[0:02:09] yes that motion carries okay next on the agenda is an amendment for our employee handbook this amendment uh is an amendment that allowed for those who are working outside of the city so outside of employment from the city um that we won't be able to do that with the authorization of the mayor which is already required every amendment will require them to get authorization every new term so in july these determine authorization will immediately be obtained by the individual who has the outside employment also allows the replication of the employment any time as well in the event of conflicts with that type of that type of situation with the city job so tonight authorization is needed for the amendments to the handbook and also just as a side have nothing's in the process of reviewing our entire handle if you want to come into you later later this year with a couple more admissions um to the handbook as well but if we want to go ahead if this wasn't done with a new term this will be effective july 1 for the employee authorization for the meeting for outside employment all right we have a motion monitor second daughter kelly is there any discussion just a quick question those aren't for uh folks as far as that goes that's just an amazing rule but that has to be redone correct well what you're voting on is you're changing the handbook it will be administratively handed by the mayor right those decisions correct for years are gaining um

[0:06:29] obviously there's a lot of moving parts to this many unknowns you know what is going to qualify what's not um so we started this months ago when we first found out that was going to be a possibility but as nick said we'll continue like finding out exactly what qualifies and already got a pretty good idea then we'll lay out a priority list to you guys to decide where the money goes but we'll make a recommendation for you we'll find out exactly what qualifies so that's being worked on right now well yes the amount i can go ahead and tell you is about half of what we initially your problem is going to be so we'll be working with those parameters and then we'll take it and find out what qualifies based on the guidelines on things that we could do and then we'll make a list and then present that uh okay yes okay that motion carries next on the agenda's approval of a revised facilities use policy this uh revised policy will just allow for the um soccer teams like soccer fields softball fields and baseball fields is being used as part of the facility's use in accordance with the policy for the right to set avoiding the policy it does delete the springbrook authorization to approve this provides facilities use policy um again i'll start the discussion uh one

[0:08:38] of the things that prompted this uh as nick stated obviously the facility at the greenbrook park uh had become a major problem from a crime standpoint um but the other the other driving factor here is the fact that as you all know we put artificial turf on the green grip uh softball fields smoking basketball fields everyone's excited about that everyone wants to get on the new fields so with the turf it's a lot easier for the city to maintain the fields you don't have real dirt there's not as much maintenance you know where you're pressed for time but get the fields ready for either a regular game or competitive tournament game so we feel like we can expand the public use that's something you've heard me say before our parks directors heard me talk about it i love to see kids get on field play i mean i don't want to see them feel you know a six million dollar uh calls to fields at both complexes sitting nobody on them obviously we can't just open them up uh there has to be some scheduling involved because of all the tournaments and all the uh you know the rec games that we have but what we're going to try to do during times of the year where we where it's more flexible for us we're going to allow people to rent the fields and so that's where this they kind of work this idea and so we want to be able to get the uh allow the teams to use the fields more with the agreement uh one other thing and nick did we have this and forgive me because i don't know if we were doing this with a two-tiered but do we have this in there where we're allowing um i just want to make a suggestion that we the money that goes the real money that we held in escrow and another bank account because we know with the turf about every 12 years you have to resurface the turn it's very expensive to do that so as we allow more use of the fields obviously it puts more wear and tear on the fields which brings us quicker to that time where it has to be resurfaced so my suggestion is that we put this money in an escrow type account and allocate that money to be used to

[0:10:40] resurface the bills so do we do we have this in there what we're going to do on this is have passability abuse policy as part of the motion authorize the escrowing of the funds to get you from the softball anchor and uh baseball between escrow as part of uh strictly forward the turf so that being the motion right so that would be asking for two things tonight first of all to approve the policy and then also to approve putting the money in escrow and again the reason for that is this board knows that there have been many situations in the past where the city had big expenditures in the future and and it was kind of like uh nobody made plans for that and so then it was kind of dumped in our lap and it gets challenging when there's no planning so this is a way that we can be smart financially planned for this because we know the day is coming so whoever is here in these seats at that time they will have seen that we prepared for that obviously if you're charging 150 100 for an hour and a half it's going to take some time for you to accumulate much money there but it's a start i think it also just sends the message that we know we got this expense looming out there so let's go ahead and have a plan a way to start the funding for it so so arnold brooks amended his motion to have the uh the escrow account we'll have a separate bank account for that uh is there a second for that got a second volume of pain and then uh more discussion can we do anything i mean i know we've got that that's it's going to probably fall short can we do something with some of the tournament money and something like that like take a percentage if we put in that same account yeah you could do that i mean that's um correct right so you do have

[0:14:45] last port meeting uh it was at decided central's pud on the south side nail road uh on the west side of the atlanta tree store next year's building with office on the bottom floor lofts on the top floor what you have in front of you tonight for the elevations and the design and the layout uh of what they wanted to look like uh there was a lot of discussion for screen purposes uh berms fencing uh materials to be used on it uh it was very unanimously unfair down here let's leave it voted um second one and planning condition uh as submitted we have a motion flores second ballroom and wheeler is there any discussion on item one hearing none roll call yes yes yes yes that motion carries item number two is actually for two locations uh it is for the whataburger restaurant uh that has been announced to come into southaven obviously the one has been announced uh on goodman road where the tgi products uh is presently it's going to be demoed and rebuilt as a whataburger there's an additional whataburger uh that i believe bear knows about i don't know it's been announced officially through everybody else but it's um just south of chicago road um so the design review that you have in front of you are the elevations for both of them there were some comments regarding the materials we worked through that before we got to the formal presentation the planning commission there were some adjustments to the landscaping uh deborah gliding added in and uh her alderman gallagher's request especially done with that little road corridor we asked to have bike racks placed on site they did concede to that so it was very unanimously in favor for both sides okay

[0:16:58] any conversations or discussion about traffic so there was a discussion on both sites the first uh site the government site obviously there was some concerns about getting in and out on multiple boulevard i had to explain to uh planning commission that that's a dot we're not in control of the traffic signals uh but they have a spacing requirement between traffic signals um so obviously that was one we couldn't control i did inform them that we were currently looking at an additional light on moore drive on airways to see if it's possible to add a light on the north side of airways but that is based on the conditions of traffic analysis um they were okay with that um i mean like i said if you if you're there you're gonna know to go to malcolm and then head out otherwise you'll figure out a way to get to that one as far as the design of the property and everything what about you know chick-fil-a did a great job of how they circled their traffic around right it's very similar um we actually when chick-fil-a came in we did the same thing we found a way to stack more on site so they didn't go out into the roadways um so what both sites whataburger did uh we have two two lanes just like you have with chick-fil-a and you also have an escape route escape lane on the outside so if you do decide you don't wait if you're trying to get out you're not in the drive-through there's a way to get around it um there's also an ingress seagrass on the north and south sides two to one on gatlow road so if for whatever reason chick-fil-a and whatever everybody wants a burger and some chicken at that point in time stacking could remain on those aggressive buses and not going to get more roads so we feel like the flow would be appropriate i'll add to that whitney did a good job with that with chick-fil-a uh it's proven to be very successful you know that's that's one of the most high traffic areas in the state of mississippi and government get well and that was uh chick-fil-a coming there uh has worked well with the with the cueing the length of the queuing and uh the lanes and uh you know we believe would be the same way for whataburger the other comment um i've only answered a million questions about the other one about there being a white at malcolm boulevard right there on goodman

[0:19:01] and as whitney stated just to you know kind of add to that that that area is so close to goodman airways you can't put a light there to be if you think there's a traffic nightmare now and you put a light there then you got a you got a cluster mess right there between two lights right there that close together uh so that cannot be done there and then i would just finally add that you know to get developments like this um the reason they come is because of traffic uh people saying you know this is gonna be a traffic problem of course we do and so do they that's why that's why they're coming they want to be in the middle of traffic and uh it is uh freedom by the business model that people are and again as you all know they they have their business model they pick their location on their location getters that fits their business model where they go so those two locations uh are two of the highest traffic areas in the city and they felt like it fits their business model well and uh and we're cracked we are the one that is cracking the memphis market open for them i understand that they have plans to you know to expand into memphis and they're they're already uh trying to expand into national tennessee and i think it speaks well to our city that we were the first one to crack up in the memphis market again and bringing two locations so it is a big deal fast food restaurant it's still something i can assure you that excites a lot of people and uh it's both locations are gonna are gonna do well in south dakota any other discussion on item two hearing none roll call yes uh they're taking a lot of 1a which is currently 2.97 acres splitting it into

[0:21:05] two lots 1.31 acres and 1.66 acres uh they've shown the setbacks uh on the proposed uh flat recording uh we did check their covenants restrictions there were some restrictions on lot one bm1c 911a so it is compliant with subdivision regulations uh designing requirements and with voting unanimously in we have a payroll alderman wheeler second baller in flores is there any discussion on item three here you're done we're all calling yes yes yes yes the emotion appears the next application we've got is again a revision here subdivision i was studying for plum point villages subdivision north side of church west of 55 it's slot 14 more specifically the waffle house lot uh it currently encompasses 4.651 acres they're wanting to carve out the portion that has the waffle house on it uh and leave that as a 0.76 acre parcel and capture the rest of the 3.8 acres in a vacant lot to sell off for development it is compliant with commercial subdivision regulations and west virginia unanimously in favor of publicly admission mr yes no motion carries our last application is a minor subdivision application it's going to be on south side college road west side of bracket road an agricultural zone family-owned property consisting of 4.56 acres there's definitely wanting to divide it into three lots with 1.52 acres and leave the remaining

[0:23:07] property on a parcel uh since it's a minor subdivision there's no road improvements required and it does have the requirements for a minor being three lots agriculturally zoned um it was compliant with confidence and planning as well so the application was voted unanimously by the planning commission we have a motion balance second alderman wheeler is our discussion on line yes motion carries okay next on the agenda is mayor's report uh just quickly tonight there's one piece of business that we need to do we do did you get the number uh well we're going back and forth but i think 20 000 okay what we need to do the uh the the monument sign that we have planned at state line and get well um to have that properly positioned we are gonna have to find a piece uh an easement there from a private property owner um we have money in the budget for that but up to what i will need is i need the authority uh to purchase and accept the easement up to an amount of twenty thousand dollars so we can negotiate that with the private property owner and then we get that we have the sign designed now uh when we get the actual easement we'll give that back to the architect where they can tweak that and then we'll be ready to build that time but uh we do need to purchase a piece of land there at gatling state line in order to build the sun when you're going southbound on uh get well uh it's actually we tried to we tried to put it in an open area but you got a lot of y'all know every time you try to build these money designs it just there's all

[0:25:09] kinds of grading issues and you got power lines over there so there's a big area that opens up that's a perfect place for it but it's underneath the power line uh so we couldn't do that so then we walked the site uh then we had it the design kind of tweaked a little bit to get it as much on public line away as we could but there's still not enough room so we still got to buy a little piece but it's a much smaller but a long way to answer your question but it's further south towards the state line so like right as you're approaching the traffic signal at state line that's going to be on your right and it'll again it'll be tilted angled where it faces the southbound traffic on the hill be a beautiful sign just like the others how so we just need to put any other discussion hearing down a roll call yes okay that motion carries uh that's all i have to say any of any questions for me about anything hearing none we'll move on our next uh next one on our agenda is our personnel doctor president good morning brooke's second alderman hoots is there any discussion hearing nothing we're all calling yes that motion carries next on our agenda is our city attorney's legal update just uh real quick uh at the previous meeting up we approved
