plan they showed six however we've reduced that down to two uh increased the height of the stories uh these are the two lots that they will encompass the only comments regarding this one was to put general notes on the plat for standard setbacks uh identifying on each individual a lot for recording purposes otherwise it was voted unanimously in favor of by the planning commission make a recommendation which two buildings there's two buildings you can six cycling right up here um lot thirty is

[0:08:15] the top one like thirty one's the bottom there's a building on there's a stretcher on each both are three story uh structures you're it was six individual buildings and we didn't think that was kind of in the vibe of silo square so we had them condense it down to two buildings which would reduce the the land usage and we brought it up like the mixed use buildings that you see down they boulevard to just kind of accent further what we already had going on there yes the courtyards are in the middle they have a pool and cabanas those little cabana private cabanas for the pool you have around them they have a dog park on each um they have like a courtyard area where they've got grills and i think they're doing some uh game systems and things like that so the amenities are involved with each one thank you any other discussion on three yes the motion carries final application we've got is for the design review for the um specifically the two loft buildings that we just we're looking at uh you'll see again in color elevations that is the design that they have put together we did work for a little while trying to reconfigure their design uh this is what the final outcome was we did have some landscaping adjustments there's a photometric adjustments that we're going to do to them uh which the applicant has agreed to all of them the building itself uh was afraid to handle sleep on the plane about the uh planning commission uh so we're recommending approval for that with those changes to the landscaping and the public measures mr i recommend we approve item number four they used back in the 1940s

[0:10:27] to kind of bring that old style to it so there's two different types in between where the brick goes all over the top around the main corners and towers any other discussion on before agenda is our mayor's report a couple proclamations kids to parks day proclaiming may 15 2021 as kids to park state in the city of south asia whereas may 15 2021 is the 11th kids to parks day organized and launched by the national park trust held and it went on the third saturday of may and whereas kids to parks day empowers kids and encourages families to get outdoors and visit local parks public lands and waters and whereas we should encourage children to lead a more active lifestyle to combat issues with obesity diabetes hypertension hypo cholesterolemia and whereas his smart state will broaden children's appreciation for nation outdoors whereas pistol parks day will recognize the importance of recreating responsibly while enjoying the benefits of the outdoors and now therefore i mayor gary musclewhite you hereby proclaim may 15 2021 as kids to parks day um thursday on uh the next is our national day of prayer whereas our nation was founded on a firm and faithful bedrock by men who turned to god for guidance through prayer and prayerful reverence has since sustained our society and guided our government and whereas in 1775 the continental congress designated a national day of prayer an action

[0:12:30] reaffirmed in 1952 the united states congress designated the first thursday in may as an annual national day of prayer and whereas prayer allows us an opportunity to reflect and to seek guidance strength comfort and inspiration from almighty god and whereas in these trying times when the world is so unsettled when so many great citizens of mississippi and the united states are far from home making great sacrifices for those abroad and those here at home prayer becomes all the more meaningful and important and whereas this year's theme is lord pour out your love life and liberty once again praying and proclaiming a promise of god in this same verse second corinthians 3 17 now the lord is the spirit and where the spirit of the lord is there is liberty whereas this year marks the 70th observance of national day of prayer and people will gather across our nation to observe this important event now therefore i darren muscle white by the authority vested in me as mayor of the city of south haven hereby proclaim thursday may 6 2021 as the national day of prayer in south haven and urge all citizens to join me in recognizing this important occasion with appropriate prayers for our city our state and our nation there will be other events throughout the city i know several of the uh churches throughout our city are going to be having events so i would encourage everyone to look for those and make your choice on where you want to celebrate this day the next thing i just want to make note of is it is teacher appreciation week i'll make this really short i don't think we have to explain how difficult the job of being a teacher has been during the 2020 school year so my suggestion and recommendation is that that each of us reach out to a teacher and let them know how much we appreciate what they do education is everything in our world and without these great teachers um our

[0:14:32] future would be in in uh extremely uh severe apparel so please reach out to the teachers in our city uh or that you know and let them know how much you appreciate the uh what they do every day in a normal year but then also the extra things that they've had to deal with in this crazy school year so please please join me in doing that that's all that i have this evening is there anything any questions from the board hearing none we'll move on next on the agenda is our personnel document mr merriman recruit personnel documents second we have a motion waterman brooks second in pain is there any discussion hearing none roll call yes yes yes okay and that motion carries next on the agenda is our city attorney's legal update mr nick manley just one quick item no action take uh if you made a call in december of 2020 we approved the pilot agreement with spectra labs um that has now been signed uh the county approved it in january has now been assigned an important mba as well uh so the fully executed contract for your budget is my expense you know previously approved and that's for the disappointment of tax agreement with this metro facility and jobs thank you next on the agenda is the utility bill adjustment document mr mayor will be approved utility bill leaked adjustment document is presented on the statement we have a motion of honor and pain second baller and brooks is there any discussion any discussion hearing none roll call yes

[0:16:35] yes yes yes that motion carries next on our agenda are two claims documents is there a motion to approve docket one mr mayor movie approved clean stock at number one in the amount of three million one hundred and thirty nine thousand four hundred and eighty dollars and forty two cents including domain checks on document one we have a motion balance second alarm and hoots is there any discussion hearing none roll call yes that motion carries next is our motion to approve doctor 2. mr ray we approve doctor number 2 in the amount of 16 162 and 61 cents thank you we have a motion of audrey payne second alderman kelly is there any discussion hearing none roll call yes that motion carries next on the agenda is the purpose of determining the need for executive sessions any opponents say no nice habit motion carries the need this evening is to discuss claims and litigation against the city as well as economic development within the city including tourism opportunities so is there a motion to declare executive session you know motion monitoring hoots second baltimore gallagher all in favor say aye any opposed say no motion carries the mayor in ward will now enter executive
