[0:06:06] we'll expend the 607 smart budget removed we have a motion bonus in flores second bar and hail is there any discussion these are the 10-year battery or smoke alarms so yeah those are these are getting good yes sir any other discussion hearing none all in favor say aye aye all opposed say no eyes have it motion carries next on the agenda's resolution for retiree insurance coverage policy this resolution tonight will uh and chris is here for any detailed questions but it will allow for retirees of the city who are targeting the purge program to continue on to help continue with health insurance provided they paid the full cost of their health insurance so the city wouldn't be out any money it would just be offering uh offering that option to them under the mississippi cove 25 15 103 allows for that it will so if you retire and you want to stay on your keep your same health insurance policies but it will work as you will submit via ach transfer to the city the full cost of the first day of each month for that uh insurance premium paid by the cities the city once they have that we'll continue it in the event you don't pay it you don't make it the city will just cancel it you'll be you won't have health insurance after that through the city but it offers that to retirees who um retire in the per system it all offers on that option um until they are as well for medicare social security or other options kick in but it's something that we can do under the code and it'll what what will i think under the policy and looking at it um chris is put in there it will be due and we deal the first of each month so once we don't receive your payment if the city does

[0:08:08] not receive the payment from the retiree the policy will not consume in effect so tonight you have any discussion if you want to approve it that's as well too but just want to present to the board tonight for um approval and consideration second we have a motion balance second ballroom in pain i'll open discussion just first of all i'd like to commend uh alderman wheeler uh for pushing this this is a great idea he brought the suggestion to us at that point i took that to chris wilson and we also spoke with our health insurance carriers just to see what kind of impact it would have on the uh the aggregate with our health insurance policy realized it would not be be an issue and also we recognize the benefits of it as a great golden handcuff you know it's a great way to reduce turnover in your organization having that benefit is outstanding uh gives people an extra incentive you know finish their careers with the city of south haven so i think it's a win-win the numbers uh work i appreciate chris doing all the research on it and again i appreciate alderman wheeler you know for bringing that bringing that up and pushing that so anyway i think it's a win-win for our city sounds great uh so i guess even though the city won't be paying for the premium for their insurance they're still getting the discounted city rate sure that they would have so that's that's awesome well if you you know obviously if you retire before you're eligible for medicare you know you're on your own trying to find insurance and uh i can tell you that uh that the rate that you pay on a citigroup policy is tremendously better than you would find trying to get out there on your own and so it gives it gives the retirees the benefit of being on a large group policy which is going to allow them to have a much better premium and coverage than if they try to obtain coverage on their own yes i look at it

[0:16:29] a lot of songs okay any other discussion hearing none all in favor say aye aye all posts say no i just haven't motion carries next on the agenda is acceptance of bid for the indoor volleyball court flooring and we'll make that margin to make them to accept the bid for the indoor volleyball courts for a hundred and ten thousand five hundred dollars in a second by alderman gallagher is there any discussion so did we have multiple bids on the volleyball there was only one that that uh the only one that does it and is this how removable what do we know about this floor is it i mean i know it's a removable floor but is it something that is easily removable no we know that it's removable but we know that it's not something you want to remove online right but it is removable and what we're what the plan is is try to schedule the other events at the arena uh where it does not have to be removed often obviously we have a major event um well some of the events you can do on the floor you don't have to remove the floor for uh usually for foot traffic although we are going to remove the floor for the crystal ball event that's in january because it's such a large event and then some you know if you're bringing in heavy equipment or vehicles you can't you know you can't drive those over the floors it will damage it so we'll have to remove the floor for that but many of the events we hope that we can still have and just leave the floor down but yeah it's not something that we want to uh yank up every weekend it's something we're going to try to coordinate where we do not have to do that much during the year is there a protective covering

[0:22:38] have two we're taking two slots one will be uh we're having them change our amount but you'll have the primary sign for the entity on the top and then they'll have the reader board below it and it's bucks yes a hardware facility if you want to put it out there correct any other discussion on item one glad we got that spot filled quickly i think it'll okay they're based on a hattie's bird for this and like i said it's a hardware specialty store so it's something needed on this is the town i think any other discussion hearing none all favor say out all right [Music] second item we have a request for a full service spot 1138 church road which is on the north side of church road east of highway 51. it is an existing retail center uh perth ordinance three amenities must be available on site to be considered the spa the applicant has proposed to do facials waxing pedicures and manicures uh has submitted all the estheticians licenses in mississippi to the city um staff did do the one mile radius happening i'm sorry i have my radius rule on there and there is a hair studio within those boundaries but that does not count with the distance requirements on there so that being said we request a one year conditional use permit with a four-year extension to be renewed annually absolutely we have a motion balancer second bottom and kelly is there any discussion hearing none all in favor say aye aye all opposed say no

[0:24:42] eyes have it motion carries on too item number three we have a request to rezone 152.96 acres of property on the north side of starlanding road between highway 51 and interstate 55 you'll remember a couple of board meetings ago we did ask to vacate that property it had a copper it had a plan unit development on it for residential we did not think that was conducive with as close in proximity as it was planned business park it also did not meet the comprehensive plan uh request for playing business park and light industrial there if you can see and it's a little hard to see kind of go up the section that we're talking about right here has two uses on the property one being commercial along highway 51 going down to the hard corner of star landing the remainder of the property is proposed in the comprehensive plan to go into this plain business park what you have in front of you is a matching request to resign that property just as the comprehensive plan as asked that being said the planning commission did vote unanimously in favor of it based on the fact that it was the surrounding properties that were planned business part the use was in demand we did speak to the property owner that owns the mobile home park across the way and also owns the vacant property um north of the mobile home park um he did like the commercial along the side felt it would help his properties on the other side um he was okay with the industrial development north of it it wasn't adjacent to his property that was the only feedback we got it was posted properly so planning commission voted unanimously to approve it star motion approved line of three i hope you approve item number three second we have a motion bomberman payne second bottom and kelly is there any discussion on three you will know the change in character in

[0:26:45] the process of the location oh absolutely that's why we vacated the original and that's fine we're asking approval of this one and i think there's an aerial photo just to give you a better look if we can there's an aerial photo that shows this section and actually the rezoning application for the next application that's not done anyhow like i said it's the north corner it's the northeast corner of starlanding and how it would do wine so okay is there any other discussion so was the idea for that to be warehouses oh plant business park um you know core 5 took the horn lake side just north of our boundaries met the stone and gravel took a portion of our boundaries just north of this property actually adjacent to this property is your hillwood development the plant business park hillwood they're currently built out the demand is high for it it was not conducive to residential just because what was already situated around it it does have capabilities to have some commercial and that's what we've asked to kind of line that area along highway 51 and down through star landing and actually allow the commercial there but yeah we're asking for it to go kind of i wouldn't say industrial but a plan business park setting so it's uh it's warehousing there's no manufacturing there's no assembly there's no smoke and things like that it's more conducive to storage very similar to what's already there so it's not changing the dynamics of the area no and i said this comprehensive plan was approved in 2002 and actually asked specifically for this rezoning request to come into play um so it is complying with your comprehensive plan and hit the hillwood has a dominant effect on the area i mean that's tremendous you know that the last building built there was 947 000 square feet so just north of here so that entire area uh that you know will you know will we'll be for that same purpose there's actually talk about a lot of talk with

[0:28:48] mdot about the pepper chase extension and that would uh that would help with this area too allowing you know the traffic from these facilities to eventually you know stay off the church road and go to star landing and hopefully we'll have an exit our interchange at uh starland 55 one day but all this kind of plays into that that need you know as we as we see more industrial growth there that'll put more more of a need for an interchange and uh you know they're on the interstate and also a pepper chase extension that would go you know all the way through church road and down to star landing right and i can tell you before it was actually an extent of the city it was under a pud called hold ops ranch and it had the majority plant business park we kind of retrofitted it and pulled a lot of it out but that's what it was planned for initially we reversed into more of a softer residential use only to find out that the area surrounding it was playing out so much in plain business park that we didn't want to make the mistake of adding residential into it so we asked reverse that out and put it back into play which was what it was originally approved for is this gonna is this gonna affect our fire protection anyway down through there if they start building are we gonna be way behind the egg bowl fire protection and the warehouses are normally sprinklered i mean and it almost comes to a benefit to us it will get to the fire department um they usually put a lot of money in their buildings so looping the water lines um and connecting to existing water lines checking the fire flows we've never had an issue with it we can let chief thornton speak on it just to give you a better feel for it chief thornton uh good evening as that area develops out we will require the proper sized water mains and like when you said the water mains will be looped so it feeds from different directions uh the larger warehouses will have fire pumps in them and they wouldn't be

[0:30:50] sprinkling so it really shouldn't be an issue now at some point we know that station five is coming in the future that would be first responsible for that and this will i mean it i mean we're just starting to see more growth in that area it will be in the very near future that you start to have uh more growth in that area which will put a greater need for fire station number five but we're we're very much aware of that we knew that after the recession and uh construction started again started having growth it would it would put a greater need on station five so that's that's another reason that that's such a high priority for the city any other any questions for chief thornton thank you chief yes sir any other discussion harry none all in favor say aye all opposed say no i just have a motion carries now your final application plays into this exact same request um it's the portion strike right there um what you'll see core five industrial which is in oren lake is just to the north of this area memphis stone and ground gravel half the west of it if you look directly across the street you'll see the aerial photos where the plant business part buildings are existing right now uh this is that little niche in the middle that's kind of no man's land it's zoned agricultural at the point at this point they are requesting to take this 129.5 acres and bring it into the plant business part design as well one of the things we look at like i said as a comprehensive plan we also look at the character of the neighborhood what's surrounding it and it clearly justifies the request that being said planning commission voted unanimously in favor of it as well i'll make that motion right second we have a motion bomberman hale second bottom and gallagher is there any discussion on item four hearing none all in favor say aye aye

[0:32:57] aye all of those say no eyes have it motion carries on form thank you whitney okay next on our agenda is our mayor's report i've got things to update everyone on we did get some really good news last night at the desoto county board of supervisors meeting the county agreed to co-op five hundred thousand dollars for us on the starlanding road project so uh as y'all seen over the last three months we've been talking about the capital improvement plan star landing is at the top of that list uh we have a road to just a recap a very long history we have a road that there was a pending federal project to uh uh four lane that uh with a boulevard in the middle from highway from the interstate uh or actually from highway 51 to getwell we've realized in the last you know year year and a half in discussions with you know when on our washington trip and also with mdot that that funding is not going to happen anytime soon it's going to be many years before that project is done our road can't handle it our road has fallen apart it has become urgent the city did not apply you know for mpo funds or other funding because we always had hopes of getting the other federal funding and we didn't want to duplicate efforts so we left that off the mpo list which has to be done years in advance so what what has happened is it's left us with you know with a pretty much an emergency type situation so i present that to the county and basically with the county we um you know just asked for their help it was a joint project all along uh since we got bad news on the federal funding availability uh we asked the county you know to stick in there with us and to help us and they uh they they agreed so it was a 5-0 vote yesterday and i sent an email to all the supervisors expressing our gratitude on behalf of the city of south haven uh we have a great working relationship with the

[0:34:58] county and this is just another example of that and uh so i am very grateful to the county that they um they stuck with us through uh through this difficult situation so uh the plan is now you know it's 1.2 million dollar estimate that dan helped us with with civil link this is something that can be done under our current asphalt contract so we're going to try to get with that so we'll take the 500 000 which i was told we'll get a check first week of october we will wait on an mou you know to make that official and at that point we'll try to go ahead and get started on that before the weather gets cold we were worried about starting and going through another winter you know last year we had a few events that made a significant difference in the road condition of star landing so hopefully if the weather will uh cooperate with us we'll try to get that done before it gets cold this year but i do need nick i need an i need authorization to accept an mou from the county is that right just optimization to accept the money and authorization in the event that mou comes before now next meeting to authorize the mayor to sign any documentations associated with the grant so anyway with the funding for the county executives okay we have a motion farm in florida second alderman gallagher is there any discussion on the star landing road project hearing none all in favor say aye aye all opposed say no i just have motion carries next on uh just just to kind of update everyone uh this kind of was a shocker to me too that it's this early it seemed like we talked about this forever in 2017 but we do need to plan on passing a resolution to send our state legislature telling them what we'd like to do with the tourism tax the restaurant tourism tax um there is uh that our house reps and senators will introduce a bill at the

[0:37:01] next session to ask for that back the decision that will need to be made from this board is are we going to ask for an extension are we going to request a new referendum so you don't have to make any decisions tonight but time is somewhat of an issue i think they're wanting to go ahead and kind of start setting the agenda kind of doing their work in jackson so they've asked me if we would give them a resolution to go to work and so in the next hopefully the next board meeting i would ask that um that you speak with me when you can and just kind of let me know so we can prepare some options and uh take it before you in the next public board meeting to pass a resolution to give to our state legislature about the restaurant tourism tax and if there are any questions tonight i'll answer any questions now but basically i'm just just kind of giving you a heads up to we do need to kind of move with that well obviously just asking for an extension would uh would help make the things a little bit quicker as far as getting the tax reinstated uh but is there a way we could do both if if they won't do this can i mean we can come back and that's for sure add a referendum if we need to correct right and this has been a kind of a difficult thing nick and i talked about this and you know we're kind of in a strange situation it's kind of like the cart before the horse a little bit we're you know we we're you know we want what uh you know will help the city and we want to want the revenue back i think we're all in agreement with that at least we were when we passed the last resolution um so yes i mean i think that um there could be amendments to it or whatever you know when when they get in session in january um but uh for whatever reason they um kind of ask for this on the front end from us so we're it's kind of like um hey we got one in each hand pick one you know we're happy to get either one of them but right

[0:39:02] yes and again i i'll say what i've said i've been very open with the people of south haven my opinion of this is the revenue was used for a great purpose in the city it's an economic driver for our city it's a great thing for our city we all know the history won't get into all that about what happened this past session it was taken away from us but i think there's a lot of people in jackson that do understand that it should not have been taken away from us we're we're a model city when it comes to showing what uh that tourism revenue can do from a tourism standpoint and quality of life of what we did with our parks and recreation facilities so i think a lot of people in the state of mississippi recognize that and they recognize that if there's going to be um you know what is there 46 other ones like this throughout the state and then the third largest city in the state doesn't have it or it's taken away it makes some sense so i think there are a lot of people sticking away it was taken away over political reasons but i think that a lot of they recognize that so i feel i feel good about the possibility of us getting that back and uh but we just and again i want to be fair with everyone else i mean you know there was a there was a group of people that questioned uh why there was not a referendum and i again i'm just giving my opinion you know how many referendums do you have to have i mean there was two referendums that people voted but you can't have a do-over you know if you're if you vote and you don't like the outcome of the vote that doesn't mean that you get a do-over you know that's why people vote uh when you don't vote i mean seriously either way and again you know i think when this first happened obviously it was before i was mayor i remember the previous mayor having meetings throughout the city you know there there were some that said this was uh a very secretive thing and not heavily publicized that's false i mean i remember then hearing him speak throughout the city numerous times

[0:41:03] and i i sincerely remember thinking to myself well of course i mean who wouldn't pass that i mean if it's something that you know improves your recreational opportunities helps your youth have opportunities who in the world would vote no to this and so i i even wondered why there had to be a vote at that time because it's just such a an easy decision in my mind but but even still i want to be respectful to the people of the city and if y'all think that it should have another referendum that's something that i would support too i just i kind of question why thank you yes sir but uh anyway we'll uh we'll address that again we'll have something to present to you at the next board meeting that way the board can make a decision at that time a street improvement schedule i sent that out to everyone basically what that is with the recent budget the city appropriated 1.5 million dollars and that's what we use in our city-wide pavement management program and we've tried to be uh very proactive with that we know we're behind with our streets you know there's a lot of streets that are in horrible condition our city so we've allocated uh 1.5 million instead of the 1 million that we had last year and while the weather is still good we're hoping to get started on that i did send that out to you you'll note that there's a fy 18 and then i have fy 19 20 and 21. the reason i did that is just to give you an idea of streets that that we know about that are in need uh obviously we can't get to all of them right now but i kind of put them on the map so to speak so that's why i put the subsequent years on there uh that's obviously nothing that's written in stone that's just ones that i know after doing a lot of homework and a lot of research with civil link those are ones that need need treatment
