[0:02:09] for hire mr nickman is this uh the resolution could be a vehicle for hire under that uh statute uh at this point we're still working on getting the right insurance with mr bridges however this uh it is for first choice transportation um the insurance requirement of the code requires that the city there be an endorsement their policy for 10-day notice of cancellation we're working on getting that from him but this resolution will go ahead and approve the transit or the motor vehicle for hire contingent upon the clerk's office receiving that insurance certificate so we don't hold them up any longer than necessary moved second we have a motion ballroom in flores second ballroom and gallagher is there any discussion where is he looking uh first choices on state line west right he's on chandler drive 3829 chamber drive okay well that's something i'm not yeah any other questions or discussion hearing none roll call ottoman yes kelly yes yes yes okay that motion carries nexon agent is a resolution for donation to the desoto county economic development council salute to industry golf tournament it's basically to sponsor our golf team as we've done several years in the past to help that's one of their major fundraisers each year and we've participated in that in the years in the past mr mayor evan we adopt the resolution of the mayor warner waldron the city of south haven for donation to the soto economic council uh salute to industry as presented on the stage second we have a motion brooks second alderman

[0:04:12] kelly is there any discussion hearing none we're all calm yes okay that motion carries next on our agenda is a professional service contract with spd and hdr engineering incorporated this is a contract obviously with the south american police department it's going to allow for hdr engineering to be on contract with police when they have call outs or civilization issues that come up uh spur at the moment so for a traffic signal they can help the traffic signal type things uh it'll allow for them to utilize the services of hdr engineering for that for that and it's um understanding their price terms since it's a repair uh and a professional service contractor no quotes are visible necessary and um we just went ahead and did a contract just to be safe to have that in our file as well but uh they made a couple of changes that are contracting agreed to them and just the authorization for chief pearl to coral assignment contract so moved thank you we have a motion by alderman ferguson second ball arm and hail was there any discussion hearing none all in favor say aye aye all opposed say no eyes have it motion carries okay next on the agenda is surplus property and our south africa this is the surplus property for the um create some breathing apparatus for the south haven police and the southampton fire department you know some of the property is being disposed of because it has no value whatsoever and it'll just be exposed according to that type of equipment others will be transferred to the south haven police department for their use and the remainder will be used to to be sold

[0:06:14] under the 17-25-25 statute that allows for us to take out to advertise it for 10 days and then take bids from that stand from that perspective from the saudi fire department it will this will also provide some funding to help with purchasing the new equipment that was approved as part of the budget that we passed that was passed by the board last year for fy 17 and the new ones we purchased in the state pro state contract price let me say cons state contract at that price so tonight we just need a resolution to surplus these this equipment in the meantime we'll be purchasing the new equipment reading apparatus on the state contract and this will then be sold at or they will then be sold in accordance with the 17 25 25 statute after the new ones are in it's just the sequencing type thing we had to do to make it all work and obviously keith warren's here any other questions but that you may have mr mayor i'll make that message we have a motion alderman payne second ballroom and kelly is there any discussion hearing none all in favor say aye aye all opposed say no eyes have it motion carries next on our agenda is the free court warehouse exemption resolution for g-a-a-t-u incorporated yeah i'm not quite sure how you say that i just told them yeah it's why yes yes it's the corporation freeport warehouse it's been recommended by the decisive economic council for the freeport warehouse which just will not tax those goods in transit pursuant to the applicable statutes uh they provide the information to the council and to the county and bring it tonight for the board's approval based on those recommendations i'll make that motion

[0:08:15] second we have a motion problem in flores second album and gallagher is there any discussion yes okay that motion carries all right next on the agenda is the resolution for sanitation assessment this is a resolution to assess uh for collection of a sanitation assessment that has not been paid for a home on westminster lane mr mayor i hope we adopt the resolution for assessing unpaid sanitation fees as president of the state we have a motion baller and brooks second ballerman kelly is there any discussion hearing none roll call yes okay that motion carries all right next on the agenda is a resolution authorizing the cleaning of private property and making provisions for collection at 1619 state line road east yes sir this is our house that we've been working with since with this administration roughly since 2015. this is the second official hearing we've had if you'll remember in september of 2016 it was brought to the attention of the board we did not pass emotion we decided to reevaluate it december 31st to look at the exterior to see that it was improved due to some complaints by neighboring properties it's been brought back to the board

[0:10:17] today one month ago we updated the board to decide what we're going to do with it the board asked to have it brought back as a condemnation or for possible condemnation which is what we're doing tonight pictures you see here were taken last friday or i'm sorry last thursday uh you can see there have been some improvements obviously it's not what we asked we did ask to have it removed painted the windows doors all the repairs done to the exterior and then we'd start working on the interior the interior was agreed to be improved per the fire code and for building code purposes by january 1 of 2017. obviously today is march 21st we have notified properly properly notified the property owners they do live in memphis we delivered notice to them in memphis and also delivered notice to the property and posted the notice to the property we did see on friday that they were out working on the property i'm not sure what they were doing we decided not to approach them on property we felt that they were doing work and we just stay back this is what you see the existing circumstances are so i guess at this point we're trying to decide what motions to go through from our standpoint if we want to condemn the property and take it through a demolition process or give them more time what's your recommendation we've been working with them since 2010 you know what we have found is they tend to work on it when they're in crunch time about a week in front of each public hearing i feel like it's a babysitting thing for us um it has been vacant i've never known anybody to live here since i've worked here which is approximately 15 years so i tend to feel a little bit more sympathy towards the property owners that live next door to it that do to maintain their property and that do live there so if it were up to me if i'd see more progress i'd be a little bit more sympathetic but i just don't think we've seen enough so your recommendation is to move forward combination i mean unless i see

[0:12:19] something spectacular within the next week or two which is as long as it would take to get a demolition quote and then yes okay have you had any contact with them since last week no no not via formal notice and fedex tracking no we've not spoken to them directly they did ask that a former city employee who's really good friends with a lot of us came in this morning and asked to have more time on their behalf i explained to that former employee that it was not up to me at that point that we had been over backwards trying to work with him and that it was at the board's discretion at this point so he said he understood he knew how long they've been working he was mowing the lawn for because she doesn't live here on site so i drive by this house twice a day in the morning and then the early afternoon and the house has looked just like that for easily the last eight weeks if not longer i don't see any work going the stacks of wood that are next to it don't move so i mean the way that i see it is an abandoned property that is very unsafe for anyone to go near and so for the safety of everyone who lives around there i'm for moving forward with accommodation well and i can tell you i know there's i know it's hard to make the decision but going on the interior of it um i didn't provide the pictures of the interior because it's not what we're discussing we were discussing the exterior there is no plumbing there's there's no electrical there's no wiring there's no flooring um to think that we could get in a livable state by july one it's it's not a feasible situation monetarily or from a work standpoint it's just not um i mean we have to be honest about that at this point with it and the people who live next door maintain their home very well you know people down the street from them you've got properties that i mean where people live um so i mean you have

[0:14:21] to take that into account and those people complain um i don't want to just bust them out but yes the people around there that yes there's there's a lot of families that live around there and their kids are around there um they have trouble keeping their kids out of this area um so it has become quite a hazard and they do maintain their properties and they don't think it's fair that they have to sit there and look at it i understand that so we've tried to work with her and it's been an ongoing thing for years it's not like it's just come up in months it's been a multiple year ongoing issue it's more the sport than ever backwards we made it real clear last time they were here what was expected and they just they just have not met those quorums and we've still given them extra time that's what i'm saying so we actually this was december 31st was the deadline we're on march 21st now so very sympathetic back then we gave plenty of time no progress i mean little to the progress has been taught what was ollie's or our former employees reasoning for sorry giving them an extension he was just a friend of the family and just was asking on their behalf he you know he felt that they didn't have a whole lot of money to work with and and then when i he he understood he knows that we've been working with him he understood our standpoint as well so he just said he told her he would try and that's all he did he didn't try to be forceful with or anything he understood from both sides so i mean if it's a money standpoint to think if you have a money standpoint or given money issue dealing with the exterior it's not feasible to think you can do the massive improvements required for the interior at this point not only with that but there's just been no communication from them no we know we've only talked to them whenever she showed up last september well and like i said we've tried to we've gone out on site and we've been in so many words escorted off the property it's not um it's not a friendly environment so we've we've just if we need to take pictures we usually are across the street and respect their wishes to save a property so at this point you just need a motion to come down i guess that's all i'm looking for at this mr mayor uh i made the motion to adopt

[0:16:27] the resolution of the mayor and board of auburn of the city of south haven mississippi authorizing the cleaning of property and making provision for collection as present on the statement second we have a motion by arm and kelly second of all in flores is there any any more discussion i just want to say that if money money is part of their problem right it seems to me okay i mean i'm i'm actually taking my grandmother's house down i mean it has very much sentimental bait right my grandfather built it by hand i mean the logs the whole thing from ground floor up and but we're not we're not trying to save it's not it's not feasible anymore so seeing the condition of this house i just don't i just don't see them taking care of their obligations is there any other discussion hearing none roll call yes alderman kelly yes yes okay that motion carries okay next on the agenda is a resolution to claim private property mr mayor i mean without the resolution granting authority to clean private property presented on the state sector we have a motion baltimore brook second alderman hail is there any discussion among the board hearing none is there anyone in the audience that would like to speak regarding these specific properties hearing or seeing no one roll call i'm an aggressive yes yes yes yes yes

[0:18:30] okay that motion carries next on our agenda is our planning agenda this waiting code yes we have one item on the agenda tonight and it is an application for a conditional use permit to open a full-service spa to be located at 8936 airways boulevard more specifically it will be on the east side of airways boulevard south of state line road there's an existing multi-tenant strip center area there she is proposing a boutique along with hair salon facials esthetician manicures and pedicures per the conditional use permit requirements you have to have three or more amenities and they have to be no closer than a half mile radius from an existing establishment we have done the window survey on there and she does comply with that requirement therefore the applicant has met that requirement and we recommend one year conditional use permit with a four-year extension to be renewed annually mr mayor make the motion that we approve item number one as presented by the state sec we have a motion baltimore kelly secretary brooks is there any discussion hearing none all in favor say aye all right all folks say no eyes have it but she carries thank you all right next on our agenda's mayor's report several things i want to update everyone about first of all the recent peninsular parks bill was approved and released out of committee today in the state house of representatives i understand that it will go for a full house vote tomorrow morning so we'll know more about that tomorrow we did get some news recently that we we've been waiting on for a long time it's important for the city of south haven to see closure with this but the state auditor sent us a check for

[0:20:33] three hundred 60 four dollars and nine cents and this uh represents funds recovered from the former mayor greg davis for embezzlement so i think it's important for our city to restore faith and trust in the city government that if you choose to be a criminal you're going to get calm and that's what has happened and so it's a big day for us we've got the money back that's over uh we receive those money that money from a fidelity bond but we do have that money in hand it will go back in the general fund for the city of south haven a quick update on our municipal court you know recently we added a monday court i'm just reporting good news to you that we are seeing a reduction in jail fees because of the money court so that's working well for us our clerk thomas mastin i'd like to commend him for a job well done with the safe surrender program we're seeing great results with safe surrender getting collecting a lot of our monies back we've increased the revenues there with that safe surrender program thomas and his staff are doing a great job with that it's time to start paving streets uh the weather is going to be getting warm enough we can get the hot asphalt start doing that as you all know we do have a formal street improvement schedule we will start on that actually this week we will start in the cherry tree subdivision area there are some streets there that are in lost condition y'all may recall that we rate the streets in four different categories lost being the worst and uh the streets are horrific there and so we will we'll start paving the streets in the cherry tree area the next one on the list will be rasco between airways and sweeney it's in horrific condition as well as you know our schools are there you know we have two schools in that stretch it's very important that we get that done

[0:22:36] that will be next on the list we'll keep moving forward i mentioned to this board a few weeks back that we do need to re-evaluate the list we have a lot of streets that are in bad condition and this board has in this administration has had one of the most aggressive infrastructure improvement plans in the history of our city but we played a lot of catch up and uh and we're still not there we got a lot of work to do so i will be asking you in the future for a budget amendment to add about another 350 000 to this year's budget uh to uh improve the condition of the streets so any questions about that please let me know which ones and we can review that on that list that formal list that we do have the get well in college light that's been discussed before for for a few years we've done a couple traffic studies there it's a horrendous problem in the mornings with all the school traffic that's on the get well the neighboring subdivisions have a lot of difficulty exiting onto getwell you know from dickens place and some of the other areas because of the north and southbound traffic on getwell we halted doing anything a couple years ago we had the first traffic study because we were concerned about it causing more stacking on get well to complicate the problem this problem will eventually be solved with the state line i mean excuse me not to stay on but the get well south widening project which will make that stretch from church down to star landing five lanes that will correct the problems but until then we were worried about the light causing the problem to be worse we have now gone back and reevaluated that and we believe that we can put a light there and just be real careful with the timing on the east and west college road so it may be a short time but at least it will be better than what we have now to allow traffic to enter get well from both sides of college so that light at get one college will be

[0:24:40] installed within the next 60 to 90 days and lastly i'm proud to come to you tonight to let you know that y'all know that with our parks program that tennis expansion has been a big part of what we've done with our enhancement and expansion funds over the last three years the tennis center is moving right along we expect it to be completed you know in about i believe six to eight weeks we have been busy doing our homework to try to find a new tennis director the city of south haven has never had a tennis director before we've never had a program this significant but when we add the eight courts it's going to give us 12 courts we expect big things you know for our youth and for everyone else that plays tennis and for that reason uh we're making a recommendation to hiring director this director is on the personnel docket that will follow my mayor's report but i'm making a recommendation to the board tonight that we hire michael johnson to anyone that's in a tennis world uh michael johnson is very well known in this area one of the most respected uh tennis pros and tennis coaches in this area i'd like to read his short bio to you and we'd like to hire our first tennis director michael johnson right now michael is serving as the director of tennis for the tunica national golf and tennis center he's been doing that since 2009 in this capacity michael was instrumental in securing organizing and running tournaments and teaching lessons to players of all ages and skill levels before he became the director of tennis at the tunica national golf and tennis center michael was the director of tennis for the chickasaw country club in memphis from 1995 to 2009. prior to his tenure at chickasaw he was the assistant prince pro at the memphis country club from 1991 to 1995. michael earned his degree in marketing from delta state university where he was a member of the men's tennis team from 1983 to 1987. michael is a certified uspta teaching

[0:26:43] professional which is the highest and most respected certification in the tennis industry and currently serves on the board of directors for the northwest mississippi tennis association michael has also been a coach for the memphis united states tennis association excuse me for the mississippi usta junior teams and is very well known and respected tennis teacher and advocate for the sport mike and his wife make their home into sutter county they're proud parents of two daughters michael johnson also on a more personal note i can tell you he grew up in south haven he actually personally told me that he used to ride his bike to whitehaven to play tennis because there were no tennis courts in southaven back then he was a baseball player as many know his dad george johnson who for many many years coached the american legion baseball team in south haven sent many players from southaven into division one college baseball very respected baseball coach george johnson but michael the same way with tennis and he's he's expressed to us that he is honored and proud to come back to his home city and be the first tennis director for the city of south haven and that's all i have this evening i need to back up for just a minute back to um to item 11 on the uh condemnation of the property of 1619 state line road east is there is there anyone in the audience that would like to speak regarding the property okay hearing or seeing none do we need to do we need to vote again let's go through the whole process okay is there a motion to condemn the property at 16 19 state line readys like the same same

[0:28:46] first and second just whatever same yeah that you've been saying but let's go through the whole process again i don't know if i don't think that question was asked so we want to make sure there was no one here that's my our oversight i apologize uh we had the motion to alderman kelly is that still your motion automatically we have a second alderman flores is that still your motion yes sir and uh is there any other discussion among the board hearing none where i'll call yes okay that motion carries all right next on the agenda is our citizens agenda we have one gentleman that signed up to speak this evening his name is tony banks tony would you please come forward my name is uh tony banks or quarterly major banks whichever you want to call me i'm here because on march 10th we were putting on a dance first dance in silver county y'all got excuse me i had cataract surgery so i can seek it but not read same time we had a dance schedule for march 10th on everybody uh first dance in the solo county years it's called spring bling 2017. so i did everything i was able to do with the dance talk to everybody met with everybody try to meet everybody and then on uh the day before the dance was counsel by the mayor and chief of police because apparently they found out memphis kids was coming to the dance also a field readers so that was one that i don't charity event every year it's been about seven eight thousand dollar youth is the homeless can canned food drive that i do this year i started with this and was also gonna do the home food can drive so i do it every year doing it for the last four or five years

[0:30:50] by canceling his dance the the day beforehand you know it puts me up sixty-three hundred dollars that i think that the city of south america should have paid for for simple reason that the board of aldermen has approved the dance you gotta approve that dance for november um i'm just kind of i'm trying to do this the right way because i promise i wouldn't do anything wrong or say anything negative until i met you guys first but the whole thing just doesn't sit right with me because of the reason that it was canceled being that memphis kids was coming to the dance i didn't think that was right and that was also mentioned that i put on the application of solo county school kids was what was on the application to attend the dance but then i opened the dance up there all the kids those kids asked about it so sure come on kids also that i had put 2 000 for the number of people to show up for the dance and then on the event right i'll put six thousand tickets for sale no tickets sold on eventbrite not one kid bought a ticket on the bench right now kids were coming and my number was two to five hundred kids and showing up for the dance that's the number that i was getting from the kids who were handed out the fighters to 500 500 being high number so i was still in my 2000 we had security security came into contention because they should have been licensed police officer retired police officers however i did meet with captain anderson the week beforehand and he said my security detail was good but we had five officers who were police officers and then we had other 15 who were a security officer now all these people are licensed to do security and carry a farm hi elba says it was a city it is a city building they have to be police officers uh

[0:32:53] so that was in contention but that friday i was i was getting is my family go ahead we had it was approved the week before that security detail was good we moved on like this was a short thing so i've been approved three times i was approved by different people in the city that this dance is gonna happen and then the day beforehand i'm told it's it's cancelled the reason why know and so for me that that kind of hurts you know because i'm not a memphis kid but i am one of those kids anyway i'm out sixty three hundred dollars for this dance that i think since it was cancelled by the city because of numbers whatever which wasn't right i should be reimbursed also that this dance should continue that's more important thing to me the dance needs to continue this is our footnotes if you all run that movie this is our footloose you know i don't think it's right you tell a kid they can't come to the den just because they stay on the other side of the line that's not right it's good kids over there real real good kid i've been working with a lot of good kids you know they're kids and if we're an adult don't teach the kids how to behave like an adult then they're going to stay their kids you know somebody's got to take a chance and show them something and that's what i do you know that's what i do you know i give people a chance man somebody gave me a chance don't know whether that'd be a little thug you know but i grew up and did what i did and do what i do now because somebody a lot of people gave me some chances and took me under their wings hey come on let me show you something come with me tony you know that's why i'm here today i'm here because i'm doing a great thing but these kids are looking at me you see how

[0:34:55] we're handling around the handling situation and this is where i'm healing that person coming for to be you for my money so canceling this dance of romance and for the dance to continue and i'll respond since i am the one that made the decision to cancel the dance on march the 10th and anything i tell you is the only thing that i did tony and i did discuss this the issue i disagree with what you say is not a memphis city limit thing however our board policy for leasing city facilities is designed for people that live in south haven it's a south haven facility so so yes it is correct that generally it does make a difference that these these are desoto county or south haven students the fact that it's crossing the city the state line into memphis is not the major issue the major issue is that whether you intended to or not you misrepresented on the initial application about this the number of kids that are coming it's a it's a totally different ball game when you're opening something up to south haven or desoto county schools until we learned on the flyer that was presented to me by citizens of south haven expressing concern about the safety of the event because on your flyer you indicated it was distributed throughout the memphis metro well it's uh it has nothing to do with the fact that it's memphis it has everything to do with the fact that there was a misrepresentation on the number of people that were going to be at the event our policy also specifically states that no event occurs without the final approval of the police chief and that basically is there in place again for public safety we don't need to uh have an event that our police chief is not comfortable with with the number of people that are there we can't ignore the facts that we've seen situations like this happen in our city before with young people we had a murder

[0:36:56] at the old performing arts center in kelowna hills just like this it was a social event and a lot of times this chief hurdle told you the day that we met it's not the people that are there it's the attraction when people hear of a large event like that and although you may have 99 percent that are there to learn from tony banks which by the way again i'll say i commend you for what you do trying to help the kids and teach them i think you're an outstanding role model for them and i appreciate what you do however as also as i mentioned if everyone is there and 7999 are there to have a dance and to learn uh etiquette and the other things that you're going to teach the kids and one bad person shows up in the parking lot and murder someone it's not worth the event and so the issue again is a public safety issue i mean we were when it was initially approved we were working on a much smaller number than what was brought to our attention on march the 10th and as a police chief and i both told you that's the reason that the decision was made to cancel the event as far as the money i'm sorry that you're out the money the city of south haven the only role we play in that is we have a public facility we have nothing to do other than the security with where you spend your money who you know what expenses are paid up front and so it's it's my recommendation this board that we do not owe you i'm sorry that you spent the money but you have some responsibility as well because it was not clear on the number of people that would be at the event on the application we felt like whether again whether intentional or not we felt like that that the facts were misrepresented on the initial application okay mayor how many people did you hear was going to the dance what was your what was your number what was on the application the application was 2 000. my question was you're saying too many people too many kids was coming to the dance right yes when you make it a memphis metro thing obviously people did you hear

[0:39:00] what's coming to the dance what numbers did y'all have well when you open it up to the memphis metro that tells me what i need to hear as you're you know that if you offer it to all the desoto county schools all the kids aren't going to come to but my question is i had if you i call i talk to everybody starting october and i have a letter to y'all in october i asked chief anderson captain absolutely hey give me uh 20 officers this was in october i asked for that i talked with chief pearl give me 20 ultras couldn't get them a second mr mayor uh i talked to the superintendent of schools corey olsen you know going first i talked to him about this dance it's no secret i talked to everybody with me they actually actually come toward the board of alderman when i submit the letter to mr brown on october 6 19 he thought there's no need to come to the board of walking then we could one thing no it's tape let's get a team that's worked together let's all talk about this so everybody knows what's going on all you had to do was call me i'm gonna tell you mayor we got two to five of the kids coming to the dance that's what we got i mean how many tickets did you make available six albums available but not sold how many what's the number on the application which i told people does my fault i forgot about but the thing was none sold the same date that my dance was going on which is called spring bling 2017 there was another dance going on in memphis on the same day same timeline called spring bling that's where all the rough kids went over there which i was happy to hear about oh that's great you know who kids over there we were good we had two dances going on you know two going on at the same time but we i hope you understand we can't make decisions based on an assumption that because there's another day that's gonna have a number i had the numbers all you had to do was call me because i'd talk to each and every one of y'all call me and i could have told you what the numbers were i had the numbers i you know what i call them the call i

[1:10:12] and stuff because there was other trucks and things like that up there but the bottom line that was this first time i had to go really and truly to court about the land situation and clean it up that was the first time i was told about the property was cleaning up those houses in the land and i did that i did that everything that they asked me to do i did it but when it was time for nate's tore down and they told me not to work on those two houses they end up telling me not to work on those two houses and i have been working on those two houses and then i end up getting in the hospital i went in the hospital on october the september the 10th i'm on the september the 10th no i was in the hospital in august and in september they end up writing me a letter on september the 10th that they was going to end up demolishing that house on september the 20th i remember exactly as it was because my mother ended up crying and she said let the white folks have that land because all they gonna do is kill you and i didn't want that to happen and i said mom no i'm gonna maintain this lane and i told her i said because auntie said restore this lane restore it help it do what i used to do i farmed and i cut crops and i share crops i let people i was a midwife she brought peoples in this world i mentioned that to you guys last once when i first met when i first met you uh sir about to call your pastor but when i first met you i ended up asking you i told you all this story i think the gentleman over there said something about right there in the center i believe he said is this a historical property is it any historical to it and i told him yes it is a lot of historical to it isn't it mr ollie it's a lot of historical to it and lord knows that the outside is almost completely done

[1:12:13] on it the grounds of the cleaning of the backside i got to do that where the drop the where the the shed was it where the old shed was it i got to clean that area up and stuff but um the house itself i've been working on it my husband and i until he got sick here and we have been working on it challengingly diligently very diligently lord knows i don't know what decisions that you guys came up with but in the name of jesus i pray that y'all give me time give me some more time that's all i'm asking for i got a letter there from the the vets of my husband's lodge he didn't know he had been sick and they had been helping us out due to the laws of his brother got murdered in memphis and they have asked us that um i told them that we had this um situation with you all and they said well you know what we're gonna try to work with you all i just got a letter last month from them where they had came to an agreement because it was on their document from back in december in december there a lot of things closed down january is when they started back so when january they end up telling me i would hear something before the end of the month right at the end of the month that monday we got a letter in from them stating about um the girls stated it was the first part of the month it was the first part of the month of january on march i got a letter from them because they had discussed it and the lady wrote up a letter and sent it to me because he said the end of the month that they had agreed to doing the um the work helping us with the work she said he had contacted the naval post militant militant is off work other veterans of vfw posters have asked to help us out and things like that these are retirees veterans that's trying to help us

[1:14:15] restore this because we can't do it on our own and they asked if we can get the money up and they asked a lot of the women's auxiliary if they would do some of the cooking or frying some chicken or whatever of fish then they will help and i said that'll be great the people's of offering of a veteran vfw 1133 3333 is offered to work with us on this property i said this would be a great letter i might end up drafting a letter to uh send it to taking it to them within this private pride right to that i think it was like uh that following week or that same week i got a letter from miss whitney that uh to come back down here to another meeting because of the cleaning and stuff and i said oh my god they can send me a letter i said well praise god that the veterans didn't offer to help us out the va and stuff so here i am i got i got some support now so maybe i end up showing them that we got help because we've been out there if other than the weather in the rain and stuff i couldn't do anything but i've been working my butt off sir we got materials and things we don't purchase and ball lord knows i don't want to go through this again and i don't want to be bombed off my land and when i'm working down there and i'm hard feeling about the the police department but when i'm working down there i've had people that say that why is every time you're being watched by the cops the policeman's all the time i had a mexican guy offered to come by and help me he was a roofer he said ma'am i will help you but uh who are those peoples right there he has started off helping me i get people's monitoring and watching that house when we're down there and i and i'm i'm i don't have nothing against you all police department but seeing like every time i'm we're down there working and stuff they're they are

[1:16:17] sending people's um to um watch us you know as though something is going on well and it scares me our police are responsible for patrolling our entire city so that's not uncommon that's great i appreciate that but they could come over and speak to us you know still just sit back and i feel that that frightens me because of what happened to me in 2010. i had another police passion i'm not just bashing it but it's like i told the man there i appreciate that you bashed them listen to me this is about to end but let's get back to the facts of it the board made a decision to give you more time in september it's there it's their decision they made a decision in september to give you to december 31st to do something about that we looked at the pictures tonight and and i'm sorry i'm sorry about your your husband's illness i'm sorry about your brother-in-law i'm sorry about that but we have to make decisions september they didn't give me your honor um they didn't give me a um um a decision then in september they told me to um figure out back in october with the timeline based on the information excuse me based on the information you presented to this board in september and after james gentry our building official went out there being the board made the decision after collecting all information that december 31st would be the day but when they had given me more time whitney had given me more time to end up getting it done and from the time that she had given me whitney didn't have the authority to do that what do you mean what do you mean i gave you more time october meeting and she ended up coming up with um a timeline that she had came together
